县景区门票价格管理工作调查报告

为全面掌握我县旅游景区相关情况，加强对景区门票价格的监管，近日，我们深入所辖主要景区，对旅游市场价格管理进行了一次专题调研。

一、我县旅游业现状

目前，全县共有各类大大小小旅游资源60多处;引进纵横之旅、旅行家国旅、中国国旅、康辉等4家旅

行社入驻远安;拥有鸣凤宾馆、远安宾馆、远安国际大酒店等多家星级宾馆以及三江、沮城等多家旅游饭店，发展星级农家乐200多家，其中四星级以上农家乐5家，开发出原野风、凤仙花菇、震旦角石、根雕盆景、卞和玉等40多个系列旅游商品，形成了较为完善、满足旅游“六要素”需求的综合配套服务体系。**年，全县旅游经济继续保持平稳较快增长，共接待各类游客**万人次，同比增长35.3%，完成年度计划的%;旅游综合性收入6.59亿元，同比增长42%，完成年度计划的108.1%。面对全县旅游业如此迅速发展之势，价格部门如何加强监管、做好服务，满足需求、促其发展，是摆在我们面前亟需解决的新课题。

二、旅游价格监管存在的主要问题及原因

调研发现，在旅游市场价格监管方面，全县各旅游景区高度重视，积极配合，为规范旅游市场价格，维护游客权益，满足游客需求，提升服务质量，争创一流服务，打造优质旅游品牌方面做了大量工作，但所存在问题仍不容忽视。

1、景区门票公示不够规范。在检查中，我们发现，部分门票公示牌没有经过价格监督检查机构监制，未列入12358举报电话，未公示减免优惠的具体政策，执行票价政策依据公示不全。

2、除较大宾馆、酒店明码标价基本规范外，其余经营门点明码标价较差。

3、时有价格举报投诉。主要是大学生、伤残军人和现役官兵，对票价不执行减免政策方面的举报较多。

产生以上问题的主要原因，一是价格部门监管不力，平时检查少，特别是很少组织较大规模的专项旅游市场价格检查，使旅游景区及其景区内的服务经营门点没有形成遵纪守法意识。二是在检查时图形式、走过场，不真查实罚，没有形成威慑力。

三是在政府组织的重大节日旅游市场大检查时，政府主管领导只重视交通安全、食品安全，而忽视价格管理工作。四是景区管理部门无压力，没有将他们的工作与景区价格和服务行业管理好坏实行奖罚挂钩，也没有制定具体有效的管理制度和措施。五是景区各经营者受经济利益驱动，一味图赚钱，服务意识极差，价格法律法规意识非常淡漠。六是受社会和谐和人性化的思潮影响，价格部门执法力度有所弱化。

三、旅游价格监管的对策建议

物价部门要主动、积极地将价格管理职能，由单纯的管理型向服务管理型转变，奋发有为服务旅游业。对如何强化旅游市场价格监管，有以下几点建议。

一要综合开发经营。营造良好的旅游价格环境，不但是经济健康持续发展的需要，也是提高人们幸福指数的需要，它对于充分利用本地自然资源，促进经济发展，维护游客合法权益，保持社会和谐稳定，具有重要的现实意义。我县旅游业的综合发展还很不够，效益不高，结构不优，粗放经营问题比较突出，各旅游景区要从吃、住、行、游、购、娱来做文章，想办法从综合开发来提高经济效益，不能仅仅只依靠提高门票价格来作为经济收入的增长点。价格部门、旅游部门，特别是各旅游景区的负责人，要充分认识到这一点，制定制度，采取措施，加强监管，共同努力打造良好的旅游价格环境。

这一周，我们复习了第六单元统计和第七单元数学广角。

在一组数据中，出现次数最多的数，是这组数据的众数，众数能够反映一组数据的集中情况，一组数据中众数可能不止一个，有可能没有众数。

第二部分打电话有很多方法，最慢的方法是一个一个的通知，还有分组的方法。最快的方法是每个人都不休息，每个人都一起通知下面的人。

经过复习和做练习题，找次品时最好是把物品分成3份，不能平均时，只能相差1。

用天平称找次品时，知道所测物的数量时，还有只含有一个次品，知道次品比正品重或轻，有一个规律2至3个要称1次，4至9个要称2次，10至243个要 称5次。根据的规律是要的次数是几，就几个3相乘，这个数就是最多的所测物品。如果不知道次品比正品轻或重是，就要称很多次。

