赴澳大利亚机械化旱作节水农业考察报告范文

据中澳两国农业部的技术交流合作协议，由农业部农机化技术推广总站组织的旱作节水农业考察团一行5人于7月28日至8月10日在澳大利亚进行了旱作节水及保护性耕作农业专题考察。考察期间，在澳农林渔业部工作人员的精心安排和陪同下，先后深入到维多利亚州、新南威尔士州、昆士兰州的水资源管理机构、可持续农业灌溉研究院、农业大学、农机生产企业、农场等部门参观访问，与有关管理、科研人员和农场主、企业负责人等进行了广泛的座谈和交流，并受到了他们的热情接待，使考察活动取得了圆满成功。现将考察到的有关情况报告如下：

一、

澳大利亚机械化旱作节水和保护性耕作技术现状

澳大利亚全国具备灌溉条件的耕地面积占总耕地面积的15%，其余为旱作农业区。为了充分利用土壤水份和提高土壤对降水的利用，促进农业生产效率的提高，澳大利亚的农业科技工作人员探索出了农机固定道作业、免耕等技术体系。

(一)旱地农业固定道机械作业模式(controlled traffic)

在澳大利亚由于土地实行规模化、集约化经营，农业生产基本上是全程机械化作业，为了提高机械作业效率，各农场普遍采用动力在100马力以上的大型农业机械。同时，由于大型机械反复在耕地上作业，损失了部分机械动力，会造成土壤压实、不利于降水入渗等，影响了农业生产效益。经过多年研究，昆士兰大学总结了一套固定道机械作业模式。该项技术主要是通过在农田中根据机械作业幅宽，所种植作物的行距等，建立一套定宽度的机组作业固定道，每次在田间作业的机组动力驱动轮和机具承载轮都在固定道上行走。

固定道自从1992年开始研究以来，到目前在澳大利亚推广应用的种植面积大约有50万公顷，固定道宽度普遍为3m。实践证明，采用固定道作业可以提高机械作业效率，从而减少大型农业机械使用中的功率损失(相当于减少油料消耗)，增加田间土壤的蓄水能力，减少地表径流，同时增加单位面积产量，可促进农业生产的可持续发展。目前昆士兰大学与中国农业大学、山西省寿阳县进行了这方面的技术合作，并在山西省寿阳县建立了示范区，取得了预期的效果。

(二)土壤盐碱化的治理与水资源管理

总体上说，澳大利亚是一个水资源比较缺乏的国家，大部分农业区常年降雨量在500毫米左右。历史上由于在重点农业种植区，采用各种灌溉措施，对水资源的利用不尽合理，导致在一些灌溉农业区出现了地下水位上升，土壤严重盐碱化的趋势。为了控制地下水位的上升，减少盐碱化对种植区生产的影响，目前在这些重点农业区采取了控制灌溉用水量，引灌水与地下水混合施灌及配套的排水措施。主要有：

1.严格管理控制灌溉用水。目前澳大利亚东南部水资源的管理采取了政府指导下的企业化管理模式。我们访问了其中维多利亚州的goulburn---murray

water机构。该机构围绕政府对当地水资源保护和利用的有关政策要求，在当地主要用水大户农场主参与的水资源管理委员会的协调监督下，通过向管辖区内的用户(主要是农场主)收取一定费用来进行自负盈亏的企业化经营。该机构经过多年建设，在灌溉区建成了一套完整的输水和蓄水系统，实现水的统一调配供应和管理。每年该机构根据水资源总量为各用户测算一个合理的灌溉用水量，为每一个用户(农场)设立一个用水计量仪，限量供水。由于水资源属于国家，灌溉农场打井取水也受到严格限制，需要经过水资源管理机构初审并进行钻探和样品检验之后，方可决定能否打井取水，这一措施有效地控制了地下水的开采。该机构在控制用水总量的前提下，鼓励不同水用户之间相互转让用水额度，根据各自的生产需求调剂用水余缺。

2.注重灌溉水的有效利用和技术发展。在澳大利亚部分实行漫灌方式的农场中，一般每一片灌溉地的低洼位置都建立一个蓄水坑，让灌溉水自然渗排，这样既减少了灌溉水的下渗量，又可以将灌溉渗排的水集中起来重复利用;在部分有条件的农场，大量采用大型移动式喷灌机械进行喷灌作业，主要是中心支轴式喷灌机械，作业效率高、效果好，也节约了大量的灌溉用水;另外一种灌溉方式是将灌溉水和地下盐碱水适度混合灌溉，即节约了引流灌溉水，又可以通过抽出地下水来降低地下水位;第四种灌溉方式是将城市污水经过部分专用耕地进行生物过滤处理，用于大田农业灌溉，该项技术目前正在我国天津市武清县进行合作试验。

