第十四条 仲裁

为期两年的导师带徒活动，自3月以来，在公司的统一领导和协调下，在各单位的精心组织和努力下，在公司的各条战线上有声有色地持续开展，成为公司一条独特的风景线，目前活动已经圆满结束。当时确立的29个导师带的徒弟，现在大都已经能够挑起重任，独当一面，成为各自岗位的骨干力量和中坚分子。纵观导师带徒活动的全过程，我们认为有“三好”与“三差”。

一好是活动的意义好。导师带徒活动是在公司做强做大做优战略思想指导下，经营规模不断扩大，经济态势不断增长，经济效益持续稳步增长，大批引进省内外优秀大中专毕业生，现实尽快解决上规模和技术人才短缺的矛盾，充分发挥人才效应，增强企业发展后劲，保持企业的持续稳定健康发展而确立的一项旨在发现青年人才、锻炼青年人才、培养青年人才、造就青年人才的青年人才工程。

二好是活动开展的好。导师带徒活动目的性强，针对性强，操作性强。从一开始就受到各单位领导和同志们的高度重视和认真对待。首先由各单位集体研究确立师徒对子，并详细确定所培养徒弟两年要求达到的目标、培养内容和具体措施等。大部分单位给徒弟定的目标都比较高，最高要求从三级达到的一级，最低也要求成为业务骨干和内业管理者。师傅们感受到肩上多了一份责任，徒弟感受到了沉重的压力，但更多的是动力和信心。在签定师徒合同书之后，各单位积极行动起来，自觉按照要求和合同书的规定做好工作。特别是__分公司积极响应公司的要求，首先在分公司内确立了五对师徒，并按照公司的要求，结合分公司的实际，把这五对师徒与报公司的三对师徒同等对待、同等开展、同等考核，扩大了导师带徒的范围，丰富了导师带徒的内容;__分公司和__分公司能够坚持对导师带徒活动进行检查和考核，定时总结定时评比，认真填写意见，不断完善活动内容。

许多单位的师傅都能毫无保留地把自己的工作经验传授给所带的徒弟，注重言传身教，以自己的人格魅力教育和引导徒弟做人做事。__等人，不但能做好领导表率作用，是大家眼里的好领导好上司，更是所带徒弟眼里的好师傅。他们在兢兢业业干好各项工作的同时，都能有所侧重地教导徒弟，无论工作忙与否，总能坚持带好徒弟，并把自己的一技之长灵活地传授给徒弟。这些经理们都敢于给徒弟们压重担，分任务。

三是活动的成果好。导师带徒活动开展两年来，29名徒弟在各自师傅的精心教导和自觉努力下，渐次成长起来，成为各自岗位上的骨干力量和中坚分子，大都能够独当一面，挑起重任，能够胜任工作，较好地完成各种工作，并屡屡获得佳绩，不断为公司争得荣誉，显示了“导师带徒“活动较好的成果。

以上成绩固然喜人，但是我们从中也发现了许多不足或者说是比较差的地方。

一差是有的单位没有认真开展此项活动，活动流于形式，对此项工作重视差。一些师徒签定合同书后，就把它束之高阁，也忘记了师徒责任，各行其是。有的单位连师徒合同书也丢失了。这样的师徒就更不用说存在带与不带的问题了。

二是没有检查考核，落实责任差。这方面的主要责任在公司的相关部门，我们首先提出自我批评。按照制度，公司每半年要对所有签了合同的师徒进行检查考核，由于初次开展此项工作，有关部门和人员缺乏经验，但是主要是我们没有进行深入的指导和检查，以致于大部分单位没有认真开展工作，落实的少。使导师带徒活动缺乏动力，相关人员也失去了积极性和主动性，没有更好地发现培养更多的青年人才。

三是人员变动，活动成效差。虽然首批确立的29对中，涌现出来了一些优秀分子，但是成功的比例太低，与公司的期望相去甚远。这其中原因很多，有重视不够，有开展的不够好，也有的是人员岗位变动，使活动无法开展下去，也就无法培养徒弟了。在检查过程中我们还发现，有的单位给徒弟定的目标太高，有的又太低，或者是目标不明确不准确，使徒弟缺乏向上的动力。还有就是几乎所有的合同书填写的各时期考核意见，师徒都一样，师傅咋样带的，徒弟咋样学的，没有明确说明，给师傅和徒弟的意见都一样，不够严肃和认真。这都需要我们在今后的工作中加以克服和改进。

同志们，第一批导师带徒活动已经告一个段落，第二批导师带徒活动就要开展起来了。公司已经就开展导师带徒活动的有关要求做了部署，上报公司的导师带徒名单，公司已经做了修订，各单位也就导师带徒的合同书制定了具体的目标措施，希望大家都能够重视此项工作，切实开展好活动，让导师带徒结出更加丰硕的成果，为企业培养更多的优秀人才。
