我市旅游局突出抓好“三促进一保持”，始终坚持尊重企业、关爱企业、多予少取、减轻负担，将扶持帮助企业发展的政策转化为具体行动。一是广泛宣传《广东省人民政府关于加快我省旅游业改革与发展建设旅游强省的决定》和《关于试行广东省国民旅游休闲计划的若干意见》，引导企业用足用活扶持政策;二是与从化市、昆山市等地签订旅游合作协议，建立协调沟通会议制度，为所辖旅游企业联动搭建平台，与本市各旅游企业建立联系制度，及时掌握企业运行情况，切实做好相关服务工作，主动为企业排压减负;三是简化旅行社分社和门市部备案制度，由原来的向广州市旅游局备案登记变更为向该局备案登记即可;四是为方便旅游从业人员资格培训和考试，争取到在我市设立全国导游人员资格考试考点;五是组织全市旅游企业免费参加广州国际旅游展销会、“全国百城旅游宣传周”活动、香港国际旅游展销会等活动;六是规划全市旅游交通标识，为企业提供旅游标识的规划;七是坚决开展打击取缔“黑社”活动，8月中下旬，旅游局联合公安、工商部门依法取缔2家非法经营旅游业务的“黑社”，保障消费者和合法经营者的合法权益，维护旅游市场的秩序稳定。此外，为迎合旅游发展需要，提高我市旅游接待能力，迎接亚运会的到来，市旅游局积极协助酒店进行星级评定工作并取得了阶段性成果，中濠大酒店、悦来登大宾馆已于8月份晋身全市星级宾馆饭店行列，全市星级宾馆酒店增加到8家;大力协助白水仙瀑景区创建国家4a级景区工作，目前《增城市白水仙瀑创建国家4a级景区工作方案》已初步制定。

二、“三联六帮”西湖滩村，促发展

市旅游局把开展“三联六帮”城乡共建行动作为一项重要工作来抓，认真调研和探索，想方设法帮助农村解决就业、增加收入等。针对帮扶点西湖滩村坐落在增江河畔，生态资源丰富，发展乡村旅游条件充足的特点，旅游局主要领导多次深入村舍进行调研，与村干部、群众座谈，积极帮助西湖滩村寻找开发主体，促成岭南国旅、广东轻工集团、粤侨国旅等客商到村实地考察，洽谈合作事宜，为引进和扶持有实力、有经验的投资者到西湖滩村进行旅游开发建设投资作出最大努力。为了让村干部群众加深对乡村旅游的认识，更新观念、拓宽思路，旅游局专门组织该村“两委”干部及党员等40人到派潭、小楼、正果等地一些乡村旅游示范点参观学习。目前，《正果西湖滩村发展乡村旅游工作方案》已初步制定，旅游局委托广州地理研究所旅游规划中心对村“农家乐”进行旅游规划。

三、抓好市场推广活动，促增长

今年是中国生态旅游年，增城旅游既迎来发展机遇，也受到金融危机的挑战。为了让旅游企业在遭受金融危机后迅速“复元”，为了更好地完成市委、市政府下达的__年旅游接待人次突破1000万人次和旅游收入达20亿元的目标任务，市旅游局紧扣查找突出问题并抓好整改，采取有效措施，加大力度全面铺开市场推广活动，着力服务重点项目，培育经济增长点，打造增城旅游核心竞争力。编印制作乡村旅游手册、优惠地图王(中英版)、荔枝美食地图王、增城旅游指南折页、“品荔”旅游线路折页、增城旅游宣传短片dvd、歌曲集、荔枝笔等一系列宣传资料、宣传品共8万份(件)，以加强整体宣传推广。开通了增城旅游网官方网站，为对外宣传增城旅游、让游客获取我市旅游资讯提供了更快捷、及时、有效的方式;同时，利用各种宣传媒体进行包装宣传，包括在《中国旅游报》、《珠江时报》、《南方都市报》、《信息时报》、《深圳特区报》、《增城日报》等6家报社投放合共近100个版面作旅游宣传推广，在《影响力》和《中山旅游》杂志投放两期旅游专题宣传，并邀南方电视台《潮流假期》和广东电视台公共频道《游广州出发》制作旅游特辑2个，使我市旅游宣传推广范围更广，更有层次。
