为贯彻落实党的xx大和xx届四中、五中全会精神，根据中央办公厅《关于党的基层组织实行党务公开的实施意见》、省委办公厅《贯彻落实中央办公厅〈关于党的基层组织实行党务公开的实施意见〉的实施意见》和县委办《关于在全县党的基层组织实行党务公开的实施方案》以及县委有关精神、县教育局有关部署，为切实推进我校党务公开工作，特制定本实施方案。

一、工作目的

通过此次党务公开活动，我们要进一步把实行民主管理，作为学校管理工作的一项重要内容来抓，把推进党务公开工作作为学校不断强化民主管理的重要抓手和密切干群关系、增强学校领导班子凝聚力和全体教职员工向心力的有效渠道，以便真正实现集师资培训、高考补习、广播电视大学、青少年校外活动中心于一校的“一体四翼”多业并举的办学格局，为促进衡东教育发展、衡东和谐稳定起到更好的作用。

二、工作步骤

（一）、制定方案、编制目录阶段（xx年4月20日-30日）

1、成立领导机构。认真学习领会中央、省、市、县及教育局有关精神，成立衡东县教师进修学校党务公开工作领导小组及办公室。

2、制定工作方案。根据县教育局《衡东县教育局党委党务公开实施方案》，结合我校实际情况，制定《教师进修学校党支部党务公开实施方案》，明确工作目标、思路和措施。

3、编制公开目录。根据《中国共产党章程》和《中国共产党党内监督条例（试行）》以及上级有关规定，制定《衡东县教师进修学校党支部党务公开目录》，规范公开内容、范围、方式和时限等。凡事关本校发展、本单位党员和群众关注的重大事项和热点问题，按规定可以向党外公开的，都应列入党务公开目录。如有目录外需要公开的事项，党支部将制定工作方案，报经局党委审核同意后再确定公开。

（二）、组织实施、全面推进阶段（xx年5月-6月）

1、召开动员会议。5月上旬召开党支部委员会、党务公开工作动员会，学习局党委党务公开工作会议和实施方案精神，按照《衡东县教师进修学校党支部党务公开实施方案》要求，统一思想，落实工作责任。

2、完善公开载体。针对不同的内容和特点，确定不同的公开形式。适宜在党内公开的以党内有关会议、文件、通报、组织生活会等形式进行公开，适宜对党外公开的通过媒体或采用宣传栏、板报、校园广播、衡东进修网站，以及《进业修德》《给力高考》等校内刊物等方式进行公开，确保党务公开工作的及时性、稳定性和长效性。

党务公开工作要落实“五个有”：有“班子”，成立领导小组及其办公室；有“牌子”，做一块领导小组办公室的牌子；有“房子”，做到工作有场地；有“栏子”，制作“阳光台”“党务政（校）务公开栏”“职责分工一览表”等公开栏上墙；有“柜子”，将党务公开工作文件、资料及时归档，方便党员群众查阅。

3、加强党务公开工作的指导。认真执行《衡东县党的基层组织党务公开工作考核和责任追究办法（试行）》。校党务公开领导小组办公室将切实加强对党务公开工作的指导和督促，稳步推进党务公开工作顺利开展。

（三）、总结完善、巩固提升阶段（xx年7月-）

1、总结经验。党务公开领导小组办公室要把党员、群众对党务公开的内容、形式等方面提出的意见和建议进行收集整理，认真研究处理，总结党务公开工作情况，形成综合材料上报。

