这是因为每个人都有自己的一套评价体系，即所谓的“人人心中都有一杆称”。每个人都会用自己的尺度去衡量他所受到的待遇是否公平。而每杆称的准星都不一致，可能在主管看来已经很公平合理的方案，到了不同的当事人看来便一无是处。所以，往往是主管很想做包青天，最终却四面楚歌，很是尴尬。这其实也不难解释。

公司团队管理一、主管与下属掌握的信息量不一样。作为主管，接触的范围广，能掌握绝大多数下属的信息，并从中作分析比较。而作为下属，接触面相对较狭隘，仅能作非常有限的比对。

首先、要让大家都用同一杆称去衡量，即将标准统一化，公开化，透明化，并设法让全体员工掌握和认同。只有采用同样的标准去衡量，才能从源头上保证公平。而要使标准统一化，则要广泛地征求成员的意见，并使用科学统计的方法成形。

其次、标准一旦确立，就必须不折不扣地执行。

再次、一旦出现员工自感不公平的迹象，要及时采取措施消除影响。坏情绪具有极强的感染性，一旦有员工感到不公平，为了寻求心理上的平衡，便会四处找人倾诉，负面的情绪便会蔓延开来。这时候，管理者要通过与当事人的沟通，动之以情，晓之以理，作深入的分析使，之接受自己的意见。同时，采用会议或发文等形式作适当的解释。

此外、加强对员工价值观的培育。作为主管，要给下属客观地分析当前的现状并作思维上的引导。一个主管若能使下面员工的想法与自己的想法一致，那也就不存在所谓的不公平了。

人间二月春光好--巴农业考察报告

阿坝州甘孜县藏族农民收获青稞。

绵竹：反哺农业，正当其时

从成都一路向北，不到100公里的路程在平整的高速公路上显得并不漫长。绵竹市位于成都平原北部山地边缘，以名酒剑南春闻名于世，境内西北崇山峻岭，东南平畴沃野，物产丰饶，历史上农业就十分发达。2004年中央一号文件公布以后，绵竹的农民兄弟们到底有没有增收？增收了多少？带着这样的疑问，记者走访了绵竹市的多个乡镇。

我们的第一站是距离市中心不远的清道镇光明村。从大路拐上村道，远远地就可以看见许多塑料大棚，有的大棚还用黑色毡布盖起来。据副镇长徐远明介绍，塑料大棚里是红豆杉育苗基地。红豆杉可以提取治疗癌症的紫杉醇，在国际市场上价格十分昂贵，因此红豆杉种苗的价格也水涨船高，一株种苗可以卖到2到3元，一棚种苗价值就是上万元。

阿坝州藏族农民农闲时间开展多种经营提高收入。

那些覆盖着黑毡布的大棚里种植的则是蘑菇。绵竹气候湿润，冬季温度正好适合食用菌生长，加之生长季节正逢农闲，所以当地有关部门很重视食用菌的生产，将其作为农业产业化的一个典型来加以扶持。在蘑菇大棚前面的一排平房里，一群女工正在对刚采摘下来的鲜蘑进行整理分级。据说仅此一家蘑菇种植厂就雇佣了近40名当地农村女工，农村妇女在农闲季节不用外出也能打工挣点零花钱。徐副镇长笑着说，有的女工拿到工钱就到市上赶集去，“吃的穿的不比城里人差呢。”

说到蘑菇，齐天镇村民张方富可算是当地的种植大户。

这位敦厚朴实的汉子种植的蘑菇品种与我们在大棚里看到的不一样，他的种植场在稻田里。冬天田里放干了水，盖上稻草防寒，只要气候适宜，播下菌种就能生长出北方人常吃的那种口蘑。张方富的种植面积有70亩，大部分是租用其他村民的地，每亩地租金400元。由于冬天是农闲季节，如果自己不种蘑菇，村民们也乐意将土地租给他。他站在田间前后瞻望，“这边，这边，还有那边，都是我的蘑菇。”仅种蘑菇一项，张方富一年收入就能达到10万元。“种一亩地毛收入有8000元，但纯利只有1000块钱，大部分都用在人工开支上了。70多亩地，我一个人怎么看得过来？都得请人。每种一亩蘑菇，政府给补贴50元，还帮助协调贷款。政府为什么要扶持呢？我理解就是为了解决农村劳动力就业问题。请人干的主要是力气活，不需要什么技术，对一无资金二无技术的农民来说，只要下地干活就能挣现钱。”

蘑菇收获最旺时，张方富每天都能收获上万斤蘑菇。“自己去市场卖？我拉一车就可以把整个市场砸平了！附近有个金鹏公司，我跟他们有合同，我种的蘑菇他们全收，不愁卖不出去。对于我这样的种植大户，公司在收购费、运输费上还有补贴。要说发愁的事情，一是愁天气，气温高了蘑菇就长不好；二是愁价格，今年肥料、人工都涨价了，平均每亩开支比去年多了400元，一算下来今年效益可能还比不上去年。”

张方富所说的金鹏公司，是绵竹市引进北京西单集团投资的食用菌深加工企业。在公司略显简陋的办公室，企业负责人向我们介绍

在绵竹，政府对于农田基本建设十分重视，村道和U形渠等都是由市财政出资修建的。

说，公司的蘑菇罐头已经打入加拿大市场，现正在争取进入美国市场。一旦获得国际市场的承认，农产品的附加值就大大提高了，对原材料的需求量也大为增加。目前仅绵竹市一地的蘑菇产量远远不能满足公司的生产能力，因此附近县市的蘑菇生产也被带动起来了。政府从道路、土地、电力、税收等多方面对企业进行扶持，企业也在收购、技术、价格、垫支款等方面对农民作出明确承诺，保证农民种蘑菇无后顾之忧。据市里提供的材料显示，2004年绵竹市像金鹏公司这样的农业产业化企业已有21家，实现销售收入2.06亿元，建立基地8.03万亩，联系农户4.5万余户，企业务工农民2407人，助农增收974.69万元，户均增收217元。

农业产业化企业带动农民增收，反映了绵竹市在促进农民增收工作上的努力。绵竹市农村工作领导小组办公室彭哲斌主任对记者介绍说，由于近年来绵竹经济发展不错，现在已经具备了反哺农业的能力，2004年市财政拿出6000万元补贴农业，比2003年增加了1000多万。
