进入公司已经有4个多月了,作为一名应届毕业生,在学校与步入社会中工作有着很大的不同。初来公司,曾担心如何把工作做好,但是公司融洽的工作氛围,团结向上的企业文化,让我很快完成了从学生到职员的转变,让我很快适应了公司的工作环境。在本部门的工作中,我一直严格要求自己,认真及时的做好领导布置的每一项任务。不懂的问题虚心想别人学习请教,不断提高充实自己,希望可以为公司作出更大的贡献。但是有时候工作中会出现一点瑕疵,前事之鉴,后事之师,这些经历也让我不断成熟,在处理各种问题时考虑的更全面,更注重抓住细节。在此,我要特地感谢部门领导对我的入职指引和帮助,感谢他们对我工作中出现的问题加以提醒和指正。

这四个月以来我学到了很多,感悟了很多。公司是一个新环境,并且在公司的大环境中我有很大的发展空间,更多的学习收获,不断的让自己的工作能力加以提高。在工作中,不断的学习与积累,不断提出问题,解决问题,不断完善自我,使工作更快,更好的完成。我相信我一定会做好工作,成为优秀的人才,不辜负领导对我的期望。

作为公司的平面设计,最关键的是能让公司的形象深入消费者的心理,吸引消费者,所以一定要有好的创意,并且要把握住方向。思想上天马行空,设计上脚踏实地。我懂得了做设计最重要的是严谨,注重细节。一个好的设计一定要经得起推敲。

总之,经过一段时间的试用期,我认为我能后积极、主动、熟练的完成自己的工作,在工作中能够发现问题,并积极全面的配合公司的要求来展开工作,与同事能够很好的沟通与配合。在以后的工作中我会一如既往,对人;与人为善,对工作;力求完美,不断的提升自己的专业水平及综合素质,为公司的发展尽自己的一份力量。

事业单位是依法设立的、从事教育、科技、文化、卫生等公益服务、不以营利为目的的社会组织,这一定位决定了事业单位所应具有的四大特征,即:依法设立、从事公益服务、不以营利为目的、社会组织。

从事公益服务、不以营利为目的是事业单位最重要的特征,由此也决定了事业单位的绩效考核与企业的绩效考核有着本质的区别,它不能简单地以利润和经济成本为目标,而是要衡量所提供的公共服务的社会转移价值,而这种衡量存在三个较大的难点:

(一)难以确定:所谓难以确定,就是公共服务的评价标准难以确定,比如中小学教育质量,我们希望中小学为社会提供素质教育,但什么是素质,如何衡量素质,目标难以确定,于是,多数教育管理部门以分数和升学率作为评估学校教育质量的指标,因为这一指标容易确定,但遗憾的是,这种容易确定的、明确的指标,却往往不能代表事业单位的设立使命。

(二)难以量化:所谓难以量化,就是公共服务的评价标准难以完全定量衡量,比如社区医疗卫生服务,很重要的一项工作就是健康服务与健康教育,而由于区域的不同、服务对象的不同,对此项工作的考核标准就比较难以量化,考核就有一定的难度。

(三)难以衡量:所谓难以衡量,就是公共服务的评价数据难以计算和获取,对于企业来说,产值、利润、合格率、成本等都可以通过企业的财务信息获得,而事业单位则不然,一是有些工作的效果要经过较长的时间才能显现,二是针对公共服务的考核往往要引入社会评价的方式,要选择相当数量的样本进行调查,实现成本较高。

正因为此,事业单位普遍感觉绩效考核推行起来的难度很大,而本次事业单位的绩效工资改革又将考核的问题再次推上了桌面-既然是绩效工资,必然要有配套的绩效考核体系,产生考核结果,并将结果应用于工资的发放。这一矛盾如何解决?集多年为企事业单位设计绩效考核方案的经验,笔者认为,事业单位启动绩效考核,不一定要求面面俱到、非常完美,但必须把握好“一个中心、两个基本点”,即:以绩效改进为中心,以程序公平与标准公平为基本点。