2、完善制度。要不断研究新情况，解决新问题，不断健全完善党务公开工作运行的各项制度，实现党务公开工作制度化、规范化、常态化。

三、工作要求

（一）、强化领导，明确责任。

Research experience and academic activity When a sophomore, I joined the Association of AI Enthusiast and began to narrow down my interest for my future research. In 1997, I participated in simulation tool development for the scheduling system in Prof. Wang’s lab. With the tool of OpenGL and Matlab, I d esigned a simulation program for transportation scheduling system. It is now widely used by different research groups in NUST. In 1998, I assumed and fulfilled a sewage analysis & dispose project for Nanjing sewage treatment plant. This was my first practice to conv ert a laboratory idea to a commercial product. In 1999, I joined the distinguished Professor Yu-Geng Xis research group aiming at Netw ork flow problem solving and Heuristic algorithm research. Soon I was engaged in the Fu Dan Gene Database Design. My duty was to pick up the useful information among differe nt kinds of gene matching format. Through the comparison and analysis for many heuristi c algorithms, I introduced an improved evolutionary algorithm -- Multi-population Genetic

Algorithm. By dividing a whole population into several sub-populations, this improved algorithm can effectively prevent GA from local convergence and promote various evolutionary orientations. It proved more efficiently than SGA in experiments, too. In the second semester, I joined the workshop-scheduling research in Shanghai Heavy Duty Tyre plant. The scheduling was designed for the rubber-making process that covered not only discrete but also continuous circumstances. To make a balance point between optimization quality and time cost, I proposed a Dynamic Layered Scheduling method based on hybrid Petri Nets. The practical application showed that the average makespan was shortened by a large scale. I also publicized two papers in core journals with this idea. Recently, I am doing research in the Composite Predict of the Electrical Power system assisted with the technology of Data Mining for Bao Steel. I try to combine the Decision Tree with Receding Optimization to provide a new solution for the Composite Predictive Problem. This project is now under construction.

Besides, In July 20xx, I got the opportunity to give a lecture in English in Asia Control Conference (ASCC) which is one of the top-level conferences among the world in the area of control and automation. In my senior year, I met Prof. Xiao-Song Lin, a visiting professor of mathematics from University of California-Riverside, I learned graph theory from him for my network research. These experiences all rapidly expanded my knowledge of English and the understanding of western culture.

指导思想

四、公开形式

针对具体工作事项，按固定公开、定期公开和随时公开三种方式进行，具体采用以下形式实行政务公开政府信息公开：一是通过政务公开栏、政府网站予以公布；二是设立咨询电话；三是对普遍关注的热点难点问题和重大政务活动，进行情况通报、咨询会、民主评议会等。

五、保障措施

(一)强化认识，加强领导。为全面贯彻落实科学发展观，扎实推进政务公开和办事公开，深入开展机关作风效能建设，完善政务服务运行机制，优化政务环境。

(二)科学安排，注重效果。201x年继续紧紧围绕政务公开和政府信息公开工作重点，继续加大工作力度。加强对政务公开日常工作的管理和引导，逐步形成长效工作机制。进一步创新政务公开的方式方法，使之更有利于机关工作朝着规范化、程序化、效率化的方向发展。

我们在县委、县政府的坚强领导下，深入学习贯彻党的、xx届三中、四中全会和省、市人社工作会议精神，践行党的群众路线教育实践活动，紧紧围绕全县经济社会发展大局，坚持“民生为本、人才优先”工作主线，统筹推进城乡就业，不断巩固社会保障制度全覆盖成果，着力发展和谐劳动关系，切实优化人才发展环境，加快公共服务体系建设，创新工作机制，狠抓工作落实，各项工作取得了明显成效。

