为进一步推进全省教育系统政府信息公开工作，省教育厅围绕科学发展主题和加快转变经济发展方式的主线，以推进保障和改善民生为立足点，积极开展政府信息公开工作。一年来，我厅加大政府信息公开力度，突出政府信息公开重点，创新政府信息公开方式，进一步深化了政府信息公开内容，提高了政府信息公开水平。为我省推进海西建设和福建跨越发展提供服务。截至20xx年12月，我厅信息公开专栏访问量69594次，主动公开政府信息452条，受理公众政府信息公开申请62件，均依法依规答复。

(一)公开教育发展规划及为民办实事项目

凡涉及群众切身利益的重要政策实行预公开制度，积极征求、广泛听取各方意见。并反馈决策执行情况。建立重大决策程序化机制。

1.截止20xx年12月我厅主动公开了福建省教育系统中长期规划和专项规划及厅机关各处(部)室工作年度计划共16条。包括20xx年3月公开《福建省教育厅20xx年工作要点》基各处室年度工作要点，5月公开《福建省教育信息化“”发展规划》等。

2.我厅围绕省第九次党代会的部署，重点公开平潭海洋大学筹建情况，以及平潭综合实验区基础教育、师资建设情况。

3.定期公开我省教育为民办实事项目完成情况，包括继续解决进城务工人员随迁子女就学、特殊教育提升工程、实施中小学幼儿园“校车安全工程”、加快幼儿园发展、继续实施中小学校舍安全工程、农村义务教育免费提供作业本、加快原中央苏区县和财政特别困难老区县基础教育发展、实施农村义务教育阶段寄宿生营养改善工程等。

(二)积极推进行政审批公开工作

进一步推进网上行政执法平台建设，梳理行政处罚办理流程，充实完善公共服务平台，提升政府网站服务人性化和实用性水平，并运用电子监察系统对权力运行实行全程监控，不断深化权力运行程序化和公开透明。截止20xx年12月，网上执法平台发布105条行政职权信息和行政处罚办理流程，网上审批受理426件，办结328件，正在办理78件,预审核状态17件，退件3件。

(三)进一步提高财政性、社会公共资金、国有资产信息透明度

今年2月15日在省教育厅网站上向社会公开《福建省教育厅20xx年部门预算》。同时，按照财政部门界定的口径和范围，做好“三公”经费和行政经费的统计、相关数据的衔接等基础性工作和经费公开的前期准备工作。今年重点公开与人民群众利益密切相关的教育财政信息还包括科研项目计划安排和专项资金下达、国家助学政策和专项资金支出、高等职业学校教学实训基地建设项目专项安排和资金下达、闽江学者奖励计划等。截止20xx年12月公开政府采购信息16条，包括本厅、有关市、县(区)教育局、学校、厅属单位的重大项目招标公告、中标公告、流标公告等及更改事项、采购信息等。

(四)加大公共信息公开力度。

我厅门户网站设置了政务动态和政府信息公开专栏。公开各类教育相关信息，并及时更新，确保社会和群众及时了解相关情况。继续加大对人(人事及招考信息)、财(财政信息)、物(重点项目、政府采购)等群众重点关注的信息公开力度。信息公开电子监察系统省教育厅网站节点建成，接入全省电子监察系统。

对本厅职工普遍关心的事项定期对内公开，包括：因公出国(境)费、每月公务用车购置及运行费、每季度机关水电消耗情况、每季度机关办公耗材采购费及办公用品领取登记表、每季度机关会议费和公务接待费及人员招录、人事任免、每周工作计划及本厅工作人员普遍关心的其他事项。

(五)有序推动厅直属事业单位、学校信息公开

根据《教育部办公厅关于做好20xx-20xx学年度高校信息公开工作年度报告工作的通知》(教办厅函〔20xx〕67号)，我厅作出安排部署，要求各高等院校结合本校工作实际，认真做好信息公开年度报告的编制和报送工作。通知要求高校在学校网站首页或信息公开专栏向社会公布年度报告，并报送至教育厅备案。20xx年11月，我厅对高校信息公开年度报告工作情况进行了督查。依此为契机，促进高校信息公开工作的进步。目前我省大部分高校制定了本校信息公开(校务公开)的相关制度或实施细则，成立了校务信息公开工作领导小组及其办公室，并指定专人负责具体工作，组成校务信息公开监督小组定期检查整改。校务信息公开不仅要结果公开，也要过程公开，实现公开内容由少数重点向全面铺开拓展,由部分公开向全面公开的转变。

