(三)社会救助体系建设方面：一是按季度足额发放五保供养金，风景区共有五保户435户，543人，XX年共发放五保金30.688万元。二是XX年发放社会临时救助金49万元，棉衣20件，棉被8床;三是下拨中央自然灾害生活补助资金40万元，一次性补助金30万元，粮差补贴9万元，优抚对象定补资金51.5368万元。四是XX年冬令救助及春节慰问567户600人，发放慰问金23.01万元，慰问衣被28件。五是建立了城乡临时救助制度、城乡医疗保险救助制度、优抚对象医疗补助制度。及时帮助困难群体解决临时特殊困难，临时性救助工作严格按程序申请、审核、审批的原则落实。

(五)优抚工作方面：一是根据(民发【】67号)文件精神，按照提高补助标准足额发放了全年优抚对象的抚恤定补金51.5368万元。认真做好军人问题矛盾纠纷排查化解工作，坚持谁主管、谁负责的原则，落实了包保责任制，对重点人员实行了化解和稳控，到目前为止未出现越级上访案件。二是XX年10月底建立了城乡医疗救助制度和优抚对象医疗救助制度，两个制度均于XX年1月1日开始实施，医疗救助工作正逐渐走向制度化。

(六)基层政权建设工作方面：一是XX年4月制定下发了《XX年村务公开工作要点》。为风景区加强农村基层民主建设，完善村务公开指明了方向。二是XX年6月中旬，由民政牵头，纪工委、财政等部门参与对村务公开工作进行督查，通过督查，就存在的问题，管委会提出了整改督查通报，使村务公开工作进一步完善。三是按照《毕节地委组织部、毕节地区监察局、毕节地区民政局关于进一步做好村务公开和民主管理“难点村”排查工作的通知》(毕署民【】81号)文件精神，我局联合风景区组织部、监察局认真对景区所托管的四个乡54个村按照“难点村”的9条认定参考标准进行仔细排查，经认真细致排查后，认定风景区无“难点村”。四是婚姻登记工作由专人负责，依法登记，在辖区内没有出现违法登记和使用假证的现象。到目前为止向四个乡共发放了500对结婚证、50对离婚证。已登记结婚证432对，离婚证6对。五是地名数据库录入完毕，地名标志设置已制定好。完成地名标志设置8块，根据景区党工委和管委会的安排，在大方局的支持和配合下，完成了景区方家坪大草原和移山湖景点的更名工作，完成了将普底乡化为一镇一乡的初编上报工作。

(七)社会福利和老龄工作方面：一是积极开展和实施“重生行动”和完善“微笑列车”、“孤残儿童帮扶计划”。XX年4月，为7位残疾人作了假肢安装手术。二是福利彩票发行已向地区民政局申请。三是加快养老服务事业发展，积极应对人口老龄化。各乡、村已成立老年协会，建立老年人花名册，并于“九九”重阳节搞了一次老龄工作宣传活动。四是认真开展居家养老工作，制定了居家养老实施意见，且试点在大水乡大田村。

(八)加强民政干部队伍自身建设方面：一是学习培训方面：一年以来，抽派了三名干部分别到南京、湖南、贵阳等地就居家养老业务、殡葬管理业务、自然灾害管理业务、财务等有关业务知识的培训，干部业务水平进一步提高。二是各乡落实了低保工作人员。三是加强全局干部职工思想政治教育，牢固树立服务意识，结合“正行风、促发展、民主评议”活动的开展，进一步转变工作作风，深入开展调研工作，增强求真务实的精神，创造性开展工作的能力，加强业务法律法规的学习，切实提高工作效率和依法办事的能力，全力维护群众利益。

二、存在的问题通过自查，风景区民政局工作中存在的不足主要表现在：

(一)新“当家”，人员差数大。我局为一套人马，两块牌子，编制28人(其中劳动和社会保障局(民政局)机关9人，社会保险事业局为8人，社会救助局11人)，现到位的人员只有12人(其中有1人属借调)。

(二)社会救助局人员没有到位。根据《关于各县(市、区)低保工作机构更名和增加人员编制等事项的通知》(毕地机编【】72号)文件精神：设立管委会社会救助局局，为管委会劳动和社会保障局(民政局)所属副科级全额拨款事业单位，核定事业编制11名。设主任或副主任1名。增加的11名人员中8人下派到管委会所辖4个乡镇工作(每个乡镇2名)。截至目前，只到位两名，其中一名被借调到文广局，四个乡均没有到位。

