(二)为老服务工作持续发展。一是全面推进市、区实事项目及为老服务设施建设。辽源西路养老院项目已基本完成装修建设，可新增床位_0张;翔殷路养老院项目全面推进装修施工，同步办理民非核名事宜;平凉路综合养老项目完成装修工程报建，协调土壤修复事宜，落实施工招标准备工作;_2街坊配套养老院新建工程项目抓紧推进扩初意见征询;原区委党校养老院项目完成产证办理，继续推进设计方案深化，做好项目建议书申报准备。依托区社会福利院推进失智老人照护床位改建方案设计。完成平凉、控江、殷行街道等3家老年人日间服务中心建设，协助长白街道明确社区综合为老服务中心及日间服务中心建设项目选址。完成控江、延吉、五角场街道等3家老年人助餐点建设，推进江浦街道老年人助餐点施工收尾。二是继续开展长期护理保险试点工作。组织开展街镇一线工作人员政策业务培训和养老机构与社区养老服务机构护理员培训，做好居家养老服务补贴政策调整与长期护理保险的衔接工作，配合区医保部门做好存量老人数据平移及待遇享受工作，重点关注养老服务市场规范化建设，确保长期护理保险工作顺利推进。三是加强养老机构服务监管。启动20_年养老机构服务质量专项行动，加强养老机构服务监管，完善养老机构服务与管理标准体系。启动社区综合为老服务中心评估指标体系建设。组织养老机构院长、护理员、安全管理人员等参加各类培训。四是深化老年宜居社区建设。配合区人社局完成助老服务社和相关养老服务员转制工作。开展老年人助餐服务工作调研，探索优化老年人助餐服务模式。按照上海市养老服务补贴新标准，实施居家养老服务补贴调标工作，出台《杨浦区居家养老服务规范》(试行)。举行“爱我中华杯”杨浦区第_届中老年兵乓球、象棋比赛。

(三)社区治理和服务水平明显提高。全面启动居委会换届选举工作。对全区各街镇居委会换届选举工作进行调研，并对拟暂缓选举、拟代表选举居委会的数量和具体原因进行分析汇总，要求各街镇做好应急方案。成立区居民区党组织和居委会换届选举工作领导小组，召开杨浦区居委会换届选举工作动员大会，对居委会换届选举进行动员部署。巩固居委会“全岗通”工作模式。委托第三方对“全岗通”实施情况开展评估，目前现场评估已经结束，正在整理评估报告，完成后将下发评估结果和诊断报告书，以评促建，进一步巩固“全岗通”工作机制。社区事务受理中心实现“全市通办”。全区各街镇的社区事务受理服务中心均已实现_1项事务“全市通办”，打破了户籍及居住地的限制，让居民群众在任何一个受理中心都能申请办理事项，真正实现“就近办事”。开展社区人才队伍培训。面向社区事务受理服务中心的社区工作者开展培训，提升其在礼仪修养、沟通技巧、应急处置以及心理调适等方面的综合素质。继续委托上海开放大学开展居委会成员学历提升计划，鼓励其利用业余时间提升自身学历水平。结合“全市通办”工作的推行，开展区级业务综合培训，促使各社区事务受理服务中心形成互帮互学、以点带面的学习培训机制。

