我校校务公开工作将按照上级有关文件精神，把推行校务公开工作作为加强学校党风廉政建设、纠正行业不正之风和提高教育管理科学化和民主化水平的一项重要工作来抓，进一步巩固和深化校务公开工作，规范学校的办学行为，坚持民主管理，把广大教职员工和社会大众的知情权、参与权、监督权真正落到实处，为办好让人民满意的教育创造良好条件。

一、工作重点

1、财务管理公开。学校财务预结算，财务收入，教职工奖金、福利分配方案，资金财产管理，财务支出等情况如期如实公开。

2、落实集体采购和招投标公开。在认真抓好校务公开各项内容的基础上，突出抓好大宗物资采购、基建工程招投标情况和资金使用情况等方面的公开工作。尤其是在建的综合楼的各项工程进程要及时公开。

3、认真落实收费公示制度，大力推行“阳光收费”。凡涉及学生的学校收费项目和标准必须向社会公示，要公开收费批准文号、项目、标准、范围，实行亮证收费，切实维护群众的知情权、监督权。各项收费都要纳入学校财务部门统一管理。

4、师生切身利益要公开。各级各类先进评选奖励范围、对象、条件、名额、程序，确定上报人选和评选结果，对违法违纪师生的处理等情况公开。职称评审公开。专业技术职务评聘，包括任职条件，上级下达的职数，学校职称推荐成员，量化评分标准，申报者实绩，确定推荐人选等公开。

5、凡是关系到学校发展重大决策、重要规章制度、学校发展规划以及与群众密切相关的重要事情，都要通过教职工大会、教代会等多种渠道向全体教职工公开。

二、工作要求

1、拓宽公开内容。要根据学校的特点不断拓宽校务公开的内容，切实做到“五个结合”。即把校务公开工作与党风廉政建设和领导班子建设结合起来，与学校中心工作结合起来，与规范教育行政和学校管理结合起来，与行风建设结合起来，与教代会、工会的作用结合起来，为办好让人民满意的教育创造有利条件。

2、完善内部规章制度，确保校务公开制度得到落实。要根据校务公开项目的具体情况，确定公开的时限，定期定量公布。要健全议事规则。校务公开的项目和内容，须经学校行政会集体研究，形成统一意见后进行公布。

3、设立校务公开栏、意见箱、监督电话。对群众来信来访问题，学校要认真分析研究处理，做到件件有着落、事事有回音。合理化建议要及时采纳，并将办理结果公开。建立校务公开专栏，定期或不定期公布学校工作中的重要情况。利用校会、班会及校园网，及时公布师生、家长关心的的问题。

4、加强领导和监督。党支部要充分发挥党的作用，加强校务公开的民主监督。结合民主评议行风活动，组织行风监督员加强对学校校务公开的情况进行明察暗访，认真查找校务公开工作中存在的问题和薄弱环节，提出整改意见，跟踪督查，确保校务公开工作的深入扎实开展。

5、要全面推行校务公开评估工作，通过评估和督促检查，促进校务公开工作规范化、制度化、程序化和经常化。

三、主要措施

1、提高认识。校务公开工作要与创先争优活动相结合，与构建教育、制度、监督并重的惩防腐败体系相结合，与克服和解决侵害群众利益的问题相结合，与落实党风廉政建设责任制相结合，使之更加充满生机和活力。

2、做好宣传。要营造氛围，利用公开宣传栏、广播、校园网站等宣传工作成效及经验做法，使广大教职员工感受到开展校务公开工作的成效。

3、规范行为。要加强制度建设，逐步形成规范学校管理的长效机制。建立完善的校务公开体系，严格规范校务公开的内容、程序、评价标准等。要把校务公开与学校的管理有机地结合起来，把校务公开上升为学校管理的基本制度和工作方式。

四、公开的形式

1、召开会议：在教师例会，学生大会，学生家长会等会议上公开。

2、设立校务公开栏，将财务收支报表进行公开,评优、职称评定等进行公示。

3、设立校务公开意见箱、监督电话，建立校长联系信箱和联系电话、构建家校短信平台等其他形式。

五、公开的时间和程序

1、校务公开的时间要求：按时、及时公开。

2、校务公开的程序：凡是公开的事项和内容，公开后及时收集群众的意见，对群众提出的疑问和要求要及时答复。公开后要由校务公开领导小组收集意见及时答复。

3、并作好校务公开记录。整理存档所有校务公开的有关资料，以备检查。

5. It is hereby agreed between the parties that the LESSEE shall pay the aforesaid monthly rent

USD. 3,300/-(US dollars Three Thousand and Three hundred Only) as the monthly rental advance by 20th of each calendar month for which if is due after completion of advance rent period ending on 15th July 2019.

