调研报告的写作要抓好三个主要环节:调查、研究、报告。这三个环节中,调查是基础,研究是关键,调研报告的写作是把调查获得的材料所形成的观点,通过布局安排、语言调遣组织成文章。这里,调查与研究是辩证统一的关系。它们之间不仅相互作用,相辅相成,而且相互贯通。调查的目的,在于掌握大量、真实、全面的客观事实和具体数据,对基本情况有一个系统的了解;研究的目的是对已经获取的材料进行分析、研究,探索事物的本质和规律;报告则是在调查、研究的基础上,用书面形式说明结果。因此,可以说“调查”是“研究”的事实基础,“研究”是“报告”的理论依据,“报告”是调查、研究的具体体现。

一、调研报告的特点

1.调研报告——目的明确

调研报告不同于调查报告,是因为发生了某件事(如案件、事故、灾情)才去作调查,然后写出报告。调研报告的写作者必须自觉以研究为目的,根据社会或工作的需要,制定出切实可行的调研计划,即将被动的适应变为有计划的、积极主动的写作实践,从明确的追求出发,经常深入到社会第一线,不断了解新情况、新问题,有意识地探索和研究,写出有价值的调研报告。

2.调研报告——注重事实

调研报告讲求事实。它通过调查得来的事实材料说明问题,用事实材料阐明观点,揭示出规律性的东西,引出符合客观实际的结论。调研报告的基础是客观事实,一切分析研究都必须建立在事实基础之上,确凿的事实是调研报告的价值所在。因此,尊重客观事实,用事实说话,是调研报告的最大特点。写入调研报告的材料都必须真实无误,调研报告中涉及的时间、地点、事件经过、背景介绍、资料引用等等都要求准确真实。一切材料均出之有据,不能听信道听途说。只有用事实说话,才能提供解决问题的经验和方法,研究的结论才能有说服力。如果调研报告失去了真实性,也就失去了它赖以存在的科学价值和应用价值。

3.调研报告——论理性

调研报告的主要内容是事实,主要的表现方法是叙述。但调研报告的目的是从这些事实中概括出观点,而观点是调研报告的灵魂。因此,占有大量材料,不一定就能写好调研报告,还需要把调研的东西加以分析综合,进而提炼出观点。对材料的研究,要在正确思想指导下,用科学方法经过“去粗取精,去伪存真,由此及彼,由表及里”的过程,从事物发展的不同阶段中,找出起支配作用的、本质的东西,把握事物内在的规律,运用最能说明问题的材料并合理安排,做到既要弄清事实,又要说明观点。这就需要在对事实叙述的基础上进行恰当的议论,表达出论文的主题思想。议论是“画龙点睛”之笔。调研报告紧紧围绕事实进行议论,要求叙大于议,有叙有议,叙议结合。如果议大于叙,就成议论文了。所以要防止只叙不议,观点不鲜明;也要防止空发议论,叙议脱节。夹叙夹议,是调研报告写作的主要特色。

4.调研报告——语言简洁

调研报告的语言简洁明快,这种文体是充足的材料加少量议论的,不要求细腻的描述,只要有简明朴素的语言报告客观情况。但由于调研报告也涉及可读性问题,所以,语言有时可以生动活泼,适当采用群众性的生动而形象的语言。同时注意使用一些浅显生动的比喻,增强说理的形象性和生动性。但前提必须是为说明问题服务。

二、调研报告格式

1.调研报告的标题

调研报告要用能揭示内容中心的标题,具体写法有以下几种:

(1)调研报告标题——公文式标题。这类调研报告标题多数由事由和文种构成,平实沉稳,如《关于知识分子经济生活状况的调研报告》;也有一些由调研对象和“调查”二字组成,如《知识分子情况的调查》。

(2)调研报告标题——一般文章式标题。这类调研报告标题直接揭示调研报告的中心,十分简洁,如《本市老年人各有所好》。

(3)调研报告标题——提问式标题,如《“人情债”何时了》。这是典型调研报告常用的标题写法,特点是具有吸引力。

(4)调研报告标题——正副题结合式标题,这是用得比较普遍的一种调研报告标题。特别是典型经验的调研报告和新事物的调研报告 的写法。正题揭示调研报告的思想意义,副题表明调研报告的事项和范围,如《深化厂务公开机制 创新思想政治工作方法———关于武汉分局江岸车辆段深化厂务公开制度的调查》。

