财政资金安全性问题的调研报告

财政资金的安全始终是财政部门的一项重要工作，也是各级党委、政府和各级领导非常关心的问题。湖北潜江案发生后，社会各界反映强烈，财政部党组非常重视，及时进行了调研与分析，决定在全国范围内开展安全大检查，以此促进财政资金管理水平的提高。

一、我市财政资金安全性状况及存在的问题

财政资金的安全是财政管理的一条重要生命线。近几年，随着全市经济发展水平的不断提高，财政收支规模越来越大，，全市财政总收入达到26亿元，财政总支出达到57亿元，这么大的资金量，在收、支、使用等多个环节，是否安全，一直是我们十分担心的问题。对此，市财政局高度重视，坚持把财政资金安全管理工作放在十分重要的位置来抓，把资金的安全列入财政反腐倡廉和财政监督的重中之重。去年年初，市局连续转发了两个文件要求全市各级财政部门开展财政资金安全检查，加强财政资金安全管理。通过开展财政资金安全检查，强化基础管理、创新制度机制、提高人员素质，不断提高财政资金安全管理工作水平。从总体上看，随着各项财政改革的深化和发展，尤其是现代财政国库管理制度不断建立健全，财政资金安全管理工作得到进一步改进和加强。

但是，通过分析潜江市财政局国库收付中心职工樊红盗窃580万元财政专户资金的案件，以及张金镇财政所3名职工挪用170万元零户统管资金的案件，还有我省商南县城关镇会计核算中心主任兼主管会计孙小平盗窃200万元核算中心集中账户资金的案件所暴露的问题，充分说明当前我们的各项财政改革还没有完全到位，公共财政管理体系还有待进一步健全。在这样一个新旧管理制度特别是操作机制相互交错的时期，更容易出现资金管理风险。

通过对各县区在财政资金管理状况的调查，可以看出目前在财政资金安全管理方面还存在一些较为突出的问题：

一是有些地方的财政资金安全意识淡薄。思想意识上的漠视，会导致行为上的疏忽，而领导同志思想意识上的漠视，则会导致管理上的疏忽，包括内部管理上的松懈。“重分配、轻管理”的传统观念，在我们一些领导同志的头脑里依旧根深蒂固，财政资金安全意识淡薄问题依然比较突出。这些案件的发生，说明在我们有些财政部门内部管理已经松懈到十分严重的程度。

二是国库集中支付制度改革不彻底。对推进国库集中收付制度改革，财政部以及省委、省政府和省纪委一直都有明确要求，市政府办公室也于10月专门批转市财政局《关于进一步深化我市国库集中收付制度改革工作意见的通知》（安政办发[]99号），要求市级会计集中核算向国库集中支付转轨，所有单位全部退出会计集中核算，不得再将资金实拨到会计核算中心沉淀。但至今还有一些仍然没有退出会计核算中心。说明我们在推行国库集中收付制度改革时，还存在认识不到位、紧迫感不足、有畏难思想等问题，没有认真地落实中省有关要求。由于会计集中核算转轨不彻底，与国库集中支付双轨运行，削弱了预算单位作为预算执行主体、财务管理主体和会计核算主体的地位，致使预算单位内部没有形成会计与出纳的牵制机制。

三是财政专户管理不规范。财政专户过多、重复设置、管理分散，安全隐患较大。专户资金仍然采用传统的实拨方式，管理链过短，少数地方至今还没有落实财政专户归口国库部门统一管理的要求，更是增加了资金运行风险。湖北潜江市财政局和张金镇财政所以及我省商南县城关镇会计核算中心的个别人，之所以选择财政专户资金和财政代管的单位资金作案，正是利用了财政资金管理制度上的漏洞。

第十条 保密

第十一条 侵权

11.1 乙方保证，它是依本合同条款转让给甲方的专利权的合法所有人，在法律上享有向甲方转让专利权的权利。若发生侵犯任何第三者权利的事件，则乙方应对侵权事件负责，并承担由此而产生的全部法律和经济责任。

