进一步向全校教职工明确校务公开的内容，在办学中充分发挥教职工的主体作用。学校重要工作特别是与教职工、学生和人民群众利益密切相关的事项，除规定必须保密的以外，都要公开，重点公开以下八个方面的事项：

1、政务公开

学校改革、建设、发展的重要问题、重要决策和年度工作计划及实施情况，上级布置的重大工作及重大问题通报。由校务办公室负责公开，公开负责人：李玉刚

2、财务公开

教育经费及其它各项收入的来源、支出及使用情况(收入包括上级拨款，学校创收、社会捐资助学;支出包括环境建设、基建、购置设备、办公费、活动费等)由总务处负责公开，公开负责人：甘霖

3、人事公开

干部与教职工的聘任、考核、晋级、奖惩、职称评定、结构工资方案等有关政策规定、程序及结果。由校务办公室负责公开，公开负责人：张晓星

4、党务公开

领导干部廉洁从政各项规定及其执行情况，党风廉政建设责任制执行情况，领导干部经济责任审计结果。党员发展提拔选用干部。由校务办公室负责公开，公开负责人：张晓星

5、工程建设项目公开

工程建设项目方案极大雄物资和大型设备采购方案，工程竣工后的验收结果及工程决算。由总务处负责公开，公开负责人：甘霖

6、福利公开

教职工住房公积金、福利费、公费医疗和医疗保险涉及教职工切身利益的重要事项。由校务办公室、总务处负责公开，公开负责人：甘霖

7、招生及收费公开

学校招生政策、计划和录取结果;收费项目、标准、依据和收费的使用及管理情况。由教务处负责公开，公开负责人：张晓星

8、学生管理公开

(1)学生的学籍管理、学生转学、休学办法、由教务处负责公开，

公开负责人：张晓星

(2)评选三好生、优秀干部、发展团员等。由政教处负责公开，

公开负责人：李玉刚

以上1—6条内容向校内教职工公开，7—8条内容主要面向学生、学生家长及社会公开。

三、校务公开的原则

为了进一步做好校务公开工作，要遵循以下工作原则：

1、坚持党的领导的原则。 坚持党组织统一领导，贯彻执行党的路线、方针、政策，党政齐抓共管，职能部门各负其责

2、坚持行政主体到位的原则： 行政主体到位指：思想认识到位、领导体制到位、工作制度到位、具体实施到位。即在继续完善党组织“第一责任人”的基础上，落实行政领导“第一执行人”的职责。

3、坚持依法治校的原则： 校务公开要在法律法规允许的范围内进行。必须以国家的方针、政策、法律、法规为依据和标准，处理好校务公开与实行校长负责制的关系，在实践中不断充实和完善校务公开的制度。

4、坚持实事求是的原则： 在公布、质询、反馈等校务公开的各个环节，要始终坚持实事求是。做到客观、真实、公正。要客观地反映学校管理的真实情况，对重点问题要详细说明。

5、坚持促进学校发展与稳定的原则： 开展校务公开工作，对提高教职工对学校各项改革措施的认可度，处理好工作中产生的问题和矛盾，促进学校的发展与稳定，构建和谐校园工作中发挥着不可替代的作用。

四、校务公开的形式

根据校务公开的内容不同，涉及到的人员不同，各部门要而采取不同的形式进行公开。主要形式为：

1、会议形式：通过行政干部会、教职工大会、教职工代表会、支委会、党员大会、学生大会、家长会等形式进行校务公开。尤其是教代会是校务公开最基本、最重要的形式。学校每年至少召开一次教代会，学校的重大事项都要在教代会上公开，接受教代会的审议或表决。

2、媒体形式：利用校园网、广播、闭路电视、橱窗、校刊、等形式进行公开

3、其它形式：通过设立校长接待日、校长信箱、公布举报接待电话等形式。并继续探索建立民主管理、民主监督的新渠道，保证广大教职工民主权利的落实。

五、校务公开工作的程序

校务公开工作要坚持在校党支部的统一领导，行政各部门紧密配合，部门负责人各负其责，工会协调监督下按规定程序有序地开展。

a) 校务公开工作领导小组开学前研究制定公开计划，并由领导小组组长在全体会上向全体教职工宣讲

b) 定期研究校务公开的情况，制订相应措施，不断完善校务公开工作

c) 根据公开的内容，由各职能部门公开负责人责成相关人员予以公开

d) 校务公开监督反馈实施办公室负责定期对公开内容进行审核，对过程进行监督并及时收集各方面的意见和建议。

六、措施及要求

1、拓宽公开内容

根据学校特点不断拓宽校务公开内容，切实做到“五个结合”。即把校务公开工作与党风廉政建设和领导班子建设结合起来，与学校中心工作结合起来，与规范教育行政和学校管理结合起来，与行风建设结合起来，与教代会的作用结合起来，为办好让人民满意的教育创造有利条件。校务公开工作情况将作为干部学年度考核内容之一。

2、进一步完善内部制约机制和有关的规章制度，确保校务公开制度得到落实。要根据校务公开项目的具体情况，确定公开的时限，定期定量公布。要健全议事规则。校务公开的项目和内容，须经党政领导集体研究，形成统一意见后进行公布。

3、对群众来信来访问题，要认真分析研究处理，做到件件有着落、事事有回音。合理化建议要及时采纳，并将办理结果公开。

4、及时做好校务公开材料的收集和整理，由档案室负责。
