一、加强领导，提高思想认识

我局实行主要领导负责制，确保“学雷锋”活动的有效开展，同时召开专门会议部署该项活动，制定《扬州市江都地方税务局关于开展“学雷锋”活动的实施方案》，由人事教育科具体负责该项活动的指导、推动和督促、检查。进一步明确活动任务，做到一级抓一级，层层抓落实，确保了该项活动的有序开展。另外，我局把“学雷锋”活动与精神礼貌建立、优化纳税服务一并整体推进，保障活动的开展效果。

二、把握脉搏，找准工作切入点

确立与时俱进的志愿者服务主旨，是品牌建立的关键。我们敏锐捕捉活动契机，紧紧把握时代的脉搏，立足学校实际，做到了“三贴近”和“三注重”即：贴近实际、贴近生活、贴近工作和注重实践教育、体验教育、养成教育，让干部在体验中淬炼无私奉献、热心公益、热爱祖国的精神品质。

在志愿服务活动资料的确定上我们遵循：一是继承和创新统一的原则，在结合时代特点和需要的同时，不断继承和发扬民族文化的优秀传统;二是坚持民族性与世界性相结合，立足国情开展环保活动，同时放眼世界;

四、创新形式，提升税收志愿服务活动的品位

(一)举办志愿者税法咨询活动。我局派出20名业务骨干，先后在法制广场、宜陵镇、双沟镇等多个咨询点开展了不一样形式的税收咨询活动，以“税收促进发展，发展为了民生”为主要资料，重点宣传与公民生活密切相关的税收收入、税收政策、税收管理和纳税服务等有关资料，加强了优化纳税服务和整顿、规范税收秩序的宣传。志愿者服务队派发各种税收宣传单1000余份，解答现场咨询，吸引了广大纳税人踊跃参与，取得了良好的社会宣传效应，树立了江都地税的良好形象。

(二)组织开展学雷锋”礼貌交通志愿服务周周行活动，城区六个分局80余名志愿者们利用周六休息时间，统一佩戴志愿者标志到交通要塞维护交通秩序，劝导行人与非机动车礼貌同行，以自身的具体行为，影响和带头身边人，为营造礼貌交通新秩序，做出地税人应尽的贡献。

一、项目背景

《xx市中长期教育改革和发展规划纲要》（～2020年）明确提出：“探索建立义务教育学校之间的协作机制，缩小学校之间办学水平差距，促进义务教育学校均衡发展”。松江区通过建立学校发展共同体，创新办学模式，整合教育资源，共享教学成果，提高区域教育均衡发展水平。上外松外学校XX年建校适逢松江区学校发展共同体成立，利用学校共同体发展平台，让一所新学校健康、快速发展。

建立具有特色社区调研报告

一、社区法制化建设现状

通过多年的普法教育，居民普遍具有一定的法律知识基础和学法、用法的法律意识，法律素质明显增强，一部分人会运用法律维护自身合法权益。但社区法制建设仍呈现出一系列问题：社区规章制度不完整，未起到实质性作用；居民法律意识淡薄，知法、懂法、用法的实际能力欠缺；辖区单位经营守法中存在问题，有些抱着侥幸心理与现有规章打擦边球，只图眼前、不顾长远；沟通渠道不畅通，导致工作中存在无头绪现象；特殊群体及弱势群体得不到针对性的和及时的帮助；缺乏一支高素质的服务队伍。

二、自身专业特点及优势

我在大学所学专业是行政管理，专业知识涉及面广，包括政治类、法律类、管理类、行政类、社会类、经济类、心理类和操作类等。这些知识的学习是我大致了解了各行业的基本特点及具体问题，具有了很好的逻辑思维能力并能让我从更广范围着眼看待和处理问题，从而为建设特色社区出力献策。

三、构建法制化社区的整体思路

通过明确指导思想，确定工作目标、对象及内容，不断努力丰富活动载体，时刻铭记具体要求，从而构建生动活泼的法制化社区局面。

（一）指导思想

以党的xx大精神为指导，全面落实科学发展观，以规范社区管理、参与社区服务和保障社区稳定为宗旨，以法制宣传教育和法律服务为切入点，以提高社区居民法律素质为核心，为构建和谐社区做贡献。

（二）工作目标

通过构建法制化社区，使社区居民的法律意识和法律素质进一步提高，依法维护自身合法权益的能力不断增强，社区管理、服务的规章制度进一步健全，沟通渠道进一步畅通，辖区单位依法治理、依法经营，以营造良好的法制氛围。

（三）工作对象及内容

1.社区居委会

学法、懂法、用法应从自身做起，包括工作的规章制度、工作人员工作职责、办事流程等等，以便使社区工作有章可循，提高工作的规范性和效率。

2.社区居民

作为社区主体的社区居民，普遍上法律意识淡薄，同时，年龄、知识结构的不同使得知法守法形成不同层次的局面，应加大基本法律的宣传力度，以切实提高居民法律素质；针对特殊领域的法律知识，要有针对性的开展宣传教育；特殊群体需要特殊关注，弱势群体需要特别帮助。

3.社区单位

辖区单位呈现多样化特征，有机关、企事业单位和众多经营性门店，有的依法经营，有的无证无照，因此我们应针对不同情况、不同问题区别对待。对机关及事业单位要经常沟通、了解法制化建设情况，对经营性的企业及门店要加强监督和教育引导，将其纳入法律宣传教育体系中，有需要法律服务的给予力所能及的服务。

（四）工作方式、方法

1.开设法制宣传栏，加大宣传力度。利用社区网络平台或另外开设宣传专栏，有步骤、有计划的将社区居委会规章制度、居民学法内容、优秀事迹刊出，加强正面引导和学习教育，提高全社区法律素质及社区法制化水平。

2.搞好宣传活动，让法律深入社区。采取临街宣传活动或邀请专家学者定时不定点、定点不定时的上法制课，将新出台的与居民群众切身利益相关的法律法规、与时事问题相关的法律知识传达给民众，让宣传进学校、进单位、进小区，从而让法律真正走进社区，最终提高社区法制化水平。

3.加强法律服务，发挥志愿者作用。通过开展各项活动，将一部分懂法律、有精力的群众组织起来，成为法律服务志愿者队伍。志愿者队伍要配合社区主动查找问题、发现问题，当好人民调解员，将各种矛盾纠纷化解在萌芽状态，遇到需要法律援助的对象则帮其申请法律援助。

基本情况
