同志们： 今天这次会议是我校近年来召开的规模最大的一次后 勤工作会议。会议的目的是对我校两年来后勤工作进行总 结，对我校后勤改革发展面临的形势任务进行分析，推动我 校后勤工作迈上新的台阶。借此机会，我代表学校党委和行 政向后勤工作会议的召开表示热烈的祝贺，向勤勤恳恳、兢 兢业业工作在后勤战线上的广大干部职工表示诚挚的问候 和衷心的感谢! 我是后勤战线的一名老兵，对高校后勤工作有很深的感 情，对后勤同志们的辛苦深有体会。下面我讲三点意见和认 识。

后勤工作的主要的主要成绩

一、 后勤工作的主要成绩 20xx年，我们启动了后勤社会化改革，两年来，后勤部 门按照学校党委的统一部署，开拓进取，扎实工作，后勤服 务水平和保障能力有了明显提升，整个后勤工作呈现出了良 好的发展势头。改革的方向逐步明确。

( 一)改革的方向逐步明确。 20xx年的后勤改革，学校 按照“投资多元化、管理契约化、运行企业化”的方针，构 建了“小机关，多实体”的管理模式，基本实现了管理机构 与经营服务实体相对规范分离，组建了能源、物业、饮食、 学生社区等中心，初步实现了由行政化管理模式向企业化运 行模式的转变。各中心在做好服务保障工作的基础上，实行 实体经营，管理水平不断提高，经济效益和社会效益不断增 强。

(二)发展的思路逐步清晰。后勤领导班子科学谋划， 发展的思路逐步清晰。 清晰 提出了“一二三四五”的发展思路。一是“一个模式”，即 投资多元化、管理契约化、运行企业化的模式。二是“两个 效益”，社会效益和经济效益。三是“三步走战略”，第一 年实现自负盈亏，第二年、第三年实现自我发展、自我壮大， 第四年上缴学校收入一千万。四是“四个创新”，观念创新、 管理创新，制度创新、队伍创新。五是塑造“五个品牌”， 阳光饮食、景观校园、温馨家园、节约型校园等，很有创意。

二、后勤工作面临的形势 要做好今后的后勤工作，开创后勤工作新局面，就要站 在新的起点上，全面分析面临的新形势。

(一)建设高水平大学对后勤工作提出了新的要求。济 建设高水平大学对后勤工作提出了新的要求。 南大学在历届领导班子的带领下，广大师生艰苦创业，奋力 拼搏，经过60多年的发展，已经站在了一个新的历史转折点 上。近年来，学校党委审时度势，确定了建设“综合性、开 放式、国际化、有特色的高水平大学”的目标。为实现这一 目标， 学校采取了一系列重大措施： 一是狠抓本科教学质量， 本科教学工作水平评估取得了优异成绩，评估过后，学校立 即启动十大质量工程，全面推进教育质量的提高;二是通过 和医科院的科教一体化合作，在激烈的竞争中拿到了博士立 项建设单位;三是全面整治校园环境，建设了甲子湖等景观 绿化带，为师生创造了优良的学习生活环境;四是走内涵发 展道路，把发展的着力点放到建设高水平大学上来，从20xx 年开始，停招所有专科，逐步建立起从本科到硕士到博士完整的人才培养体系;五是推进省市共建，经学校与省政府、 市政府反复沟通，促使省市政府签订了省市共建济南大学协 议，为学校发展赢得了济南市的真诚支持，为学校全面服务 济南经济社会发展创造了条件;六是全面落实科学发展观， 系统构建促进发展的长效机制，力争实现跨越式发展。学校 已初步制订了20xx年到20xx年的各项规划，目标是到20xx 年，要保证拿到博士授予权，综合实力排名进入山东省高校 前十，全国前一百。 高水平大学的建设，不是单兵突进。“高水平”，包括 教学的高水平，科研的高水平，管理的高水平，育人环境的 高水平，更包括服务的高水平。没有高水平的管理和后勤服 务，是建不成高水平大学的。从这个意义上来讲，建设高水 平大学的历史使命，对后勤的保障能力和后勤干部职工的服 务水平都提出了新的更高的要求。 高校后勤改革的发展趋势对后勤工作提出了新的要求。