11.2 本合同附件一列明乙方关于合同产品的专利和专利申清。合同生效后一个月内，乙方将向甲方提供2份专利证书和专利申请的影印本。

第十二条 税费

12.1 凡因履行本合同而发生在甲方国家以外的一切税费，均由乙方负担。

12.2 乙方因履行本合同而在中国境内获得的收入，必须按中国税法纳税。

第十三条 不可抗力

13.1 签约的任何一方，由于战争、严重水灾、火灾、台风、地震以及双方同意的其他不可抗力事故而无法按期执行合同时，则可延长合同的期限，延长期相当于事故所影响的时间。

13.2 受影响的一方应尽快将发生不可抗力事故的情况以电传或电报通知对方，并于此天内以航空挂号邮件将有关当局出具的证明文件提交另一方确认。

13.3 如不可抗力事故延续到120天以上，双方应通过友好协商尽快解决合同继续执行的问题。

第十四条 仲裁

14.1 因执行本合同所发生的或与本合同有的一切争议，双方应通过友好协商解决。如经协商仍达不成协议时，则应提交仲裁解决。

14.2 仲裁将在_________进行，由_________仲裁院根据该院的章程进行仲裁。

14.3 仲裁的裁决是终局的，对双方均具有约束力。

14.4 仲裁费用由败诉方负担。

第十五条 适用法律

第十六条 合同有效期

登上梅峰观景台，可以纵览300余座大小岛屿，是目前千岛湖登高揽胜的最佳处。

之后大家共同前往蛇岛，先前往表演场地观看泰国红艺人表演、人蛇共舞等精彩节目后在岛上游览参观。

蛇岛原名五龙岛、岛上有四个蛇池。

蛇池内有水池、喷泉、土丘、灌木丛、洞穴、冬眠室等，放养了十几个品种的二三百条蛇，盘缠在草丛和树上的蛇群，有的争食斗殴，有的昂头吐信，使游人惊叹不已。

中午在游轮上共进午餐，大家在游赏湖光山色的同时彼此交流心得，增进感情，这次旅行给每个人留下的印象都十分深刻。

农民增收问题的调查报告

农民增收问题是“三农”问题的聚焦与核心。解决我县农民收入增长缓慢的问题,是当前和今后一个时期做好我县农村工作,促进农业发展和维护农村稳定必须抓紧解决的一个重大课题。为了解农民增收情况,我们最近根据县人大常委会主任会议安排,围绕我县«农业法»的贯彻执行和中央1号文件的落实,结合开展千名干部下基层活动,就我县农民减负增收和农民权益保护,到漠滨、若水、黄茅、洒溪等乡镇、村组、农户进行了深入调查,先后召开座谈会8次,听取了县人大代表、乡(镇)村组干部以及村民代表的意见,收回调查问卷80份。根据调查结果,我们认为当前农民增收少的是思路,愁的是销路,缺的是技术,盼的是服务。

一、影响农民增收的主要原因

我县因自然条件、交通运输制约,加之受军事禁区影响,农村资源开发整合利用缓慢。近年来,我县虽然在实现农业增效、农民增收,促进农村市场繁荣方面做了大量卓有成效的工作,依法治农、科技兴农意识明显增强,农村经济得到了较快发展,农民生活水平有了普遍提高,但农民增收仍较缓慢。我县34万人口中有农业人口304800人,XX年农民人均收入为2097元,XX年农民人均收入2223元,收入仅增长5.6%,农民仍是最大的低收入群体。根据调查,影响农民增收原因较多,在我县主要有以下几个方面:

