2. 2016年旅游景区管委会年度工作总结暨2017年工作思路

江津市四面山管理委员会xx年工作总结暨xx年工作思路   xx年，是不平凡的一年。也是四面山观念大更新、体制大创新、旅游大发展、经济大提升、局面大开创、和谐大构建的一年。四面山管理委员会在江津市委、市政府的正确领导下，坚持以党的xx大精神和“三个代表”重要思想为指导，以树立和落实科学发展观为统领，以开展共产党员先进性教育活动为动力，以打造“蜚声中外的旅游胜地”为目标，模范贯彻xx届四中、五中全会精神，抓住重庆新华集团入驻四面山景区和四面山管委会成立的新机遇，真抓实干、艰苦奋斗、创新工作，大力发展旅游、增加农民收入，进一步优化农业产业结构调整，不断强化农村基层组织、民主法制和精神文明三项建设，全面构建和谐景区、在把四面山打造成为“蜚声中外的旅游胜地”的征程中迈出了可喜的一步。

一、xx年工作成绩突出

（一）财政经济快速健康发展。 一是景区经济发展大提速。xx年，国内生产总值预计达到9055万元，比去年同期增长13%；接待游客20.24万人次，同比增长13.33%，旅游综合收入8498万元，同比增长15.2%。农民人均纯收入预计达到2694元，人均净增长280元。 二是财政工作开创新局面。全年共完成财政收入 万元，占年计划 万元的 %；加强财务管理，认真清理村社财务，严格支出，与去年相比，各种经费支出下降11%。偿还债务近300万元。（从xx年1月到xx年10月，四面山管理委员会偿还债务近600多万元。xx年的招待费与xx年相比，下降了52.6%，xx年在xx年的基础上又保持了良好的下降趋势。）

（二）农业农村工作成绩喜人。 一是农业产业结构得到进一步优化。坚持把农业产业结构调整贯穿农村工作始终，积极引导农民根据市场需求和地方特色，调整农业产业结构，大力发展特色农业、订单农业、加工农业，使之成为景区农民增收的主要来源。完成了10000亩优质农产品基地规划，发展反季节蔬菜500亩，发展了黄连100亩、天麻100亩、兰草20亩的中药材种植基地，林海村草食动物养殖基地新发展黄牛100头、羊500头，燕子村新种植糯玉米300亩，直接为农民增加收入15万元。同时，发展50亩岩蛙养殖场，引进业主兴办3个企业，新建1个小水电站，发展法人单位20个、私人企业22户，改建山坪塘5口，容量5000平方米，新建羊舍800平方米，养羊150只；猪链球菌和禽流感防治工作得到加强。地区生产总值预计达到9055万元，比去年同期增长13%；加强财务管理，认真清理村社财务，严格支出，与去年相比，各种经费支出下降11%。偿还债务近300万元。农民人均纯收入预计达到2694元，人均净增长280元,实现了景区人民“粮增收钱增长”的目标。 二是林业工作再上新台阶。重点抓好森林防火工作，层层落实责任制，做到方案、队伍、技术三落实。确保了30年无一例火灾险情。从“真实、准确、负责”六字上下功夫。抓好退耕还林督促检查工作，确保直补资金及时发放到农民手中，并通过了国家和重庆市的检查。认真做好10余万亩天然林的保护和管理；搞好xx年退耕还林的规划和设计；全面开展禁种铲毒工作，严格检查，建立专门举报奖励制度，多方位进行监控和预防，永远保持“零目标”。 三是农村建设、市政管理、国土环保、地灾防治得到进一步夯实。完成土地利用总体规划编制，认真执行土地利用总体规划和年度用地计划。完成了四面山风景名胜区总体规划修编工作、四面山旅游发展规划已相继出台；进一步规范农村房屋新建、改建行为，严格按照土地使用审批和房屋构建审批程序办理，从严控制景区建设；改造了场镇供水系统，绿化人行道1200米，完成了集镇龙潭路800米的街道硬化。新建山门1座、停车场2个。改建望海景区公路5.3公里，安装安全护栏。改造景区景点3处。装修了长廊b栋四星新华宾馆1幢、五星级特色宾馆望乡台别墅1幢。修建“洛维四面山水”产权式休闲度假村，扩大并完成规划区建筑面积16000多平方米。建设垃圾集中堆放站2个。配套完成城镇公用绿地面积3000平米，完成了主要街道两岸的灯饰工程；清还工程欠款189.76万元，无拖欠民工工资现象；对地质灾害进行专人监测，对危险防治地带进行专项治理，滑坡治理进展顺利。对15户实施了地质灾害易地扶贫； 四是重点工程进展顺利。红石镇工程已于9月份顺利启动，天然气安装工程正在进行当中。