(一)以绩效改进为中心。

客观地看,相对于企业绩效考核,除少数相对市场化的单位之外,绝大多数事业单位的绩效考核还处于起步阶段,许多单位的干部、员工甚至还不能完全区别绩效管理、绩效考核、考评、民主测评、目标管理、责任制的概念,因此,对于多数事业单位来说,第一轮的绩效考核体系的建设和运行,更多的是绩效管理概念的普及、理解与导入。在这一阶段,我们特别需要向全体人员灌输的概念是:绩效管理是一个循环,自绩效计划开始,经过绩效辅导、绩效考核、绩效反馈到考核结果的应用,形成了一个闭环;经总结提高后,进入下一轮绩效循环;在这一过程中,组织绩效呈螺旋上升的趋势;而绩效管理的目的,正是促进被考核者达成目标,并实现绩效的持续改进。其中,考核只是绩效管理的一个环节,绩效工资只是绩效考核结果的一种应用方式,考核不是目的而仅仅是绩效改进的手段。

有了这样的指导思想,大家就会把目光聚焦在如何实现绩效的改善上面,而不是把考核结果仅仅当作分配的依据,而过分关注其公平性。客观地讲,绩效考核的结果不可避免地存在非量化的、非可控的、非绝对公平的因素,即使是企业的绩效考核也是如此,事业单位的考核更是无法做到,因为公共服务的价值和质量本来就难以衡量,在不同区域、不同社会环境下、针对不同目标群体的服务更加难以建立完全公平的评价标准。此外,即便这样的标准可以找到,取样、清洗、计算的成本也将非常之高,可能导致绩效考核这一管理活动的投入产出比过低,无法长期持续。

(二)程序公平。

所谓程序公平,即绩效管理的体系科学公平,程序规范公正,结果透明公开。

事业单位绩效考核首先要做到程序公平。之所以这样说,基于三个考虑:首先,事业单位的性质决定了其考核指标的量化程度低、标准化程度低,在这样的前提下,如果再不能很好地解决程序公平问题,则考核的公信力将大受影响;其次,绩效考核体系的建设需要在实践中不断积累和摸索,而事业单位绩效考核刚开始全面推行,案例、经验、数据库等都不完善,因此,需要先从程序的规范入手,因为程序的规范难度相对较小;第三,通过程序的固化,可以引导全员观念的转变,由传统的为发奖金而开展的年终考评转变为为实现目标而进行的绩效管理。

实现程序公平,首先需要领导的高度重视,其次需要通过培训令大家理解、认同绩效管理的意义与目的,第三要设计科学、规范、可操作的程序,第四要引入软件等方法,将绩效管理程序固化、标准化,使之能够可持续执行,避免“一阵风、运动式”的绩效考核。

某公积金中心绩效考核体系的建设中就充分体现了这一思想。首先,通过对国内外同行业的调研、考察,公积金中心系统规划了绩效管理的工作框架,明确了绩效考核的层级关系,以及绩效管理的基本流程。根据中心的工作特点,采用了定量与定性相结合的方式,定量指标跟实际工作量相结合计算,定性指标采用360度评价打分,分为a1/a2/a3、b1/b2/b3、c、d八个标度,针对每个标度设计了可供参照考核的评分标准,使得打分更加准确、便利。同时,该中心在咨询公司的协助下,适时导入了绩效管理信息系统,使得绩效管理工作格式化、标准化、程序化,大大降低了绩效考核的工作强度,提高了考核体系的可用性。

通过上述措施和技术,该中心实现了绩效管理程序的公平化、标准化,考核工作得到了全体干部、员工的认可,有效地推动了工作质量和效率的改善,也得到了上级主管部门的高度认可。