(二) 高校后勤改革的发展趋势对后勤工作提出了 发展趋势对后勤工作提出 要求。 要求。后勤改革的方向是社会化。1985年，在《中共中央关 于教育体制改革的决定》中提出高校后勤改革的方向是社会 化。1999年，在《中共中央国务院关于深化教育改革全面推 进素质教育的决定》中指出，要加大后勤改革力度，逐步剥 离学校后勤系统，推动学校后勤工作社会化，鼓励社会力量 为学校提供后勤服务，发展教育产业。根据中央的精神，高 校的后勤服务必然形成一个开放的市场，高校的后勤队伍必须走企业化的路子，逐步形成教育服务产业。 根据我对后勤社会化的理解，我在1998年提出了“投资 多元化，管理契约化，运行企业化”。为什么提出这样一个 路径选择呢?我考虑，一方面，从学校角度来讲，在市场经 济不规范、法律不健全的情况下，盲目的开放校内市场，把 校外企业引进来占领校内市场，可能对学校的管理带来麻 烦，还可能引起不必要的经济或法律纷争;另一方面，从促 进本校后勤发展的角度来讲，应该把校内市场保护起来，同 时把后勤实体进行企业化改造，逐步培养成有竞争能力的市 场经济实体，到条件成熟时再引入竞争。 “投资多元化”，就是以后勤现有学校资产为主体，可 以吸纳职工入股，可以吸纳校外资金，逐步把后勤实体建成 产权明晰的经济实体。“管理契约化”，就是学校今后对后 勤服务的全部工作，都以契约的方式委托给企业进行管理。 学校与后勤企业的关系，逐步由现在的隶属关系变为契约关 系。 “运行企业化”，要求后勤实体要按照企业的模式经营， 实行成本核算，最终逐步成为独立法人企业。应该说这三句 话是高校后勤社会化的一个路径选择，也是高校后勤发展壮 大的必然选择。 现在， 国内有些高校已经实现了后勤产业化， 不单是在校内经营方面占领了本校的服务市场，而且将业务 拓展到校外市场。我们起步晚了，但要发挥好后发优势。在 这一点上我们任重道远。

(三)市场经济的挑战对后勤工作提出了新的要求。改 市场经济的挑战对后勤工作提出了新的要求。 挑战 工作提出 革后的后勤实体，要在市场经济大环境中生存和发展，一定 要用企业化的运行机制来运作。市场经济讲求的是公正、公 平、公开、竞争，每一个企业都要经受市场的考验。我校后 勤实体还存在着市场经验不足、技术设施落后、效率效益意 识相对较差、市场竞争能力较弱等不足。高校是一块新兴的 大市场，社会上的很多企业和商家都看好其中的机遇，如果 开放了校内服务市场，我们的后勤实体是否能经受住市场的 考验?后勤的同志们要充分认识到这一点，认识到我们面临 的挑战。如何把各个实体做大做强，建成有竞争力的市场主 体，是我们必须面对的重大任务。 作为学校，我们希望把校内的市场交给自己的后勤，尤 其是希望后勤能在未来的校园环境建设和管理中发挥重要 作用。但后勤的同志自身绝对不能有“等、靠、要”的思想。 市场的竞争是公平的，也是残酷的。对于用户来说，谁的服 务更到位，谁的成本更低廉，用户就会选择谁。

三、深化后勤改革，加快发展步伐，开创我校后勤工作

新局面 后勤如何实现快速的发展，下面我从两个层面谈一点看 法。

第一，提供市场支持。我认为在一定时期内，原则上校 支持 内这一服务市场不能对外开放，要交给自己的后勤实体经 营。提供市场就是对后勤实体的一个最大的支持，校内这个 市场，就是我们后勤发展最大的优势，是后勤实体实现原始 积累的一个基础。我们在学校大规模建设时期已经丧失过一 些机遇，现在学校把服务市场保护起来，提供给后勤，扶持 后勤发展，以后只要是后勤实体能干的工程，在同样的情况 下必须交给后勤实体实施。希望后勤抓住机会，全面提升经 营能力和服务水平，靠经营所得不断发展壮大。

第一， 管理精益化。 第一， 管理精益化 精益化是一个特定经济学上的概念， 精益 “精益化”不是“精细化”。“精益”从字面看，“精”是 精细、细致， “益”是有益、效益。这个概念来自日本， 上世纪七十年代，丰田汽车集团面临残酷的市场竞争，为降 低成本，增强竞争力，提出了无库存管理方法，精确计算车 间每天的生产量，实行零库存管理，这种管理方式带来了丰 田管理的革命，使丰田汽车一下子打入了美国市场。丰田的 这一生产方式被经济学界称之为“精益化生产”。我受这一启发，觉得高等学校的管理应该引进精益管理这一概念。学 校工作的每一个环节都要进行认真设计、精确计算、效益评 价，追求效率最高化、效益最大化、服务最优化。同样，我 们后勤的同志应该把管理精益化作为目标要求。