（三）旅游工作创新发展。 四面山共有宾（旅）馆、农家乐50家，床位3500个，日接待能力达4000人。xx年四面山的旅游工作可以用“观念大更新、体制大创新、区域大整合、经济大提速、开创新局面”来概括。 一是观念大更新。年初，市委十一届六次全委会提出了建设“两地一中心”的宏伟目标，把建设“以四面山为龙头的蜚声中外的旅游胜地”作为建设“两地一中心”战略的重要内容，把“旅游兴市”作为与“工业强市、农业稳市、商贸活市、和谐江津”共同作为促进江津经济社会全面协调可持续发展的五项重点工作之一，把加大以四面山、中山古镇为主的旅游资源保护性开发作为近期旅游开发的重点。标志着景区旅游业由此进入了一个崭新的发展时期。同进，也促进了四面山景区全体党员干部观念的大更新。 二是体制大创新。在去年成立四面山风管委和四面山森管局的基础上，进一步完善了体制，建立了四面山管委会特效机制、特高机构。由市委常委、副书记杨盛华任书记，进一步理顺了景区管理体制，形成一个责、权、利相统一，人、财、物相匹配，规划、建设、管理相衔接的新模式。并在全市公开选调了18名工作人员。 三是投入大增长。重庆新华书店集团公司加盟四面山旅游业后，在短短的几个月内，不仅使四面山从困扰多年的经济困境中走了出来，而且使四面山的旅游环境和发展空间得到有效改善。新华集团共投入资金 万元。其中，按时拨付了首期合同资金xx万元，为四面山森管局偿还欠款1180万元。同时，投入1700万元，加大景区开发建设力度，四面山旅游接待水平和档次明显提高，景区面貌焕然一新。 四是局面大开创。成立旅游发展科和综合执法大队，旅游执法体制得到进一步规范；加强了对车辆停放、乱搭乱建的治理力度，严格车辆、船只管理，保证交通畅通，减少事故的发生。今年8月以来，组织了公安、城管等部门，以联合执法的形式专门对集镇上的“羊儿客”和“黑摩托”进行了专项打击中。妥善解决各种纠纷，认真处理旅游投诉3起。对违规经营、食品卫生、水上安全等问题进行集中整顿和规范。旅游市场秩序得到进一步整治；硬化望海公路、整修旅游公路80公里，便道60公里，完成农田水利维修工程10余处。新修望乡台、大洪海2个停车场建设，四面山游客接待中心、客运中心和旅游商品特色市场建设，大洪海、望乡台、龙潭湖、卧龙沟4个旅游环保厕所建设，望乡台和土地岩新修了游步道。新修了山门停车场。规范制作了景区标志标牌，加大旅游导向力度。设置安装了200个景区环保垃圾桶。进一步加大区域整合力度，四面山至中山古镇正在启动当中。景区基础实施建设得到进一步改善；成立了旅游行业协会，实现自我管理、自我服务、自我约束，旅游服务行业自律得到加强；开展了星级农家乐评定工作，被评定上星级的农家乐共有6家，其中三星级的1家，两星级的2家，一星级的3家；全年入山游客35.49万人次，旅游收入达到13087万元，比上年增长9.1%。