(四)社会组织发展健康高效。培育管理工作有力推进。今年以来，新成立社会组织57家，全区社会组织总数达781家，其中社会团体140家、民办非企业单位641家。党建引领作用不断加强。各街镇均已成立社区社会组织联合会，作为党建引领的平台，凝聚团结辖区内的社会组织。督促社会组织在章程中增加党的建设和社会主义核心价值观有关内容，确保社会组织管理的正确方向和鲜明的价值导向。推动群众活动团队配备党建联络员，增强党建对基层治理的引导力。社会组织参与基层治理的活力进一步激发。出台《杨浦区政府购买社会组织服务实施细则》，优化政府购买社会组织服务信息平台，规范政府购买社会组织服务项目的立项审核、购买流程、资金拨付、绩效评估等机制，为社会组织承接政府购买服务项目营造有利环境。推动由社区社会组织联合会、街镇社会组织服务中心、社区公益基金会共同构成的、支持社会组织参与社区治理的“三驾马车”，目前已实现街镇全覆盖。尝试开展社会组织睦邻公益路演活动，积极展示社会组织风采，提高社会组织的社会知晓率和影响力。动员社会组织申报“公益之申”评选，以评促建，让更多的优秀社会组织脱颖而出。事中事后监管力度持续加大。开展社会组织年检，对部分社会组织进行实地抽查和财务抽审。推动行业协会商会自查自纠社会团体的各类收费行为。开展非法社会组织打击整治工作。继续对名存实亡社会组织进行执法清理，已受理立案14件。职业社会工作继续深化。开展20_年社工资质考前培训班，共2_余名学员参加培训。举办“牢记社工心，建功新时代”3·20国际社工日宣传活动。启动20_年社工督导培养计划和优秀社工、案例、项目评选，开展专业社工机构核心竞争力评价。启动20_年社区公益项目招投标工作。

(五)双拥优抚安置保障有力。服务国家强军战略和军队改革。发挥好区双拥办“参谋、组织、协调、指导、监督、服务”职能，加强军地共建，持续开展多元化双拥宣传，指导各双拥成员单位和街镇开展拥军优属活动。组织开展区四套班子领导春节走访慰问驻区部队活动。推进文化、知识、科技、实事拥军工作，做好管乐节等重大活动的联络工作，举办海军军乐团慰问驻区部队专场音乐会。召开军人子女招生通报会，完善军人子女就学等协调机制。继续推进“关爱功臣”活动。认真落实优抚政策，及时调整抚恤补助标准，张贴“光荣人家”万余户，推进评残换证、抚恤补助发放等优抚审批工作。开展龙华烈士陵园清明祭扫活动。继续会同复馨社工师事务所开展优抚社工项目，深入推进优抚对象精神关爱，努力提升优抚对象幸福感和满意度。推进街镇“双拥(优抚)之家”建设，拓展“关爱功臣”和双拥共建平台。扎实开展双退安置工作。做好退役士兵档案接收、审核工作，为退役士兵办理接收手续，发放退役士兵一次性经济补助。做好军休服务管理工作，落实军休干部政治、生活待遇。

同时，全面做好各项社会行政事务管理工作。举办“以爱围家”系列活动之5·20特别策划——第三届“家庭开放日”暨“婚姻物语”主题式结婚登记集体颁证仪式，传递和谐婚姻价值观，弘扬新时代好家风。1—5月共办理结婚登记3290对、离婚登记_62对，补发结婚证_99份、离婚证2_份，出具无婚姻登记记录证明_份，办理收养登记3例，解除收养关系2例。圆满完成严寒季节救助管理工作，没有发生流浪乞讨露宿街头人员伤害事件。

二、下半年工作安排

(一)社会救助工作。会同相关部门开展街镇救助工作专项检查。开展“9+1”社会救助制度宣传及培训，举办救助干部团队建设培训班。宣传《中华人民共和国慈善法》，组织开展“中华慈善日”活动。加强经常性社会捐助接收站点和慈善超市建设。做好20_年元旦春节帮困送温暖及第二xx届“蓝天下的至爱”系列慈善活动的筹备工作。有序开展防灾减灾工作，指导街镇申报“全国综合减灾示范社区”，开展全区灾害信息员培训。加强与安徽对口县(市)的沟通联系，做好安徽下放居民维稳工作。做好流浪乞讨人员救助工作，开展困境儿童走访慰问。

