2、集中开展“3·15”宣传周活动。以“家电下乡---3·15消费维权进农村”为重点，各部门要集中时间，集中人员，统一在城市主要街道、农村集市和人口密集区设立宣传服务咨询点，现场为消费者解答家电消费、汽车消费等商品消费知识，及时受理消费投诉，切实为消费者提供实实在在的服务。同时要针对辖区实际，大力宣传工商部门的维权成果，并组织开展假冒伪劣商品识别等咨询服务活动，营造全社会人人关注保护消费者合法权益的良好氛围。

3、设置分会场，举行纪念活动。

3月15日上午，工商分局、xx区消协在xx区新百连超宁阳店设立分会场，举办xx区20xx年“3·15”国际消费者权益日纪念暨“消费与服务”年主题活动动员大会。一是腰鼓队表演;二是企业代表发表消费维权倡议书;三是xx区领导讲话;四是工商分局领导通报20xx年度食品安全监管工作及打假维权成果;五是组织学生进行健康消费和科学消费的倡议宣言;六是设立现场咨询服务台、假冒伪劣商品曝光处等活动;七是举办诚信企业放心商品大联展活动，组织四十家名优企业进行商品展示，充分展示诚信企业的良好风采;八是举行“3.15”文艺演出、与消费者进行互动，进行消法知识有奖竞猜活动。大会结束后，参加区局组织开展的“绿色环保”假冒劣质商品集中销毁活动，落实12315热线值班制度，切实做到“有诉必接、有问必答、有案必查、有查必果”，确保申诉举报办结率达到100%。

4、广泛深入地宣传“消费与服务”年主题。各部门要利用“3·15”国际消费者权益纪念日，采取多种形式，大张旗鼓地宣传“消费与服务”年主题，扎扎实实地开展好年主题的各项活动。一是组织召开各界人士参加的“消费与服务”年主题座谈会，话消费，谈维权，营造浓厚的社会舆论氛围;二是组织开展以“家电下乡”、“汽车下乡”为主要内容的售后服务状况问卷调查，督促经营者切实履行国家法定的售后服务“三包”义务，不断提高服务质量，增强消费信心，扩大消费需求;三是围绕投诉热点、维权难点，结合市场整顿，开展商品消费调查，向社会发布消费警示、提示，促进经营者依法经营。

5、开展“3·15”系列宣传报道，营造宣传声势。“3·15”活动期间，各部门要主动与当地电视、广播、报纸等新闻部门联系，充分发挥各级新闻媒体舆论监督作用，宽领域、全方位、多层次、多角度大力宣传“3·15”活动，宣传工商部门整顿和规范市场经济秩序的成果，曝光扰乱市场秩序、侵害消费者合法权益的典型违法案件，营造全社会共同参与打假维权的良好氛围。同时，要在城市主要街道、中心区域布置公益广告宣传活动，在大型商场、超市、集贸市场内设置“你消费我服务、有事找工商”，“你的消费权益受到侵害时，请拨打12315”等温馨提示，大力营造宣传效果。

6、开展市场专项整治行动，全面掀起“3·15”打假风暴。春节即将来临，各部门要按照市局的总体部署，集中执法力量，加强春节期间市场监管，以重点区域、重点领域、重点场所、重点市场、重点品种为突破口，有针对性的开展食品安全、红盾护农、文化旅游市场，打击商业欺诈等专项整治，严厉查处一批与群众生活密切相关的典型案件，集中整治一批广大消费者普遍关注的突出问题，对情节严重、性质恶劣、社会反响强烈的大案要案，要做到心不能慈、手不能软，出手要快、出拳要重、打击要狠，全面掀起“3·15”打假风暴，努力营造放心安全的市场消费环境。突出抓好以下四项专项执法检查：

一是开展食品安全专项执法检查。以米面制品、食用油、肉类、蔬菜、禽蛋、奶制品、副食品、酱油、食醋、食盐、糕点、水发产品以及清真食品、清真餐饮等为整治重点，突出抓好节日性食品、群众日常生活必需消费食品的专项执法检查，开展对袋装面粉、大米、桶装食用油、超市预包装蔬菜、水果短斤少两问题的专项执法检查，严厉打击制售假冒伪劣食品及经销有毒有害食品、无证无照经营食品、经销不合格食品等违法行为，严查清真食品准营证、清真标牌不一致、不符合经营清真食品条件的“假清真”等违规行为，切实保障食品市场消费安全。充分发挥食品快速检测箱的作用，组织开展食品安全快速检测，严把食品质量关，确保食品质量安全。

二是开展“红盾护农保春耕”专项执法检查。围绕春耕农时季节，深入开展“红盾护农”行动，着重抓好种子、化肥、农药、农业机械及零配件、农用薄膜等重点农业生产资料的市场监管，严厉查处制售假冒伪劣农资坑农害农行为。认真开展流通环节农资商品质量的定向监测工作，加大农资商品质量监测力度，及时向社会公布质量监测结果，发布消费警示，引导农民群众理性选择农资。加强对农资经营者“一账通”的监督检查，规范其经营行为。通过“送法”赶集市、进农村，现场为农民提供咨询服务，增强农民消费者的维权意识。进一步建立健全农村消费维权组织网络，大力推进12315消费维权“五进”和“一会两站”工作，方便消费者就近投诉咨询，妥善解决消费纠纷。

三是开展“家电下乡”、“摩托车、汽车下乡”专项执法检查。围绕家用电器、汽车、摩托车下乡等重点商品，深入开展市场专项执法检查，检查其来源是否合法、标识是否齐全、质量是否合格、经营行为是否规范、售后服务义务是否得到切实履行，确保农村商品市场规范有序。要通过“送商品消费知识下乡”、现场受理消费申诉以及提供咨询服务等方式，引导农民群众科学、合理消费。特别是要加大家电、汽车、摩托车下乡“以旧换新”等活动的监管力度，切实保证消费安全，真正造福广大消费者，使城乡孕育的消费潜力充分释放出来。

五、活动要求
