创新型研究生导师队伍建设方案

研究生教育处于高等教育的最高层次，承担着培养富有创新精神和创业能力的高层次人才的重任。如何培养研究生的创新意识，如何开发研究生的创新思维， 如何激发研究生的创新潜力，如何提升研究生的创新能力，是当代创新型研究生教育的根本任务， 也是研究生导师队伍所面临的一道难题。 因此，需采取有效措施，充分挖掘研究生导师的创新潜力， 全面提升研究生导师的创新能力， 促进研究生导师的创新性发展，提高整体研究生的科研能力。

一、影响创新型导师队伍建设的因素

（一 ） 研究生导师队伍的综合素质参差不齐

目前， 绝大多数研究生导师是由具有副教授以上职称的教师担任，整体水平较好。但也存在部分研究生导师的研究方向较窄、 学术水平较低、科研能力较弱，且极少参加国内外的学术研讨会，对本学科的前沿知识知之甚少，创新能力有待进一步提高。

（二）研究生导师与学生的交流不够

由于从事教学活动及行政事务， 导致部分研究生导师与其所带学生间的交流较少， 且现在学生的主动学习、自我约束的自觉性较差。如不实施有效的管理和适当的指导， 则会让部分研究生感到整天没事可做， 从而影响研究生队伍整体素质的提高。

（三）研究生导师的创新意识薄弱和创新能力不强

目前， 有些研究生导师在学术研究中缺乏创新的积极性、主动性、创新性。 可以想象，这样的研究生导师培养出来的研究生， 是不可能具备创新精神和创新能力的， 这样的研究生培养是达不到研究生创新教育培养的目的。

（四）研究生导师研究课题的差异

有些研究生导师的研究课题较多， 为此研究生一入学就安排其进入课题组干活， 把学生累得够戗，造成学生对科研的兴趣大大减小；有些研究生导师整天忙于从事课题、发表论文，对研究生的培养时间大大减少； 以上两点最终导致研究生培养质量总体不高。

（五）研究生导师科研经费的差异

有些研究生导师的科研经费较多， 大部分研究生导师的科研经费较少。科研经费的缺少，导致学生几乎没有外出学习的机会， 更谈不上参加国内外的各种学术交流活动。可以想象，这种环境下研究生的培养质量不会很高。

二、创新型研究生导师队伍建设的措施

（一）实行研究生导师遴选制度

优秀研究生导师是培养高质量创新型研究生的前提和基础， 优秀的研究生导师不仅可从学术创新角度给予研究生指导， 还可在探索精神、治学态度等方面影响和改变研究生。实行研究生导师遴选制度， 是优化研究生导师队伍建设的有效措施， 有利于提高研究生导师队伍的整体质量。在研究生导师遴选过程中，既要考察研究生导师的教学水平、创新精神、科研能力、项目情况、研究方向是否稳定，又要重视研究生导师的学术道德及个人修为， 以确保整体研究生导师队伍的高素质。

（二）加强研究生导师与学生的交流

要达到这一目标，学校须规定每位导师所带研究生数量的上限， 从而有效增加导师和研究生之间交流的次数和时间， 提高创新型研究生培养的质量。 通过建立一整套公平、公正、公开的研究生导师考核、评价机制，建设和完善一支富有创新精神和创新能力的研究生导师队伍， 以期保证研究生导师在指导研究生期间的时间和精力的投入，实现创新型研究生培养的任务。

（三）提高研究生导师的创新素质

研究生导师的创新能力是创新型研究生培养质量的关键，研究生导师的创新意识直接影响着研究生创新能力的发展，因此，提高研究生导师的科研创新素质是培养学生创新能力的基础。 所以，创新型研究生的培养应与导师的科研课题相结合，从而有助于促进创新型人才的培养，全面提高研究生科研创新能力和整体综合素质。

（四）加强研究生导师的培训与交流

重视新任研究生导师的岗前培训， 在方式和内容上要有所创新， 能够满足研究生导师们的需要，充分调动他们的积极性和主动性；实行多种形式的在岗培训， 主要通过不定期的学术报告、出国访问、进修、留学等多形式、多渠道的方法提高研究生导师的学术水平； 以期通过以上两种方式，营造良好的研究氛围，提高研究生导师的学术水平， 确保研究生导师永远站在学术前沿，更好地完成创新型研究生的培养任务。

（五）进一步引进和培养学科带头人

学科带头人是研究生导师队伍的骨干和核心， 代表着研究生导师队伍中的最高水平，所以，学科带头人的引进，有助于提升学校整体的科研水平和教学实力；在引进优秀人才的同时，要坚持“培养为主、引进为辅”的原则，充分发挥现有人才的作用，要注重中青年导师的培养，造就一批过硬的学科带头人， 促进研究生导师队伍的后备力量。

研究生导师在培养具有创新意识和创新能力的研究生中起着举足轻重的作用， 只有努力提高研究生导师队伍的整体素质， 才能培养出高质量的研究生队伍。 研究生导师队伍的管理与建设是一项艰巨而重要的任务， 随着学科建设的发展和师资队伍的完善， 研究生导师队伍的建设与管理也将取得显著成效。

1977年，美国癌肿协会首先提出了控制吸烟的一种宣传教育方式——无烟日，并把每年11月第3周的星期四定为本国的无烟日。1988年4月7日，是世界卫生组织成立4周年纪念日，世界卫生组织将这一天确定为第一个世界无烟日。这天，广泛宣传吸烟对健康的危害，并且当日商店不卖烟，所有的人都不吸烟。1989年执委会决定把每年的5月31日定为世界无烟日。20xx年5月21日，在日内瓦举行的世界卫生大会上，世界卫生组织192个成员国一致通过了第一个限制烟草的全球性条约——《烟草控制框架公约》。

据介绍，烟草危害是当今世界最严重的公共卫生问题之一，是人类健康所面临的最大的，然而又是可以预防的危险因素。香烟中含有1400多种成分。吸烟时产生烟雾里有40多种致癌物质，还有十多种会促进癌发展的物质，其中对人体危害最大的是尼古丁、一氧化碳和多种其它金属化合物。一支烟所含的尼古丁就足以杀死一只小白鼠。香烟烟雾中大量的一氧化碳同血红蛋白的结合能力比氧大240—300倍，严重地削弱了红细胞的携氧能力，因此，吸烟使血液凝结加快，容易引起心肌梗塞、中风、心肌缺氧等心血管疾病。更为严重的是，吸烟者还严重妨碍他人健康。研究表明，吸烟者吸烟时对旁人的危害比对他自己还大。目前，全球共有11亿吸烟者，每年导致近500万例本可避免的死亡。我国目前约有3.5亿吸烟者，每年死于吸烟相关疾病的人数近100万。据推算，我国遭受被动吸烟危害的人数高达5.4亿，其中15岁以下儿童有1.8亿。每年死于被动吸烟的人数超过10万。在我国，如何切实有效地履行《公约》，预防吸烟和被动吸烟的危害，迈向无烟中国，任重而道远。