(二)为老服务工作。持续加大为老实事项目和重点工程建设力度。完成翔殷路养老院项目施工建设，推进平凉路综合养老项目装修进度过半，完成年内新增500张养老床位的指标任务;推进_2街坊配套养老院新建工程建设施工，原区委党校养老院项目进入具体施工阶段。完成60张失智老人照护床位改建工作。完成4家老年人日间服务中心及4家老年人助餐点建设。制定出台“社区综合为老服务中心评估指标体系”及配套实施意见。推进薄弱机构安全改造工作顺利落地。继续推进长期护理保险试点，做好养老服务补贴政策调整过渡期的衔接工作。完善“彩虹桥”——杨浦区综合为老服务信息平台的功能模块。开展养老机构服务质量年达标工作。会同区发改委，出台保基本养老机构政府定价或政府指导价。加强老龄工作研究，完成杨浦区社区综合为老服务模式专题调研。委托第三方对社区助餐点、日间照料中心、居家养老智能化服务开展年终评估考核。深化老年宜居社区建设，选择1—2个社区启动持续照料社区试点。组织开展敬老节系列活动暨第三届银龄文化艺术节。

(三)社区治理和服务。切实承担起全区居委会换届选举工作领导小组办公室的职责，制定好换届选举工作实施意见，做好街镇选举工作人员的业务培训，全程把握换届选举工作程序的规范落实，指导、协助街镇妥善处理好选举过程中出现的新情况、新问题，确保选举工作依法、依规顺利进行。依据各街镇的修改建议，加快对“e睦邻”系统的改造升级，于三季度正式上线2.0版本。增加社区居民的线上入口，实现居委会日常办理事项的在线咨询、预约和办理。于居委会换届选举工作完成后，适时开展新任居委会主任及居委会成员的培训工作，帮助其尽快适应新角色、上手新工作。指导各街镇开展“全岗通”业务培训，确保换届后“全岗通”工作模式的延续和提升。持续开展居委会成员实训基地建设，为培养居委会后备人才发挥积极作用。围绕“睦邻家园”建设主题，探索居民区分类治理，结合“社区发展三年行动计划”后半阶段工作的推进，广泛发动社区居民和各类组织共同参与社区治理，鼓励创新发展特色项目，有效提升社区治理水平。结合市民政局“一网通办”、“全市通办”等工作的推进，提升社区事务受理服务中心的服务质量。

(四)社会组织培育管理。继续培育扶持社区社会组织，推动更多社会组织参与基层治理。调研出台《杨浦区社会组织参与社区治理引导目录》，为社会组织参与杨浦基层治理明确导向和切入点。完善政府购买社会组织服务工作，规范立项评审、信息发布等环节。出台20_年度公益服务类社会组织“优选名册”，为政府购买社会组织服务提供推荐名单。围绕群众新需求，扶持20_年度公益创投项目。推动“三驾马车”积极发挥作用，为辖区社会组织参与社区治理提供资源、资金以及日常运作服务等多元化支持。建立社会组织轮值峰会制度，在各街镇举办巡回专场活动，搭建社会组织之间沟通交流、风采展示的平台。探索形成社会组织人才评价机制，对接区内相应的人才扶持政策。扩建区级社会组织孵化园，提升区社会组织孵化园的孵化功能。梳理20_年度社会组织年检中存在的问题，发送整改通知书。做好非法社会组织打击整治工作。召开区社会组织建设与管理工作联席会议，加强登记管理机关、业务主管单位(行业主管部门)、相关职能部门的监管合力。举办上海市杨浦区第7届社工节活动。开展20_年上半年社工薪酬补贴申报、审核、发放工作。启动社区社会工作培训班、助理社工师培训班、社工师研习班。完成20_年度公益项目招投标工作，开展20_年公益项目立项申报工作。

(五)双拥优抚安置。以庆祝建军91周年为契机，走访慰问部队，开展共建活动，掀起拥军优属、拥政爱民热潮。通过“杨浦双拥”微信公众号，开展“八一”建军节、烈士纪念日、空军建军节等主题双拥宣传。大力开展拥军活动，进一步巩固发展我区军政军民团结，服务国防和军队改革。在落实优抚政策的同时，深入推进“关爱功臣”项目，开展优抚慰问、帮扶、联谊、体检等活动。推进“双拥(优抚)之家”建设，提升优抚对象获得感。做好转业士官的接收安置工作，启动新一轮退役士兵接收工作。推进江湾军休、无军籍职工接收安置。做好军休服务管理工作。
