下面我就结合对所竞聘职位的认识，谈谈我本人的任职目标、工作思路以及自身优势。

第一，深刻体认岗位的职责，坚持做到“三个提升”

副总编辑是社长、总编的助手，承担着许多具体的事务性工作，需要有很强的执行能力;同时作为社委会成员，参与全社重要事务的管理和决策，需要有宽广的视野和丰富的工作经验。因此，如果我成为一名副总编辑，首先就是要端正态度，以新兵的姿态，从三个方面不断地提升自己的能力：

一是提升自己的学习能力走上副总编辑工作岗位之后，我首先想到的就是要加强学习，以更加宽广的胸怀学理论、学政策、学知识、学技能，从中汲取成长的丰富营养。

二是提升自己的编辑策划能力我从事编辑工作已有20个年头，策划和编辑了一批有文化价值，有市场亮点的图书，在实际工作中锻炼了自己的编辑策划能力。副总编辑岗位对选题策划与组织落实的能力提出了更高要求。岗位就是责任，信任就是力量。走上新的业务岗位之后，我要更加勤奋地工作，努力提升自己的策划、组织能力，以实际业绩回报领导和同志们的信任与厚爱。

三是提升自己的执行能力

一是贯彻落实集团和社里的各项规章制度的执行能力;

二是做好分管工作的管理能力;

三是把握大局的综合协调能力。

应该说，这是一位副总编辑必须具备的三种基本能力。走上副总编辑岗位之后，我将从提高自己的执行能力和动手能力入手，带头转变观念，扎实推进工作，努力将集团的发展意志转化为全体员工的工作热情和创造能力。

第二，把选题开发作为工作的着力点，大力推进增长方式的转变

“十五”期间，___书社经历了一个相对高速的发展时期。但是___书社经济效益的增长主要来自于有限的几个定向发行的教育类图书品种的开发，而不是经营管理能力的全面提升，因此基础并不坚实，存在着后劲不足的问题。

根据集团制定的发展目标，___书社正在以年均20以上的增长速度向前“强行军”。依靠有限几个品种的“单打独斗”来支撑这样持续高速发展，就好比挑着一副沉重的担子过一座独木桥，每走一步都会令人感到心里发慌。我认为，如果___书社不能在今后几年内，在增长方式上实现由“单兵突进”型向“方阵推进”型的转变，要完成集团下达的跨越式发展目标，是十分困难的。

选题开发是图书出版的核心工作，也是副总编辑的工作重心，要实现___书社增长方式的转变，做好选题开发工作尤为重要。我的工作思路是：

聘任书究竟算不算劳动合同

在一般情况下,向某人颁发聘任书是一件正式的、很严肃和庄重的事。颁发聘任书,意味着对某人的承认和信任。但在山东省临沂市,前不久却发生了一起企业颁发聘任书算不算签订劳动合同的争议。 企业意欲终止聘任书 刘某是某高校20xx年市场营销专业的应届毕业生,20xx年6月22日

在一般情况下,向某人颁发聘任书是一件正式的、很严肃和庄重的事。颁发聘任书,意味着对某人的承认和信任。但在山东省临沂市,前不久却发生了一起企业颁发聘任书算不算签订劳动合同的争议。

企业意欲终止聘任书

刘某是某高校20xx年市场营销专业的应届毕业生,20xx年6月22日通过洽谈会应聘到一家公司。

20xx年7月1日,刘某与该公司签订了一份为期两年的聘任书。聘任书约定:聘请刘某为公司营销员,主要从事市场营销工作,月工资1200元,聘任时间自20xx年7月1日起至20xx年6月30日止。聘任书同时还约定了劳动保护、劳动纪律、违约责任等条款,明确了刘某的职责、待遇、工作期限等。聘任书盖有公司公章以及公司负责人与刘某的签字。之后,公司再未与刘某签订劳动合同。

刚毕业就找到工作而且从事所学的专业,的确是一件值得高兴的事情。然而,刘某毕竟刚刚毕业,缺乏市场实践经验,所以一直未能打开所负责地区的产品销路。

在市场竞争日益激烈、产品销路关系到企业生存的情况下,业绩不佳对任何人都不是一个好消息。

3月2日,公司新任经理找刘某谈话,宣布解除与刘某的劳动关系,要求刘某10日内办理交接手续。

员工称公司行为已违约

面对公司“10日内办理交接手续”的要求,刘某认为这是公司单方面解除劳动关系,因而应该支付违约金和经济补偿金等待遇。公司则以聘任书不是劳动合同、与刘某没有签订劳动合同、不存在劳动关系为由,拒绝支付违约金和经济补偿金等待遇。刘某与公司就聘任书是否算劳动合同、是否存在劳动关系及自己是否应该享受相关待遇争执不下。