(六)完善信息公开平台，拓展信息公开渠道

20xx年，福建省教育厅按照政府网站绩效考核要求，加强电子政务平台建设，完善网站功能模块，推进和落实网站的建设和管理工作。20xx年第12期《中国教育信息化》杂志发布中国省级教育门户网站排行榜，福建省教育厅门户网站排名第一，alexa全球综合排名56851名。我厅进一步认真落实省数字办《20xx年数字福建工作要点》和省政府办公厅《20xx年福建省政府网站绩效考核实施方案》，制定下发了《福建省教育厅关于做好20xx年度省教育厅网站绩效考核工作的通知》，成立20xx年省教育厅网站绩效考核工作小组，对门户网站内容保障机制和绩效考核做出全面部署，有效推动门户网站建设上新水平。

二、 主动公开政府信息的情况

(一) 本机关主动公开政府信息的数量

至20xx年12月31日，共主动公开各类信息452条。其中机构设置信息2条，占0.4%;规范性文件信息4条，占0.8%;规划计划类信息16条，3.5%;统计数据2条，占0.4%;财政资金信息1条，占0.2%;人事和培训信息113条，占25%;政府采购信息16条，占3.5%;应急管理信息2条，占0.4%，其他主动公开信息296条，占65%。除教育系统内部具体工作安排、材料报送等不涉及公共服务的文件不公开外，其余涉及公共服务类信息经保密审查后全部主动公开，并抄送省图书馆和省档案馆。

(二) 主动公开政府信息的主要类别情况

主要类别：机构设置、政策文件、发展规划与计划、统计数据、财政资金、工作动态、人事信息、办事指南、收费规定、应急管理、政府采购等。

(三) 信息公开的形式

通过教育厅门户网站厅办公楼一层专用触摸屏和LED滚动屏幕、报刊广播电视等新闻媒体、省图书馆和省档案馆查阅场所等形式公开政府信息。目前，通过专栏网页全文公开20xx年各类信息452条，20xx年到20xx年累计公开各类信息共2297条;专栏页面访问量本年度达69594次;20xx年向省图书馆、档案馆送交主动公开的政府信息368条，20xx年到20xx年累计送交信息1676条。

三、 依申请公开政府信息办理情况

20xx年，全年共受理依申请公开62件，59件通过网上申请，3件通过信函申请。涉及的内容主要是中小学入学、学籍管理、高考成绩、学位认定、教师招考、教师职称评审、索要教育统计数据等。截止20xx年12月31日已答复62件，12件同意公开，并通过邮寄文件、资料或网上直接答复等形式，基本在规定的期限内完结办理。6件属部分同意公开，42件属于“非政府信息、政府信息不存在、非本机关政府信息”，非本机关政府信息的申请均为申请指明申请方向。

四、 政府信息公开的收费及减免情况

目前我厅尚未对政府信息公开进行收费。

五、 因政府信息公开申请行政复议、提起行政诉讼的情况

目前，我厅未出现因政府信息公开申请行政复议、提起行政诉讼的情况。

六、 政府信息公开工作存在的问题及改进情况

在省委省政府的指导监督下，在全厅干部职工共同努力下，我厅的政府信息公开工作日益规范。但是还存在一些需要改进的方面：一是政府信息公开服务性方面亟待增强。二是政府信息公开工作力量与任务存在矛盾，从事这方面工作的人员不足。三是对政府信息公开和保密工作的认识仍需不断巩固提高。

针对以上情况，我厅下阶段将采取以下措施改进：一是健全网站建设，建立起网站运行机制和管理规范。制定政府信息资源采集、处理、发布实施标准，规范流程，保证门户网站各政务栏目和模块的正常运行和网站公开信息的权威性、准确性、一致性和时效性。二是对社会群众的政府信息公开服务要求逐步建立业务处室负责制，落实到单位、处室和责任人，形成上下联动的工作机制，运用行政措施，明确各相关单位的“责、权、利”。 三是除充实承担该项工作的干部队伍外也从技术手段上不断升级，通过提高工作效率弥补人员不足的硬伤。四是从技术、管理和组织等方面构建全方位的信息安全防范体系，一方面提高信息系统安全防护水平，提高信息保密技术，防止信息泄密。另一方面定期组织单位内部信息公开培训和宣传，不断深化干部员工对信息公开和公开前保密审查的认识。五要注重结合，把政务公开与党务公开、政府信息公开、校务公开等有机结合起来，探索联动办法，形成工作合力，增强公开效果。要把推行政务公开工作与转变机关作风、落实创先争优精神和加强党风廉政建设结合起来，真抓实干，不断推动政务公开工作的深入开展。