（五）精神文明创建和基层民主法制建设硕果累累。 一是计划生育工作常抓不懈，国策思想永不动摇。一年来，人口出生率为7.04‰，死亡率为2.92‰，人口自然增长率为-10.08‰。到期未育龄妇女1425人，避孕措施落实率96.52%，药具应用率100%，避孕措施及时率100%。计划生育工作取得了较好成绩。 二是社会保障体系进一步完善，社区建设得到全力推进。共收到社会各界捐赠资金1000余元，组织发放灾民生活救济款及修建补助款130000余元，累计发放低保金182770元，发放抚恤金63430元，优待金17210元，社会救济事业费22264元，发放慰问金（品）27050元，改造残疾人危房改造户4户，补助资金共计24000元。 三是科教文卫成绩斐然，科教兴农步兴旅步伐加快。“两基”成果进一步巩固，九年一贯制和寄宿制试点、特色学校的创建工作进一步得一夯实，四面山学校少儿门球队取得全国第三，开创了重庆市新纪录。人民群众的文化生活不断丰富，露天电影、居委会老年舞蹈队搞得有声有色，四面山首届农民运动会成功举办。农村合作医疗扎实推进，完成参保率暂居全市第二名，入保人数较去年增长11%，进一步解决了农民看病难的问题。 四是基层民主政治建设得到加强，综合治理成效显著。及时办理人民群众的来信来访，加强社会治安综合治理。抓好村务公开工作，坚持重大公益事业建设实行一事一议，重大开支项目由村民代表会议和财务监督小组表决。顺利完成了各经济合作社的合并调整工作。

（六）党建、宣传、统战、政协、武装工作稳步上升。 一是理论武装工作卓有成效。坚持把“三个代表”重要思想、深入学习贯彻党的xx大、xx大五中全会精神作为首要政治任务抓紧抓好。坚持完善党委中心组学习制度，强化领导干部的理论学习，坚持理论联系实际，做到学以致用。领导班子撰写了理论调研文章近30篇。周德勋同志的《构建和谐景区  打造旅游胜地----关于构建和谐四面山的调查思考》在全市领导干部文集上刊发，《注重成果转化 建立长效机制——四面山管委会在先进性教育活动中做到“五抓”》收入了《中国当代领导干部优秀文选》一文中，并在全国公开出版发行。 二是基层组织建设全面加强。采取以会代训形式，充分利用各种会议、党课等努力提高基层党员干部的工作能力和致富本领。把一批年轻力强、文化水平高、开拓精神强、致富本领高的优秀人才选进了村支部或村委会领导班子。把文化高、年纪轻、能力强的年轻人纳入农村后备干部库。新吸收5名正式党员，新批准吸收6名预备党员。依托“三级联创”，加强党员教育，使党员干部成为致富能手和小康建设的领路人。建立健全了村级党组织的各项工作制度和工作机制。 三是党风廉政建设和反腐败工作可圈可点。加强党风廉政建设，强化警示教育。抓好党员干部的党风廉政建设。全面落实党风廉政建设和反腐败工作责任制，实行党政一把手负总责，各分管领导分工包项负责。研究制定《四面山党风廉政和反腐败工作责任制》，层层签订目标责任书。加强教育、强化预防，抓住一个“早”字；健全组织、完善制度，坚持一个“严”字；措施到位、责任到人，强调一个“抓”字；监督检查，综合整治，注重一个“实”字；廉洁自律、身先士卒，做到一个“带”字；狠抓结合、促进发展，突出一个“新”字。 四是宣传、统战、政协、武装工作闪现新亮点。四面山简报、各新闻媒体对四面山的正面宣传报道近100篇（期）；组织了多次清除非法庙宇的整治活动，做到发现一个拆除一个，有效地遏制了封建迷信和非法庙宇乱建现象的蔓延；圆满完成了上级下达的征兵任务。

