为了认真执行国家“安全第一，预防为主，综合治理”的安全生产方针、政策法令、法规和有关规定，明确各自的安全生产责任，确保中铁十三局竹辉路站和十全街站现场施工和安装安全作业。依据《中华人民共和国安全生产法》第四十条：“两个以上生产经营单位在同一作业区域内进行生产经营活动，可能危及对方生产安全的，应当签订安全生产管理协议，明确各自的安全生产管理职责和应当采取的安全措施，并指定专职安全生产管理人员进行安全检查与协调”的规定。经九方协商同意，制定此协议，九方遵照履行。具体条款如下：

1、必须认真贯彻国家有关安全生产的方针、政策;严格执行有关劳动保护法规、条例、规定，严格遵守建筑和安装有关安全规定和安全操作规程进行施工作业。

2、必须制定保证施工作业安全的安全制度、措施，配备各种安全防护设施，确保措施到位、检查到位。

3、对施工作业人员要进行安全教育，强化作业人员的安全意识，杜绝违章作业。

4、在同一区域或在同一地点(高空)作业时，施工方必须明确一位安全生产管理人员，负责本单位施工安全以及同另一方在安全方面进行协调的工作。

5、施工作业各方要经常在施工中对安全问题进行沟通和协商，当施工中发生冲突和影响施工作业时，双方要先停止作业，由各自的安全管理负责人进行协商处理。

6、双方在交叉作业施工前，应当互相通知或告知对方本班施工作业的内容、安排及应注意的安全事项。

7、各自应在施工作业中加强安全检查，发现问题要及时处理解决，消除安全隐患。

8、协议各方在施工中要对安全工作互相监督，共同做号交叉作业区域内安全工作。

9、所有通知都要采用书面形式，一式九份，九方各一份。