原因之一:交通不便,信息不灵,导致部分农民劳而无效。在全县346个村中,有相当一部分是偏远村,人口居住分散,交通闭塞,信息不灵,这是制约农民增收的主要因素。漠滨乡洞头塘村总人口1164人,11个组就有8个组不通公路,农产品进出全靠农民肩挑背驮,大量的竹木、柑桔等农副产品调不出,除自己消费外,多余的只好烂在家中,增产不增收,挫伤了群众种植的积极性。该村很多农民装不起电话,接一个电话要跑5华里。在产业结构调整中,虽然农民苦苦寻求致富项目和路子,想方设法增加收入,却因信息不灵,真正获得成功的项目极少,产业结构调整收效甚微,许多农民想发展却没门路,找着门路却又愁销路,常常劳而无效。老支书李光辉改种杜仲100余株,长势良好,然而拿到市场上连0.5元/斤也难卖,除去成本后基本没有什么收入了。陈万兴家承包了20余亩园艺场栽种板栗,板粟连年增产,而价格却年年下跌,XX年4元/斤,XX年3元/斤,XX年只有2元多/斤,除去运费等开支后,基本所剩无几。他们说,外地经济发展起来了,自己也想致富,自己养的、种的就是推销不出去,卖不了好价钱,尝到的是一次次失败的滋味,我们想增收怎么就这么难？

原因之二:基础设施薄弱,资金投入不够,发展生产民心不安。由于我县县乡两级财政紧张,仅能保工资保运转,一些地方农村基础设施建设无力顾及,导致抵御自然灾害的能力十分脆弱。在“6·19”洪灾中,洞头塘村20多座溪河坝全毁,水圳全垮,但几年来,村集体经济捉襟见肘,在水利基础设施上基本没有投入,由于水毁设施得不到恢复,这里的生产生活条件更加艰难。去年全村590亩稻田失收的达100余亩,减收一半以上的有200余亩,全收的只有几十亩,有的村民连吃饭也成问题。部分村民对种田丧失信心,他们算了一笔帐,除去肥料农药、工钱,种田实际上没有几个收入,靠种田脱不了贫,致不了富。有的说,若能够在外找一份事做,早就不想要田了。如今该村1100多人,在外打工的达500多人,很多年轻人认为家乡环境艰苦,看不到致富希望,外出打工不思回家者大有人在,只剩年幼、老弱病残者留在家中。在全县,同样认为种田难增收的农民为数不少。农民对土地的依赖却增收缓慢,从而对土地丧失了信心,导致全县许多地方不同程度出现弃耕抛荒现象。

原因之三:文化素质偏低,缺乏技术指导,农民增收步履维艰。在外打工的农民工,因文化素质普遍偏低,要找到好的工作很难,从事的多是脏、苦、累而工资微薄的行业,因而能够找钱回乡投资致富乡邻的很少。留在农村的农民小农意识根深蒂固,发展意识不强,又缺乏有文化、懂技术、有头脑的带头人,发展路子越走越窄,他们对增收倍感焦虑和无奈。加之资金短缺,更难为“无米之炊”,本地资源优势未能得到充分发挥,有的农民不仅不增收反而跌本。黄茅乡白羊村村民刘百喜XX年投资5万元种植草莓,市场销路看好,却因缺乏技术和技术跟踪服务,几个月下来就失败了。许多农民说,作为农民就应该依托本地资源,因地制宜,向土地伸手要钱,但因文化低,没技术,土地成了他们填不满的无底洞,反而把老本都送进去了。象这种缺乏科学技术作后盾,无专业人员指导的生产模式,农民吃亏不少。我县农民养羊、喂鱼、种烤烟等种养殖户失败的多,真正受益的很少。他们认为这次县委、政府组织开展“千名干部下基层”活动,是亲民、爱民、富民的好举措,很有必要,许多干部确实在帮助他们减负增收,解决了一些实际困难和实际问题。但也有人认为干部下基层活动出发点好,但效果不好,起不了什么作用。他们希望下来的干部带致富技术、信息,带增收项目,能够帮助他们协调上下关系,提供一些产前、产中、产后的服务,希望他们多深入农户家中,帮助想办法、出主意,为农民多提供一些增收思路。