(三)标准公平。

所谓标准公平,对于绩效管理的要求则更高,它要求绩效管理的目标能够转化为一套具有领先性、体系性、可操作性的指标和标准并有效分解到被考核单元(组织、部室、岗位),同时,通过配套的数据收集与管理体系,对每个被考核单元给出客观、公平的评价。

事业单位绩效考核的终极目标是要做到标准公平。所谓标准公平,体现在四个关键点:

首先,一个绩效管理良好的组织,其绩效考核的整体指向必然是组织的战略或经营目标,因此,事业单位的绩效考核工作要做好,首先要有单位的战略或年度目标,因为这才是绩效考核真正的目的和方向。应该说,这方面事业单位的基础还是有的,一般都有每年的工作计划和工作报告,这是一个很好的基础条件。

其次,需要有一套程序、一个部门或岗位负责分解上述目标,形成针对中层以上管理人员和科室的考核指标,我们称为“战略解码”,这项工作是一项长期性的工作,每个季度、每个月都需要跟踪指标的完成情况、并根据环境变化进行调整。

第三,需要建立分层分类的岗位考核指标库,以及针对科室负责人的绩效考核培训体系。只有分层分类,才能体现不同岗位的工作责任和工作特点;而科室负责人是绩效考核的中间层,只有这一层级的管理人员熟练、技巧、规范地使用绩效考核的方法,才能够把单位给予自己的考核压力有效地传递到基层,并根据表现给予每一位员工科学、客观的考核结果。

第四,需要建立一套数据的收集和评估程序。需要财务和相关业务科室提供的数据,要明确责任人、数据提交时间、数据报送口径;需要考核小组、述职会或360度评价的,要建立尽可能详尽的评价标准或“目标锚”;需要外部评价的,要做好外部评价机构的选择、管理和审核工作。

当然,绩效标准的建设非一日之功,需要长期的实践、积累与调试,从而找到考核精度与考核成本的平衡点。

Article 10 Inspection of Analysis & Weight

Article 12 Force Majeure

The Seller shall not be responsible for the delay of shipment or non-delivery of the goods due to Force Majeureunder UCP 600. The seller shall advise the buyer immediately of the occurrence mentioned above and within 3 days thereafter the seller shall send a notice by courier to the buyer of their acceptance of a certificate of the accident issued by the local chamber of commerce under whose jurisdiction the accident occurs as evidence thereof. Under such circumstances the seller , however, are still under obligation to take all necessary measures to hasten the delivery of the goods. In case the accident lasts for more than 60 days the buyer shall have the right to cancel the Contract.

Article 13 Arbitration

All disputes arising out of or in connection with this Contract shall be finally resolved by arbitration in accordance with the Rules of Arbitration of the International Chamber of Commerce (UCP-600/20xx or Uniform Customs and Practice for Documentary Credits) by one or more arbitrators appointed in accordance with the said rules. 在金融竞争日趋激烈的形势下,竞争的范围迅速扩大,竞争的程度空前加剧。人才的竞争也愈演愈烈,高素质的人才流动也越来越快。农业银行的经营重点是使营业收入增加,提高工作效率,保持合理的风险控制。而农业银行竞争能力的强弱、经济效益的高低又取决于人力资源管理策略,取决于全行干部员工的积极性、创造性和责任心。因此,作为人力资源管理的重点绩效考核评价体系的建立显得越来越重要。农业银行海南省分行引入绩效激励是从工资改革开始,实行绩效工资,即工资总额=岗位工资+绩效工资。但是,对绩效工资的考核评价至今没有一套完整的方法。如何建立和完善绩效工资考核评价体系,是一项目前迫切需要解决的问题。本人就自己的看法和见解,提出几点意见,以求抛砖引玉。