4月6日,刘某向当地劳动争议仲裁委提出仲裁申请。刘某称,公司虽然未与自己签订劳动合同,但聘任书已经明确规定了自己的工作职责、工资待遇以及违约责任,公司在聘任书未到期的时候无故解除聘用关系,应该支付违约金和经济补偿金。刘某要求公司继续履行聘任书规定的聘用期限,按时支付聘任书中规定的待遇,或者支付单方面提前解除劳动关系违约金和经济补偿金。

该公司则辩称,当初与刘某只是签订了聘任书,并未签订书面劳动合同,双方不存在劳动关系,不需要支付经济补偿金;刘某在实际工作中未能按时完成公司交办的营销任务,直接影响公司的经济效益,应该承担由此带来的损失。因此,公司没有必要支付违约金,不追加刘某的责任已属照顾。

仲裁委受理此案后经审查认为,刘某大学毕业后应聘到公司从事市场营销工作。工作期间,刘某按照公司的安排主要从事产品推销工作。公司未与刘某签订劳动合同,但公司与刘某已经存在事实劳动关系。公司虽未与刘某签订书面劳动合同,但聘任书基本具备了劳动合同的基本内容,公司与刘某形成事实劳动关系。不签订劳动合同的责任在公司,该聘任书应视同为劳动合同。公司单方面无故解除劳动关系,应该按照国家的有关规定支付经济补偿金。刘某工作业绩一般,影响公司的经济效益,但并不是刘某主观造成的,不存在违约的事实,公司应该按照当时的约定支付单方面解聘的违约金。

5月9日,经劳动争议仲裁委调解,双方当事人最终达成调解协议:公司与刘某解除劳动关系,终止执行聘任书;公司向刘某支付违约金6800元、经济补偿金1200元。

聘书与合同有啥区别

本案虽已结束,但该公司以聘任书替代劳动合同,进而逃避法定义务的做法,应引起企业依法从事管理的思考。

聘任书是发给应聘者的文书,是企业录用员工的书面文件。聘任书沒有具体的格式要求,但一般应当写明被聘任者的姓名、聘任的职位或职称、聘任期限等内容。由于聘任书是企业单方面制作的文书,是企业在与劳动者签订劳动合同前颁发的文件,内容非常简单,一般不涉及双方具体的权利和义务,所以,聘任书不能等同于劳动合同。

劳动合同是劳动者与用人单位确立劳动关系、明确双方权利和义务的协议。劳动合同是当事人双方意思表示一致的协议,内容由双方在自愿平等的基础上协商达成的,是一种法律行为,必须由双方签字或盖章方能生效。按照法律规定,建立劳动关系应当签订劳动合同,企业不能因为颁发了聘任书而不与劳动者签订劳动合同。

本案中,聘任书应视为劳动合同,公司提前解除与刘某的劳动关系,应该支付经济补偿金和违约金。因为公司与刘某签订的聘任书中已基本具备了劳动合同的必备条款,且双方对聘任书的内容没有任何异议,一直执行聘任书的约定。这说明,双方当事人对聘任书中明确注明的聘用期限、工作内容、待遇等达成一致并已实际履行。公司未与刘某签订书面劳动合同,责任在单位,双方已经形成了事实劳动关系。公司因更换领导而单方面解除与刘某的劳动关系,应该支付经济补偿金。既然聘任书已经约定了双方的违约责任,公司也应该支付违约金。

3、引导学生借助拼音和字典学习生字，发现生字与熟字的联系，用学过的识字方法，偏旁部件字形，并创设多种情境复习巩固生字。

4、阅读教学中给学生比较充分的读书，交流阅读感受的时间，重视朗读指导，读中悟，读中积累并学会运用鼓励学生互相释疑，培养，提问题，解决问题的能力。

5、口语交际教学要提前做好准备，教学时重视创设情境，激发兴趣和点拨引导，放手让学生的口语交际能力。

(一)教学内容方面。

1.要注意把握同组各部分内容的内在联系。

这册教科书采取了以专题整合内容的编排方法。因而，教师备课时，要注意每组教材在内容上的联系，从整体上把握教材内容，设计教学方案。如第一组，《秋天的图画》之后，学习伙伴说：“我想画秋天的果园。”“我想捡几片落叶做书签。”“把咱们的作品带来，办个展览吧!”实际这是在为“语文园地”的展示内容作准备。学到这里，就要布置学生画秋天，收集描写秋天的好词佳句，用落叶做书签、贺卡等，为举办作品展览做准备。