(三)

免耕、少耕及保护性作业的研究及应用

为了减少对耕地表土层的反复碾压而带来的物理性状的破坏，最大限度地减少失墒，在澳大利亚农业生产中，大量采用免耕、少耕及秸秆覆盖、倒茬轮作等保护性耕作技术。目前澳大利亚大部分旱作农业区的田间耕作基本上用翼形铲取代了铧式犁，进行不翻动土壤的浅松作业，疏松地表层10~15cm的土壤(播种时同步进行施肥作业)，这样既能切断上茬作物和杂草的根系消灭杂草，又疏松了土壤，利于下茬作物根系的发育，另外还降低了生产成本。

乙方之前所缴纳的费用按签证成功处理;

2、乙方根据及时交纳相应费用;进行各项准备工作;

3、乙方在接受甲方推荐的专业和学校之后，不得随意改动。

如乙方坚持要更换学校或专业，由此引起的费用及损失由乙方或其国内监护人负担;

4、乙方应与甲方保持畅通的通讯联络，乙方收到任何与甲方申请有关的文件应及时通知甲方。

否则，如因上述原因造成的损失及延误由乙方或其国内监护人负责;

5、乙方自行承担相关公证，翻译，办理护照及使馆签证等费用。

第三条 经济条款乙方向甲方交纳全部费用共计人民币_________元及学校注册费;

1、双方签订本协议的同时，乙方需向甲方支付校方申请费人民币_________元，第一笔服务费人民币_________元及学校注册费;

2、乙方在获取校方通知书时，需向甲方支付第二笔服务费人民币_________元及学费押金(如因乙方原因未去该所院校学习或中途退学，或乙方违返学校规定被校方开除或违返________法律等乙方自身原因造成乙方没能在所申请的学校完成学业，学费押金不退还)

第四条 退费原则

1、如未能取得所申请院校之入学通知，甲方负责退还乙方所交全部费用;

2、如签证失败，公司在确认签证失败后，乙方提出终止协议起二周内，甲方凭收据退还乙方所交除学校申请费以外的全部服务费及全部学费押金;

3、如因乙方中途退出或没有上推荐学校，乙方已交纳给甲方的服务费用概不退还，乙方交纳的其他费用按照学校规定处理;

4、如涉及退费事宜，甲方仅对其直接收入之款项进行处理。

第五条 违约责任

1、在申请中，乙方如提供虚假材料，视为违约，由此而未能达到留学目的，且造成损失及责任者，全部由乙方或其国内监护人承担。

2、除签证失败以外的任何原因，乙方不得中途退出，终止协议。

否则所造成的损失由乙方或其国内监护人承担;

3、如乙方违反学校的规定和所在国的法规造成损失及责任者，由乙方或其国内监护人承担;

4、如甲方针对留学事宜对乙方有任何欺骗行为，乙方有权要求甲方退还其所交全部费用，并终止本协议;

5、如乙方违反本协议之条款，甲方有权停止继续履行本协议，并扣留乙方所交之款项。

第六条 特别说明

1、乙方向甲方所交款项，应直接交往甲方公司财务人员并由财务人员当面开具收据或汇至甲方帐户，凡没有甲方收据的，甲方概不负责;

2、学校对乙方的承诺(包括各项费用)，应以校方录取通知书为准，甲方不对甲方工作人员出示的宣传材料，广告文字等负法律责任;

3、乙方直接交往学校的款项及相应处理事宜由乙方自行负责。

第七条 生效条件本协议自甲方的法定代表人或其授权代理人和乙方在本协议上签字并加盖公章之日起生效。

乙方获得签证时终止。

Could I put myself in the life-threatening working environment? Could I sacrifice my life for the benefits of others? Some people may laugh at my crazy question. To me, that is a serious question I have come a long way to find my answer. “I am not sure whether it is worth to answer”; “What is the true meaning of that question?”

When I was a young child, I watched a soap opera that was about court. I was deeply impressed by the judge’s calmness and the lawyer’s eloquence and resource that were showed in this opera. From then on, I hoped to study law some day. Fortunately, I performed well in entrance examination and got enrolled into __ University. Then I chose law as my major without hesitation. At university, I studied hard and got GPA 3.4. What’s more, I broadly read all kinds of books, including philosophy, history etc. My teachers’ instruction strengthened my understanding of law and makes me understand the significance of law to a country. From my studies, I had a lot of fun and got more interested in law. Moreover, I actively participated in practice in holidays from common company to law firm and tried to apply the theory I had learned into practice.

