二、存在问题

1、目前我的理论水平、素质能力有待进一步提升。

首先是理论学习不够充分，《未成年人保护法》、《教师法》及《教师职业道德规范》的具体内容不够熟悉，其深刻内涵更是有待进一步挖掘。

其次是业务知识学习不够全面。新的教育理论知识掌握不够全面，不能很好的与时俱进，钻研不够深入，特别是在理论和实践相结合上做得不够到位，需进一步加强。

2、对照《中小学教师职业道德规范》的一些条例，本人意识到在日常的教育教学中以及平时的特奥训练中，对于所有学生的个性因素和个体发展的需要，以及个体的能力考虑的不够完善。

四、整改方向

1、持之以恒、坚持不懈地抓好政治理论、教育理论的学习。在提高理论素养上下工夫，加深对“一切为了孩子，为了孩子的一切”、“学高为师，德高为范”等重要思想的理解。并时时处处，将自己的言行与《教师职业道德规范》等行为规范相对照，加强自己的依法执教意识。

“4·28”事故影响很大、教训惨痛。按照路局、路局党委的整体部署和办公室(党委办公室)的具体要求，我认真落实安全“四大”活动的阶段安排，特别是结合本职工作实际，重点进行了自查反思，现将存在的主要问题和初步的整改措施整理如下。

一、主要问题

通过反思，自己认识到在思想意识、业务学习和对“四大”活动的态度等3个方面存在的问题比较突出。

一是“安全第一”的思想意识有所弱化。由于自己长期在机关工作，与运输一线实实在在的具体作业有一定距离，感觉保安全是现场的事，是职工的事，与自己的本职工作关系不大。虽然在日常撰写材料、编发信息的过程中，也常常提到“安全第一”，但也认为那是给下边提要求，作为路局综合处室的工作人员，把“安全第一”写在纸上、挂在嘴上已经足够了，是不是真正入心入脑不会影响到自己干好工作。

二是在业务学习上存在惰性。4.28事故发生后，同事们在一起议论事故经过和应该吸取的教训时，多次涉及到具体的规章制度和作业过程，虽然对这些内容也有所了解，但掌握的不具体、不全面，仍停留在吃老本的阶段，对新技术、新设备应用后带来作业方法的变化比较陌生，这也在一定程度上导致了自己吸取事故教训不深不透。特别是这次事故涉及到公文的流转和传递，自己作为办公室(党委办公室)秘书，对其中的规定和程序应该十分熟悉，但日常工作中也只是凭经验干活，至于规范化的要求到底是什么样，如果用分析事故这种细致认真的程度来衡量自己，还不能完全达标。这都和自己只注重做好手头工作，缺乏静下心来学习业务有关系。

三是对安全“四大”活动有模糊认识。可以说，大检查、大反思或者类似的活动在铁路系统几乎年年搞，活动内容大同小异，自己也曾多次参加，久而久之，对这类活动产生了厌烦心理，认为搞不搞意义不大。没有从思想深处认识到4.28事故区别于其它事故的严重性和危害性，没有认识到开展安全“四大”活动的紧迫性和必要性，反而把自己以往对待活动的消极态度错误地理解为活动本身没有作用，使自己不能真正通过活动促进安全第一思想的树立，不能督促自己主动地抓好安全工作的落实。

二、整改措施

认识到自身存在的问题只是安全“四大”活动的第一步，是否真正吸取事故教训的一个重要标志，就是能不能真正彻底地整改这些问题。下一步，我要以安全“四大”活动为契机，及时改正暴露出来的问题，切实发挥安全“四大”活动的作用。

一是端正对待安全“四大”活动的态度。安全“四大”活动自己能不能搞好，关键是敢不敢于把自己真正摆进去。要彻底改变过去单纯应付的错误做法，从活动一开始，就要从内心深处，把4.28事故当成自己的事故来吸取教训，熟悉事故概况和原因，清楚部、局4.29安全紧急电视电话会议的精神和要求，全面查找安全隐患和问题，认真落实整改措施，立足本职岗位，为确保安全生产做贡献。

二是真正树立“安全第一”的思想意识。通过安全“四大”活动，自己对安全生产有了新的更加深刻的理解，认识到铁路无论任何岗位，“安全第一”的思想意识树得不牢，都有可能酿成大祸，4.28事故就是一个血淋淋的实例。因此，在今后的工作中，一定要时刻绷紧安全这根弦，特别是在值班时，对局调度所、安监室等部门通报的各类安全问题，一定要引起高度重视，改变过去那种“这么大的铁路局，出点小事很正常”的错误想法，及时全面地了解各类事故的概况，及时向局领导汇报影响较大的事故，宁可多报，决不漏报。此外，在撰写材料、编发信息和完成领导交办任务的过程中，凡是和安全有关的事项，都要加倍小心，做到规范处理、仔细核对、确保无误，不因自己的工作失误引发安全问题，甚至给全局工作造成被动。

三是增强学业务的主动性。克服工作过分依赖经验的毛病，对秘书岗位上各项业务知识自己重新做一个梳理，看一看哪些是自己还不太熟悉的，哪些是经常接触却做的不规范的，哪些是过去正确却不符合现在新要求的，然后对照相关的文件、资料和专业书籍，有针对性地强化学习。为适应值班工作的需要，自己还要更加主动地加强铁路运输专业知识的学习，而且要强迫自己尽量学广一些、学深一些、学透一些，特别是要紧密结合京津城际铁路通车、动车组开行、北京南站和天津站投入使用等新情况，抓紧学习由此带来的运输组织新方式、规章制度新要求和作业方式新变化，使自己的知识储备和更新速度跟上铁路日新月异发展的新形势。此外，对于铁路与民生关系比较密切的一些法律法规，如《铁路法》、《铁路运输安全保护条例》也要加强学习和运用，以更好地适应与地方政府有关部门打交道的新需要。
