（二）致力于三个提升，狠抓管理树形象。市委办公室是全市党政机关的枢纽和窗口，我作为常务副主任，时刻提醒自己，只有提升素质、提升效能、提升管理，才能做到树形象、作表率。为此，我们坚持以“按规矩办事、按程序运作、靠制度管人”的原则，积极推行目标管理、标准管理、责任管理等新模式，切实加强办公室内部管理，着力打造一支政治上靠得住、作风上过得硬、工作上有本事、群众中有威信的机关干部队伍。一是抓学习，提升素质。针对办公室综合业务的特点，结合工作实际，组织办公室人员利用周一例会学习和科室集体学习制度，采用观看名家讲座、各科室轮流主讲、相互研讨等形式，进行业务交流，切实增强党员干部的表达能力、应变能力、心理素质、综合素质。注重学习的针对性、实用性和实效性，为各科室发放领导干部选拔考试专用书籍。在年全市科级干部公开选拔素能测试环节中，市委办有位同志名列小组第一，先后有名同志通过公开选拔、竞争上岗走上了领导岗位。二是抓业务，提升效能。坚持以一流标准、一流效果为目标，创新服务方式，提高办事效率。如在文字材料上，年全年先后起草了市委全会、全民创业大会等大型会议领导讲话多篇，撰写各类材料多个，共计多万字;在会务组织上，建立了会务筹备协调机制和会前、会中、会后三个阶段工作流程，实现了各类会议的会务服务工作零差错；在公务接待上，坚持实施提前制订接待方案、事先协调每个环节、事中全程跟进服务的机制，做到了“接待规范有序、服务运转高效、后勤保障有力”；在督促检查上，不断创新督查工作机制，健全督查网络，改进督查方式，全年开展市委领导批示督查项，承办上级专项督查项，本级专项督查项，办结率均为%。机要工作荣获郑州市党政系统密码工作先进单位，信息调研工作获得郑州市党委系统政研工作先进集体，公文处理、督查、保密等工作，均保持了省或郑州市先进单位称号。三是抓制度，提升管理。坚持卫生检查评比制度，保持良好的工作环境；严格落实财务管理制度，对各类票据报销实行财务人员、业务分管主任、业务主管领导“三把关”审签，认真推行购物报告单和落实财物登记管理制度，对办公用品进行统一登记造册，避免公共财物的浪费和流失；完善车辆用车制度和汽车燃油定额制度，进一步加强车辆管理；规范机关上下班签到和交接班制度，杜绝个别懒散行为和缺岗断岗的发生；规范完善接待制度，所有接待活动都严格执行审批制度，并按照规定确定接待标准，切实做到有礼、有节、有度、有序。

（三）致力于三个创新，扎实开展黄帝故里景区党务工作。作为黄帝故里景区党支部书记，我克服工作琐碎、事务繁多等因素，和黄帝故里景区管委会班子成员一道，力求创新载体、创新服务、创新方式，切实加强各项党务工作。围绕创新载体，以打造“中华民族精神家园”为目标，在市委、市政府的正确领导下，成功举办了己丑年黄帝故里拜祖大典、国际旅游小姐相约新郑、己丑年“千人共拜、千香同燃”等重大活动，进一步扩大了黄帝文化在海内外的知名度和影响力。围绕创新服务，组织开展以“大兴学习之风、实施素质升位工程”为主题的培训活动，通过邀请专家授业指导、部门集中统一学习和个人自学的形式，创新学习载体，丰富学习内容，系统学习了礼仪知识、导游服务、景区经营业务知识，提升了景区服务水平;围绕创新方式，采取有针对性的工作方法，切实加强景区支部阵地建设，强化思想政治工作，使景区党员干部职工的政治业务素质得到了明显提升，各种党建规章制度得到了全面完善，科学发展观的意识深入人心。