一、20xx年度工作总结

(一)坚持就业为主，就业促进工作跨入新常态。围绕经济社会发展大局，正确处理扩大就业与经济发展的关系，实现就业岗位增加和经济发展的良性互动，促进充分就业，稳定就业局势。截至今年10月底，全县城镇新增就业人员5882人,完成全年目标任务的147%;下岗失业人员再就业1958人,完成全年目标任务的100.1%;全县新增农村劳动力转移就业7759人,完成全年目标任务的104.9%;城镇登记失业率控制在3.5%以内。企业用工服务扎实开展。牢固树立“招工即是招商”的理念，竭力服务企业用工。一是通过开展“春风行动”，发放春风行动卡等各类宣传资料6万份，举办了10场招聘会，72个园区企业进场招聘，提供就业岗位6884个，累计5229人签订了就业意向性协议。二是通过开展“两皖对接”活动，与临泉等皖北劳动力大县建立劳动力信息互联互通，及时掌握其富余劳动力现状，为园区企业招工提供了翔实资料。三是构建职业经纪人队伍。通过乡镇推荐，我局建立了职业经纪人资源库，每个乡镇至少有一名职业经纪人，每个村(居)至少有一名用工服务信息员，充分发挥“政府促进、市场调节”用工服务机制。9月25日，在石牌镇为望江申洲公司举办了专场招聘会，共有264人进场应聘。为进一步拓宽就业渠道，会同县人武部、民政局认真组织开展了退役士兵就业招聘活动，现场求职登记300余人，签订就业意向书205人，收到良好效果。开展多种培训，提高劳动者就业能力。进一步规范农村劳动者技能培训工作，提升培训实效。全年举办就业技能培训班32期，培训员工2820人，完成全年目标任务的108.5%。其中培训合格并取得专项能力证书的有2192人。不断延伸拓展就业服务领域，帮扶 426名就业困难人员实现再就业。已建立公共就业服务信息共享互通机制。进一步强化了12个职业技能培训机构的规范建设工作，将技能培训网络覆盖到农村，延伸到农村零就业农户。加大创业扶持力度，促进创业带动就业。积极落实就业再就业政策。截至10月底，共发放个人小额担保贷款710万元;为5家劳动密集型企业推荐申请小额担保贷款1000万元。为灵活就业困难人员核发社保补贴173万元。从失业保险基金中发放岗位补贴148万元，较好地维护了困难企业职工队伍的稳定。开办了5期“SYB”创业培训班，培训学员150人,完成全年任务的167.7%。受培学员创业成功率达到80%以上，对引导创业工作发挥了积极示范作用。目前，我县形成了三级创业载体，县级有创业大厦服务中心和科技创业园，乡镇级有11个工业小区和5个农民工创业园，村级有23个工业集聚区。创业载体彰显创业带动就业，并形成倍增效应，加快了我县农村富余劳动力就近就地转移的速度和质量。

(二)坚持民生为本，社会保障体系不断完善。巩固社会保障制度全覆盖成果，保障水平稳步提高。截至10月底，全县城镇职工养老保险参保人数 22729 人，征缴养老保险费14807万元，发放基本养老金11674万元;城乡居民社会养老保险参(续)保人数390380人，完成目标任务的102.19%，其中：参保缴费人数287621人，全年征缴养老金4123.43万元，发放养老金5860.23万元;全年新增被征地农民290人，已达龄领取6185人，发放被征地农民保障金859万元;城镇职工基本医疗保险参保人数29068人，征缴基金5025.74 万元，支出城镇职工基本医疗保险基金4654.53万元;城镇居民医疗保险参保人数66505人，共计发生报销6171人次，支出医疗保险基金1628.28万元(含大病补充保险投保支出199.57万元)，当年居民住院费用平均报销比例达到54.23%;工伤、生育、失业保险参保人数分别为38537人、17395人、16351人，征收基金分别为823万元、237万元、1184万元。县社保局在全省率先试点使用社会保险视觉识别系统行业标准，成功协助举办全省养老保险经办工作座谈会暨社保标准化建设推进会。管理服务高效快捷。企业退休人员养老金人均月增资164.7元及时兑现。从20xx年7月1日起，全面启动了个体参保人员委托银行按月代扣代缴社保费工作，方便了群众参保缴费。全面实施城镇居民大病补充保险，进一步减轻了参保居民患重大疾病的经济负担。从20xx年4月1日起，全面实现慢性病县内实时报销结算。我县首批认定的“老字号”群体补助资金已经全部发放到位，其中离任村干2621人、老民办教师183人、农村老放映员6人、农村公路老养护工18人、老农技员1人，累计发放补助资金537.7万元 。“社会保障一卡通”建设稳步推进。一年来，在统一软件的基础上，共计采集20个乡镇农保人员社保卡信息40万条、城镇职工社保卡信息6万条、居民医保信息1.9万条，超额完成了市局今年下达我县32万张发卡任务。

