1.报到：

比赛开始前，各队领队必须把队员带到指定场地，并向纪律部工作人员签到，无参赛队伍按照比赛场次安排准时到场参加比赛，因特殊原因需要调换场次的，请提前告知体育部。

2.队员人数的规定：

每一拔河队上场比赛队员20人，每队位男、女各10人。如班里的男生人数不够，可以三个女生代替两个男生或两个女生代替一个男生。

八、比赛方法

1)比赛分淘汰赛、半决赛和决赛等三个赛程，三局两胜制。

2)淘汰赛：是同专业的大一、大二的班级进行比赛，共18队，胜出9组。(9号队直接晋级)。

3)半决赛：由队长进行抽签分组(9号队直接晋级)淘汰4组胜出5组，继续抽签(5号直接晋级)最后胜出的三组进行前三排名赛

4)决赛：采用三局两胜制，胜者为总冠军。

九、跳长绳比赛规则

以班级为单位，一队十个人跳，两个人甩长绳，在一分钟内看那个队跳的多就胜出，取前三名。

十、迎面接力比赛规则

以班级为单位，一队十个人(男5名，女5名)距离50米迎面接力，时间短的`队伍胜出。

9.3.如果乙方提供的技术资料不符合第六条规定，乙方必须在收到甲方书面通知后30天内免费将所缺的技术资料，或清晰、正确的资料寄给甲方。

9.4.如乙方的技术资料不能按本合同附件二规定的时间交付，乙方则须按下列比例支付罚款给甲方:

(1)迟交1至4周，罚款为合同总价的x%;

(2)迟交5至8周，罚款为合同总价的x％；

(3)迟交超过8周，罚款为合同总价的x%;

9.5.乙方按本条规定被罚款时，并不解除其继续交付技术资料的义务。

9.6.如果动方迟交技术资料6个月以上，甲方有权终止合同。乙方须将甲方已给交付的全部金额，并加年利x％的利息，一并退还甲方。

9.7.由于乙方责任，验收不合格，造成甲方有能正常投产而终止合同时，乙方应退还甲方已经支付给乙方的全部金额，并加年利x％的利息。

9.8.如因乙原因，产品部分性能指标没能达到合同产品的规定时，机具体情况，乙方须按合同总价x％予以赔偿，但是，若因甲方原因产品没能达到性能指标时，甲方应按合同规定支付金部金额。

第十条 保密

10.1.乙方根据本协议所提供的一切图纸、设计、说明书及其他技术资料，甲方均须严格保密;未得到乙方的书面同意，不得以任何方式出售、转让或泄露给任何人，但不包括甲方为生产合同而使用技术资料的雇员。但是，甲方可以向分包合同人提供生产合同产品部件所必须的技术资料，分包人须书面保证对其所得到产技术资料承担严格的保密义务。

10.2.若上述技术资料由乙方或任何第三方部分或全部公开，则甲方对已公开的技术不再承担保密义务。

10.3.本合同终止后，甲方有权使用乙方所提供的专利，即甲方可以继续设计、制造、使用、销售和出口合同产品。

第十一条 侵权

11.1.乙方保证，它是依本合同条款转让给甲方的专利权的合法所有人，在法律上享有向甲方转让专利权的权利。若发生侵犯任何第三者权利的事件，则乙方应对侵权事件负责，并承担由此而产生的全部法律和经济责任。

11.2.本合同附件一列明乙方关于合同产品的专利和专利申清。合同生效后一个月内，乙方将向甲方提供2份专利证书和专利申请的影印本。

第十二条 税费

12.1.凡因履行本合同而发生在甲方国家以外的一切税费，均由乙方负担。

12.2.乙方因履行本合同而在中国境内获得的收入，必须按中国税法纳税。

第十三条 不可抗力

13.1.签约的任何一方，由于战争、严重水灾、火灾、台风、地震以及双方同意的其他不可抗力事故而无法按期执行合同时，则可延长合同的期限，延长期相当于事故所影响的时间。