实习目的：到所学专业所应用的相关单位如外资企业、翻译公司、旅行社等部门对所学专业应用范围有一个初步了解从而明确学习目的、方向。以下是我的实习工作总结：

报告内容：今年寒假我有幸到我们市一中实习，也就是我的高中，我的母校。虽然这个假期没有好好的休息，但是就业的压力使我知道这个寒假也是一个很好的接触社会，检验自己所学知识的机会。通过这7天的实习，我深深体会到了将理论与实践结合起来的不易，也通过这7天的努力，使我熟悉了从事教师行业的不易，这7 天的代班老师工作，为我今后真正踏入工作岗位积累了一定的实践经验。对于自己的母校可以说是再熟悉不过。来自己的母校实习，也是别有一番意义的。回学校实习,亲切万分,亲爱的老师们还在,接受教育的学生们却是一张张全新的面孔,想想自己离开学校2年来的进进出出，看到学校的操场，体育馆甚至教室，过去的记忆就不断在脑海里回旋。

第一天的时候，我跟着班主任李老师熟悉了一下学校目前的情况，以及实习期间需要注意的一些事项。我们原来的英语老师王老师，教学经验十分丰富，目前担任高二组的组长，因为她是我原来的老师，所以我有幸在她所带的班级实习，王老师向我简单介绍了一下所带班级的基本情况。第二天正式到班级,当时想到就要面对 60多个学生,不免还是有点担心和紧张。

听课实习的必经阶段，听课不仅能够学习拥有教学经验的老师的教学方法，也能熟悉如果以后能的成为英语教师所要面对的情况。高中阶段的英语课程与大学里大不相同，现在的课本经过了改革，所以现在的教学要求也有新的变化，教学方法上有很大差异。王老师教学状态相当严谨，备课很充分，又开始听她讲课，很有亲切感，再次听她的课就觉得整节课规划的很好，让学生知道这节课要完成的内容，就算有突发状况的发生，也能自行控制好时间等等。我听了整整一个章节课的完整过程，每个部分都有不同的上课形式，都是值得学习的地方。因为我不是学师范专业的学生，所以并不是很懂得英语教学法，真正坐在教室后面听课的感觉很不一样，教学的内容就算一样，方式也有很多种，可以老师自己授课，可以让学生回答问题，可以结合练习加深印象。对于学生的回答,老师要根据学生的特质进行分析，然后加以适当的引导。经过几天的实习，我觉得作为英语专业的学生，虽然在成为英语教师方面不比专业的师范生有优势，但是我们有很强的英语功底，很精准的英语专业知识，很流畅的口语技能。而作为我们外国语学院的学生，在老师们的带领下，都与一种遇到困难勇于解决的勇气，在这方面来讲，还是很适合英语教学工作的。另外我们外国语学院一直有着严谨的学风，走出去的学生一般都作风严谨，肯与吃苦耐劳，具有办事认真的品质，这么说来也在英语教学方面拥有一定的优势。