一、建立绩效考核评价体系的要求

绩效管理是现代人力资源管理的重要组成部分,而绩效考核评价又是绩效管理的最重要一环,这一点已形成共识。绩效考核评价是企业经营管理者改进工作的一个关键环节,是决定企业员工提升、奖酬的基础。正确的绩效考核评价,能激起员工努力工作的积极性,同是也为农业银行吸引和留住优秀人才提供了保证。而在进行绩效考核评价时,要慎重地选取恰当方法,正确把握关键考核指标,对每位员工进行合理的考核评价,使得人尽其才、才尽其用。建立切实可行的绩效考核评价体系主要应做好以下几个方面的工作:

1、加强宣传。农业银行引入了绩效管理计划,是一项用途广泛的激励方案,是基于农业银行的发展战略,通过员工与其上级主管持续、动态的沟通,明确员工的工作任务及绩效目标,并确定对员工工作结果的衡量办法,在绩效管理过程中影响员工的行为,从而实现企业的目标,并使员工得到发展。通过宣传,使全体员工了解什么是绩效管理,消除和澄清全体员工对绩效考核的错误及模糊认识。目的是通过表彰员工为农业银行发展所做出的贡献,并引导金融服务业的发展。不是管理者对员工挥舞的“大棒”,而是通过考核发现员工工作的长处、短处,使员工的职业能力有所改进、提高。尤其要提升担当考核者的主管们的现代经理人意识和素质能力,真正使他们在企业管理的各个层次发挥牵引力。绩效管理强调员工对农业银行战略业务计划所做出的努力,并实实在在地奖励员工的贡献,这种贡献还应考虑个人及团队的努力。

2、制定岗位标准。要制定一套科学有效的考核标准,必须通过广泛的调查研究,可以通过调查问卷、访谈等方式,加强与各主管和员工之间对各个岗位工作范围、任务和业绩标准的沟通与理解,进行有效的岗位分析,编制岗位说明书,制定切实可行的考核标准,确认每个岗位的绩效考核指标。制定员工的岗位说明书,让员工对自己工作的流程与职责有十分明确的认识。同时,管理者要与员工保持及时、真诚的沟通,持续不断地辅导员工业绩的提升。绩效目标往往略高于员工的实际能力,所以难免在实现的过程中出现困难,出现障碍和挫折;同时由于金融环境的变化,农业银行的经营方针、策略会出现不可预料的调整,随之员工的绩效目标也会作适当的调整。这就需要农业银行的管理者发挥自己的作用和影响力,帮助员工排除障碍,提供帮助,与员工做好沟通,不断辅导员工改进和提高业绩。沟通包括正面和负面的沟通,沟通是贯穿于绩效管理的整个始终,需要持续不断地进行。

3、做好绩效考核工作。首先,认真做好员工平时行为的观察和记录。绩效管理的一个很重要原则就是“没有意外”,即管理者与员工不应该对一些问题的看法和判断出现意外,管理者与员工对绩效考核的结果的看法应该是一致的。为了避免“意外”,要认真记录员工绩效表现的细节,形成绩效管理的文档,作为年终考核的依据,确保绩效考核有理有据,公平公正。其次,绩效考核是一段时间(通常是一年)绩效管理的一个总结,总结绩效管理中员工的表现,好的方面,需要改进的地方,管理者需要综合各个方面给员工的绩效表现做出评价。同时,绩效考核也是农业银行薪酬管理、培训发展的一个重要依据。

二、绩效考核评价体系的内容

绩效考核评价方案应有两个主要的组成部分:农业银行的整体绩效计划由与个人年度业务计划相关的业绩及与同行比较的业绩而定;个人的绩效报酬等级由决定业务单价为关键指标相对应的个人业绩决定。

1、整体绩效计划的业绩:由年度业务相比较的业绩和与竞争对手比较的业绩组成。年度业务相比较的业绩是质量绩效计划模型的基石。每个财政年度开始时,农业银行为资产回报率及营业收入增长两个指标确定目标,资产回报率和营业收入增长这两个指标加在一起得出与计划相比较的业绩。即:与计划相对应的业绩(100%)=股权回报业绩(50%)+营业收入增长业绩(50%)。