13.2.受影响的一方应尽快将发生不可抗力事故的情况以电传或电报通知对方，并于此天内以航空挂号邮件将有关当局出具的证明文件提交另一方确认。

13.3如不可抗力事故延续到120天以上，双方应通过友好协商尽快解决合同继续执行的问题。

第十四条 仲裁

14.1.因执行本合同所发生的或与本合同有的一切争议，双方应通过友好协商解决。如经协商仍达不成协议时，则应提交仲裁解决。

14.2.仲裁将在瑞典斯德哥尔摩进行，由斯德哥尔摩商会仲裁院根据该院的章程进行仲裁。

(一)各参赛单位根据本方案要求成立竞赛活动领导机构、制定工作方案，指定部门专人负责。

(二)各参赛单位传达本方案，并组织从业人员学习《安全生产法》及安全生产管理的有关法律、法规。

(三)各参赛单位部署本单位开展安全生产竞赛活动的有关工作。

第二阶段：落实阶段

各参赛单位要严格按照“_年度全国水运系统船舶、班组安全竞赛考核标准”(见附件二)的要求，落实安全管理制度，安全生产责任，实行安全生产管理标准化。

第三阶段：自查整改阶段

各参赛单位按照“全国水运系统船舶、班组安全竞赛考核标准”(附件二)逐项进行自查，并对自查出来的问题进行认真的整改，确保安全生产管理工作的全面落实。

第四阶段：检查评比阶段

为保证竞赛活动有效地进行，市水运系统安全竞赛领导小组将加强对参赛单位船舶、班组的检查与指导。经市水运系统安全竞赛领导小组的评比考核后，评选出我市安全优秀船舶、班组和组织单位，并给予通报表彰，对成绩特别突出的参赛船舶、班组和组织单位，将向省交通厅推荐，参加省或全国优秀船舶、班组竞赛评比。

四、竞赛评比条件

(一)安全优秀船舶、班组的评比条件

1、认真贯彻执行国家、交通部、全国总工会和本单位有关劳动保护及安全生产的方针、政策、法规和制度。

2、船舶、班组的安全生产责任制健全、组织健全、制度健全，安全工作有目标、有措施、有检查、有考核。

3、安全管理标准化：作业程序、生产操作、生产设备、安全设施、作业环境、工具摆放、安全用语、安全标志、劳动保护用品使用等方面符合标准规范。

4、在竞赛中安全生产取得显著成效，无发生任何大小责任事故，圆满完成生产任务，取得良好的经济和社会效益。

(二)安全竞赛组织奖的评比条件

1、成立竞赛组织机构，制定具体竞赛方案和措施。

2、组织发动面广，参赛船舶、班组占总数的80%以上。

3、安全生产取得显著成效，无发生重大责任事故。

4、对安全生产工作定期检查指导，有总结评比。

五、竞赛要求

(一)各参赛单位要成立由安全生产第一责任人为组长，安全、业务部门负责人为成员的竞赛领导小组，并结合“安全生产月”、“反三违月”活动，加大安全生产检查，增强对事故的防控意识与能力;根据自身工作特点，制定出操作性强、可比性强的竞赛实施方案，利用参赛之机着力解决安全生产工作中存在的突出问题。

(二)各参赛单位要做好广泛发动、调动员工参赛积极性，采取研讨会、专栏、横幅、广告单章等多种形式的安全生产宣传教育和安全技能培训，进一步落实安全生产责任制。

(三)各参赛单位要继续加强“四客一危”船舶、小型船舶和“四区一线”等重点水域的安全管理，强化季节性安全预防和检查，把由于自然灾害所造成的突发性安全事故发生率降至最低。

(四)认真贯彻“安全第一、预防为主”的方针，加强船舶、班组安全管理的标准化、规范化和制度化，提高职工工的安全意识和安全技能，消除“三违”现象，杜绝重特大安全事故的发生。

(五)参赛单位要加强领导，认真组织，精心安排。继续巩固去年我市水运系统开展船舶、班组安全竞赛和安全生产状况评估活动的成果，要求各参赛单位的船舶、班组

_六、参赛考评表彰

(一)各参赛单位要严格按照“全国水运系统系统船舶、班组安全竞赛考核标准”(见附件二)，逐项进行检查、整改、总评和考核。

(二)各参赛单位在考评工作中要注重发现一线安全生产工作的先进典型，总结和推广他们的先进经验，并及时向市安全竞赛领导小组办公室报送。在此基础上，适时召开部分企业船舶、班组安全生产工作研讨会。

(三)市安全竞赛领导小组办公室和各水运管理部门将采取适当措施，加强对参赛单位和参赛船舶、班组的指导和抽查。

(四)我局将对考评进行及时总结，积极推广先进经验，宣传先进事迹，使我市水运企业安全生产活动学有榜样、赶有目标、以安全生产促进我市水运业协调、和谐、快速发展。

(五)市安全竞赛领导小组将对评选的安全优秀船舶班组和组织单位颁发奖牌。
