14.6.如船只撤换或延期或退关等而未及时通知卖方停止交货，在装港发生的栈租及保险费损失的计算，应以代理通知之装船日期（如货物晚于代理通知之装船日期抵达装港，应以货物抵港日期）为准，在港口免费堆存期满后第十六天起由买方负担，人力不可抗拒的情况除外。上述费用均凭原始单据经买方核实后支付。但卖方仍应在装载货船到达装港后立即将货物装船，交负担费用及风险。

(六)切实做好干部人事管理工作。为了加快推进现代企业制度建设，建立科学规范的人员任用管理制度，根据公司改革发展实际和集团公司有关规定，办公室结合**公司实际，切实制定《**有限公司编制方案》、《**有限公司人员任用管理办法》和《**有限公司薪酬管理办法》，并上报集团公司。对工作人员合同一一排查，到期合同、和固定期限合同重新编制签订。根据**公司人员招聘需求，认真做好人才招聘工作。

(六)切实做好风险风范。根据办公室工作职能，加强合同审核和印章管理，切实按照内控管理，完善合同、印章管理制度，规范审批程序，完成合同印章登记、备案工作。加强网站、扣扣、微信等网络信息舆情管理。

(七)抓实抓好意识形态工作。制定意识形态工作要点，完善意识形态工作相关制度，制定意识形态工作责任状，落实各支部、各有关单位、宣传人员与党委领导签订责任状。按照要求，定期组织召开意识形态分析研判会议，重大事项及时向党委报告。围绕意识形态工作，开展好宣传，做好意识形态管理，对QQ群、微信群等开展排查清理，明确责任人。认真排查场域内的信教人员，切实掌握有关动态。

(八)协助公司工会做好相关工作。春节前，做好慰问排查工作，组织开展好春节“送温暖”活动。做好职工大会组织召开，顺利通过公司制改革方案，选举产生公司董事会和监事会成员。根据集团公司工会的部署安排，做好工会会员登记工作，组织参加文艺汇演活动，积极组织开展好场内的文体活动，丰富职工业余文化生活。

(九)认真做好办公室的日常工作。做好公文收发和上传下达工作。完善公务接待制度，加强公车管理。做好各类总结、报告、讲话材料的起草和校对工作，做好各类统计报表落实上报工作，做好会议会务安排准备、会场布置、会议记录和整理工作，做好档案管理工作，机关党支部的党建工作，做好比价采购和内外接待和服务工作，做好食堂招待所管理工作，以及其他相关事务。

二、存在的不足和问题

(一)工作效率有待进一步提高。办公室工作的特点是综合、琐碎，但又不可或缺。办公制度尚需进一步完善，做事方式和方法还需要不断磨合提升，在分工和协作中，进一步提高工作效率。

(二)工作细致度有待进一步提升。办公室的工作事无巨细，在一些日常事务工作中，由于工作疏忽，细节方面容易出现各种纰漏，因此要严把细致关，进一步提升工作细致度。

(三)管理水平有待进一步提升。办公室管理水平离领导的严格高效要求还有一定差距，一些管理制度没有很好的落实执行，同时缺乏制度执行的监督机制，因此办公室的科学化管理水平有待进一步提升。

(四)缺乏全局意识，主动性还不够。办公室作为**公司党委工作联系密切的部门，不能站在全局的角度全面考虑问题，思想僵化，要增强“身在兵位，胸为帅谋”的意识，积极主动谋划好工作。

三、明年的工作计划

20__年是**公司改革发展、经济转型的重要之年，办公室将进一步以高标准、严要求，不断学习，全面提升办公室管理工作引领、服务、保障的能力，助推**公司经济社会发展。具体工作计划如下：

(一)党建工作是办公室工作的重中之重，办公室将按照**公司党委的部署和要求，切实制定党建工作要点，按步实施工作计划，做好党员发展工作，加强各支部“三会一课”落实情况的检查考核，至少开展党建工作检查2次。组织开展好民主生活会、组织生活会。开展好党员干部理论学习，至少开展党员干部集中学习2次。切实做好意识形态引导工作，强化政治生态建设。

(二)当好**公司党委的宣传喉舌，进一步拓宽宣传渠道、丰富工作手段方法，提高宣传工作的实效性，在20__年工作的基础上，争取数量和质量有新提升。完善硬件设施，做好场内广播改造，利用好场内宣传媒体，为**公司各项工作开展提供良好的舆论氛围。

(三)制定和完善**人才管理和考核机制，加强高素质专业人才引进与培养，加强年轻干部思想交流，做好人才流失风险防范。制定和完善干部选拔全程纪实制度，强化干部作风建设，加强干部考核，完善干部档案管理，使人才管理制度化、规范化。

(四)加强工作督查力度，进一步完善**公司管理制度，抓好各项制度落实，使公司管理和工作人员行为有章可循，提高制度执行力，实现**公司管理科学化、规范化、制度化。对各部门工作落实情况加强监督考核，及时予以通报，改进机关工作作风，提高机关工作效率。

(五)认真做好文字工作，草拟综合性文件和报告、领导讲话，负责总经理办公会议、党委会、董事会的纪律、整理和会议纪要的提炼，对会议有关决议进行落实。认真做好有关文件的收发、登记、文印和督办，做好资料归档和档案管理工作。

(六)加强办公室公务接待和公车管理，切实按制度执行，强化审核把关。

(七)做好风险防控，对重大事项及时报告，做好保密工作。

(八)认真做好领导交办的工作和办公室的其他工作，协助各部门处理好**公司经营管理各项事务。
