年，在上级党委政府和市委的正确领导下，在班子成员和同志们的支持和配合下，我坚持以邓小平理论、“三个代表”重要思想为指导，认真贯彻科学发展观，牢牢把握“全党抓经济、全民抓创业、关键上项目、努力创环境、党建作保障”的总要求，加强自身建设，落实领导责任，强化协调服务，圆满完成了各项工作任务。现将一年来所做的主要工作汇报如下：

一、围绕中心、服务大局，切实履行岗位职责

坚持以工作大局为重、协调沟通为先、服务满意为荣，一心一意干事业，精益求精抓落实，较好地履行了各项工作职责，取得了良好成效。

（一）致力于三个满意，强化综合协调服务。作为市委办公室常务副主任，我始终把自己的工作定位在“服务”上，以服务上级、服务基层、服务群众为指针，切实搞好综合协调，确保上情下达、下情上报，努力实现领导、同级和基层群众“三个满意”。一是围绕“抓重点、抓关键”，从黄帝故里拜祖大典、黄帝文化国际等重大活动的协调，到上级领导到我市视察调研活动的协调等等，我都始终强化政治敏锐性，把握全局，统筹考虑，主动靠前，超前谋划，使各项重要活动和领导交办的事项能够如期圆满完成。二是围绕“保运转、保畅通”，积极配合市委各位常委开展工作，对市委做出的重大决策和交办的工作任务，迅速通过各种方式向有关领导传达转达，及时召集有关方面人员研究和部署落实措施，并及时收集四个班子、对上对下和重大活动、重要事务的工作安排和计划，进行合理安排，形成了“领导有力、分工明确、步调一致、协同配合”的工作格局。三是围绕“促发展、促和谐”，充分发挥上级党委与基层组织之间的纽带作用，在积极争取上级的指导和帮助的同时，高度重视与各乡镇、街道办事处、市直各部门的密切联系，及时搞好上传下达，认真接待基层干部群众，以高度的责任心协调解决好人民群众反映的实际问题。一年来，通过书记市长信箱、值班电话、干部下访、群众家访等，共为基层解决各类问题多个，得到了基层干部群众的一致好评。

（二）致力于三个提升，狠抓管理树形象。市委办公室是全市党政机关的枢纽和窗口，我作为常务副主任，时刻提醒自己，只有提升素质、提升效能、提升管理，才能做到树形象、作表率。为此，我们坚持以“按规矩办事、按程序运作、靠制度管人”的原则，积极推行目标管理、标准管理、责任管理等新模式，切实加强办公室内部管理，着力打造一支政治上靠得住、作风上过得硬、工作上有本事、群众中有威信的机关干部队伍。一是抓学习，提升素质。针对办公室综合业务的特点，结合工作实际，组织办公室人员利用周一例会学习和科室集体学习制度，采用观看名家讲座、各科室轮流主讲、相互研讨等形式，进行业务交流，切实增强党员干部的表达能力、应变能力、心理素质、综合素质。注重学习的针对性、实用性和实效性，为各科室发放领导干部选拔考试专用书籍。在年全市科级干部公开选拔素能测试环节中，市委办有位同志名列小组第一，先后有名同志通过公开选拔、竞争上岗走上了领导岗位。二是抓业务，提升效能。坚持以一流标准、一流效果为目标，创新服务方式，提高办事效率。如在文字材料上，年全年先后起草了市委全会、全民创业大会等大型会议领导讲话多篇，撰写各类材料多个，共计多万字;在会务组织上，建立了会务筹备协调机制和会前、会中、会后三个阶段工作流程，实现了各类会议的会务服务工作零差错；在公务接待上，坚持实施提前制订接待方案、事先协调每个环节、事中全程跟进服务的机制，做到了“接待规范有序、服务运转高效、后勤保障有力”；在督促检查上，不断创新督查工作机制，健全督查网络，改进督查方式，全年开展市委领导批示督查项，承办上级专项督查项，本级专项督查项，办结率均为%。机要工作荣获郑州市党政系统密码工作先进单位，信息调研工作获得郑州市党委系统政研工作先进集体，公文处理、督查、保密等工作，均保持了省或郑州市先进单位称号。三是抓制度，提升管理。坚持卫生检查评比制度，保持良好的工作环境；严格落实财务管理制度，对各类票据报销实行财务人员、业务分管主任、业务主管领导“三把关”审签，认真推行购物报告单和落实财物登记管理制度，对办公用品进行统一登记造册，避免公共财物的浪费和流失；完善车辆用车制度和汽车燃油定额制度，进一步加强车辆管理；规范机关上下班签到和交接班制度，杜绝个别懒散行为和缺岗断岗的发生；规范完善接待制度，所有接待活动都严格执行审批制度，并按照规定确定接待标准，切实做到有礼、有节、有度、有序。

（三）致力于三个创新，扎实开展黄帝故里景区党务工作。作为黄帝故里景区党支部书记，我克服工作琐碎、事务繁多等因素，和黄帝故里景区管委会班子成员一道，力求创新载体、创新服务、创新方式，切实加强各项党务工作。围绕创新载体，以打造“中华民族精神家园”为目标，在市委、市政府的正确领导下，成功举办了己丑年黄帝故里拜祖大典、国际旅游小姐相约新郑、己丑年“千人共拜、千香同燃”等重大活动，进一步扩大了黄帝文化在海内外的知名度和影响力。围绕创新服务，组织开展以“大兴学习之风、实施素质升位工程”为主题的培训活动，通过邀请专家授业指导、部门集中统一学习和个人自学的形式，创新学习载体，丰富学习内容，系统学习了礼仪知识、导游服务、景区经营业务知识，提升了景区服务水平;围绕创新方式，采取有针对性的工作方法，切实加强景区支部阵地建设，强化思想政治工作，使景区党员干部职工的政治业务素质得到了明显提升，各种党建规章制度得到了全面完善，科学发展观的意识深入人心。