教师要创造性地使用教材。比如，《黄山奇石》课后，学习伙伴建议大家收集黄山奇石的图片，“语文园地一”的展示台就可以补加展示这一内容。教师要根据当时、当地和学生的实际，活用教材，随时利用身边的语文教育资源，丰富语文教学的内容与形式，拓宽语文教学的渠道。总之，教师备课时胸中要有全局，创造性地设计教学，创造性地进行教学，做到既符合教材编写意图，又不拘泥于教材。使教学充满活力。

2.识字和写字教学应注意的问题。

本册教材仍遵循识、写分步，多认少写的原则。这样既有利于提早阅读，又不加重学生的负担。教学时要引导学生借助拼音和字典学习生字，发现生字与熟字的联系，用学过的识字方法、偏旁部件记认字形。教师要相信学生能够独立识字，鼓励学生用自己最喜欢、最习惯的方法认识汉字。巩固识字是教学的难点，教师要发挥创造性，设计活泼多样的教学方法，在游戏中、在活动中、在语言环境中巩固识字。复习、巩固识字，提倡在同学之间的交流与合作中进行。如，做组字、组词游戏，一起制作生字、词语卡片，互相交流课外识字的途径及成果。

在识字的要求上，不要“一刀切”，要承认学生个体的差异。识字首要的是认识。因为，识了字就能阅读，所以，要求认识的字能在语言环境中认识就可以了。但还要鼓励学有余力的学生多识一些字。做到下要保底，上不封顶。不必要求每课生字人人过关后再学下一课，要允许个别学生发展得慢一些。

3.阅读教学应注意的问题。

阅读教学，首先要重视朗读的指导，在学生读正确、流利的基础上，指导学生读出感情。这种感情不是靠单纯的模仿和朗读技巧的训练得到的，而是在学生入境入情、充分阅读、感悟的基础上，自悟出来的，有了语感读出来的。朗读的方式要多样，如，分组读、集体读、男女生对读、配乐美读、分角色表演读，等等。

进行阅读教学，要鼓励学生独立思考，质疑问难，鼓励学生说出自己的阅读感受。要给学生比较充分的读书、交流阅读感受的时间。要尊重学生的独特感受，不要拘泥于教学用书中的提示，只要学生的感受合情合理，就应该予以肯定。

在课堂教学中，对提问一定要精心设计，问题既要有思考价值，又要能引起学生兴趣。要尽量减少提问的数量，改变简单的“问答式”的教学方式。要鼓励学生互相释疑，合作释疑，培养他们勤思善问的习惯和提出问题、解决问题的能力。

4.口语交际教学应注意的问题。

教材中的八个口语交际，内容与本组专题有密切联系，且贴近学生生活，学生会有话可说。有些口语交际的教学要提前做好准备。教学时要重视创设情境、激发兴趣和点拨引导，放手让学生交流。学生交际时，教师要注意倾听，发现语病，要以适当的方式予以纠正，规范口头语言。教师还要善于发现学生充满童趣的精彩语言，及时给予肯定，使学生的思维更加活跃，自由、愉快地参与口语交际，使口语交际课成为师生互动、生生互动、有目的、有层次的口语交流的过程。

除专设的口语交际课，教师应在平时的课堂教学中，有意识地培养学生的口语交际能力，要鼓励学生在日常生活中主动大胆地与人进行口语交际，不断提高学生的口语交际能力。

5.开展丰富多彩的语文实践活动。

教师要努力开发、充分利用语文课程资源，开展丰富多彩的语文实践活动。实践活动要与教材内容有一定联系，可以将游戏、唱歌、猜谜语、表演等引进课堂，也可以带领学生走出校门，走进自然、社会，走进沸腾的生活，使学生在生活中学语文、用语文。

6.关于生字的注音问题。

本册教材中的生字一律注本音。有些字与其他字组成词语时，要读轻声或变调(如，庄稼的“稼”应读轻声;黄澄澄、红彤彤的后两个字，应变读为一声)，教师用书中都作了提示，请老师们在教学中予以注意，即教生字时按本音读，在课文中按轻声或变调来读。

(二)学习习惯方法指导

1、在教学中，积极提倡自主、合作、探究的学习方式，以提高学生的能力，发展学习思维。课堂上尽量创造机会，用优生的学习思维、方法来影响差生。

2、合理地安排时间，开展“优差生互助”、“个别辅导”、“小组合作学习”等形式，以达到与教学的同步进行。

3、多以激励的评价方法，采用多形式的竞赛，激发学生的求知欲，提高学生的兴趣。

4、及时与家长联系，了解学生的学习情况和行为习惯。
