20xx年9月份,我通过院学生会宣传部的考核被留用，从此开始了在宣传部一年的工作。

在这一年中，从最初的迎新晚会，到后来的外文歌赛、英语角、新年晚会、主持人大赛、艺术文化季再到后来非典时期的“经历非典”艺术作品展、“六月七彩”T恤设计大赛、“健康加油站”等以及其它如学代会筹备、招生咨询会服务、军训出发协助等这一系列活动，我没有漏下其中的任何一个。在这一次次的活动中，尝遍了酸甜苦辣。正是经历了这么多，才使我对宣传部的工作产生了深深的感情;正是得到了许多经验，同时又留下了很多遗憾，才使得我产生了这个强烈的愿望：留下来做部长——弥补去年工作中留下的那些遗憾，将宣传部建设得更加出色。

在这一年的工作中，有四件事情给我留下了深刻的印象：第一次，我们部的一个同事因为工作上的小失误被另一个部的部长批评哭了，我当时心里替她抱不平，就去找那位部长解释了几句。也许是太不成熟了吧，可能我的话说得有些直，当时那位部长气冲冲的就走了。事后，还是我们的部长先替我给人家道了歉。那时我才意识到自己还很不成熟，由于自己的感情用事给两个部的合作带来了众多不便。从那时起，我学会了无论在工作中遇到了怎样的委屈和误解，都能控制好自己的情绪，一切以合作为重、一切以学生会的工作为重。

第二件事情发生在外文歌赛上。当时，我们部花很大功夫作了一个道具，但就在表演正在进行我们拉动它的时候，意想不到的事情发生了：一瞬间绳子被拉断，庞大的道具重重的落到了舞台上——这是装台的一个重大失误。当时，几乎所有宣传部部员都潸然泪下。事后，我们受到了主席的批评。但我觉得这次批评挨的一点都不冤，确实是我们的工作存在失误，如果我们在装台时能够早点发现隐患、或是能够选用一种更好的固定方法，这个失误完全是可以避免的。从这件事情中，我更加深刻地理解了什么叫认真细致、精益求精。我想：这次深深的教训会让我在以后的工作中考虑问题更加严谨，最大限度地避免失误的产生。

第三件事情是去年部里搞的“圣诞贺卡展”。尽管这次活动有一些小失误，但效果总的来说还不错。当时这次活动给我留下最深刻的印象，就是在严冬中大家忘我工作的感人精神。活动当天，寒风凛冽，而我们所有部员为了将每一张贺卡绑好，拴绳子的都手被冻肿了;扯线绑心愿条的部员，手几乎被细线勒出了血;还有几个穿着薄薄的圣诞老人服的部员，嘴唇都被冻紫了„„那一切每当回想起来，心里都有说不出的自豪和感动，我和我的同事就是凭着这样一种执著和热情，去做着这一年中的每一次活动。我想，只要我把这样的热情继续投入到以后的工作中，就一定可以把每一次活动搞得更好。

还有一次深刻的印象不是一件事情，而是整个非典时期，学生会做的好多次活动留下的。突如其来的非典，使我们的部里一下子只剩下四位部员，而工作似乎并没有少多少。在这样的情况下，包括三位部长在内的所有宣传部成员都加倍用心地投入在工作中。那一段时间中，繁杂的工作使我们学会了相互理解，相互合作，也学会了怎样在纷扰的环境中静下心来工作，处变不惊。同时，我们有限的几个人在相对多的负责活动的机会中也得到了更多的锻炼，尤其是策划活动和整体组织、把握全局的能力，我认为这也是做领导所必备的能力。

回顾这一年的工作，我认为自己最大的成绩，就是很少因任何人、任何事、自己任何心情而耽误工作，一直兢兢业业，任劳任怨;这是我的工作态度，也是我人生的信条。

在品德方面，我自认为是个乐于助人、光明磊落、心胸开阔的人;在才能方面，我自信不辜负老部长对我的信任，能做到主席团对我的要求，能胜任所竞聘的岗位。我也自信对一些人与事，有自己的思考，自己的见解，不会人云亦云。

这次我所竞聘的是宣传部副部长，下面我谈一下自己对这一职位的认识和思考。

我认为副部长这一职位的基本职责与作用就是承上启下，上对部长负责，积极协助部长并不折不扣地完成部长布置的任务;下要搞好部内的团结，把宣传部凝结成为一个有战斗力的集体，同心同德完成所承担的工作任务。