2.调研报告的正文。

调研报告的正文包括前言、主体和结尾三部分。

(1)调研报告——前言

调研报告的前言简要地叙述为什么对这个问题(工作、事件、人物)进行调查;调查的时间、地点、对象、范围、经过及采用的方法;调查对象的基本情况、历史背景以及调查后的结论等。这些方面的侧重点由写作者根据调研目的来确定,不必面面俱到。

调研报告开头的方法很多,有的引起读者注意,有的采用设问手法,有的开门见山,有的承上启下,有的画龙点睛,没有固定形式。但一般要求紧扣主旨,为主体部分做展开准备。文字要简练,概括性要强。

(2)调研报告——主体

这是调研报告的主干和核心,是引语的引申,是结论的依据。这部分主要写明事实的真相、收获、经验和教训,即介绍调查的主要内容是什么,为什么会是这样的。主体部分要包括大量的材料———人物、事件、问题、具体做法、困难障碍等,内容较多。所以要精心安排调研报告的层次,安排好结构,有步骤、有次序地表现主题。

调研报告中关于事实的叙述和议论主要都写在这部分里,是充分表现主题的重要部分。一般来说,调研报告主体的结构大约有三种形式:

横式结构。即把调查的内容,加以综合分析,紧紧围绕主旨,按照不同的类别分别归纳成几个问题来写,每个问题可加上小标题。而且每个问题里往往还有着若干个小问题。典型经验性质调研报告的格式,一般多采用这样的结构。这种调研报告形式观点鲜明,中心突出,使人一目了然;

纵式结构。有两种形式,一是按调查事件的起因,发展和先后次序进行叙述和议论。一般情况调研报告和揭露问题的调研报告的写法多使用这种结构方式,有助于读者对事物发展有深入的全面的了解。一是按成绩、原因、结论层层递进的方式安排结构。一般综合性质的调研报告多采用这种形式;

综合式结构。这种调研报告形式兼有纵式和横式两种特点,互相穿插配合,组织安排材料。采用这种调研报告写法,一般是在叙述和议论发展过程时用纵式结构,而写收获、认识和经验教训时采用横式结构。

调研报告的主体部分不论采取什么结构方式,都应该做到先后有序,主次分明,详略得当,联系紧密,层层深入,为更好地表达主题服务。

(3)调研报告——结尾

结尾是调研报告分析问题、得出结论、解决问题的必然结果。不同的调研报告,结尾写法各不相同,一般来说,调研报告的结尾有以下五种:对调研报告归纳说明,总结主要观点,深化主题,以提高人们的认识;对事物发展做出展望,提出努力的方向,启发人们进一步去探索;提出建议,供领导参考;写出尚存在的问题或不足,说明有待今后研究解决;补充交代正文没有涉及而又值得重视的情况或问题。

总之,调研报告结尾要简洁有力,有话则长,无话则短,没有必要也可以不写。

写调研报告时,要注意克服四种问题:一是观点与材料脱节;二是材料不充分,不能说明观点;三是堆砌材料,没有从材料中概括出观点,缺乏分析与研究;四是表述不当。写作调研报告,应尽量避免枯燥无味的语言,力争写得通俗、朴实、生动。

when a sophomore, i joined the association of ai enthusiast and began to narrow down my interest for my future research. in 1997, i participated in simulation tool development for the scheduling system in prof. wang’s lab. with the tool of opengl and matlab, i designed a simulation program for transportation scheduling system. it is now widely used by different research groups in nust. in 1998, i assumed and fulfilled a sewage analysis & dispose project for nanjing sewage treatment plant. this was my first practice to convert a laboratory idea to a commercial product.

in 1999, i joined the distinguished professor yu-geng xis research group aiming at network flow problem solving and heuristic algorithm research. soon i was engaged in the fudan gene database design. my duty was to pick up the useful information among different kinds of gene matching format. through the comparison and analysis for many heuristic algorithms, i introduced an improved evolutionary algorithm -- multi-population genetic algorithm. by dividing a whole population into several sub-populations, this improved algorithm can effectively prevent ga from local convergence and promote various evolutionary orientations. it proved more efficiently than sga in experiments, too. in the second semester, i joined the workshop-scheduling research in shanghai heavy duty tyre plant. the scheduling was designed for the rubber-making process that covered not only discrete but also continuous circumstances. to make a balance point between optimization quality and time cost, i proposed a dynamic layered scheduling method based on hybrid petri nets. the practical application showed that the average makespan was shortened by a large scale. i also publicized two papers in core journals with this idea. recently, i am doing research in the composite predict of the electrical power system assisted with the technology of data mining for bao steel. i try to combine the decision tree with receding optimization to provide a new solution for the composite predictive problem. this project is now under construction.