（七）先进性教育活动创造性开展。 参加第二批先进性教育活动的对象单位有1个党委、1个总支、7个支部共9个基层党组织，106名党员（其中23名外出流动党员）。活动从xx年7月初正式启动，于11月结束，党员覆盖面达100%。努力实现 “目标具体化，突出针对性；实现全覆盖，注重特殊性；创造新载体，突显灵活性；展示新形象，体现实效性”。在活动中“抓导向、抓载体、抓根本、抓深化、抓延伸”，各参学对象思想认识有了新提高、工作不断取得新成绩、组织得到新加强、群众满意度有了新提高。得到了重庆市、江津市的高度评价。

二、xx年工作中存在的问题 一是思想解放程度不够、改革开放气魄不大、创造性开展各项工作不够；二是景区经济社会发展步子不大。与发展好的景区相比差距在拉大；三是产业支撑和龙头带动乏力。农民增收难，贫富差距在拉大；四是招商引资力度不够。景区基础设施严重滞后，对旅游经济的增长没有形成有力支撑；五是债务沉重，安全稳定工作任务十分艰巨；六是旅游市场秩序需进一步加强；七是机关干部作风有待于进一步转变。

三、xx年的工作思路

（一）指导思想。以邓理论和“三个代表”重要思想为指导，全面贯彻党的xx大和xx届五中全会精神，增强“大开发、大发展、大区域、大环境、大旅游、新形象”的意识，以“发展大旅游、开拓大市场、形成大产业”为要求，按照“交通围绕旅游先行，农业围绕旅游调整，商业围绕旅游搞活，景区围绕旅游建设，管理围绕旅游服务”这“六个围绕”的战略，坚持科学的发展观、人才观和正确的政绩观、群众观，认真落实“五个统筹、五个坚持”，以全面建设小康景区统揽经济社会发展全局，做到“六个结合”：把发展旅游与解决就业结合起来，与解决“三农”问题结合起来，与旅游资源保护结合起来，与扩大开放结合起来，与促进区域旅游的协调发展结合起来，与和谐景区的构建结合起来。加快实施渝川黔金三角发展战略，加快四面山作为重庆市十大旅游精品的开发力度，进一步规范和创新旅游管理体制，坚持政府主导，市场运作，社会参与的发展路子，与时俱进，开拓创新，做到“六新”：“发展有新思路，改革有新突破，工作有新举措，旅游有新格局、形象有新提高”，不断优化旅游产业结构，不断优化旅游产品开发、不断优化旅游经济发展、不断提升旅游文化档次，不断推进旅游业提质增效，推进四面山旅游经济高速发展。

（二）工作目标。国内生产总值增长12%以上，全社会固定资产投资总额增长20%，社会消费品零售总额增长15%，旅游接待人次增长22%，旅游综合收入增长20%，景区群众人均可支配收入增长10%，农民人均纯收入净增200元以上，财政税收增长13%，人口自然增长率控制在1‰以内。

