5、积极争取中央、自治区旅游专项资金支持。今年以来，通过立项、申报，加大工作协调力度，共争取到中央、自治区旅游专项资金4480万元，其中中央资金400万元，自治区资金4080万元，分别用于苏峪口、岩画、中华回乡文化园等景区基础设施配套和规划补足，有力地推动了景区项目建设。

一、抓学习，促转变，全面提升干事创业水平。

按照县委统一部署，我委从3月下旬以来，开展了以“深入学习实践科学发展观，谋求景区跨越发展”为主题的学习实践科学发展观活动。学习实践活动中，党工委高度重视，全体党员、干部积极参与，有力地促进了党员干部的思想作风建设、促进了各项工作的协调发展，全体干部职工传承拓荒精神，转变工作作风，创新工作思路，健全机制体制，不断优化环境，解决突出问题，全面提升了干事创业水平。

1、加强学习，提高干部素质。常言道，“不学无术”。管委会要求全体干部坚持把学习摆在首要位置。一是加强政治理论学习。坚持开展中心组学习，主要学习了科学发展观和xx届四中全会精神，建设部门以及县委、县政府的各种会议精神，进一步提高了领导班子把握大局的能力和领导水平，进一步提高了全体干部思想政治素质。二是加强业务知识学习。坚持组织干部每周轮流讲课，主要宣讲旅游发展、风景名胜业务及法律法规等知识;要求全体干部坚持每天业余学习2小时，通过报刊杂志、网络、媒体等渠道学习景区管理专业知识;积极参加全国风景名胜区协会会议和交流活动，先后到浙江千岛湖、甘肃墩煌、福建武夷山等地考察学习。三是注重实践应用。要求全体干部开拓创新，努力探索景区管理方法，学以致用。一年来，管委会编发了《景区动态》5期，举办宣传栏2期，撰写调研报告7篇。通过学习，进一步提高了全体干部管理景区的业务水平，营造了人人向上、个个争先的良好氛围。

2、加强管理，促进作风转变。一是完善制度，实现有效管理。通过借鉴成熟景区的管理经验，结合自身实际，完善了《机关管理制度及实施细则》《财务管理办法》以及工作岗位责任制等一系列管理制度，进一步加强了机关管理，明确了岗位职责，使全体干职工作有章可循，切实提高了行政效能，实现了管委会内部有效管理。同时，制订了一系列激励机制，充分调动了全体干部职工的积极性和主观能动性。二是结合活动，切实转变干部作风。结合学习实践科学发展观活动，我们深入开展了“讲忠诚、树正气、优环境、促发展”，“行政效能建设年”，“和谐建设大行动”，“解放思想大讨论”等作风建设主题活动，切实转变了干部作风，创造了团结和谐、干事创业的良好环境。一年来，机关内无一例赌博、涉黄、涉毒、邪教组织活动事件发生。

二、高标准，严要求，科学编制景区发展规划。

规划是指导景区资源保护、开发建设的法律依据，坚持科学编制规划是风景名胜资源永续利用的有力保障。今年来，管委会努力克服困难，加快了规划编制进度。

1、完成了总规报批。通过近四年的努力，我们投入200余万元完成了总体规划的编制，在历经县、市、省级的一系列评审、修改完善后，于今年5月20日通过了国务院部际联席会议的审查。

2、启动了详规编制。投入35万余元编制了连云山景区的控详规划，组织了县、市级预审，并均获通过。同时，做好了福寿山景区控详规划编制的前期工作。

3、较好地协调景区开发。为了加快盘石洲的开发，县政府引进了湖南新华雅集团将其打造成“三湘第一村”，但开发商的开发方案与风景名胜区的规划要求有一定的分歧，导致其设计方案无法通过市级审查。加之该项目又是县政府招商引资重大项目，需要给予投资方尽可能的政策支持。面对此两难境地，管委会主要领导只得多次跑省、市，请专家，打报告，多方说情，耗去工作经费3.8万余元，才得以将本为二级保护区的盘石洲调整为外围保护区进行规划、开发。

三、想千方，排万难，全力推进基础设施建设。

景区要发展，硬件建设是关键。福寿山景区主干道思福公路建设是县委、县政府确定的重点工程项目，是管委会今年工作的首要任务。一年来，管委会千方百计，攻坚克难，积极筹措资金，全力加快工程进度。

1、严格管理抓质量。思福公路指挥部牢牢树立工程质量第一的意识，严把施工方进料关，施工前要求施工方对所用沙、石进行试验，含泥的沙石严禁进入施工场地。管委会副主钟立龙、管委委员高远文等工地管理干部不畏艰辛，每天日出而作，日落而息，与工人同吃同住，严把工程质量关。