如果我被聘为宣传部副部长，我会努力做好两点：第一，端正自己的位置，明确自己的身份。作为副部，不能超越职责范围，在例会和日常工作中，要以部长的意见为主，维护部长的权威和部内领导层的团结，同时也应该在部长的意见有疏漏时作必要的补充。第二，在部内营造一种良好的公平竞争、任人唯贤的氛围。我认为，在一个集体里，只有坦诚、热情地待人，积极努力地工作，公平严明地处事，才能赢得同事们的信服与尊重。在一个小集体里，只有公正与磊落，才能够在属下面前树立权威。

与此同时，我也会和其他两位部长搞好分工合作。在部内我可以主要负责部内的帐务以及日常事务的管理等等。另外，作为非典时期唯一一个留在学校的部长，我亲身经历了“六月七彩”T恤展这次活动以及其它一些活动，在工作中经受了锻炼，积累了很多宝贵的经验教训，在这一届的任期中我会协助部长努力将各项活动尤其是“六月七彩”T恤展搞得更加出色。

因为是主要负责者，所以对于T恤展我有几句想说的话。这个活动结束后我做了问卷调查，大家对待这次调查还是比较关注和支持的，这说明本次活动还是引起了大家的兴趣。当然考虑到参赛时由于非典因素所有材料都是免费的这一有利条件不会再次出现，所以我们在下次开展这一活动时应该做较大的改变，这一点在问卷调查分析中都有详细的说明，日后我和其他两位部长也会做更细致的讨论从而得出可行的方案。我个人感觉这是宣传部一年工作中最为出色的一次，也能鲜明地体现我们宣传部的特色，所以希望主席团能大力支持我们继续开展这一活动，我们也会不断努力使它成为院学生会的又一精品活动。

当然，作为一名副部长，仅仅协助部长搞好一两个活动还是远远不够的。从宣传部的整体建设与发展着眼，我也有一些自己的想法。

首先，应该进一步规范和完善现有工作制度。去年第一学期我们采取的是每晚值班的方法，它的优点是能保证每天的海报都能找到固定的人来负责，尤其是每晚都可能出现的临时性海报;缺点是每天的工作量不平均，有时工作量过大，在相当程度上影响了当天值班部员的正常作息，而且容易引起他们思想上的波动。第二学期我们采用了在部长例会上由各部部长把下周工作任务提前交给宣传部，再由宣传部例会时统一分配给部员，由部员集中在周二下午统一完成的做法。它的优点是部长对一周的工作量有宏观的把握，能够较为平均和合理地分配任务;缺点是对临时性的任务有时出现分配不及时、海报内容因为交流不够出现偏差等等，而且由于非典的特殊因素，下半学期的大型活动基本没有开展，致使这一工作制度的可行性没有得到充分的检验。综合两学期的工作方法，我认为宣传部的工作制度还是有必要改进的。一方面，仍然要继续推行部长例会提前领任务的制度，以便于我们统筹分配任务;另一方面，值班制度要在改进的基础上加以恢复，因为临时性的海报仍然经常出现。同时，我们会在分配工作安排值班上更加细致，力求使每一个部员的工作量平均一些，避免由此引起部员的抵触情绪。

第二，规范例会制度和报销制度。协助秘书处同学，做好对部员出席例会情况的记录，对无故迟到、旷会和不按要求完成工作任务的部员，及时予以警告和批评，使部员养成严谨的作风，对每次装台所需物品的购买实行预先审核，杜绝以往出现的透支现象，节省学生会的开支。

第三，注意以人为本，重视对部员综合能力的培养，注意平时从心理上多关心部员，将宣传部塑造成为有凝聚力和战斗力的集体，并且使部员通过一年的锻炼能提高自己各方面的能力，使学生会的优秀学生集体的形象为广大同学所接受。在复试中，我们发现每一位部员都有着自己性格或才能上的缺点，尤其是心理比较脆弱。我认为学生会作为一个非盈利的组织，每一个成员都热心地为它来工作，我们唯一也是应当给予部员们的，就是让他们在工作中得到锻炼，增长自己的才干。根据我们部的实际情况，我会在日常的工作中有针对性地给部员分配任务，有意识地让他们去克服自身的胆怯、浮躁、自卑等心理，在平日多跟他们交流，帮他们解决好如何平衡工作、学习的问题，注意随时发现并帮助他们解决生活中的困难。通过以上措施让部员感到部里的温暖，从而不断产生工作中新的动力。在这一年中，最大限度的留住每一位部员，保持宣传部、学生会的完整性。