二、严格要求、严格管理，认真落实党风廉政建设责任制

i am honored to address you tonight. on behalf of the graduating masters and doctoral students of washington universitys school of engineering and applied science, i would like to thank all the parents, spouses, families, and friends who encouraged and supported us as we worked towards our graduate degrees. i would especially like to thank my own family, eight members of which are in the audience today. i would also like to thank all of the department secretaries and other engineering school staff members who always seemed to be there when confused graduate students needed help. and finally i would like to thank the washington university faculty members who served as our instructors, mentors, and friends.

as i think back on the seven-and-a-half years i spent at washington university, my mind is filled with memories, happy, sad, frustrating, and even humorous.

tonight i would like to share with you some of the memories that i take with me as i leave washington university.

i take with me the memory of my office on the fourth floor of lopata hall - the room at the end of the hallway that was too hot in summer, too cold in winter, and always too far away from the womens restroom. the window was my offices best feature. were it not for the physics building across the way, it would have afforded me a clear view of the arch. but instead i got a view of the roof of the physics building. i also had a view of one corner of the roof of urbauer hall, which seemed to be a favorite perch for various species of birds who alternately won perching rights for several weeks at a time. and i had a nice view of the physics courtyard, noteworthy as a good place for watching people run their dogs. its amazing how fascinating these views became the longer i worked on my dissertation. but my favorite view was of a nearby oak tree. from my fourth-floor vantage point i had a rather intimate view of the tree and the various birds and squirrels that inhabit it. occasionally a bird would land on my window sill, which usually had the effect of startling both of us.

i take with me the memory of two young professors who passed away while i was a graduate student. anne johnstone, the only female professor from whom i took a course in the engineering school, and bob durr, a political science professor and a member of my dissertation committee, both lost brave battles with cancer. i remember them fondly.

i take with me the memory of failing the first exam in one of the first engineering courses i took as an undergraduate. i remember thinking the course was just too hard for me and that i would never be able to pass it. so i went to talk to the professor, ready to drop the class. and he told me not to give up, he told me i could succeed in his class. for reasons that seemed completely ludicrous at the time, he said he had faith in me. and after that my grades in the class slowly improved, and i ended the semester with an a on the final exam. i remember how motivational it was to know that someone believed in me.

2、乙方按月向甲方支付租金，其中第一个月租金在机械进场之日支付人民币。剩余的租金在设备进场后，每30天支付一次月租金，结束前三天内结算付清租金，如不能按期支付，则属乙方违约。

3、租金结算方式为现金或转帐支票。甲方开具收款收据。乙方如需开具发票，需另支付发票总额7%的税金。

四、维修及费用：

1、租赁期间，设备的产权属甲方，乙方有设备的所有权，没有抵押权。设备在使用期间的维修和配件费用由甲方承担，乙方应无偿提供辅助设备和人员帮助。

2、设备租赁期间，每月有3天维修保养时间，超出3天以上的天数，按天计减租金。甲方不承担设备维修保养期间的施工连带损失责任。

3、租赁期间，设备的燃油、水、电由乙方承担。

五、甲方的权利和义务：

1、甲方按本合同第一条第一款向乙方提供性能良好的设备和操作人员，并在租赁期间符合约定用途。

2、甲方的操作人员应服从工地现场指定的管理人员的安排，遵守工地的现场管理制度，配合工地顺利完成施工任务，严格执行设备安全操作规程。操作人员不承担施工技术责任。

3、甲方按合同收取租金，如乙方不能按期支付租金，甲方有权停机或中止合同撤回设备，因此造成的损失由乙方完全承担。

4、甲方应保证在租赁期间，不被第三人主张权利，甲方不承担由乙方风险原因(包括停工待料、施工质量、天气原因等等)造成的损失和责任。

5、甲方委派设备操作手名，日常工资由甲方承担。操作手加班费由乙方承担，没有甲方同意，乙方不得借给操作手任何由甲方承担的费用。否则，甲方视为乙方发给操作手的奖金。

六、双方的权利和义务

1、乙方承担操作手的食宿费用，负责设备及操作手的安全管理。

2、乙方应按合同支付租金，逾期支付属于违约。

3、乙方承担设备在乙方租赁期间，非甲方原因导致的风险及责任(如被盗、损毁、被扣押、其他人为损坏或导致他人人身财产伤害等)。

4、甲方设备在使用期间如发生严重故障影响施工，乙方有权要求退机。但甲方不承担其他连带责任和损失(如：废料、其他设备的台班费、乙方从第三方调设备的费用等)。

5、乙方不得强迫操作手违章作业，疲劳作业。乙方应承担，因乙方安排不当或操作手疲劳作业造成的施工质量及人员伤害的损失和责任。

6、租赁结束，乙方应保证设备安全退场，否则，视为本合同继续履行，并按设备在工地滞留的天数承担甲方租金。

7、乙方否则提供场地，提供合格的水、电到机械，并承担其费用。

七、设备运输和费用：

1、运输方式：汽车运输，进场由甲方组织汽车，退场由乙方组织车辆。

2、运费：设备进场费由乙方承担，如租期不超过三个月，退场费也由乙方承担。租期超过三个月，退场费由甲方承担。
