根据《中共*市委办公室印发〈关于在全市干部和公务人员中开展警示教育活动的实施方案〉的通知》(*办发[]号)文件要求，我局结合实际，在全体党员干部中认真开展警示教育活动，现将学习教育阶段状况汇报

一、思想上高度重视，提高对活动重要性的认识

按照*办发[]号文件的通知精神，我们首先召开了领导班子会议对这次警示教育活动进行了周密的安排部署，召开了全体干部职工大会，传达贯彻市委会议精神，制定了活动方案，做到思想、组织、工作三落实。开展警示教育，是抓好党员干部思想政治建设的重要载体，为构成党委统一领导、支部具体抓好落实、党员干部认真参与的良好局面，我局及时出台了《*市**局开展警示教育活动实施方案》，在全局范围内开展以田凤山、韩桂芝、马德，及我市发生的典型违纪违法案件为反面教材的警示教育活动。

根据方案，我局迅速采取集中和分散等多种形式认真开展学习活动。主要学习了《廉政准则》《纪律处分条例》，中央纪委关于严禁党政干部收受现金、有价证券、支付凭证的规定(中纪办发[]6号)，吴官正同志在今年全国落实党风廉政建设职责制电视电话会上的讲话。宋法棠同志在XX年12月31日关于廉洁过好“两节”电视电话会上的讲话，省委、*市委及其主要领导关于开展这次活动动员会上讲话，省委警示教育活动办公室修改的《警示教育学习资料》，市纪委下发的《*市党政机关干部廉洁自律“十条禁令”》、《*市党政领导干部廉洁自律“十条禁令”》，观看《“立党为公、执政为民”先进事迹报告》、《扭曲的人生――李真贪污受贿案剖析》、《慕绥新、马向东案》等正反面典型电教片。

大地震给建筑业带来的思考与警示

5.12汶川大地震给人民的生命和财产造成了极大的损失。截止5月25日，震区倒塌和损坏房屋1000多万间，死亡62664人，伤358816人，失踪23775人，（国务院抗震救灾指挥部5.22日发布）。直接和间接损失大到无法计算。

今天离地震已过去十三天了，目前工作将由抢救人员逐渐转为人员安置和灾后重建。

谈到重建，在地震易发地建造什么样的房子，这是我们要思考的一个问题。我想，在汶川，在北川，乃至其他震区，如果我们的教室再结实一点，我们的医院再结实一点，我们所有的房屋再结实一点，其结果将又是怎样？

因此，经过这次大地震，我们的建设工程管理部门及开发商应当对房屋的抗震性能有新的观念和新的要求。尤其对学校、医院以及其他人口密集的房屋及其他建筑，在结构设计上，要大大地提高房屋等建筑物抗震级别。我想，不仅要在地震高发地区这样做，在全国其他地方也应该这样。因为谁都不能保证那个地方永远不会发生地震。

开发商也好，承包商也好，要始终把建筑的质量放在第一位。不能为了节省或为了多挣一点钱而影响了工程质量。不要总以为能盖起来就倒不下来。要知道，灾难是无情的，房子光表面好看是没有用的，结构不牢、筋骨不结实一到关键的时候它就会给你颜色看的！

因此，国家建设管理部门必须对建筑工程质量加强严格的管理，尤其是对偏僻的地方更要监督管理到位。从选址到地质勘探；从图纸设计到图纸审批；从每一批材料的质量检验到每一道工序施工质量的监督和验收；总之，从基础开始至封顶竣工，相关责任人严格把关，监督部门全程严格监控。