(三)坚持人才优先，人事人才工作激发新活力。公务员管理制度更加完善，整体素质和能力全面提升。公务员队伍建设取得新成效。20xx年度招考录用公务员57人，改善了公务员队伍结构。组织开展了38人次的新录用公务员初任培训。结合考核及平时工作，督促公务员加强在线学习及专门业务培训。安排多人次参加省、市组织的“大别山革命老区基层公务员知识更新培训班”、“ 全省青年公务员骨干培训班”等专题培训班。会同县委组织部在全县开展带头争先创优做人民满意公务员活动，提升了公务员队伍的整体素质。专业技术人才队伍建设有力推进。公开招聘事业单位工作人员182名，其中教育系统83人、卫生系统67人、其他类32人;招募高校毕业生从事“三支一扶”14人，其中支教4人、支农4人、支医3人、扶贫3人;招聘“基层特定岗位”20人，主要从事社区党务工作。已核准事业单位专业技术人员聘任结果435人，推荐申报中、高级职务任职资格37人，其中12人为非国有经济专业技术人员。精心组织专业技术人员继续教育公共科目培训，共计培训7292人。智力引进工作切实加强。为解决企业在生产中遇到的技术难题，先后帮助三环、徳琳环保、西锐重工、嘉乐斯乐公司申报项目，引进外国专家，已获国家外国专家局批准。省人社厅组织来自安徽医科大学、省立医院的专家服务团莅临我县，在县医院开展学术讲座4场，培训医疗骨干200多人次，门诊接诊200人次，促进了我县医疗水平的提高。事业单位岗位设置管理进入常态化。今年完成19个新成立事业单位岗位设置和48个事业单位岗位设置调整，有效推进了我县事业单位岗位设置动态管理。人才服务工作扎实开展。认真受理高校毕业生就业报到，流动人才人事档案管理进一步规范。扎实开展离校未就业高校毕业生实名制登记。随着近年来高校毕业生就业压力的增大，我们高度重视高校毕业生就业见习工作。今年共征集就业见习基地(单位)26家，开发就业见习岗位120个，落实就业见习人员105人，提前并超额完成了目标任务。

(四)坚持和谐第一，有效维护了劳动者合法权益。加大劳动监察执法力度。对全县用工密集的企业进行执法检查，全力追讨拖欠的农民工工资。今年以来，共清欠农民工工资471.8万元，涉及农民工873人，涉案企业51家。共接到举报投诉案件143起，立案73起，均及时结案，现场调解70起。受理上级部门信访转送案件9起，均及时结案和回复。同时本着以人为本、预防为主、预防和处置相结合的应急管理工作原则，处置突发性事件5起，涉及299人，均及时平息了事态，有力维护了我县社会和谐稳定。开展各类专项执法检查6次，达到了预期目的。劳动人事争议处理工作有效开展，到目前为止共受理各类劳动争议案件126起，结案122起，涉及职工当事人310人，经济标的270万元，案件调解率较往年明显上升。

二、20xx年工作安排

20xx年全县人力资源和社会保障工作的总体要求是：以党的和xx届三中、四中全会精神为指导，巩固党的群众路线教育实践活动成果，按照县委、县政府和省、市人社工作的总体部署，坚持“民生为本、人才优先”工作主线，牢牢把握稳中求进工作总基调，在深化改革中创新推进就业创业、社会保障、人才队伍建设、人事制度改革、工资收入分配和劳动关系协调工作，推动人力资源社会保障事业科学发展。

(一)全力推进就业创业

1、突出抓好重点目标任务