2、全力以赴促进度。思福公路自开工以来，由于线路走向的改变、高山气候、冰雪灾害、工程难度大、资金困难等原因，工程进度缓慢。今年3月份，为加快建设进度，我委责令公路建设项目部更换了设备，新增了一个施工队，实行二班倒，日夜施工，日完成路面硬化300米以上，有效促进了工程进度，确

保了年初拟定的目标如期竣工。

3、警钟常鸣抓安全。工程工地炮声隆隆，尘土飞扬，车来人往，每天施工车辆达60余部，附近居住村民达3000余人，经常进山劳作，存在诸多不安全隐患。为确保工程安全，指挥部安排一名专职干部抓安全，发放安全告示，规定放炮时间。放炮时严禁村民进山活动，严禁小孩在放炮地段玩耍。项目部配安全员一名，炸药实行专人管理，严禁炸药流向社会。同时邀请安全部门派专员不定期到两个标段进行安全检查。由于措施得力，防患得当，整个工程安全事故为零。

4、艰辛筹措保支付。该工程总投资需2530万元，在省开发银行的贷款因国家宏观调控目前无法到位的情况下，面对巨大的工程款压力，管委会积极多方筹措，跑国家部委、省、市100余次，争取召开县长办公会多次，共筹集到资金1130.5万元。尽管如此，但筹集到的资金尚不足工程总造价的50%。管委会领导班子一方面千方百计联系渠道争取资金，一方面及时化解社会矛盾，确保工程质量和进度，保证了工程于7月30日如期竣工。7月初，工程接近尾声时，由于公路建设项目部拖欠材料款、运输费200余万元，导致材料供应商、货运商前来阻工，强烈要求支付其费用，工程建设面临停工，最后风景区管委会只得担保以项目部立据向县信用联社贷款150万元才解决问题。

此外，我们还投入260余万元完成了全长6.1公里的白水湖景区环湖公路的路面硬化改造;争取交通部门支持启动了思福公路的安保工程，成立了思福公路养路工班，开始了养护工作。

四、重宣传，严执法，有效保护风景名胜资源。

珍贵资源就是风景名胜区的生命。自《风景名胜区条例》颁布以来，管委会坚持深入贯彻落实，切实加大景区资源保护力度，确保风景名胜资源的永续利用。

1、扩大宣传，提高资源保护意识。我们以《风景名胜区条例》的颁布为契机，主要领导亲自抓，分管领导具体抓，及时组织各景区、景点，各单位、群众，广泛进行专题培训学习，并深入开展贯彻活动，共计组织专题知识讲座14次，张贴标语3000余幅，派出宣传车46台次进行巡山宣传。通过《条例》宣传促进综合整治，使广大群众和游客更深入体会到贯彻《条例》的重要性和必要性，“保护第一”的观念深入人心，极大地提高了群众、游客的资源保护意识。

2、严格执法，查处违规违章建设。在核心景区实行五个严禁，即严禁砍伐林木，严禁买卖土地，严禁乱搭乱建，严禁乱挖土石，严禁狩猎。同时，冻结区内所有建设用地，包括老百姓建房用地，严格实行建设项目审批制度，对重大项目实行环境影响评价审批制度。

今年我委组织相关部门出动1000余人次，对120余户居民和集体建房、林木采伐进行了实地堪察、审批、监管，同时查处非法林木砍伐、建房、采矿、取土(石)等47起，耗费资金18万余元。特别是3月18日，接到群众举报景区白寺村内有人盗采石头后，我委组织协调县国土资源执法大队、安定派出所、交警二中队联合执法，出动警力、工作人员100余人，租用挖机2台，通宵追查，成功截获不法分子非法采盗的珍贵岩石10车，约80吨。

同时，为统一景区建筑形象，我们设计了风景名胜区居民住房的模式，并做好了前期的宣传和部署工作。

五、强形象，拓渠道，切实加大招商引资力度。

招商争资工作是目前风景区工作的重中之重，我们深刻认识到风景名胜资源得到有效保护，创造好基础条件后，必须尽快搭好运营框架，实现效益，而要产生效益就是要得到合理的、良好的开发，也就必须把招商争资放在首要位置。因此，今年我委将招商争资工作作为管委会的头等大事来抓，坚持围绕“内强形象，外拓渠道，优化环境，从紧从快，引大引强”的工作思路，切实加大招商引资力度。

1、成立工作小组，强化领导责任。今年初，我委成立了以主任陈骏原为组长，常务副主任李剑卫为副组长，副主任周阳波、喻荣卫以及规划、财务负责人赖豪杰、胡跨纲等为成员的招商争资工作小组，并制定了详细的工作计划，进一步明确了工作任务，强化了领导责任。

