(一)举办志愿者税法咨询活动。我局派出20名业务骨干，先后在法制广场、宜陵镇、双沟镇等多个咨询点开展了不一样形式的税收咨询活动，以“税收促进发展，发展为了民生”为主要资料，重点宣传与公民生活密切相关的税收收入、税收政策、税收管理和纳税服务等有关资料，加强了优化纳税服务和整顿、规范税收秩序的宣传。志愿者服务队派发各种税收宣传单1000余份，解答现场咨询，吸引了广大纳税人踊跃参与，取得了良好的社会宣传效应，树立了江都地税的良好形象。

(二)组织开展学雷锋”礼貌交通志愿服务周周行活动，城区六个分局80余名志愿者们利用周六休息时间，统一佩戴志愿者标志到交通要塞维护交通秩序，劝导行人与非机动车礼貌同行，以自身的具体行为，影响和带头身边人，为营造礼貌交通新秩序，做出地税人应尽的贡献。

(三)组织开展礼貌社区志愿服务活动。开展敬老助残、结对帮扶、维权帮教、心理辅导、信息传递等志愿服务;开展社区便民利民、礼貌劝导、环保宣传、植绿护绿、法制宣传、青少年成长服务等方面的工作，透过志愿服务传递人与人之间的关爱，促进社会和谐。围绕公民道德、礼貌城市建立、礼貌礼仪等相关知识，，广泛普及礼貌知识和幸福理念，倡导礼貌新风。

(四)组织开展环境维护整治志愿服务活动。区局组织广大团员青年投入到邵伯母亲河的保护活动中，参与了团委组织的植树护绿、清洁家园、环境整治活动，让广大居民了解保护环境的重要性，提高环境整治在群众心中的配合与参与意识。

(五)开展“一帮一”活动，支持和服务新农村发展。志愿者服务队响应区政府的要求，开展了“一帮一”活动，走进农户、走进农民、服务“三农”。在活动中，以办实事、求实效为工作方针，深入开展了思想共建、文化共建、绿色共建、平安共建、和谐共建活动，为新农村建设带给智力支持、致富支持，有效地促进了新农村建设。

说真的，新课程实施已经多年，但我并没有认真地去研读过新《初中思想品德课程标准》，在教学上也是浑浑霍霍，凭着十几年的老经验不知误了多少子弟。去年第二个学期以来，我摆正了心态，挥手告别过去，认认真真，真真正正地研究教学，以求自我专业的发展。我开始学习其他教师的论文，学习过程中，我发现了一个现象：这些教师的论文中都不约而同地谈到了新的《初中思想品德课程标准》。因此，带着疑问，我认真地学习了这个新课标，再结合自己具体的教学实践，我有了以下几点心得体会：

一 、教师要成为终身学习者

教师要走进新课程，实现课程目标，其自身必须有先进的、与新课程相适应的教育理念。为达成这一目标，教师首先要把自己定位成一个“学习者”。

1、要学新的《课程标准》，理解新课程的目标，准确把握课程功能、课程内容、课程结构、课程实施、课程评价，把握新课程的精髓。例如：新的课程标准与以往使用的思想政治课课程标准比较，其体例、结构、表述与呈现方式等方面都有了很大的改进。新的思想品德课程设计以心理、道德、法律和国情教育等内容为横坐标，以成长中的我、自我与他人、自我与社会为纵坐标，作为内容整合的逻辑。

2、教师要以最新的教育理念构建课程目标。在新课程目标下，教师自身应具备宽厚的基础知识和现代信息素质，形成多层次、多元化的知识结构;有开阔的视野，善于分析综合信息，有创新的教学模式，创新的教学方法和以创新思维培养为核心的评价标准等。因此，为了适应教学，教师应通过自学或培训等方式，提高自己的专业理论水平。其次，通过报刊，杂志等收集有关的教育教学资料，充实知识。总而言之，教师一定要通过学习后以最新的教育理念构建课程目标。

3、教师要在掌握扎实的专业知识上，学习自然科学、社会科学研究前沿的最新成果最新知识，还要学习与提高对人的认识，现代教育技术手段的运用以及教育研究等方面的知识，构建多元化的知识结构，使自己不仅会教，而且有自己的教育追求与风格。现代教师不再比喻为“一桶水”，而应当被比喻为“一条不断流动的河流”，“装满一桶水，享用一辈子”的思想已不适应现代社会的发展。

二、师生之间和教师之间要积极主动合作

教育家陶行知说过：“真教育是心心相印的活动”。

1、师生合作

在新课程中，传统意义上被认为是知识传授者的教师的教与学生的学，将不断让位于师生互教互学，彼此将形成一个真正的“学习共同体”，建立起教师和学生之间的平等的朋友式的关系，营造和谐的教与学的氛围，创设师生“对话”的情境，使学生体验平等、自由、民主、尊重、信任、同情、理解和宽容，形成自主自觉的意识、探索求知的欲望、开拓创新的激情和积极进取的人生态度。这就需要教师与学生、学生与学生之间形成平等而又密切合作的关系，以达到共同合作完成知识建构的目的。

