2016年税务局收入核算科年度工作总结

收入核算科按照县局各项工作布署，围绕年初制订的工作要点，深入学习贯彻科学发展观，以作风建设年为主题，以组织收入工作为中心，以税收经济分析和数据监控工作为侧重点,本着打基础的原则，稳妥推进全县收入核算部门各项工作的全面发展。现总结如下：

一、抓收入，不断扩大税源规模、提高收入质量。

1、科学分解落实收入计划。年初，市分我县全口径税收计划为4422万元，同比增加1596万元，增长56%。县分我县全口径计划为4773万元，同比增加1947万元，增长69%，至年中，县政府根据争创全省“进位奖”目标，追加我县地方一般预算收入42万元，由此增值税收入增加到4423万元，县分地方一般预算收入由年初计划846万元，增加至888万元，同比增加438万元，增长97%。面对收入任务压力，县局坚定了完成全县收入任务的信心，对全县组织收入工作进行了全面部署。根据安排，我科制订了全县组织收入工作考核办法，同时加大了对组织收入工作的统筹规划及调度力度。至年底，县局完成全口径收入6562万元，占市分计划的148%，县分计划的137%，地方一般预算收入达到1175万元，超年初计划329万元。

2、抓税源划转和免调调库，不断扩大税源规模。我局收入基数为2650.2万元，至底税收收入达到6500余万元，一年时间收入规模增长了1倍半。我科充分发挥组织收入职能作用，具体做了以下两点：一、积极争取税源划转。建局以年，针对税源不足现状，我科在县局领导带领下及时向市局进行对口汇报，取得他们支持，并主动与烟草公司、华新水泥、顺泰仓储等相关纳税人进行联系，使其税收收入及早尽快的实现了在随县入库。一年以来，通过税款直接划转及征管范围移交等形式，增加我县税收收入1473万元。二是积极申报免抵调库指标。由于从起免抵调库指标由收入核算部门下达，鉴于此，每月申报期结束后，我科根据县局需求，及时向市局收入核算部门递交调库申请。一年来，通过我们积极争取，市局从支持县域经济发展大局出发，在免抵调库税额上给予了随县大力支持，截止12月底，全县共免抵调库2782万元，同比增收1952万元，增长235%。

3、加强税收预测,增强组织收入工作的前瞻性。县局成立后，面对经济税源缺乏现状,我科在深入调查了解全县经源税源状况的基础上,对全年税收形势进行了及时预测,多次形成汇报材料,向县局党组和县委,县政府进行了汇报。其次，认真做好季度收入预测和年度收入预测,提高了组织收入工作的前瞻性，牢牢的掌握了组织收入工作的主动权。

二、抓税收监控分析，不断提高税收分析质量，为领导决策提供有用信息。

县局成立后，县局领导就高度重视税收监控分析工作，把税收监控分析工作作为提高税收征管质效，促进收入增长、服务于领导宏观决策的一项重要手段。一年来，我科在税源监控分析上主要做了几下几点：

首先，扩大了税收监控范围。根据省、市重点税源监控办法的有关要求，结合我县经济税源实际情况，经县局研究决定，确定我县重点监控企业标准为年缴纳两税(增值税、企业所得税)在10万元以上的企业，使监控范围由10户纳税人提高到现在的40户。一年来，税收管理部门加大对重点税源企业监控管理力度,及时有效掌握重点税源变化情况。从全县重点税源年缴纳税款看，重点企业年缴纳税额由1500万元上升至4200多万元，占全部税收收入的比例由53%提高至65%。其次，抓规范，建立制度。我科于年初2月份向各分局下发了便函，对各分局监控分析人员、分析内容、报送时间进行了明确要求。再次，是抓学习，不断提高素质。县区分设后，人员岗位发生较大变化。特别是县局税收监控分析岗位人员素质参差不齐，急需进行学习教育。为此，我科及时向市局对口部门进行反映，得到他们支持，并提供相关学习教材，另外我科平时通过ftp、公文处理这些系统，搜集兄弟单位以及上级单位的有关典型、优秀的税收监控分析报告，然后下发到各分局进行交流学习。今年以来，利用4月份全县传达市局计统工作会议，及县局良性互动工作例会我们共对分局下发优秀税收监控分析报告10余份，供分局领导、税收分析人员传阅，学习。通过学习，我局税收监控分析人员素质得到明显提高，税收分析报告质量得到明显提升，在全市季度税收分析例会上，我县监控税收分析报告由于税收增减原因分析透彻,数据详实,措施具体有效,得到市局分管领导的充分肯定。最后，抓考核，不断强化效果。根据县局工作安排，我科将将税收监控分析的完成情况、报告质量纳入了了县局组织收入工作考核办法，作为县局对各分局年终考核的一项内容。促使我局税收监控分析质量不断提高，管理基础得到夯实。以来，县局和各分局共召开税收分析专题例会十余次，形成税收分析报告近五十余份，查找征管问题近10条，并根据行业税收、税负的增、减变化情况，为日常管理及纳税评估和税务稽查提供了有效的针对性，促进了全县税收征管质效稳步提升。

