我局迅速组织学习，认真领会文件并组织自查自纠工作专班，对文件要求的XX年-XX年中央、省级文化专项资金进行了自查自纠。现将自查情况报告如下：

一、基本情况

1、成立自查自纠工作专班。我局接到文件后，迅速组织学习并予以落实。成立了以局领导、相关科室负责人为成员的自查工作专班。

2、财政专项资金：

(一)XX年313.4万元(其中省级10.4万元，中央303万元)

2、未拨原因：

(1)XX年中央和省级农村文化补助和奖励资金230万元纳入xx市XX年统筹财政专项资金支持新农村建设管理，xx市出台了《xx市XX年统筹财政专项资金支持新农村建设方案》、《xx市XX年统筹财政专项资金支持新农村建设的管理办法(暂行)》、《关于统筹使用财政专项资金意见(讨论稿)》。

(2)XX年提前下达免费开放经费按照年度工作计划和进度拨付。

(3)两馆建设实行的是bt方式，加上地方财政已安排文化中心建设前期费用300万元，所以补助资金也是按照年度工作计划和工程进度申请拨付。

(4)其它小额专项资金将在XX年逐步安排使用。

二、自查情况

(一) 专项资金管理的措施

1、专项资金严格做到专款专用。

(1)有明确使用用途和确定项目单位的所有专项资金做到及时足额拨付到项目单位;

(2)没有明确项目单位的专项资金，由主管局向财政提出的分配计划，再按分配计划组织实施。

(3)有明确项目单位但由于不是独立核算单位由我局代管，集中使用，单独设置记账科目。

2、所有专项资金各需要衽政府集中采购的，由政府统一集中采购。

3、加强内部审计力度，专项资金监督管理，不存在截留、挪用和改变专项资金的性质用途、范围。

4、制订了一系列财务、财产、党风廉政建设等规章制度。

5、我局和财政局已经联合起草了《xx市农村文化建设专项资金管理办法》、《xx市公共图书馆、文化馆、博物馆、乡镇综合文化站免费开放专项资金管理办法》、《xx市非物质文化遗产保护专项资金管理办法》、《xx市地方戏曲保护与发展专项资金管理办法》、《xx市重点文物保护专项补助资金管理办法》等五个专项资金管理办法。

(二) 专项资金使用取得的社会效果

1、群众文化铺天盖地。农村文化站、村级文化活动室(中心)、文化广场建成已成为当地群众文化娱乐中心。各类农村群众文化活动蓬勃开展，丰富了农村业余文化生活，是人民群众精神文化生活的需要。如开展送戏下乡、送电影、送展览等日常性文化活动和举办大型公益性文化活动;扶持每村建设一支舞蹈队，激励全民广泛参与文化活动。

2、精品文化顶天立地。近年来，xx市推出了一批文化精品。如文曲戏《草鞋老太爷》、《渔鼓声声》，xx市农民艺术节，xx市广场舞大展演等。

3、设施文化翻天覆地。xx市文化中心无论是资金投入、建筑面积还是内部设施设备配置都超过了xx市几十年对文化投入的总和。乡镇综合文化站建设与过去相比也是无法想象的。还有村级文化活动室和文化广场正在如火如荼建设中。

