县景区门票价格管理工作调查报告

为全面掌握我县旅游景区相关情况，加强对景区门票价格的监管，近日，我们深入所辖主要景区，对旅游市场价格管理进行了一次专题调研。

一、我县旅游业现状

目前，全县共有各类大大小小旅游资源60多处;引进纵横之旅、旅行家国旅、中国国旅、康辉等4家旅

行社入驻远安;拥有鸣凤宾馆、远安宾馆、远安国际大酒店等多家星级宾馆以及三江、沮城等多家旅游饭店，发展星级农家乐200多家，其中四星级以上农家乐5家，开发出原野风、凤仙花菇、震旦角石、根雕盆景、卞和玉等40多个系列旅游商品，形成了较为完善、满足旅游“六要素”需求的综合配套服务体系。**年，全县旅游经济继续保持平稳较快增长，共接待各类游客**万人次，同比增长35.3%，完成年度计划的%;旅游综合性收入6.59亿元，同比增长42%，完成年度计划的108.1%。面对全县旅游业如此迅速发展之势，价格部门如何加强监管、做好服务，满足需求、促其发展，是摆在我们面前亟需解决的新课题。

二、旅游价格监管存在的主要问题及原因

调研发现，在旅游市场价格监管方面，全县各旅游景区高度重视，积极配合，为规范旅游市场价格，维护游客权益，满足游客需求，提升服务质量，争创一流服务，打造优质旅游品牌方面做了大量工作，但所存在问题仍不容忽视。

1、景区门票公示不够规范。在检查中，我们发现，部分门票公示牌没有经过价格监督检查机构监制，未列入12358举报电话，未公示减免优惠的具体政策，执行票价政策依据公示不全。

2、除较大宾馆、酒店明码标价基本规范外，其余经营门点明码标价较差。

3、时有价格举报投诉。主要是大学生、伤残军人和现役官兵，对票价不执行减免政策方面的举报较多。

产生以上问题的主要原因，一是价格部门监管不力，平时检查少，特别是很少组织较大规模的专项旅游市场价格检查，使旅游景区及其景区内的服务经营门点没有形成遵纪守法意识。二是在检查时图形式、走过场，不真查实罚，没有形成威慑力。

三是在政府组织的重大节日旅游市场大检查时，政府主管领导只重视交通安全、食品安全，而忽视价格管理工作。四是景区管理部门无压力，没有将他们的工作与景区价格和服务行业管理好坏实行奖罚挂钩，也没有制定具体有效的管理制度和措施。五是景区各经营者受经济利益驱动，一味图赚钱，服务意识极差，价格法律法规意识非常淡漠。六是受社会和谐和人性化的思潮影响，价格部门执法力度有所弱化。

三、旅游价格监管的对策建议

物价部门要主动、积极地将价格管理职能，由单纯的管理型向服务管理型转变，奋发有为服务旅游业。对如何强化旅游市场价格监管，有以下几点建议。

一要综合开发经营。营造良好的旅游价格环境，不但是经济健康持续发展的需要，也是提高人们幸福指数的需要，它对于充分利用本地自然资源，促进经济发展，维护游客合法权益，保持社会和谐稳定，具有重要的现实意义。我县旅游业的综合发展还很不够，效益不高，结构不优，粗放经营问题比较突出，各旅游景区要从吃、住、行、游、购、娱来做文章，想办法从综合开发来提高经济效益，不能仅仅只依靠提高门票价格来作为经济收入的增长点。价格部门、旅游部门，特别是各旅游景区的负责人，要充分认识到这一点，制定制度，采取措施，加强监管，共同努力打造良好的旅游价格环境。

上半年的旅游工作比较密集，主要进行了以20xx中国桃花节暨第八届萧王庙桃花笔会为亮点，以发展萧王庙街道旅游事业为重点的各种工作。在各级领导的指导和街道各部门的积极配合下，我们开拓创新，承前启后，圆满完成了各种旅游工作，为进一步发展萧王庙的旅游事业奠定了良好的基础。

一、圆满完成桃花节工作。

为了办好今年的桃花节节庆，迎接桃花节旅游，我们街道旅游办自去年下半年开始启动策划桃花节活动方案，经过我们不断的酝酿和多方有识之士的指导，直至桃花盛开前夕，最终敲定了一套行之有效的活动总体方案;与此同时我们通过报纸、电视、网络、印制宣传画册、设立户外广告版面等各种渠道和方式展开了一系列的宣传工作，营造了强大的预热宣传声势;另外，春节以来，桃园基础设施完善工作也紧紧跟上，如期完成;最后还落实了分工明确，责任到位的桃园工作和管理人员。在充分做好准备工作的前提下，桃花节开幕式、节庆活动、旅游等活动顺利地开展、进行、直至圆满成功。纵观今年桃花节，主要凸现三个特点，一是外界宣传力度增强;二是“世博”、“人居胜地”二个活动主题突出;三是活动谋划到位、活动分工到位、气氛烘托到位。

二、全力扶植新兴旅游业。

为了激发萧王庙群众参与旅游业的积极性，我们以桃花节为契机，全力动员组织有参与条件的群众，在“天下第一桃园”景区内以及周边设摊经营旅游商品、民间小吃、农特产品、饮料，开设农家饭店。值得一提的是，在此期间我们发掘慈林古村独特自然景观，全新推出“慈林桃园”，开设观光、烧烤等活动。桃花节之后，该村的一位见多识广的年轻人一直在经营烧烤等活动，目前已另外投入数十万元，在旅游办的关注和引导下，正在桃园内营造一个惊险刺激的野外拓展训练基地，不久将可投入营业。

三、不失时机宣传萧王庙。

为了向外界推出萧王庙的旅游资源优势，我们除了对桃花节的大力宣传外，不断挖掘新的旅游资源的旅游活动亮点，努力提高萧王庙旅游方面的见报率，及时向市旅游局报送旅游相关信息，在平时抓住合适的机会，分发萧王庙街道的宣传资料，使萧王庙旅游宣传工作不曾间断。通过持续的宣传工作，增强了外界对萧王庙的印象，将吸引更多的人走进萧王庙，投资萧王庙。

四、完成日常旅游工作。

及时填写并上报上级旅游管理部门布置的各种报表，完成布置的日常任务;做好了来客、来访的各种接待、讲解任务;服务天湖景区、易斯戴主题公园等旅游大项目建设工作;研究讨论萧王庙旅游事业的发展思路、策略，为萧王庙的旅游事业发展作贡献。

五、旅游安全工作。

为了保障游客的生命财产安全，使我街道的旅游事业走上又好又快、稳步发展的道路，我街道旅游办在年初与各景点旅游企业签订了安全生产责任状，每逢节假日旅游旺季前夕，我们对各旅游企业进行一次安全检查，对存在的问题进行了记录，督促及时整改后投入经营，并且多次由上级相关管理部门对旅游经营工作人员进行了安全管理知识培训。特别是在桃花节旅游期间，我们旅游办会同交警、城管街道各部门人员和林家村干部，组成了一张严密的安全网络，确保了桃花节的圆满顺利举行。今年上半年，我街道做到了无一起旅游安全事故发生的可喜成绩，为我街道旅游市场创造了和谐稳定的局面!