三、XX年工作计划(一)工作目标：

(二)工作重点：

、认真做好城乡低保规范管理，加大对保障民生配套资金的监管力度。

、认真落实城乡低保、社会保障、社会救助、社会优抚等政策，妥善解决城乡困难群众生产生活问题。

、加强自然灾害应急预案体系建设，做好防灾救灾物资储备和人员匹配，适时启动灾害应急响应机制，确保灾后社会政治经济形势稳定。

、认真做好民政服务设施等拟建项目的相关后续工作。

7.2.如果合同产品的技术性能达不到规定的技术标准，双方应友好协商，共同研究，分析原因，采取措施，消除缺陷，进行第二次性能考核。考核合格后，双方签署考核合格证书。

7.3.如果第一次考核不合格是乙方责任，乙方应自费再次派遣技术人员进特第二次考核。

7.4.经过第二次考核仍不能合格验收，若责任在于乙方，刚乙方须赔偿甲方遭受的直接损失。并采取措施艄除缺陷，进行第三次考核。

7.5.经过第三次考核仍不合格，如系乙方责任，则甲方有权终止合同，并接第九条的规定处理。若系甲方责任，则由双方协商合同进一步执行的问题。

第八条 技术改进

婺源江岭、高山平湖、庆源

江岭风光、高山平湖、庆源古村是婺源自助游者旅游路线中备受推崇的一条，但这些地方位置偏僻，交通不便，许多人对这些地方还是不甚清楚，本人带相关问题于四月十二月专程前去考察，供各位驴子们参考。

一、景点介绍：

1、江岭风光：

这是婺源田园风光的代表。从江岭开始，公路始终在山间盘旋，从江岭向下看，只见层层梯田，曲折的线条，山谷盆地中的小河，河边聚集的三、四个村庄，四周围绕着青山，构成了一副极美的婺源农村风光画卷。

2、高山平湖：

婺源北部多山，夹在山间的为一条条的小溪小河，因地势特点，这些小河落差极大，水能资源丰富。因此在这些小河出山谷的隘口，筑起一道道短短的大坝，依靠四周的高山便可把这些水截住，因而在高山的环绕下，形成了一个大型的湖泊，这就是镶嵌在青山之间的高山平湖。

山区的湖离不开山，因此山水相映便是这种湖光山色的美了。而婺源的湖更离不开点缀在湖边的村庄，这一个个的村庄点缀在青山绿水之中，更宛若世外桃源一般。让人看后油然而生在此长住的念头。这就是婺源的湖泊给人的想象。

3、庆源古村：

婺源的村庄历史都比较悠久，但为何庆源如此吸引人呢？应当是村庄与环境的自然巧妙地融合，给人一种和谐的感觉吧。

说庆源村为世外桃源一点也不为过，它四周大山环绕，我们乘车在不断的上山，又不断地下山，令人怀疑前面除了山还是山，但反复之后，眼前豁然开朗，出现了一个宽阔的山间谷地，而庆源就在这大山的环抱中，真是：“山重水复疑无路，柳暗花明又一村”。

村庄沿着一条湍急的小溪两岸而建，呈一长长的船形，而村中央的一棵1300多年的古银杏树就是这艘船的桅杆了。沿着村庄河边的青石板街道而走，每隔十几、二十米便有一座长长的石板铺成的小桥，供两岸的人行走，依河的店铺多在河边建起供行人休息、纳凉的长条靠椅，这就是庆源一个极具特色的美人靠了。

村庄到处种满了梨树，依河还有桃树等，村庄外是大片的稻田，我于3月底去过一次，开满了油菜花，远远望去：金黄色的油菜花、村中雪白的梨花、溪边粉红的桃花，加上粉墙黛瓦徽式古民居，这一切令人惊叹：好一个世外桃源。

村庄中保留有：“大史弟”、“大夫弟”、“资政弟”等官宅；“福绥堂”、“敬慎堂”等商宅。

4、去这些地方的沿途风光。

从江岭开始，公路始终在山间穿行，一路风光十分优美，从一级站开始，湖光山色始终出现在公路边。从去段莘大路转向庆源的途中，是观赏高山平源的最佳地点，随着山势的上升，湖泊一点一点地出现在眼底，这时选择一个地方下车或索性徒步都是一个好的决定。

二、交通问题

江岭、高山平湖、庆源的交通极为不便。强烈建议自驾车或包车前往。甚至可以选择徒步。

1、乘当地的交通工具

当地经过江岭、高山平湖的车有到段莘、官坑、庆源的车，但车次很少，早上多从这些地方去县城等大乡镇，近中午返回，庆源村为公路尽头，这个村每天有一趟中巴，往返县城一次，二辆农用车去晓起、江湾等地。因此坐当地的交通工具极为不便。