This summer, I had my internship in counselor department in __ Group Co Ltd which was involved in a business contract dispute, which was submitted to China International Economic and Trade Arbitration Commission for arbitration. As a representative of the requested applicant, I took part in the evidence collection in the early arbitration stage and clearly explained why the 5% balance of goods was not paid on time. After knowing the whole case, I visited my teacher, an Arbitration Law professor, and listened to her opinions. Realizing the counterpart didn’t completely implement their contract duty, I gave reasons as follows: First, the counterpart company didn’t mention bearing issue, which caused that the delivered machines couldn’t be put into the plant because of the disqualification of workshop. Thus overhaul was necessary, which delayed production and resulted loss. Based on these reasons, the counterpart didn’t completely carry out its duty, so our party did not pay the balance on time. During this time, I found out the evidence and pictures that attested counterpart did not give reasonable suggestion and service, and made a statement in the court. Finally, the arbitration turned out that counterpart compensated our loss, in which the arbiters invoked the reasons that I stated. They had a panel made up of 3 lawyers and 5 company representatives as agents while we just had 3 persons—two lawyers and me. Under such condition, I was able to cooperate with them and clearly stated my opinions without any nervousness, which got their respect. This matter greatly inspired my enthusiasm on study.

In addition, I took part in the contact draft in several companies. In the process, when I met a lot of problems, I often turned to my teachers for help, which made good impression on them. As I cherished each practice, I studied my specialty and English hard. With effective study method and diligence, I did well both in English and law, which helped me a lot to get scholarship every year. On the other hand, my practice inspired me to study. In practice, I exercised my legal knowledge. I also realize the big gap between theory and its application—sometimes I have master the rules but I didn’t know how to use it in actual case. My practice experiences have not only strengthened what I learned but have supplied new knowledge for me, which is good for my future study and career.

In my study and practice, I admired outstanding lawyers’ eloquence and jumping thinking more and more. However, in China, most of lawyers come from theory study and those who can perform well in practice are insufficient. Moreover, after the China’s entrance to WTO, there are a lot of problems with Chinese law. I think, my internship experience is not enough. In practice, I could combine substantive law with procedural law to analyze case, but I still feel my theoretical foundation is not solid enough. What’s more, comparably speaking, the chances that I have to initiatively study and practice are not a lot. Thereby, I am eager to study further abroad to know more about foreign law, thoughts and lawyer career so that I am able to stand out in fierce competition.

It was a rare privilege he earned with his nearly impeccable academic performance through the years of his elementary and secondary school.

He impressed me almost as he entered into my university, a major cradle of china s scientific and technological talents. At the time, members of the Gifted Class all had to spend half a month studying by themselves the principles of calculus and then take an exam so that we could evaluate their self-study capability. Mr. Ren scored the highest grade in that exam. He also exhibited a keenly whetted mind during class discussions. To my regret at the time, his English was not as good as his mathematics or physics. But I noticed he made a point of working especially hard in improving his English during his five undergraduate years with us. By now, he seems to be at least as proficient in English as most of his former classmates in the Gifted Class.

In my experience with Mr. Ren, I was impressed with not only his extraordinary intelligence but also his ambitions and persistence. I am sure that Mr. Ren will be an outstanding student in any doctoral program that he may care to enroll in. 一、服务项目及费用