三、存在的问题

1、在管理上存在不足。农村文化公益性服务人员少，只有1人，大乡镇2人，不便于管理。

2、在使用上利用率普遍不高。

3、监督上缺乏共管机制。

四、建议：

农村文化建立共管机制。业务工作由主管局负责，日常工作由镇(处)负责，在监督上要相互配合，信息互通有无，完善共管机制。

【指导思想】

3、行政主要领导的任期述职报告，要在全校教师会上汇报，接受广大教职工的监督和评议。

(二)学校财务中各项收支情况公开的实施办法

1、年度经费预算时，领导班子应进行讨论，尽可能地合理安排各项经费预算。

2、每学期末学校应将经费收支情况贴上校务公开栏,向教师工公布 。

3、校长及有关负责部门应认真做好解释工作。

(三)学校评优、评先公开的实施办法

1、行政领导在教师会议上明确评优、评先的条件、范围及要求。

2、教职工根据实际情况进行自荐或推荐，并提供事迹材料。

3、校领导班子根据材料，结合平时考核，按“德、能、勤、绩”全面公开对教师业务进行考评。

4、有明显异议的人选，要加强调查研究，认真听取教师的意见。

5、行政领导在教工会议上向全体教职工通报评选结果，并简述理由。

6、完善有关评优、评先工作的文档材料，做到过程或文件等查有实据。

7、对教师的年度考评，应按程序教师自评，然后学校成立考核小组对教师进行考评。

(四)学校重大福利、奖金分配公开的实施办法

1、学校重大福利、奖金的分配一般以现有的、教师已经通过的各项制度为依据。

2、属临时性的，在节假日、庆典活动中发放的福利、奖金及对全校做出贡献的个人或集体的奖金分配，原则上参照现有的、已在教代会上通过的制度执行。

3、对那些制度未能涉及的福利奖金分配，校长应根据学校实际情况，经与班子商议后，提出实施方案，并在行政会议上听取校领导班子成员的意见。

4、所有福利、奖金的分配应做到帐目清楚，查有实据。

(五)学校对外公开的实施办法

1、凡学校计划组织的课外教育活动，如夏令营、春游、秋游、观看电影、戏剧、参观等，组织者应先征求学校领导学校意见，须向学生收费的须提前经领导同意，待征求上级及家长同意后，方可按实收取。

合同一般条款

1 定义本合同中的下列术语应解释为:

1.1 “合同”系指买卖双方签署的、合同格式中载明的买卖双方 所达成的协议, 包括所有的附件、附录和构成合同的其它文件。

1.2 “合同价”系指根据合同约定,卖方在完全履行合同义务后买方应付给卖方的价格。

1.3 “货物”系指卖方根据合同约定须向买方提供的一切设备、机械、仪表、备件,包括工具、手册等其它相关资料。“服务”系指根据合同约定卖方承担与供货有关的辅助服 务,如运输、 保险及安装、调试、提供技术援助、培训和其他类似的服务。

2 技术规范

2.1 提交货物的技术规范应与招标文件规定的技术规范和技术规范附件(如果有的话)及其投标文件的技术规范偏差表(如果被买方接受的话)相一致。若技术规范中无相应说明,则以国家有关部门最新颁布的相应标准及规范为准。

3 知识产权

3.1 卖方应保证买方在使用该货物或其任何一部分时不受第三方提出的侵犯专利权、 着作权、商标权和工业设计权等的起诉。如果任何第三方提出侵权指控,卖方须与第三方交 涉并承担由此发生的一切责任、费用和经济赔偿。

4 包装要求

4.1 除合同另有约定外,卖方提供的全部货物,均应采用本行业通用的方式进行包装,且该包装应符合国家有关包装的法律、法规的规定。包装应适应于远距离运输、防潮、防震、防锈和防粗暴装卸,确保货物安全无损,运抵现场。由于包装不善所引起的货物锈蚀、损坏和损失均由卖方承担。

4.2 每件包装箱内应附一份详细装箱单和质量合格证。

5 装运标志

5.1. 卖方应在每一包装箱的四侧用不褪色的油漆以醒目的中文字样做出下列标记:

Self Introduction

Things about Me I am Andrea. Perhaps the word “average”can best describe me. I am of average height, average weight and of average complexion. I have a thin face, double-lid eyes and a pointed nose. My hair is black, short and straight. I have never worn my hair long. I look like both my mother and my father, but I have inherited their best parts. I am a teacher, and I like my job. I believe her or his students can sometimes teach a teacher. Actually I have learnt a lot from my own teaching experience and my students. One particularly good thing about being a teacher is that I am learning something new each day and thus making progress each day. This is wonderful. Of course the income is modest, but on the other hand, quite stable. I keep growing all the time. I find great rewards both monetarily and mentally. I have many hobbies: reading books, raising pets, making dresses, etc. I like volleyball very much, but I can’t play it very often, because it is a team sport. It is difficult to get enough people to play volleyball with me. It’s a shame. I derive great pleasure from my hobbies.

Generally speaking, I am open, honest and easy-going. I hate hypocrisy and injustice. Fairness is very important to me. I try to be fair in everything I do. I have great appreciation for physical and spiritual independence. I am a bit disorganized and impatient sometimes. I don’t have many friends, but I do have a few. I have both male and female friends. We do sports together, go shopping together; and we exchange our views and ideas and share happiness and sadness. Of course we help each other if necessary.

when a sophomore, i joined the association of ai enthusiast and began to narrow down my interest for my future research. with the tool of opengl and matlab, i designed a simulation program for transportation scheduling system. it is now widely used by different research groups in nust. i assumed and fulfilled a sewage analysis dispose project for nanjing sewage treatment plant. this was my first practice to convert a laboratory idea to a commercial product.