做任何事都要有一定的积累，拥有了5天的听课的经历，我也是积累了一些小小的经验。由于也是刚离开高中不久，年龄和那些学生们也没有差多少，我很快和他们打成了一片，于是老师终于同意我讲一节课。说到讲课，我还真是有点紧张，因为长这么大，一直都是听别人讲课给我听，唯一的讲课经历还是在上精读课的时候得到的任务，但是也只有短短的10分钟而已，而且面对的还只是自己的同学和老师，还真是一下子有点摸不着头脑。但是要拥有勤学好问的精神吗!于是我在讲课的前一天和老师进行了认真的讨论，老师给了我很多的指导。我还打电话给我学师范的同学，向他们咨询了一些在课堂上应该注意的事项。做完了这些，我还在晚上的时候反复的备了备课，把我所能想到的问题都写在本子上，并且一一找到了解决方法。第二天上台讲课的时候，还是很紧张，我深深地吸了口气，走上了讲台。为了放松我的紧张情绪，我先借用小沈阳的经典台词，“大家好，我的中文名叫~~~，我的英文名叫~~~，为了给大家讲课，我啪啪的就来了，能给大家讲课，我啪啪的老高兴了。”惹得同学们都开心的大笑，也集中了同学们的注意力，同时也放松了我的情绪。正式讲课的时候克服了自己平时很多小毛病，可能是准备的比较充分的原因吧，无论从讲课的节奏，内容安排，还是对学生们问题的回答，我都做得还可以。一堂课讲下来，发现自己真的喜欢上了当老师的感觉。走下讲台，老师对我的表现做了充分的肯定，并指出了我在口语上，还存在一定的问题，要我多加练习，我都好好的记下了。而学生对我的课也有很好的反映。对于自己第一次当老师的经历，真的是很高兴的!

2、要认真了解公司的整体情况和工作制度。只有这样，工作起来才能得心应手。

3、要学会怎样与人相处和与人沟通。只有这样，才能有良好的人际关系。工作起来得心应手。与同事相处一定要礼貌、谦虚、宽容、相互关心、相互帮忙和相互体谅。

4、要学会怎样严肃认真地工作。以前在学校，下课后就知道和同学玩耍，嘻嘻哈哈、大声谈笑。在这里，可不能这样，因为，这里是公司，是工作的地方，是绝对不允许发生这样的事情的。工作，来不得半点马虎，否则就会出错，工作出错就会给公司带来损失。所以，绝不能再像以前那样，要学会像这里的同事一样严肃、认真、努力地工作。

Although I have broad interests in many aspects and grasp the essential knowledge of the major, but I think at present, I can do many things in a superficial level, but not be competent to do things professionally owing to lack of ample knowledge and ability. function and application of descriptive translation studies

1 introduction

the intention of this study is to explore possible advantages of descriptive translation studies as in its application in translation practice and translation analysis.

since early 20th century, translation studies gradually broke away from the marginal status within other related disciplines and established itself as an empirical science. from then on, schools of thought have kept coming out and each claims its legitimacy for existence. among these schools is descriptive translation studies (dts).

dts approaches translation from an empirical perspective. translation is viewed to be a social activity having significant importance in the receiving culture and for the target community. therefore, translation is dealt with beyond the linguistic realization and language comparison, and is incorporated in social and cultural context.

my attention was first directed to dts by its peculiar characteristic of observation, description and explanation. the subject is whatever happens in translation practice, from the determination of prospective function of translation to the process of translator’s choice of strategies, brainstorming and the revision, to the final product making appearance in the target community.

the method of dts is basically descriptive. the prescriptive tendency and the problem-solution pattern is abandoned. translation phenomena are noted down. with accumulated data, some underlying truths about translation will come out which will prove to be instructive not only for theoretical probe but also for applied translation practice. i will apply this descriptive method in the case study of this thesis.

a convenient tool has been set up to conduct dts. “norm” is operative at every stage of description and explanation. function, process and product and their relationship as well are skeletal structure of what constitute descriptive studies. translation phenomena are accounted for with the help of norm.

the case taken in this thesis is the chinese classic the dream of red mansions. two english versions translated respectively by yang hsien-yi and david hawks are compared and observations are made in regard to their translation approaches.

in this regard, my observations are limited to several aspects, i hope in-depth observation and explanation will done in light of dts.

2 outline

2.1 development and major concepts of dts

in this part i will describe holms’ basic map of dts and the relationship between function, process and product. i will also discuss some important concepts such as pseudo-translation, multiple translation, translationese, norm etc.

2.2 methodolgy

i will in this part discuss the methodology of dts before i apply the same to the case study in this thesis with emphasis to be placed on semiotic approach and the concept norm.

2.3 dts in contrast to other theories

a contrast study will be conducted here with the objective to find the difference of dts from other theories such as equivalence theory and the chinese xin da ya criteria. some advantage will possibly be shown in this study.

2.4 case study

in this part, translation of the dream of red mansions (also translated as the story of the stone) will be under investigation in light of dts. translation samples to be quoted here will be selected at random.

2.5 conclusion

based on the above elaboration of dts and the case study, possible conclusion will be on the advantage of dts in specific study of translation. suggestions on further research efforts will be made also.