二、严格要求、严格管理，认真落实党风廉政建设责任制

始终把加强党风廉政建设作为履行职责的重要内容，坚持“一岗双责”，强化责任意识，推动党风廉政建设各项工作扎实深入开展。一是注重从健全制度入手，把制度建设、制度落实作为党风廉政建设的关键环节来抓。进一步完善落实廉政承诺制度，要求全体党员干部讲党性修养、树良好作风、促科学发展，严格遵守政治纪律、组织纪律、工作纪律。进一步完善落实财务管理制度，严格规范财务管理，对每项经费开支，要求经手人把支出款项的原因、款目、数额汇报清楚，物品采购指定专人负责，填写物品采购单，并经科长审核、财务人员、分管副主任层层把关。属重大开支的集体研究，彻底杜绝不合理开支，降低各种费用。一年来，办公、接待等各类费比上年有大幅下降。进一步完善落实民主生活会制度。按照组织和纪检部门要求，定期召开班子民主生活会，经常性地开展批评与自我批评，相互交流、相互提醒。同时，班子成员带头参加各自所在党小组的民主生活会，广泛征求意见和建议，自觉接受党组织和群众的监督。通过及时查摆学习、思想、作风、廉洁自律等方面的问题，制定措施，及时纠正，进一步增强了干部队伍的凝聚力、向心力和战斗力。着眼规范管理，对办公室的各项规章制度进行了修订完善，探索推行目标管理、标准管理、责任管理等新模式，从物品采购到燃料消耗，从人事管理到财务管理，从公文运作到督查督办等等，力求项项工作有规范、有制度、有程序、有规则，营造了“团结紧张、严肃活泼、心情舒畅、和谐共事”的干事创业氛围。二是注重从机关事务管理方面入手，切实抓好精细化、规范化、责任化管理。加强与机关事务局等单位的沟通协调，切实抓好安全保卫、后勤保障、节能减排、队伍建设等，工作效率明显提高，整体形象得到改观，为机关大院各项工作的正常运转创造了良好的环境。在接待服务方面，围绕市委市政府的各项政务和事务性接待活动，以提素质、强能力、树形象为根本，深入开展优质服务活动，加强政务导游队伍建设，搞好业务技能培训，认真、细致地做好来宾登记、食宿等接待工作，不断提高综合接待服务水平。三从责任分工入手，认真督促指导下属单位和科室搞好党风廉政建设工作。严格落实党风廉政建设一把手责任制，细化单位班子成员职责和分工，把责任落实到科室，把任务明确到办公室每位同志，做到一级抓一级，一级对一级负责。建立自查自纠、责任追究制度和领导干部廉政档案，实施规范化管理，健全廉政监督网络，广泛推行政务公开、财务公开，不断增强工作的透明度。

三、清正廉洁、克己奉公，树立勤政廉洁的良好形象

始终牢记克己奉公、廉洁为民的宗旨要求，严格执行中央提出的“五个不允许”和省委、 市委提出的“十二个不准”等一系列党风廉政建设的规定，自觉遵守党的政治纪律、组织纪律、经济工作纪律、群众工作纪律。现个人及家庭住房面积平方米，是个人出资购买的商品房。严格按照要求配备公务用车，没有超标准购买更换小汽车。没有收受有关单位和个人的礼金礼品、有价证券和支付凭证。妻子在郑州第二人民医院工作，儿子在上学。没有利用公款大吃大喝及参与高消费活动。没有借开会、考察、培训等名义变相进行过公款、公车旅游。个人收入只有工资，没有在企业兼职、领取报酬或奖金。没有利用职权违反规定干预和插手建设工程招投标、经营性土地使用权出让、房地产开发与经营等市场经济活动。没有参与过赌博。没有用公款为个人购买商业保险。没有利用职务便利将应由本人或亲属支付的个人费用由下属单位或其他单位报销。没有利用职务便利占用公物归个人使用或进行营利活动，没有借用公款行为。没有投资入股煤矿的行为。本年度个人和家庭没有重大事项。
