景区管理中心工作总结及工作思路

2010年是 “中国生态旅游”主题年，也是清溪景区管理中心设立的开局之年。09年是“山乡巨变第一村”实现大突破、谋划大发展、观念大更新、体制大创新、和谐大构建的一年。清溪景区管理中心在区工委、管委会的正确领导下，坚持以党的十七大精神为指导，以树立和落实科学发展观为统领，以建设社会主义新农村为动力，为实现清溪景区“三个一”的建设目标，模范贯彻全省旅游工作会议精神，抓住成立益阳清溪文化旅游经营开发有限公司和清溪景区管理中心筹备办公室的新机遇，真抓实干、艰苦奋斗、创新工作，大力发展旅游、进一步优化农业产业结构调整，不断强化清溪基础设施建设，规范经营管理秩序和加强景区精神文明建设，紧紧围绕清溪景区的建设、经营和管理，全面构建和谐景区，在促进山乡巨变第一村提质升级的征程中迈出了可喜的一步。

一、09年 平台构建，成效显著

清溪景区自10年9月开园以来，基础设施建设取得了跨越式发展，“山乡巨变第一村”引跑省内乡村旅游，为清溪村社会、经济全面发展搭建了良好的平台，其作为核心景区的拉动辐射作用明显。我们在坚持“完善基础设施，形成产业特色，培育新型农民，建设和谐乡村”的基础上，按照年初工作会议的精神，以“着力景区提质，完善配套设施，扎实推进产业，促进平衡发展”为指导思想，工作成效显著：

（一）旅游经济快速健康发展

一是景区经济发展大提速。开园一年来（10年9月到09年9月），共接待游客70万人次，其中09年接待游客30.23万人，其中团队（含旅行社）接待103批次，政府考察团队120批次，门票收入23.3万元。形成旅游产值5300余万元，景区村民人均纯收入预计达7600元。

（二）农业农村工作成绩喜人

一是土地流转效果显著。景区坚持把农业产业结构调整贯产业发展始终，积极引导农民围绕旅游活动和地方特色，调整农业产业结构，大力发展特色农业、生态农业。清溪村土地流转效果显著，形成了百亩荷塘、百亩果园、百味果蔬园“三园特色”。09年景区管理中心经营“百味果蔬园”种植果蔬30余种，增添景区生态旅游景观的同时丰富了游客采摘体验特色，景区成功申报为“湖南省农业旅游示范点”、“湖南省特色景观旅游名村”。

二是生态建设再上新台阶。为营造村民宜居，游客舒适的休闲环境，就必须在自然生态建设上下功夫。景区按照居住特点，逐点逐片规划建设，把庭院建设和乡村旅游结合起来，形成“在新农村建设中建景点，在景区开发中建新农村”的局面，引导村民对庭院进行了卓有成效的改造（围园栅栏、修园种菜、栽花种草），使得民居改造和庭院建设相得益彰；同时加强对景区环境的绿化、美化，开展“万棵茶树进清溪”植树活动，全面改善村容村貌，推动景区景观升格。现已获湖南省“省级生态村”的称号，并申报了国家环保专项资金，正在申报“全国生态文化村”。

三是农村建设、国土环保、景区管理等得到进一步夯实。景区管理中心协同上级相关部门完成了清溪景区土地利用总体规划，认真执行土地利用总体规划和年度用地计划。完成了对《山乡巨变第一村景区总体规划》的评审工作。制定景区设施维护管理制度，通过全民教育，进一步规范了农村房屋新建、改建行为，严格按照土地使用审批和房屋构建审批程序办理，从严控制景区建设。

四是项目建设有序推进。山乡巨变第一村二期项目建设开发按照湖南省旅游 “251”工程建设项目计划有序推进，09年完成投资490万元，新建旅游观光车专用游道800米、停车场3处，共3000平方、添置电瓶车3台、农耕文化体验园建设初具雏形，新增体验水车18台、民俗艺术广场乐器服装一套，均投入使用。清溪源头瀑布建设、售票处建设等正有序推进，为明年清溪创建国家aaaa级景区打好了坚实的基础。

五是村民素质大幅提高。为加强对景区村民的教育培训，增强景区居民的主人翁意识、经营管理意识、文明意识，给游客提供优质的服务。09年我们借助远程教育、乡村清洁工程、学习实践科学发展观等活动，共组织党员干部、村民群众学习培训20余次，发放资料300多份，建立了设施维护管理制度，村民服务意识、经营水平明显提高。引导村民树立健康文明的休闲娱乐方式，人民群众的文化生活不断丰富，露天电影、百人舞会、清溪村腰鼓队搞得有声有色。景区的建设、开放发展，极大促进了村民素质的提高。

（三）乡村生态旅游构建发展平台

10年，山乡巨变第一村作为湖南省文化旅游产品开发的一个靓点，“中国首届乡村文化旅游节”的成功举办，让山乡巨变第一村享誉省内外。09年来，清溪村乡村旅游的发展升温，接待省内外新农村建设考察团120余批次，各级领导在清溪视察，对清溪景区建设均给予了充分的肯定。6月2日，春贤书记在景区视察时高度评价景区“房子有特色、路标有文化，是一个真正的山乡巨变第一村”。随着景区建设、管理、经营的逐步完善，清溪景区也渐渐由省内向省外，由国内到国际的平台跨越。11月18日，阿根廷方案党国际关系处书记迭戈.格拉尔一行来景区参观；11月19日至21日，韩国南海郡政府郡守郑炫台、议长李在烈一行来山乡巨变第一村考察交流；12月1日，尼泊尔共产党（联合马列）政治局委员克沙夫•普拉萨德•巴达尔率尼泊尔政党干部考察团一行10人，考察山乡巨变第一村新农村建设、基层党建情况；12月10日，以色列驻华使馆政治与新闻官员柯楷仪、以色列国驻华使馆新闻处高级助理李燎原、中国友协亚非部副主任陆学志一行考察山乡巨变第一村，均对清溪景区的建设给予了高度评价，这类集中性的外事交流活动极大的促进了山乡巨变第一村向高层次平台跨越。