第四，在工作中大胆创新，举办更多既能体现宣传部特色，又能使广大同学从中受益，增强学生会影响力的精品活动。今年我们所招收的部员中，不乏有创造性思维的人才，我们将群策群力，在借鉴成功开展的“圣诞贺卡展”和“六月七彩大赛”的基础上，积极创新，争取将它们开展成为上、下学期各一次的集艺术作品创作、节日庆祝、毕业留念等众多作用于一体的活动，给二外的重大节庆更增一份色彩，同时也让同学们的校园生活变得更加丰富。

第五，积极与各系学生会合作，扩大院学生会的影响力。一年的工作给了我很深的感触，就是即便我们做了很多的海报，有时的宣传效果还是不尽如人意，而各系的宣传栏却有时因为苦于没有新活动、新内容而很长时间不能更新，我认为很有必要进一步加强与各系的宣传部的合作，以达到信息互通和资源共享，扩大院学生会所开展活动的影响力。另外，这样还有另一个作用，就是可以使院宣传部招到更多的人才——因为很多时候我发现一些大系(如旅管、国贸、中文)的展板的质量要远高于我们院宣传部所做的，其中一个很重要的原因就是我们在每学年初招新时没有招到那些优秀的人才而使他们被埋没在各系——因为我们宣传部乃至整个院学生会的影响力还不够大，还不足以让每一个人才因为渴望得到最大程度的锻炼而归至我们的麾下。这一点，我感觉值得我们每一位学生会成员认真思考并齐心协力找到改进的方法。

聘书能否代替劳动合同

汤先生问：20xx年8月1日，我在一家公司参加应聘面试后，公司认为我符合岗位要求，遂向我发出了聘书，聘书中不仅通知我前去报到，还对我的工作岗位、工作报酬、聘期进行了说明，且加盖了公司公章。此后我即在公司上班，但彼此一直未签订劳动合同。聘书所定期限11个月届满后，公司要求我离职。我以双方未签劳动合同为由要求公司支付工作期间的双倍工资，但被公司拒绝，理由是公司已向我发过聘书，该聘书就是劳动合同。请问，该聘书能替代劳动合同吗?

律师回答：该公司的说法是错误的。公司虽已发聘书，但仍必须向你支付未签劳动合同的双倍工资。

《劳动合同法》第八十二条规定：“用人单位自用工之日起超过一个月不满一年未与劳动者订立书面劳动合同的，应当向劳动者每月支付二倍的工资。”《劳动合同法实施条例》第六条规定：“用人单位向劳动者每月支付两倍工资的起算时间为用工之日起满一个月的次日，截止时间为补订书面劳动合同的前一日。”依照上述规定，用人单位向劳动者每月支付两倍工资的前提条件，是未与劳动者签订书面劳动合同。但仅限于超过一个月不满一年未与劳动者订立书面劳动合同。对于满一年未与劳动者签订书面合同的，《劳动合同法》第十四条第三款规定：“用人单位自用工之日起满一年不与劳动者订立书面劳动合同的，视为用人单位与劳动者已订立无固定期限劳动合同(用人单位与劳动者约定无确定终止时间的劳动合同)。”就时间而言，本案明显属于“超过一个月不满一年”，关键在于聘书是否属于书面劳动合同，如果是，公司当然不必每月向你支付两倍工资;反之，则应每月向你支付两倍工资。而事实上，聘书并不属于书面劳动合同。

首先，本案聘书只是一个要约。劳动合同的成立需经过要约、承诺、签约三个步骤。聘书属于公司经过面试后，希望与你建立劳动关系的单方意思表示，即要约，你对此可以接受或要求修改相关内容，也可以拒绝接受。接受则意味着承诺，双方应当据此签订劳动合同。本案所缺少的恰恰是最后一步。

其次，本案聘书不具有劳动合同的效力。《劳动合同法》第十七条规定：“劳动合同应当具备以下条款：(一)用人单位的名称、住所和法定代表人或者主要负责人;(二)劳动者的姓名、住址和居民身份证或者其他有效身份证件号码;(三)劳动合同期限;(四)工作内容和工作地点;(五)工作时间和休息休假;(六)劳动报酬;(七)社会保险;(八)劳动保护、劳动条件和职业危害防护;(九)法律、法规规定应当纳入劳动合同的其他事项。”现实中，如果聘书的内容具备了上述必备条款，劳动者也已经直接签字认可，表明双方对劳动关系的权利义务协商一致，聘书因转化成了劳动合同，而具备劳动合同的效力;如果劳动者未签字认可，则意味着尚未具有劳动合同的效力。本案中，公司对你所发聘书只对你的工作岗位、工作报酬、聘期进行了说明，且只有公司单方盖章，并没有包含其他必备条款，也未经你签字认可，故不能视为劳动合同。