6. That the LESSOR hereby acknowledges receipt of the sum of Rs.60,000/-(Rupees Sixty Thousand Only) from the LESSEE as FIXED EDPOSIT SECURITY which shall be refunded to the LESSEE on giving back the vacant possession of the DEMISED PREMISES after deduction of damages/shortages outstanding bills for Electricity, Water, Gas and Telephone charges etc, against the DEMISED PREMISES.

THE LESSEE HERBY CONVENANTS WITH LESSOR AS FOLLOWING:

1. To pay to the LESSOR the rent hereby reserved in the manner before mentioned.

2. That the LESSEE shall not at any time during the terms, without the consent in writing of the LESSOR, pull down, damages or make any structure alterations to the DEMISED PREMESES provided always, the LESSEE shall have go write install any fixtures and fittings excluding air-conditioners in the DEMISED PREMESES, to detach and repossess the same subject to the restoration of the DEMISED PREMESES to their original state at his cost (reasonable wear and tear excepted) on the expiry of this lease or any renewal hereof.

In case of disconnection of any facility due to non-payment, LESSEE will be responsible to get them restored and pay the same. All dues must be cleared before the expiry of the LEASE.

6. The LESSEE shall keep and maintain the said premises in good and tenantable conditions during the tenure of the lease.

THE LESSOR HEREBY CONVENANTS WITH THE LESSEE AS FOLLOWING:-

1. To pay all existing and future rate, taxes assessments and other charges of a public nature whether impose by the Municipality, Government or any other authority in respect of DEMISED PREMISES.

2. Not to erect or set up a building or structure on the DEMISES PREMISES nor to add to any existing building or structure during the period of lease or any renewal without the written consent of the LESSEE.

一、指导思想

二、主要任务

(一)切实抓好便民服务中心建设，强化综合服务功能。便民服务中心是政务公开的重要载体，能方便、快捷、公开、透明地满足社会公众对政务服务的需要。把便民服务中心建设作为政务公开的头等重要工作来抓，在巩固、扩展、规范、创新上下功夫。一是要继续抓好阵地建设。加强便民服务中心，将民政、综治、信访、司法、土地、乡建等项目集中到便民服务中心办理。二是搞好便民服务中心的运作。凡是行政许可和公共服务项目，都要在便民服务中心集中公开，所有行政审批事项都要进入便民服务中心办理，逐步实现集中审批、联合审批。受条件限制暂时未进入便民服务中心的部门，要在本单位设立服务大厅或窗口，承诺服务，方便群众，并逐步将行政审批项目整体移交便民服务中心办理，自觉接受镇政务公开领导小组和便民服务中心的管理与指导。已经在便民服务中心设立了窗口的单位，要整合行政审批职能，选送业务骨干到便民服务中心担任窗口工作人员，授予窗口权力，实现即办件、承诺件、联办件按时办结，真正做到人进、事进、权进。便民服务中心窗口工作人员一定要牢固树立全心全意为人民服务的思想，工作态度要进一步端正，工作作风要进一步严谨，服务质量要进一步提高。三是镇政务公开领导小组要以《临沭县人民政府令》第九号为依据，对有收费项目的镇直部门进行一次全面摸底和检查，对违规收费的坚决进行处理。

(二)积极推行公用事业单位办事公开制度，优化公共服务。公用事业单位的工作事关千家万户，与经济社会发展紧密相连，与人民群众的生产生活息息相关，公用事业单位推行办事公开制度，对于维护群众合法权益，促进政府职能转变，预防和治理腐-败，提高公共服务的质量具有重要意义。一是要进一步规范公开的内容和程序，确保办事公开全面真实。公用事业单位一定要依照法律、法规，对与企业、群众利益相关的各类事项都要予以公开，特别要将企业及群众反映最为强烈、最为关心、社会最敏感、容易引发矛盾和滋生腐-败的问题作为重点，及时、全面、有效地公开。公开的内容要让群众看得明白，公开的程序要便于操作。二是要不断丰富办事公开的形式，切实提高办事公开的效率。要坚持因地制宜，灵活多样，便民利民的原则，不断创新和丰富公用事业单位办事公开的形式，通过建立公开栏、电子屏幕、政府公报等有效形式，使办事公开更贴近群众，以方便群众投诉、建议、咨询和求助。三是要健全办事公开制度，强化对办事公开的监督检查。各单位在坚持已有制度的基础上，要进一步建立健全各项工作制度，使公用事业单位办事公开的各个环节都有章可循。要普遍实行带证上岗制、首问责任制、办事承诺制、一次性告知制、反馈回应制、考核考评制、责任追究制等多种制度、保证办事公开规范运行。

