今年上半年，自全市开展党务公开工作以来，我院严格按照市委、市政府党务公开工作任务要求，切实把党务公开工作作为一项重要的政治任务来抓，遵循着重实效、突出重点、积极稳妥的基本方针，注重科学安排，规范操作，有序推进，努力实现认识到位、领导到位、措施到位、落实到位，着力提高思想认识和创新制度机制，积极探索新形势下党务公开工作的途径和方法，迅速召开党组会议研究部署党务公开工作，认真分析我院的实际情况后，制定并印发了可行的《关于在党的基层组织中推行党务公开的实施方案》，从而形成了完整的组织领导体系和工作机制，有力推动了我院党务公开工作的有序开展。现就半年来开展的工作总结如下：

加强组织领导，深入宣传发动，确保党务公开工作有序、有效开展

为确保党务公开工作的顺利进行，把党务公开工作列入重点工作之一。

一是切实加强对党务公开工作的组织领导，成立了洪江市党务公开工作领导小组，由党支部书记、院长任组长的工作领导小组，党务公开工作在上级部门的统一领导下进行。

二是深入开展了学习活动，认真组织单位党员、干部认真学习开展党务公开工作的精神和工作要求，统一思想，大家对党务公开工作的重要性和必要性有了新的认识。

切实增强党务公开工作的针对性

按照市委、市政府对党务公开工作的具体安排，结合全院工作实际，在征求意见的基础上，开展具体实施党务公开工作：

一是在公开内容上，突出了公开内容上的最大化。确定了领导班子建设、干部管理、基层组织建设、党风廉政建设、重大事项通报、以及其他需要公开的事项(包括解决群众关注的热难点问题情况、群众信访接待和处理情况等)等方面内容。

二是在公开形式上，注重了公开方式方法的多样化。坚持因地、因时、因事制宜，灵活多样，本着 规范、实用、明了、方便 的原则，针对不同内容确定公开形式。主要采取以下形式：

1、设置公开栏：设置 党务公开栏 ，将长期的、程序性的公开内容与动态的、阶段性的公开内容有机结合起来，注重实效。

2、会议、文件：采取召开全体人员会议、支部生活会、等会议形式公开;运用文件、通报、简报、宣传资料等载体公开。

三是在公开时限上，实行定期与不定期相结合。公开的时间与公开的内容相适应，充分体现公开的经常性、动态性、及时性：

1、长期公开：主要公开班子任期及班子成员分工职责及联系方式，办事机构及职能等具有长期性、稳定性的内容。如遇修订、调整，及时更新。

2、定期公开：主要公开一定时期内相对稳定的常规性工作，包括政策措施、文件规定、管理制度等。

3、逐段公开：主要公开动态性、阶段性的工作，如为民办实事项目、重大项目建设情况等。

4、临时公开：主要公开临时性、应急性工作，如干部考察预告、任前公示、入党积极分子公示、预备党员转正公示、灾害救助等内容，预留一定的机动板块，根据情况及时进行公开。

四是在公开程序上，力求规范、有序、到位。即按照 提出方案、组织审定、实施公布、反馈信息、立卷归档 的程序，注重落实党员群众的知情权、参与权和监督权，推进决策民主化、监督规范化。

公开效果明显，推动各项工作，充分显示党务公开工作的成效性

我院的党务公开工作开展以来，从运行的情况看，初步显示出效果，使党员干部的作风得到了有效转变，主要表现为以下几个方面：

1、党务公开激发了党员作用发挥的活力。党务公开能更真切地使党员置于群众和社会的监督之下，党务公开把对党员的评议、职责履行等情况在群众中公开亮相，是对表现优秀的党员、干部的表彰。有效保障了党员的知情权、参与权和监督权等民主权利，使党员对党内事务有了更多的了解和参与，形成了党员干部人人谋发展、议发展、求发展的良好氛围。

2、党务公开拓宽了群众民主管理、民主监督渠道。能广开渠道听取群众的合理化意见、建议，吸取群众的营养，使各项工作开展具有了更广泛的群众基础，也具有了更多的合理性。党务公开使党组织的目标更为明确，责任更为清楚，工作更加有效。

3、党务公开促进了党内决策处事的公正性。实行党务公开，推行党员发展、干部推荐、先进评比等方面的事前公示，促使党组织及其成员从党心、民心、公心出发，公正议事处事。而且，通过党务公开，使我们培养使用的视野更加拓宽，达到了公开促公正，公正出人才的良好效果。

一、指导思想

三、监督公开内容

(一)向社会公开的内容

1、各类向学生收费的项目，包括收费标准，收费范围，批准收费的部门及监督电话，学生书杂费的减免条件和减免结果等。

2、各类招生计划、招生人数及招生录取程序方法等。

3、三好学生评选，优秀学生干部评选，直升考优秀生推荐等评优、推优事项。

(二)向教职工公开的事项.

1、学校发展规划、学校工作计划、学校工作总结、工会换届选举事宜、重大改革方案等。

2、各级各类教职工评优考核的对象、条件、名额、结果等;对违法违纪教职工处理意见结果等。

3、学校行政干部的选拔、任用，教职工提薪、聘任、晋升的条件、程序和结果等。

4、教职工工资调整，奖金福利分配方案，医保及其他社会保障基金缴纳情况等。

5、按上级有关规定应当公开或上级教育行政部门要公开的其他内容。学校应该全面公开这些内容，接受民主监督，并听取教职工、学生及家长的意见。对规定以外的内容，在工作中根据需要可由学校党政决定及时公开。有些具有一定保密性的校务，在校办公会议或校党总支会议上公开。

6、分房、评优评先、职评、评骨干教师等涉及教职工的切身利 益的有关政策、指 标、分配办法及结果.

2、行政办公会议及党总支会议。有一定保密性的校务在办公会议或总支会议上讨论或通报。

3、利用学校网站等媒体向教职工、学生、家长通报有关校务。

4、建立固定的校务公开栏，根据不同的时期，定期公开学校校务。

五、保障措施

2、学校定期召开不同类型的座谈会(年级、学科组长座谈会、青年教工座谈会、女教工座谈会、退休教工座谈会等)，多渠道听取建议，共商学校发展改革大计。

3、定期做好校务公开工作的总结和考核，以求实务真的态度，不断改进和完善校务公开各项工作。

4、加强检查，以检查促进步和提高。发现问题，及时解决。