（三）工作重点。 一是旅游工作要有“新突破”。 开创旅游发展新局面，要切实做到 “七个进一步突破”。 加快旅游基础设施建设步伐，进一步在改善旅游发展条件上实现新突破。把旅游基础设施建设放在优先位置，抢抓机遇，加大投入，使交通、通讯、配套设施等基础设施有明显改善；突出特色和优势，进一步在精品建设和多层次产品开发上实现新突破。发展旅游要在特色上下功夫。对旅游者最富有吸引力的是特色，真正有竞争力的也是特色，只有突出特色，旅游业才有长盛不衰的生命力，才能获得最大发展。尽快建设东部景区民族新村――－红石镇，尽快打造西部景区绝品，形成“人无我有、人有我优、人优我特”的看点和亮点；坚持不懈地抓旅游环境建设，进一步在推进依法治旅上实现新突破。坚持不懈地抓旅游环境的整治和改善，加强规范化管理，加大旅游执法力度，严厉打击各种违法违规行为，切实保护广大游客和旅游经营者的合法权益，整体提升四面山旅游服务质量和对外形象；进一步理顺体制、加快机制创新，进一步在培育旅游市场主体上实现新突破。要进一步完善旅游行业管理体制，创新旅游开发经营机制，成立旅游行业协会，不断为四面山旅游发展注入新的生机和活力，进一步为重庆新华集团搞好服务；聚精会神开发旅游商品，一心一意优化旅游经济结构，进一步在提升旅游经济效益上实现新突破。充分利用四面山自然生态和历史文化资源，面对市场需求，突出地方特色，开发拳头产品，更好地发挥龙头企业在旅游商品开发、生产、加工、流通中的带动作用；加强旅游区域合作，实现区域大整合，进一步在旅游对内对外开放上实现新突破。旅游区域合作是旅游产品的特性所决定的，要加快“渝川黔旅游金三角”的启动工作；实实在在地处理好景区旅游利益主体的关系，找准衔接点，创造性地弹奏出“天籁之音”，在构建和谐景区上取得新突破。既要为新华集团服好务，为业主的发展营造宽松的环境，又要加强对业主的监管，避免业主为了追求利益的最大化、寻求短期效益而有“出轨”行为。四面山的旅游开发必须要尊重当地群众的利益，维护当地群众的利益。对景区的农民实行“亲民、为民、富民”政策，通过发展旅游业来破除“三农”“瓶劲”，解决就业问题，促进当地人民群众生活水平的提高。不管是谁都不能有“伤农、损农、坑农”的举动。如果把发展旅游与当地群众的利益脱离开来、对立起来，甚至不顾损害群众利益，最终也会影响旅游经济的发展，成为构建和谐景区、发展和谐旅游的隐患。 二是农民增收要有“新路子”。扎扎实实抓好农民增收，大力推进农业和农村产业结构战略性调整。加大对农业的投入，不断改善农业生产和生态环境，提高农业综合生产能力，为农民增收创造良好的条件。 三是发展环境要有“新改善”。树立开放兴旅意识，努力扩大对外开放大力度，大力发展开放型经济，构建景区引进来、走出去的绿色通道，做好招商引资项目的包装、策划、宣传。积极探索招商引资的工作新思路和新措施，以资源招商、政策引商、服务亲商、环境安商，感情留商，营造全社会招商引资的良好氛围，全力构建和谐景区，着力打造景区新农村。 四是社会事业要有“新发展”。加强精神文明建设，加大景区群众文化活动，提高景区人民群众的文明素质；营造良好的人口与计生环境，扎扎实实抓好计划生育工作，高度重视扶贫救灾救济工作；加大教育投入和学校管理，构建现代化教育平台；抓好新型农村合作医疗的运作，强化初保工作；抓好村社财务工作。 五是安全稳定工作要有“新格局”。森林防火工作全面落实责任制，“严”字当头，铁面无私，警钟长鸣，常抓不懈，坚持遏制重特大安全事故的发生；认真解决人民群众关心的热点、难点问题，重点抓好社会治安综合治理工作、信访工作；构建全社会齐抓共管安全生产的工作格局。 六是税收征管要要上“新台阶”。加强预算外资金管理。下够决心，领导带头，做好增收节支工作，管委会上下要带头过苦日子。 七是加强和改善党的领导要有“新经验”。切实加强和改善党的领导，不断提高执政能力和领导水平。党员干部要投入党的先进性教育中，深入基层、深入群众，扎扎实实为群众服务，要加强对二级班子，村（居）干部的培训引导，落实“三会一课”制度，搞好双培双促，建立完善对干部培训和后备干部、入党积极分子的培训教育制度，坚持从基层夯实四面山振兴的基础。 八是先进性教育活动要有“新探索”。创新载体，把景区第三批先进性教育活动打造成为景区最亮丽的党建风景线，把先进性教育活动变成推动景区旅游大发展的“助推器”。