第四条 受托人提供的服务包括：

二、受托人义务

第五条 提供信息

1.受托人承诺向委托人提供的出国留学信息、宣传介绍材料、广告等，内容真实。

2.受托人应当向委托人介绍前往国家的教育制度、留学政策、留学签证政策和申请留学院校的性质、办学资质、入学要求、入学申请程序等基本情况。

4.受托人应当告知委托人申请留学院校的收费项目、收费标准和缴纳费用的办法。

第六条 申请入学

1.受托人代为委托人办理入学申请手续。

2.受托人指导或为委托人办理缴纳报名费、学杂费等有关费用的手续。

3受托人应当及时向委托人报告办理入学申请的进展、结果。

第七条 办理签证

1.受托人指导委托人进行签证申请准备，协助委托人办理签证或入境批准文件。

第八条 其他

1.如受托人为委托人办理申请入学、签证服务等，其收取的费用应在本合同第三条中介服务费中标明。

2.如受托人代委托人向国外院校缴纳报名费、学杂费等费用，受托人应向委托人提供收费方的符合法律要求的证明文件。

3.受托人对委托人提供的所有材料，均负有保密义务。除为委托人入学申请、签证申请的目的之外，不得向无关的第三方透露。

三、委托人义务

第九条 委托人应符合中国公民自费出国留学的条件，遵守国家关于公民自费出国留学的规定。

第十条 委托人向受托人送交的所有文件、材料和陈述的内容应合法、真实、有效。

第十一条 在留学申请办理过程中，如前往国家的留学政策、签证政策或申请留学院校的入学要求发生变化，委托人应根据新的要求，及时提供补充材料。

四、违约责任

第十二条 受托人和委托人应履行合同中全部条款，违约方应承担相应的违约责任。

第十三条 受托人违反合同条款造成合同无法履行，受托人不应向委托人收取中介服务费，并协助追回委托人向申请留学院校缴纳的学费、杂费等。

第十四条 受托人未能为委托人申请到拟留学院校的录取通知书，委托人有权解除合同，但应及时通知受托人。

第十五条 委托人为达成本合同目的而向受托人提供虚假文件材料，致使合同无法履行，受托人可以解除合同。

第十六条 由于委托人的违法行为，导致本合同无法履行，受托人可以解除合同。

第十七条 受托人因自身原因，可以随时要求解除合同,委托人已向受托人提供入学申请材料，受托人可以自行销毁。

五、不可抗力条款

第十八条 因不可抗力不能履行合同的，根据不可抗力的影响，部分或者全部免除责任，但法律另有规定的除外。当事人迟延履行后发生不可抗力的，不能免除责任。

本合同所称不可抗力，是指不能预见、不能避免并不能克服的客观情况，如重大自然灾害、瘟疫、战争、骚乱等。

第十九条 当事人一方因不可抗力不能履行合同的，应当立即通知对方，说明不可抗力的发生日期、事件性质，预计持续的时间及对该方履行本合同的影响，并应当自不可抗力发生之日起_____日内提供证明。

第二十条 对不可抗力所造成的影响，双方应及时协商解决办法和补救措施。因不可抗力不能履行合同的一方，应尽力采取合理措施减轻可能给对方造成的损失，否则应对由此而扩大的损失承担赔偿责任。

八、 生效及终止条款

第二十一条 本合同由委托人及受托人签署，自签字、盖章之日起生效。

第二十二条 本合同正本一式两份，具有同等效力，委托人与受托人各执一份。

第二十三条 双方履行本合同的权利和义务后，合同终止。

1、大队长由纪 律部门、卫生部门、升旗手、鼓号队四个组织各推荐一名优秀学生担任（共四名），该部门就主要由大队长负责部门内的纪律。

2、中、小队长由各班中队公开、公平选举产生，中队长各班一名（共11名），一般由班长担任，也可以根 据本班的实际情况另行选举。小队长各班各小组先选举出一名（共8个小组，就8名小队长）然后各班可以根据需要添加小队长几名。

3、在进行班级选举中、小队长时应注意，必须把卫生、纪律部门的检查学生先选举在中、小队长之内，剩余的中、小队长名额由班级其他优秀学生担任。

4、在班级公开、公平选举出中、小队长之后，由班主任老师授予中、小队长标志，大队长由少先队大队部授予大队长标志。

二、成员的职责及任免

1、大、中、小队长属于学校少先队组织，各队长不管是遇见该班的、外班的，不管是否在值勤，只要发现任何人在学校内出现说脏话、乱扔果皮纸屑、追逐打闹、攀爬栏杆、乱写乱画等等一些违纪现象，都可以站出来制止或者报告老师。

2、班主任在各中队要对中、小队长提出具体的责任，如设置管卫生的小队长，管纪律的小队长，管文明礼貌的、管服装整洁的等等，根据你班的需要自行定出若干相应职责，让各位队长清楚自己的职权，有具体可操作的事情去管理，让各位队长成为班主任真正的助手，让学生管理学生。各中队长可以负责全班的任何违纪现象，并负责每天早上检查红领巾与校牌及各小队长标志的佩戴情况。

3、大、中、小队长标志要求各队长必须每天佩戴，以身作则，不得违纪，如有违纪现象，班主任可根据中、小队长的表现撤消该同学中、小队长的职务，另行选举，大队长由纪律、卫生部门及少先队大队部撤消，另行选举。

4、各班中、小队长在管理班级的过程中负责，表现优秀，期末评为少先队部门优秀干部。