(三)扎实推进行政权力公开透明，不断深化政务公开工作。一是要在学习《中华人民共和国政府信息公开条例》的同时，依照《行政许可法》等法律法规，全面清理行政许可权、非行政许可审批权、行政事业性收费权和单位内部人、财、物管理权，以及其它依法实施的行政权力等，依法确定职权范围，进一步减少和调整行政许可事项。二是要编制公开目录和工作流程图。今年年，要将我镇的行政事业和部分服务项目归纳整理成册，向社会公示，各单位要以《临沭县人民政府令》第九号公布的收费项目和标准为依据，对取消收费的项目必须坚决取消，对变更标准的及时调整，保证合法合规。同时，为方便群众，要依照运行程序绘制并公布工作流程图，让群众一进便民服务中心，一目了然，直往办事窗口，防止办一件事满中心转的现象。三是要突出公开重点。要结合我镇实际，将人民群众最关心、最直接、最需要了解的事项予以公开。经济管理方面，重点公开项目审批，建设工程招投标，大宗物品采购、国有土地出让、矿产资源开采、公物拍卖、房屋拆迁安置和产权交易等。社会事务方面，重点公开社会管理方面的政策法规，各类公益性事业建设，财政性资金支配、公共资金分配使用以及群众普遍关注的招生、税费收缴和减免，收费管理和使用，城镇规划，扶贫救灾款物分配，农民负担以及社保、教育、医疗等社会事项;单位内部，重点公开人员录用、调动、任免、职称评定、评优评先、奖惩、财物支配、物资采购、分配等。

(四)注重“五个结合”，进一步发挥政务公开的综合效应。一是要结合行政审批制度改革，推进政务公开。认真贯彻实施《行政许可法》、《中华人民共和国政府信息公开条例》，进一步减少行政审批事项，尽快形成少环节，快节奏、高效率的优质政务环境。今后，任何行政机关未经政务公开工作领导小组批准，不得自行设定或变相设定行政许可事项，提高收费标准。二是要结合财政管理体制改革推进政务公开。要落实国库集中收付，财会集中核算，非税收入管理，部门预算、“收支两条线”等改革措施，通过财务公开加强对资金的监控。三是要结合投融资体制改革推进政务公开，着力实行政府投资决策和投资项目公示制度，广泛听取各方面的意见和建议，推动投资决策的科学化、民-主化。四是要结合人事制度改革推行政务公开。及时向社会公布人才交流信息，进一步提高-干部公开选拨工作的民-主化、科学化、规范化水平。五是要结合招商引资推进政务公开。凡在我镇境内新建、改建、扩建的建设工程，一律按镇人民政府文件执行，规范收费行为，优化投资环境，防止暗箱操作。

三、主要措施

(一)强化制度建设。第一，制定政务公开年度工作计划、实施方案，建立信息网上公开工作。第二，实行“六公开”制度。即公开审批核准的具体内容、公开审批核准的依据、公开审批核准的条件和申报材料、公开审批核准的办事流程、公开审批核准的办理时限、公开审批核准的收费标准。第三，建立健全政务公开各项工作制度。要把政务公开纳入行风评议的范围，作为考核单位负责人和政务公开窗口工作人员的重要指标。第四，继续深入推进办事公开制度。各部门特别是卫生、教育、供电、电信、移动等行业要在醒目的位置，做好公示栏或公示牌，将本行业的收费项目收费标准和收费依据向社会公布，便于群众监督。第五，建立健全岗位责任制。凡是进入便民服务中心的各窗口单位的工作人员，必须自觉遵守各项制度，上班时必须衣着得体、文明用语、热情待客、诚信待人、优质服务，上下班必须准时。必须严格考勤、考核制度。

为了加强我市投资服务环境建设，进一步转变服务观念，优化服务措施，提高服务水平和服务质量，并自觉接受社会各界的监督，结合广电局实际，向全社会公开承诺如下：

一、压缩审批时限，提高服务效率

我局对4个行政许可项目、非行政许可的审批项目的审批时限从40个工作日压缩至16个工作日，压缩比例达60%。分别是：

（1）接收卫星传送的境内电视节目许可，由10个工作日压缩为3个工作日；

2、大力推进政务公开。我局已对4个行政许可和非行政许可的审批项目的办理流程、承诺时限、申报材料、收费依据、收费标准进行了认真的清理，将在市政府网站、市行政服务中心网站上公开，供办事人查阅，并接受社会监督。