2、广泛发动，拓宽招商争资渠道。招商争资工作是一项长期的、系统的工作，必须博采众长，集思广益，我委坚持广泛发动，调集各方力量，着力拓宽招商争资渠道。一是发动干部。召开了招商争资动员会，要求全体干部统一思想，认清形势，做到“千斤重担众人挑，人人身上有指标”。二是调动乡友。通过多方搜集平江在外成立的商会、办事处以及事业有成的大老板的资料，建立联系册，以寄送资料、发邀请函等方式吸引他们回乡创业，引荐投资，支持家乡发展。三是以商招商。加强与湖南新华雅集团等已落户企业的联系，热忱服务，融洽感情，充分发挥“活广告”作用。四是上门招商。加强与跟踪了两年的驷马集团的沟通，做到“一周一电话，一旬一上门”，紧紧咬住不放松。但目前由于该公司老板因个人问题公检法介入调查，导致合作事宜暂时停止。

3、树立形象，全面展示资源优势。宣传是招商引资不可或缺的有力手段。为全面展示景区资源优势，提高知名度，扩大影响力，我们继续加大了宣传力度。一是做好项目包装。投入近4万元，聘请专业设计公司重新设计并制作了集招商手册、宣传画册、风光影片于一体的精美套装;二是利用网络媒体宣传。将现有网站进行了改版，并在百度上购买关键词进行网站推广;在中国旅游招商网、中国旅交所、颠峰智业机构等大型网站上发布招商信息1000余条;加入中国风景名胜网，制作了专门的分景区平台，加大了网络招商信息发布量。同时，以信函、网络等多种方式联系全国二十强旅游业投资商，邀请其前来考察投资。4月14日，通过县体育局的介绍，我们接待了香港耀丰洋行公司一行前来景区考察，并得到该公司的认可，目前正在跟踪协调。

六、办实事，求实效，努力做好各项其他工作。

管委会作为隶属于县政府的行政事业单位，在承担着风景名胜区规划、资源保护、管理和开发建设等职能的同时，也必须又好又快、如期如质地完成县政府下达的各项工作任务。今年来，我委以“办实事、求实效”为准则，严格要求，努力做好各项其他工作。

1、新农村示范点工作。按照县委、县政府的安排，我委负责联系、指导风景区内吉星村的新农村建设工作，根据科学发展观的要求，我们坚持做到三个结合，即景区村建设与新农村建设相结合，近期规划与中长期规划相结合，部门支持与群众自发相结合，全面推进该村新农村建设工作，使农民群众得到了实惠。今年来，我们立足办好六件实事，共下村召开会议3次，走访了群众100多户。一是做好了一个规划。结合风景名胜区总体规划，现已完成了吉星村村庄建设总体规划初稿。二是开展了一项行动。即清洁家园行动，在每个大型屋场建有一个垃圾池(桶)，并配备一名志愿者处理清运垃圾。三是修好了一条公路。筹集资金20余万元，对风景区主干道至吉星村吉家组1.5公里道路进行了路面硬化改造。四是架好了一条线。筹集资金30万元，对吉星村全线进行了农网改造。五是改造了人畜饮水工程。筹集资金18万元，实施了吉星村人畜饮用水改造工程。六是壮大了一个产业。即旅游服务业，全年发展农家乐4户，接待游客1万余人次。同时，还开发了旅游产品——高山云雾有机茶。建党节前夕，我委开展了“一帮一送温暖，结对帮扶显真情”活动，每名干部给困难党员或群众送去了100、200元不等的慰问金，并仔细询问了他们生产、生活中的困难。

2、社会综治工作。坚持 “以维护稳定为目的，游客满意为标准，严打为重点，法制教育为手段，创安活动为载体”的工作思路，坚持“打防结合，预防为主”的方针，严厉打击各种破坏资源违法违规事件，根据《中央、国务院关于进一步加强社会治安综合治理的意见》《湖南省社会治安综合治理条例》和《岳阳市社会治安综合治理一票否决权制实施办法》规定，紧密结合景区实际，认真制定工作计划，落实各项综治措施，加强组织和制度建设，加强和完善社会治安综合治理工作机制，为景区健康、稳定发展，营造了一个良好的社会治安环境。

此外，我们还积极配合各相关部门、思村乡党委政府等单位努力做好各项其他社会事务工作。

回顾一年来的工作，虽然取得了一些成绩，但也存在一些问题和不足，主要表现在：景区管理体制不顺，工作协调难度大，严重制约了管委会履行资源保护、开发利用等职能;景区基础设施、旅游配套设施亟待完善;招商引资力度有待加大。

风景区管理委员会工会上半年工作总结

20--年是天遂的开局之年，更是天灵公司检票班工作的开局之年，虽成绩显著，但经历艰辛。首先感谢我们有好的领导，也感谢我们班所有成员的团结互助、认真积极的工作及各项付出。船的行驶在舵手，天灵公司检票班在集团公司、分公司和景区管理部的正确领导下开展工作，开拓出20--年度的各项工作：