经过复习，有些爱错的题现在也不爱错了，而且印象深了。

今年是景区服务创建至关重要的一年，要致力于在巩固2019年取得的成绩的基础上，不断创新。本着“以人为本，以游客为中心”的宗旨，以全面建设 “和-谐”景区”统揽旅游发展全局，把旅游与促进区域旅游的协调发展结合起来;把旅游与节能减排、低碳、绿色结合起来;把旅游与旅游资源结合起来。不断优化旅游经济发展、不断提升旅游品位、不断加强旅游景区规范化管理、不断提升旅游服务质量。

一、加强旅游景区规范化管理，提升景区服务质量和水平 提高景区员工的服务质量、增强服务意识、提升景区的对外形象。不断提高景区接待水平，以便更好的为游客服务。服务质量的提升，首先要以优良的精神面貌和仪容仪表，规范的使用文明礼貌用语，规范票务人员售票、检票、验票以及讲解员实地讲解的操作。实现景区规范化、正规化管理。真正理解服务质量对旅游-行业的重要性，把“微笑服务”融入日常工作、生活中，不能将规范操作、微笑服务、文明礼貌用语当成工作的条条框框，而是培养成一种工作的习惯、一种本能。只有养成了这些习惯、本能，自然我们就能把景区的服务工作做到更好。其次就是要对员工不断地进行培训，强化服务人员在职业道德、礼节礼貌、仪容仪表、服务技能等方面的培训，确保旅游景区接待服务质量明显提升。

二、加强景区人员管理，营造一流旅游团队进一步完善景区机构与制度，明确各部门、岗位和人员的工作职责和要求。要充分调动员工的积极性，提升团队合作水平。为杜绝游客无票在无人值班情况下进入景区、降低与无票游客发生纠纷。三月份开始实行24小时值班制度。只要我们值好班、站好岗，就能把无票游客排除在景区外，尽量做到“凡是进入景区的游客都是有票的”。导游轮岗制度继续坚持，以带动渭河源景区的人员管理、服务意识、礼仪礼貌走向正规化、规范化。

三、加强景区环境卫生、资源管理以提升景区品味，美化环境为宗旨，以建设生态文明景区为目标，优化我景区旅游环境，实现旅游景区整体环境和服务质量的全面提升，树立旅游景区良好形象。

1、落实环境整治。加大对旅游景区景点综合治理的指导、检查、监督力度，要采取切实有力措施加强景区综合治理工作，确保景区综合治理取得实效。

2、强化保洁。旅游旺季要加强清扫频率，确保全天侯卫生保洁，彻底消除暴露垃圾现象。

3、加大巡查力度。建立日巡查制，对管辖范围实行全天侯监管，出现情况及时处理，保证景区环境卫生持续良好。

4、加大宣传力度。全体员工要高度重视，广泛发动，大力宣传，不断提高游客自觉爱护景区环境，努力营造干净、整洁、文明、有序的景区旅游环境。

加强景区资源保护，维护良好的经营环境。严格遵守景区规划，合理设置景区容量，建立生态环境和旅游资源保护制度，做好景区资源保护工作。人人自发做到保护景区生态系统、建筑、景观、标志性古植物等资源。

四、上下齐心，顺利完成重大接待各级政府部门领导、集团领导的接待是一项政治任务，要高度重视。收到接待的信息后，把要接待的事项安排到位。在接待过程中，服务人员全程陪同，为领导提供热情周到的服务。了解接待工作的指示和领导意图，确保领导各项重要活动转场衔接顺畅。导游要及时做好重大接待新闻资讯报道。

③旅游淡季，充分利用时间对员工进行培训，内容：服务技能技巧及安全管理、安全应急基础培训;

④安排好两节期间的短期游客“小高-潮”及两节安全防护工作，确保景区无安全事故发生;

⑤三月份游客量回升之时，实行24小时值班制度。 第二阶段(4月—6月)

①客流量增加，要利用空余时间对员工进行培训，内容：礼貌礼仪、微笑服务及综合素质的培训;

②合理利用上班之余，安排员工培训，内容：票务、导游专业知识培训，分开实施;