原因之四:农民利益受损、负担过重问题仍然存在,涉农服务滞后。近几年来,我县各级各部门把减轻农民负担、增加农民收入作为确保农村稳定的大事来抓,及时处理涉农案件,妥善化解农民矛盾,减负增收工作取得一定成效,农民不合理负担在一定程度上得到遏制,有效地调动了农民生产的积极性。但在调查中发现,农民的隐形负担仍然不轻,农民对此反映较为强烈。一是反映教育收费高。学校除按标准收取学杂费外,平时还要收取试卷、作业本费等诸项费用。农民本来收入不高,特别是低收入户,供养子女读书更是难上加难,有的因承受不起负担,只得让子女辍学。二是反映一些单位变着法子收费,增加农民负担。派出所登记户口、办迁移或出证明也要收取一些费用,农民看不到有关规定和收费公示,却又不得不交,因为不交费就不办事让他们实难找出拒交的办法。到邮政所取包裹、信件也要想着法子要农民买明信片、报纸,从中收取一些费用。三是反映一些涉农部门在农资经销上给农民造成些损害。如种子纯度不够,致使农民减产、失收,这种情况连年都有所反映。四是反映在公路改造过程中,政府征用农民土地给付的补偿费过低。农民被征去了赖以生存的土地,带来无法弥补的损失,严重影响了他们今后的生产生活,而补偿标准过低,使他们更为不满。洒溪乡村民反映在鲁大公路建设中,一类田补偿5900元/亩、二类田补偿4700元/亩、三类田补偿3900元/亩,农民普遍有增加补偿费的要求。同时还反映在公路修建中,一些堆放的土方堵塞了溪圳、道路,给农田灌溉、生产生活造成不便,加重了农民恢复生产的负担。五是反映生产、生活支出费用过高。如建房的国土费就得花几千元;林农出售木材、个人部分收入只有30%,审批民用材青山费等过高。六是反映涉农收费公示不规范,透明度低,如国土、林业、计育办的一些收费,农民有看法,有疑虑,极易影响干群关系。七是反映林农造林费兑付到位难。漠滨乡沙堆村、漠滨村反映他们1999年、XX年的造林费至今一分钱未得,多次报告、反映,跑上跑下,但仍未果,挫伤了农民造林积极性。他们说政府应该取信于民,有利老百姓增收的要更多扶持和关心,更不能拖着不兑现。八是反映涉农服务队伍不健全。农业科技信息滞后,得不到及时传递利用,乡镇站所人员的待遇过低,存在后顾之忧,工作信心不大,服务不到位。九是反映因病致贫,因病返贫问题严重。农民看病就医难,边远村组农户更为突出。农村医疗技术设备落后,医务人员素质参差不齐,加之医疗费用居高不下,农民有病医治难保障,增收难,保增收致富更难。

为了认真贯彻落实中央八项规定、和省、市、县的相关会议精神，根据镇党委及县局纪检部门下发通知要求，结合我校实际，特作如下工作自查报告：

在形式主义方面，我校领导班子及成员在理论思想学习上，虽能自觉学习党的政治理论和先进教育思想，但存在着思考问题浮于表面的毛病，理论和实践不能深入的结合。 在官僚主义方面，我校领导部分班子及成员办事不稳重，目光短浅，从早到晚，忙忙碌碌，工作计划不明确，盲目单干，不辨方向，犯了迷失方向的官僚主义错误。

我校领导班子及成员杜绝了享乐主义方面的主要问题，但个别教师满足于现状，陶醉于已经取得的成绩，不立新目标，缺乏新动力。

我校领导班子及成员能抑制奢靡之风，能避免铺张浪费。

五、努力方向及改进措施

1、进一步加强理论学习，增强理论基础。从实际出发，以改进自己的工作作风和工作方式、提高工作成效，注在理论联系实际，达到理论与实践相统一。

2、进一步改进工作作风，树立无私奉献的精神。把维护集体和全校的利益放在首位。要保持思想道德的纯洁性，正确对待权力、金钱、名利，在生活上艰苦朴素，勤俭节约，不奢侈浪费，不追求享受。

3、进一步保持清正廉洁，增强拒腐防变能力。

在金钱等诱惑面前经得起考验，做到自制、自励、自洁，坚决反对享乐主义和奢靡之风;坚决抵制歪风邪气，始终做到清正廉洁，自觉与各种腐败现象作斗争尽心尽力把教学工作做好。

4、进一步务实创新，增强工作实效。不断总结和完善工作经验，提出新思路、新方案，拿出新举措，开创教学工作新局面。

5、严格执行各项规章制度，尽职尽责做好各项工作。