2、包车或自驾车：

①从江湾或晓起包摩的去，估计有半天时间就差不多了，价格应当在40元左右。这种方式的好处是随意，而且完全可以观赏沿途的风光。适合二、三个人的游客。

②如果有四人以上，建议包车前往，一般可以包当地的面的甚至是农用车，价格还便宜。估计应当在100元以内，半天时间。

③自驾车，这是很方便的了，只是注意安全驾驶，稍后我会专门介绍。

3、徒步：

如果是从晓起出发，乘车虽然感觉距离比较远，但多是在山中绕来绕去，实际上直线距离并不远，因此，也可选择徒步，从晓起出发，大约一天时间走完，到达庆源，沿途多有青石板小路。因时间关系，没有仔细问清怎么走。建议走一处问一处，注意的是高山平湖在当地要说是去“一级站”，然后从这徒步去庆源约5公里。

也可以选择一般徒步，建议选择从高山平湖到庆源这一段，如果是坐当地的交通车，在去庆源的路口下，从这里徒步到庆源也就四到五华里左右，而车辆却要在山上绕来绕去十几里，当地人说乘车与走路的是差不多同时间到。

4、路面及安全问题：

如果是包当地的车，他们熟悉路面，基本上是放心的。但游客自驾车来要小心为好，从晓起到江岭，虽然是沙土路，但安全是没问题的，路面平整，转弯弯度小，坡度不大，但从江岭开始，多为在山间的盘绕的公路，路面没什么大碍，但弯度极大，有多个180度的大弯道。小心驾驶，特别是从高山平湖到庆源这一段，路面状况差，路面窄，弯度大，一定要小心。但这一般的风光还是很好的，虽然一路艰难，却也是值得的。

三、住宿情况：

这些地方的食宿接待能力很不完善，一般建议是一日或半日游，但旅途中多不能按计划完成，不能按预订的计划去选定地方住宿或者吃饭，那么这些地方的情况怎样呢？

1、江岭：在江岭有三个村庄可以去投宿与吃饭。一是山上的江岭村，二是山下的东岸村和西岸村。这此地方的一些农家有接待能力，多为五人左右，吃饭问题只能在住宿的农家解决。每年的油菜花开季节，是江岭的旺季，多为三月中旬到下旬这段时间。

2、高山平湖：当地称一级站，这是一个比较繁华的村庄，有几家饭馆：如足云酒家，可以接待二十人左右的吃饭。这里还有一个宾馆，是80年代建的电站招待所，是电站修建专门为婺源人夏季避暑的一个地方，看上去还是挺新的。条件应当是不错的。

3、庆源村：庆源村开发得少，村庄里还未出现营业性的饭馆，只有村委会一个食堂。农家旅馆已经有了，村庄里有一位中学教师詹云生开的家庭旅馆还是不错的，可以住8人。因同是教师，我这次就住在他家。在庆源吃饭问题只能找住宿的农家解决了。詹云生老师家是包晚餐、住宿和第二天的早餐，25元/人。电话是：0793- 7256152，另外离他家不远还有一家，詹志德，他家没有电话，在庆源村民风还是很淳朴的，在投宿的村民家里感觉都不错，庆源村还有其它农家旅馆，没有一一调查清楚，如果在这里要投宿的，可以去问一问。估计这个村的住宿接待能力为50人以下。

这里的住宿接待条件还比较简陋，驴者要有心理准备，吃饭的口味也没有专门的餐馆里的好。

四、旅游建议：

这三个地方适合半日游，具体建议如下：

1、包车、自驾车半日游：从晓起出发，约中午前后返回，可在一级站吃中饭。下午安排去北线延村、思溪、清华等。

2、徒步一日游：从晓起乘车到江岭，2元/人，包摩的估计5元/人。从江岭开始徒步到一级站(高山平源)，再到庆源，在一级站吃中饭，到庆源投宿。

3、计划去段莘、官坑徒步到北线的浙源岭脚的，可以从晓起出发，游这三个地方，到段莘吃中饭，然后下午开始徒步。

以上安排是以晓起出发为中心进行，具体怎么安排灵活而定，仅供参考。

五、存在的问题：

这三个景点过去都无需门票，没有一点商业气息，因而也是一些游客推荐去的原因。但自今年春节以来，庆源已经开始收门票了，而具定价为15元/人。比北线的理坑还贵，幸好可以与他们讨价还价，一般可还到10元/人，学生证一样可半票。

另外需要注意的是交通安全问题，无论是自驾车还是坐当地的摩的，都要提醒司机注意安全。