三、抓基础,税收计统工作全面推进

1、认真开展了全国税收调查工作。根据总局及省、市局统一部署，于5月对我县重点企业业开展了税收调查。根据上级筛选对象，主要涉及出口退税企业及执行增值税废旧物资先征后退的相关企业。在税收调查中，我们坚持了四个结合：一是网上直报与上门报送相结合。二是电话咨询和现场辅导相结合。三是人工审核与机审相结合。四是管理与服务相结合。截止到6月2日，我局在全市范围内率先完成了辖区内32户重点企业的税收调查工作，做到了数据的真实、准确、完整，为上级领导科学决策提供了重要依据，得到市局收入核算部门的肯定。

2、规范了会统核算工作。一年来，税收会统岗位了正确核算了全县申、缴、欠等税收数据，严格格按照国家规定办理税款入库及退库工作，严格按照“三代”的要求，核算了“三代”税款。在日常工作中，认真清理了ctais中涉及税收会计的各项数据，对不符合要求的行业进行修改，对错误的预算级次进行改正，共清理及修改相关信息一百多条。通过清理，促进了税收会统产表的准确性，提高会统报表质量。及时准确编报出各旬、月份税收会统报表,一年来，会统报表准确率达到了100%.

3、加强了票证管理工作。加强票证仓库管理,做到分类管理,合理储存,确保用量;提高各用票单位票证填写正确率,严格控制废票率，统一规范了票证封面格式，票证装订做到了统一、整流齐、清楚。安全保管票证,避免了票证损失。根据税收票证管理暂行办法的有关规定,按季对县局办税服务厅,殷店,洪山,2个办税服务厅延伸点进行检查。分别于7月份和12月份税收票证管理情况进行了实地检查,共抽查填用票证1份,作废票证179份,对发现的问题及时进行了督促整改,规范了税收票证的使用.

4、坚持不懈的开展了服务工作。首先，大力服务纳税人。在退税上，根据退税审批通知，及时为纳税人开具收入退还书，并加强与国库联系，使纳税人应退税款得到及时退还，今年1-12月，我局共为纳税人办理退税万元，其中免抵退税万元，即征即退退税万元。通过及时办理退税，加快了纳税人的资金周转，促进了县域经济发展。在税款扣划上，积极配合征管部门大力推行财税库银联网工作，减轻了纳税人办税成本，在扣税结束后，及时加强与国库对账，确保纳税人资金不被多扣，切实维护纳税人利益。其次，大力服务基层分局。针对基层力量不足的矛盾，县局出台了《倾立服务基层意见》。我科结合科室的相关职能，本着既要搞好服务，又要坚持制度夯实基础的原则，具体在组织收入上，及时为分局出谋划策，搞好收入规划调度，确保了各乡镇、各分局收入进度均衡入库，收入任务足额完成。在税收进度方面，每月初及时通过ftp上传，使各分局及时掌握收税入进度情况，对各分局关于税收进度、税收免抵调库方面的问题做到是有求必应，有问必答。在各项报表上，充分利用现代信息手段，通过ftp、电子邮箱、qq上传，除特殊情况外，基本杜绝了上门报送，减轻了基层负担。在税收监控分析上，督促分局按时召开收入分析例会，及时加强与各分局税收分析人员交流联系，根据上级及掌握的重点行业相关数据，及时指出监控分析的重点，提高分析的针对性。

以上是我们在做的几项主要工作。同时，我们的工作也存在不足之处，如每月的税收预测准确性达不到市局的要求，人员的素质还有待于加强。这都需要我们在下一年里进一步改进。

四、提高会统核算质量，充分发挥监督作用。