2、教师与教师之间的合作

例如，在新的课程中要开设思品综合实践活动课，由于综合实践活动课包括的知识的内容很广，有信息技术、各种专业知识、科研方法等。因此，对绝大多数教师而言，是不能包打天下的，几乎很难独自一人很好地完成该课程的教学指导工作。这就要求教师从个体走向合作，从仅仅关注本学科走向关注其它相关学科，从独立完成教学任务到和其他同志合作完成对学生的活动课指导。在教育学生学会合作的同时，教师首先学会合作。

三、教师要成为学生的促进者

教师作为学生学习的促进者有五大内涵：知识体系的构建者，学习活动的指导者，学习过程的激励者，学习能力的培养者和人生的引路人。新课程理念告诉我们：教育的本质回归到“立人”上。教师的角色转变到“促进人的发展”上，一切为了每位学生的发展。所以教师成为学生学习的促进者是与新课程的理念相适应的。

1、在思想品德课堂上，当学生在观察、讨论时，教师并不是清闲的，而是积极地看，积极地听，真实地感受学生的所作所为、所思所想，随时掌握课堂中的各种情况，考虑下一步如何指导学生学习。同时教师还应给学生心理上的支持，创造良好的学习氛围，采用各种适当的方式，给学生以心理上的安全和精神上的鼓舞，使学生的思维更加活跃，热情更加高涨。

2、在教学过程中，教师必须尊重每一位学生做人的尊严和价值，尤其是智力发育低下的学生、学业成绩不良的学生、被孤立和拒绝的学生、有过错的学生、有严重缺点和生理缺陷的学生，教师不仅要尊重每一位学生，还要学会激励每一位学生，面对学生的活动成果，教师应喜出望外、赞叹不已：“科学的发现总是属于孜孜不倦、顽强探索的人”;面对学生的创新想法，教师应不耻下问：“这么新奇的想法你是怎么想出来的?”面对学生的暂时失败，教师应热情引导：“换个角度想想，说不定会柳暗花明呢。”同时还特别应处理好和自己意见不一致的学生，赞赏每一位学生对学习内容中的知识的质疑和对老师的超越。这样，学生始终处于被激励的气氛中，能够激发他们的求知欲，让学生焕发出生命的活力。

3、新的课程标准完全改变了以往课标“知识——能力——情感”的梯级认知目标体系，而是以情感、态度、价值观目标为首，兼顾能力目标、知识目标。更加关注学生学习的过程和方法，尤其是伴随这一过程而产生的积极情感体验和正确的价值观。因此，教师在使用新课程标准的过程中，主要也应关注，如何利用各门学科所特有的优势促进每一个学生的健康发展，而不是仅仅关心学生对某个结论是否记住，记得是否准确?不是仅仅关心学生对某项技能是否形成，并且运用起来是否得心应手?

4、学生正处于人格塑造和定化时期，社会文化中的价值取向、理想和信仰、道德情操、审美情趋等都会受教师潜移默化的影响。作为思品教师的言传身教，决定了其人格对学生人格的形成有“润物细无声”的功效。这就要求思想品德课教师按公民的道德原则和规范去塑造自我，实现“超我”。

四、 以学生为主体，注重能力提高

新的思想品德课标强调，教学“要面向丰富多彩的社会生活，开发和利用学生已有的生活经验，选取学生关注的话题，围绕学生在生活实际中存在的问题，帮助学生理解和掌握社会生活的要求和规范，提高社会适应能力。”我们知道内因是事物变化的根据，学生的内驱力非常重要，以学生为主体是获得好的教学效果的根本保证，任何脱离学生的实际认知特征的教学行为都是事与愿违的。本着“人的思想品德是通过对生活的认识和实践逐步形成的”这一理念，新的思想品德课程标准强化了过程性、体验性目标，以期引导学生主动参与、亲身实践、独立思考、合作探究，改变单一的记忆、接受、模仿的被动学习方式，从而实现学生学习方式的变革。

五、教师要有创新意识

创新是一个民族的灵魂，是一个国家兴旺发达的不竭动力。新课程中，增设了培养学生的素质的内容。这些内容要求教师要用全新的教学模式来组织教学，因此，要求教师具有创新精神，要能够推崇创新，追求创新，要善于打破常规，突破传统观念，具有敏锐的洞察力和丰富的想象力。使思维具有前瞻性和独创性。总之，教师要有创新的教学模式，创新的教学方法，灵活的教学内容的选择，以创新思维培养为核心的评价标准，善于创设“创新的自由空间”，为学生提供更广阔的学习园地，指导学生改进学习方式。

总之，课程改革的核心环节是新课程实施，而教材和教师是新课程实施中的重要角色，新教材仅提供一些简单的素材，因此，还要我们教师细心揣摩发现与思品教学背景相关的素材，挖掘思品课程资源，使教学内容不断丰富，日渐完善，同时教师要不断学习新知识，新方法充实自己，不断总结自己的课堂教学，改变教学方法，才能提高教育教学质量。新课程的实施中出现一些问题在所难免，只要我们勇于实践，不断探究，我们就能克服前进道路上不断发生的问题，真正做到“用科学深思的目光、追求真理的激情去感染学生，用聪明智慧的火花点燃每一位学生”。
