一、项目背景

《xx市中长期教育改革和发展规划纲要》（～2020年）明确提出：“探索建立义务教育学校之间的协作机制，缩小学校之间办学水平差距，促进义务教育学校均衡发展”。松江区通过建立学校发展共同体，创新办学模式，整合教育资源，共享教学成果，提高区域教育均衡发展水平。上外松外学校XX年建校适逢松江区学校发展共同体成立，利用学校共同体发展平台，让一所新学校健康、快速发展。

三、项目实施策略