一、日常工作，抓思想管理

1、组织召开班组例会25次：例会总结本周工作，听取员工工作情况，指出员工在工作中的不足，讨论并提出改正意见，布置下周工作。多开会，多总结，多指出，最后达到工作团结一心，做好本岗位职责。

2、组织员工学习培训近十期：原《员工守则》第七条至第十条内容，主要内容为员工仪容仪表及礼仪;《员工休假管理办法》和《集团公司员工劳动纪律》，强化员工日常工作和休息管理;林永匡教授《21世纪旅游文化产业发展的创新之路》，让员工了解什么是旅游，遂宁旅游如何发展，及旅游发展的特色，意在增长班内员工的旅游文化知识;《神秘遂宁八大奇观》旅游文化知识，意在强化我们做旅游的人了解本土文化，能够更好的将遂宁特色及市情介绍给游客，提高遂宁旅游发展的知名度;学习《开展“平安景区”创建活动实施方案》，本班成员能够利用一线岗位优势宣传“平安景区”，与游客共同创建“天灵平安风景区”等。

3、协调团结互助：了解员工与员工间的关系，调节同事间的团结互助，与“兄弟班组”和部门间的团结互助，做到以“企业为家，分工不分家”的思想。

4、开导并分担班组成员的委屈：景区周边环境复杂，几乎所有检票人员都受过至少20次以上的委屈(游客对景区门票价格的不理解，游客对工作人员的服务工作的歧视，游客故意到景区滋事，景区周边居民以本地人为由强行进入景区或强行带人进入景区，野面的、野摩的到检票处滋事、闹事等)，及个别员工还受到威胁或身体受到创伤等;劝导成员工作第一，个人安全更重要，千错万错游客“没错”，我们做的是服务工作。

5、班内软件资料整理和建立：《景区来访登记》、《管理部与安保部物品交接》、《岗位电话使用记录》、公司及班内各种工作预案、会议纪要和培训材料、班内排班表、公司通报等，做到管理有理有据，检察有条有礼。

二、团队业绩，促团结协作

1、协助安保人员补票：安保人员协助检票岗位维持正常秩序，分工不分家，检票人员协助安保人员补票、森林防火等，如2月份一次风水苑补票720元(16个外地游客、2个老年游客)，5月份一次和尚坟补票240元(12个游客，5月份对外半价优惠)等;6月份一天中午主检票口接到索道工作人员报和尚坟处着火，检票人员全体男同胞主动出击，并通知安保人员，且协助安保人员扑灭火势等。

2、配合售票组补票30余万，景区临时票口的设立，极大的方便了游客的购补票，完善了景区的服务功能，更好的留住了游客在景区的旅游量。

3、完成全年各大国假及三大香会节的游客接待，做到了无重大事故、无服务质量投诉。

4、组织班内成员参加集团公司会议及培训多次，次次均为重点，运用最多的是员工礼仪培训，和岗位游客接待中的“五声服务”，员工受益非浅。

5、班组成功喜迎庆祝祖国60周年，以多种形式庆祝，如认真做到本职工作，参加公司组织的观看《建国大业》爱国主义教育等。

6、制定和运用VIP接待流程：和公司各部门密切配合，做到VIP接待的顺利圆满，极大的树立了旅游景区作为市委市府对外交流、宣传的重要形象作用。

7、接待集团公司成渝新干线团队90余个，本外地游客接待量3500余人。

8、顺利完成市委市府创“国卫”通过，接待市检、省检、国检创卫小组数次，为“国卫”创建工作争分，并争得荣誉。

三、游客接待，创四项“之最”

1、全年景区游客接待量达150余万人次(含寺庙信众、居士等)，本年度是景区对外开放以来游客接待量之最;

2、预计20--年全年检票额近400万，是灵泉景区(天灵)历史门票销售额之最;

3、20--年春节大年初一，西山门检票额3000余元(门票5元/人次)，创西山门检票额之最;

4、20--年“6.18”香会节期间，景区检票额33万，阴历6月18晚游客接待量同本年春节大年初一差不多，门票检售和接待量均是历年“6.18”之最;

四、两项正在完成的工作

1、“平安景区”创建：班内成员大力宣传、多角度完善，如森林防火、高香鞭炮禁入、景区内环线车辆不能下山等，和游客协调沟通，做到景区与游客共建。

2、配合市委市府创“全国绿化模范城市”：做到班内应尽的宣传、接待。

五、对景区发展提出两项建议

1、灵泉湖水上升降舞台运用：邀请社区老年娱乐队，每周(周末)游客量最多的日子，进行数小时的文娱表演，公司可以提供一定资金的有偿费用，以增强老年游客在景区的停留时间。

2、公司可以增加一定数量的娱乐性项目，以满足中、青、少游客层的消费需要。景区现有风水苑处空地一块。