与竞争对手比较的业绩:若农业银行要取得成功,就必须密切关注金融同业的情况。考核某支行的业务经营业绩,必须与当地的其他金融机构的经营业绩相联系,如市场占有份额、利息收回率等指标进行比较,确定农业银行的市场定位。当顾客农业银行打交道时,他们通常根据从其他地方得来的经验,有自己对服务质量的预期值。他们不只会与本地方的其他银行作比较,他们还会与在市场上所能找到的高标准作比较。顾客比较农业银行及其竞争对手,因此农业银行必须作同样的比较。这些指标分成三大类:财务指标、顾客满意度指标及员工责任感指标。(a)财务指标:与其他银行相比较,在资产回报率与营业收人增长方面的业绩。(b)顾客满意度。(c)员工责任感。这三项指标的考核结果,分别由上一级行对下一级行进行考核评价后给出。

把相对于业务计划和相对于竞争对手的绩效作全盘考虑后,就可以计算出农业银行的整体绩效计划的业绩。下面的公式表明:若以农业银行某支行满足业务计划及在三项竞争指标中,绩效计划就会上升,这样农业银行的业绩计划将达125%。即:某支行的业绩(125%)=股权回报业绩(50%)+营业收入增长业绩(50%)+竞争性业绩(25%)。

2、员工个人的绩效计划报酬

员工个人的绩效计划报酬取决于员工所属支行业绩、员工的报酬级别及个人的当期表现。具体可以用以下公式来表示:S=A×B×C。S表示员工个人绩效计划报酬;A表示员工所属支行业绩——由财务竞争业绩决定,若员工所属支行达到计划,该数值就是100%,竞争业绩良好可另加25%;B表示员工的报酬级别(绩效计划目标)——若支行完成计划,员工完成工作后达到的绩效计划目标;C表示个人的当期表现(个人业绩)——其数值从0到200%之间,100%表示业绩合格,支行应该按季公布考核评价员工的绩效数。绩效计划报酬金额直接与个人是否完成年初设定的目标有关。员工将清楚地知道所能得到的绩效计划报酬。支行每个季度审核过去一个季度的业绩,通过在这个公式中插入合适的数值,员工在每年的任何时候均能计算出他们的绩效计划报酬。原来的方案各支行的员工根本不知道自己究竟能拿到多少绩效报酬,这个方案与原来的方案相比提高不少,因为现在员工可以直观地知道其个人业绩在绩效计划条件下所应获取的报酬。比如说,一个客户经理的个人业绩是130%,绩效计划报酬计算公式如下:绩效计划目标(70%)X员工所属支行业绩(100%)X个人业绩(130%)=绩效计划报酬(91%)。

3、在养老金中加入绩效计划报酬。目前,各支行还存在着两个工资:一个是档案工资,另一个是改革后的工资,即岗位工资+绩效工资,以下称“改革工资”。随着绩效工资越来越成为总报酬中重要的组成部分,有必要把绩效工资计算到员工养老金中去。由于存在两个工资,而现在员工领取的是改革工资,但养老金又是按照档案工资计缴,因此把绩效工资纳入计缴养老金总额,使员工加入绩效工资计划就能从中获益,这也是报酬制度的创新。

综上所述,绩效考核评价体系要体现科学、合理、可操作性,才能真实地反映员工的工作实绩,应能起到改进、保持、发展的目的。绩效考核评价也要同员工的个人发展规划、农业银行的培训计划有机地结合起来,而不仅仅局限于员工的薪资、奖金、升免。同时,农业银行还可以将“双星工程”纳入绩效考核评价体系,不同网点、柜员采取区别的奖励激励计划,使绩效考核评价体系更加丰富。农业银行的发展是动态的,绩效考核评价的标准与刻度也应作相应地调整。因此,绩效管理没有结束,只有不断地超越和发展,只有持续地改进和提高。惟有如此,绩效管理才能真正发挥其作用,才能持续不断地推动企业的管理向高水平、高效率方向发展。
