基于:

--- 乙方是经教育部、公安部、国家工商总局批准的自费留学合法中介机构【资质证书：教外综资认字[]（156）号】；

--- 甲方是《自费出国留学中介服务管理规定》及国家相关法律法规中确定的符

合条件的自费出国留学人员，同时已完成在国内大学的规定课程；甲方计划前往美国底特律大学（university of detroit mercy）,兹委托乙方提供自费留学服务；

--- 在签订协议之前，甲方确认：

1. 乙方已全面明确地介绍甲方委托办理的国家及学校的性质、费用、入学

资格、申请入学方式，以及办理护照、签证之程序；

2. 对本协议所涉及的全部内容具有完全正确的理解.

甲乙双方经协商一致签订以下条款：

一、 委托服务事项:

1.1 乙方根据底特律大学提供的材料向甲方介绍留学国家和申请学校的情况；

1.2 乙方向甲方提供与学习计划有关的建议并协助甲方准备相应的申请材料；

1.3 乙方保证底特律大学为教育部认可之学校。向甲方介绍留学签证的有关规定，并进行签证前的面谈辅导及负责甲方留学生签证申请的相关工作；

1.4 乙方应甲方的要求并符合国外实情时，协助甲方预定航班；安排接机及住宿；

二、乙方的权利和义务：

2.1乙方的权利

2.1.1 按照底特律大学的规定，要求甲方提供相应的留学申请材料及办理相关必

备手续，并通过相关测试；

2.1.2 为甲方申请获得底特律大学入学许可原件，同时留存以履行并完成甲方委托之后续签证服务内容；

2.1.3 按照协议的约定向甲方收取咨询服务的相关费用。

2.2乙方的义务

2.2.1 保证所提供留学项目的真实、合法性；

2.2.2 积极、负责的向甲方提供本协议第一条的服务；

2.2.3 为甲方之留学申请及递交之材料保守秘密；

2.2.4 积极、迅速、如实、准确地向甲方提供在留学申请中与底特律大学的联系

讯息，并针对具体情况提供建议；

三、甲方的权利和义务

3.1甲方的权利

3.1.1 随时向乙方了解留学申请进程，美国及底特律大学的情况；

3.1.2 双方一旦确定申请院校后，未经甲方同意，乙方不得任意改变

3.2甲方的义务

3.2.1 遵守国家法律和关于公民自费留学的相关规定；

3.2.2 按照乙方的要求及时提供办理底特律大学申请及学生签证所需文件和证明，并保证所提供材料在有效期内的真实性、准确性、合法性；

3.2.3 按照学校和使馆的要求，支付各项相关费用及邮电等杂费；

3.2.4 根据校方及使馆的要求，自行办理资金担保等手续；

3.2.5 甲方自费出国是以留学为目的，不得做出与学生身份不相符的行为，在留学

期间，自觉遵守所在国的法律、法规和留学院校的规章制度,否则,须自行承担由此导致的一切后果和责任；

3.2.6 按照本协议的规定按时向乙方交纳相关费用；

3.2.7 甲方须自行承担自己因办理出国留学而引起的误工、辞职、失业、辍学等责任；

3.2.8 甲乙双方只在办理出国留学手续上存在双方约定的法律关系。甲方的留学申请

若成功，其出国后的一切人身合法权益受所去国的法律管辖及中国驻该国使馆的保护，乙方不承担任何直接或连带责任；

3.2.9 甲方必须将所有收到的美国校方录取信及i-20表交付乙方，否则乙方有权终止本协议，且不退还甲方所有已交费用；

四、服务费用及支付方式

4.1支付方式及金额

（1）甲方与乙方签订本协议书同时,甲方应向乙方交纳项目管理费600美金，此费用包含：乙方为本项目确保美国学校之长期认可，同时为学员提供留学咨询、留学规划辅导、最新留学资讯、转学分资料审查之费用，以及海外服务费用包括接机、安排住宿、学习辅导、生活辅导、联络家长、紧急情况的联络与处理。(2)在乙方为甲方办理留学申请并获得学校录取通知书交予甲方时，甲方向乙方交纳服务费18000元整（注：美国学校申请费、申请资料的国际快递费和使馆要求交纳的其他签证相关费用由学生自行承担，不包含在此服务费中）。）

1978年，时任中共广东省委书记习仲勋看到对面香港的繁华,而广东这边在文革之后一片萧条白业凋敝。当时,有大量的人偷渡香港谋生,仅一个月的偷渡的人达6000多人.有人主张用叛国罪重惩他们。而习仲勋掉下眼泪说：“不怪他们，而是我们没有把他们的生活安排好，何况叛国罪是敌我矛盾，不适合处理我们内部自己的人”。

银行是一个既保守有开放的经济实体。说银行保守，在于银行是金融体系的重要组成部分，关系到国家的经济命脉，各项改革的成功与否都直接影响到每个老百姓的生活，各种规章制度非常严格和完备。任何一个管理者都没有足够的理由去随便改变这些用过多年的制度。说银行开放，在于银行的资金流动是相对开放的，需要时刻接受各种经济体的冲击和挑战，科技技术手段和政策必须符合时代的要求，否则会死水一片。解放思想在银行永远是不停息的话题。

在实际工作，有很多东西需要不断解放思想，去不断改进：

一、网点不断减少，不适应人民对金融的需求，排队现象没有得到彻底解决，银行员工的工作压力也越来越大；

二、内控制度不适应业务发展的需要。要么是束缚了业务的发展，100人临柜，有120人在后台进行监督，造成大量人力资源的浪费；要么是没有有效地监督一些新兴业务，比如客户经理的业务、网络银行业务等；

三、银行的用人机制不适应业务的发展。银行还是沿袭政府机关的人事模式，员工上升渠道单一，管理人员能上不能下，没有按岗定编，而是因人设事；内部腐败依然存在，官老爷作风没有半点改观，官官相护，你不讲我，我不说你，员工积极性不能得到激发。银行的发展若要健康稳健地快速发展，就必须要解放思想，改进工作中员工经常性反映的问题，不要反映之后不解决，这样会让各级员工感到无可奈何，工作时会感到非常痛苦，问题总还是那个问题。
