13、对各类文件不及时传达、执行造成不良影响或后果的;

14、不能搞好本部门内部团结，形成帮派影响正常工作的;

15、将工作或其他争执发展为吵架、骂人或发生打架的;

16、违反公司其他规定造成损失或不良影响的;

第七条对安全事故及工作责任事故的追究，按公司相关事故认定和追究办法执行。

第三章责任承担

第八条承办人失职、弄虚作假、隐瞒事实，导致审核人、批准人失误，造成损失的，追究承办人责任。

第九条审核人、批准人应发现而没发现、应纠正而没纠正问题，追究审核人、批准人责任，同时追究承办人责任。

第十条领导者不负责、故意或指令做出的错误决定，追究领导责任。

第十一条有下列情形之一者，可以从轻、减轻或免予追究:

1、情节轻微，没有造成不良后果和影响的;

2、主动承认错误并积极纠正的;

3、确因意外和自然因素造成的;

4、非主观因素经济损失在1000元以下且未造成重大影响的;

5、因当事人确已向上级领导提出建议而未被采纳的，不追究当事人责任;

第十二条有下列情形之一的，应从严或加重处罚;

1、情节恶劣、后果严重、影响较大且事故原因确系个人主观因素所致的;

2、屡教不改且拒不承认错误的;

3、事故发生后未及时采取补救措施，致使损失扩大的;

4、经济损失在10000元以上且无法补救的;

第四章追究的种类

第十三条种类

1、责令改正并作检讨;

2、通报批评;

3、停职、降职、撤职;

4、留用察看;

5、开除;

以上行政处罚的同时可附带经济处罚进行。处罚按公司职工奖惩条例执行。

第十四条违反国家法律，构成犯罪的交司法机关处理。

第十五条因故意造成经济损失的，被追究人承担全部经济责任。

第十六条因过失造成经济损失的，视情节按比例承担经济责任。

第五章追究程序

第十七条责任追究可由所在部门提出，组织纪检处调查核实，也可根据举报调查后提出。处理工作由组织纪检处落实。处理意见报批前应向处理对象核实。

第十八条处理意见根据被追究者职务、事件性质、损失程度、影响大小等因素，报公司党委、总经理室审批。

第十九条被追究人对处理有不同意见的，可以提出意见申诉。申诉期间不影响处理决定的执行。经调查确属处理错误的，应予纠正。

第二十条违反责任追究处理制度，公司将按照公司职工奖惩条例进行处理。
