国家地税局上半年工作总结报告

一、6月份工作主要情况

（一）做好文字资料、声像档案等资料的收集整理工作，地税局办公室上半年工作总结。6月份除收集整理好本部门保存的档案资料外，到各部门指导其做好收集整理工作。但截止月底，只有2个部门移交了资料，其余部门因工作忙的原因未能按时完成收集、移交档案资料的任务。

（二）完成草拟上半年市局工作总结、税收科研工作总结、《x年鉴200*》卷地税材料等各类文稿66份。审核、校对文件181份，处理收文222份。办公室同志撰写了信息5条，完成了当月报送信息任务。编发了《x市地税简报》3期、《x市地方税务局保持共产党员先进性教育简报》2期。

（三）评选了200*年度税收科研专项课题和一般课题的优秀论文，向区局税收科研所推荐。制订了本局税收科研制度，对税收科研活动的组织、计划、奖励等作出规范化规定，使科研工作有章可循。根据x局税收科研所下达的200*年科研课题计划，结合我市实际制订了我市今年科研计划，提出了保证课题计划落实的若干措施并经局长办公会议讨论通过。参加了全区地税科研工作会议。

二、上半年办公室工作的回顾

（一）档案管理工作

作为今年区局提出要实现重点突破的重要工作项目之一，办公室对档案工作予以了高度重视。今年内的主要工作是归集散落于各单位、各部门的文书、报表、图片、声像等档案资料，防止宝贵历史资料的流失。为此，市局成立了档案管理工作领导小组和档案资料鉴定小组，制订了《关于加强档案管理工作的实施方案》、《市局机关档案文件收集范围》等制度，修订和调整了档案管理工作的一些制度、办法、规定等文稿，对今年全市地税系统档案管理工作进行全局规划，工作总结《地税局办公室上半年工作总结》。4－5月，市局办公室派员对各县（市）、区地税局档案工作的现状开展摸底调研，查找薄弱环节和不足，为下一步做好档案工作明确了思路。

5月10日－13日，地税局在xx市召开全区地税系统档案质量检查评估会议。这是迄今全省地税系统召开的档案工作规模最大的一次会议，目的是抽查各市、县地税局档案管理工作的现状，查找问题和不足，以利于进行有针对性的整改提高。办公室、参加了会议的检查评估工作，各县、市、区地税局办公室档案管理员到会观摩学习。经会议检查，给我局的综合档案整理质量评分为76分，属档案工作一般单位。区局对我局档案工作中存在的问题和下一步的整改提出了详细的建议。

按照省地税局会议就我局档案工作提出的整改意见，办公室通过认真学习，决定立即采取行动整改。在5月中下旬制订了市局机关档案文件的收集范围，修订和调整了关于档案管理工作的一些制度、办法、规定等文稿。5月31日，牵头召开了市局机关档案管理工作会议，市局机关各部门、直属机构的负责人和档案人员参加了会议，会议通报了省局会议的主要精神，逐一分析了该局档案工作目前存在的不足。x局长亲自到会组织全体人员结合本单位工作实际学习研讨区局档案工作的几个制度，并强调指出：一是要切实认识档案工作的重大意义，把健全档案管理作为地税系统实现信息共享、整合提高工作水平的措施来抓，全体干部都要树立档案意识并有责任保护档案资料。二是各部门负责人务必引起重视，档案工作非整改不可，谁毁损了档案资料谁就是历史的罪人，必须追究责任。三是从6月份起要立即落实整改措施，全力收集资料归档，做到全面规范；要求在6月底以前完成200*年以前档案资料的收集并移交办公室，由鉴定小组集体鉴定归档，随后将开展培训工作。四是协调处理好办公室与各部门之间的分工合作关系，处理好综合档案与专业档案的关系；办公室作为主管部门，要把管好档案作为头等大事来抓，档案工作没做好等于今年什么事情都没做，除了搞好综合档案室的工作外，还要协调指导会计、征管、稽查等部门的专业档案室建档管理工作，并逐个部门指导收集档案工作，机关各部门除搞好本部门专业档案室建设外，都必须全力配合搞好综合档案归集工作；五是从人、财、物力方面保证档案整改的需要，凡归档工作中所需准备的装具、设备等物品，要预先列出配置计划及时准备；对归档时可能需要调整收集标准等细节问题要周密考虑，随时解决问题。

（二）明确职责，提高文秘工作质量

今年上半年，办公室补充了一名同志，从而充实了文秘工作力量。为了进一步加强和规范文秘工作，办公室4月下旬召开工作会议，研究了办公室工作人员的分工，以便于分工负责各项工作；在总结前一阶段办公室主要工作的基础上，大家讨论研究了今后办公室工作的发展方向，决定办公室今后每个月定期召开一次会议，由各人小结当月主要工作情况、提出下一阶段工作思路，做到查漏补缺，提高质量；尤其强调办公室工作人员要在文秘、信息、档案、调研、督查等方面增强主动性，不断提高对基层单位的帮助和指导水平。近两个多月的实践证明：新的工作方式有助于使办公室同志及时发现工作中尚未落实的环节，理顺工作思路，促进了文秘工作的效率和质量的提高。据统计，上半年，办公室起草了各类文件材料233份；审核、校对文件722份，处理收文1217份，并对机关各部门和基层单位报送来的不规范公文进行了纠正、退回等处理。

每学期、学年度发放贷款的利率，根据发放时中国人民银行规定的利率档次进行确定，按 结息。在本合同履行期间，如遇国家利率调整或计息方法变更，贷款人无须通知借款人，本合同项下贷款利息或计息方法也做相应调整。贷款利息自贷款发放之日起计算。

第四条 借款用途

此贷款只能用于甲方在校期间的学杂费及生活费用。甲方必须按约定用途使用贷款，不得将贷款挪做他用。

第五条 债务范围

本合同所称债务是指借款人应向贷款人偿还、支付的全部款项，包括贷款本金、利息、罚息、费用、违约金、赔偿金及其他一切款项。

第六条 授权事项

第十二条 甲方声明与承诺
