目前， 国内对我国牛肉产业发展的研究主要集中在以下两个方面：

一是关于牛肉整体生产与发展方面的研究。乔娟(2019)分析指出 1980—2019 年中国牛肉 产量年平均增长率达 14.6%，高于世界年平均增长率，更高于中国肉类总计、猪肉、鸡肉和羊肉 产量年平均增长率，使牛肉占中国肉类总计产量比重从 1980 年的 1.8%增加到 2019 年的 9.2%。 翟印礼，孔媛(2019)对我国牛肉生产与贸易现状进行了分析，指出我国牛肉生产大幅度增长， 牛肉进口呈现出较快的增长趋势， 虽然我国牛肉出口有价格优势， 但却没有竞争优势。 (2019) 张梅 认为我国牛肉产量总体上虽然不断的上涨， 但是单产却呈下降的趋势。 同时， 通过实证研究得出， 我国除了牛肉制品出口有一定的比较优势外，其他牛肉产品都不具有比较优势。吕品(2019)运 用灰关联和 GM 模型分析也得出，与其他肉类相比，我国牛肉产出量的增加幅度和增长速度都没 有明显的优势，但是我国牛肉生产的技术效率总体上呈现不断上升的趋势。

结论

大二的下学期， 我的职责是俄语翻译，翻译一些资料。实习的目的是增加社会实践经验，迅速将翻译理论知识应用到实践当中，并加强使用计算机和翻译工具的能力。

翻译实践的过程中，我总结了4种必备的翻译工具：一是灵格斯翻译工具，里面可安装简明俄汉词典、新俄汉词典、大俄汉词典、俄汉实用工业技术词典;二是百度搜索工具;三是Google搜索工具;四是яндех搜索工具——专业的俄文搜索工具。翻译的具体步骤可如下：首先可以现在灵格斯里查询不懂的单词或词组，寻找最符合原文的解释。当然这只是最基本的做法，但是由于缺少专业的科技词典，在灵格斯往往是查询不出所需的单词或语义。于是，求助于Google和яндех则是很有必要的。按照我自己的经验来说，我采取同时在Google和яндех搜索的做法，并对同种搜索工具搜索结果进行比较。它们有着各自的优缺点。Google的优点是打开俄文页面的同时可以同时打开另外一个翻译页面，即Google可以自动把页面从来源语俄语翻译成汉语，而缺点是经常发生翻译错误，翻译的可信度是50%。яндех的优点是用俄语词组和句子解释俄语词汇，意义更准确，更贴近原文，而缺点就是有时用于释义的词汇过于深奥，过于专业，相当于用更专业的词汇解释专业词汇，即难上加难。所以我认为最后就需要用到百度工具了。结合Google和яндех的参考翻译，用百度搜索翻译过的专业词汇，查看是否有相同或相近的专业用语，之后才确定出最准确的译法。

自己校对，虚心地向本专业的老师和材料学院的老师请教。首先进行的自己去校对。原以为会限于“当局者迷”之说而不懂查看、修改自己的译文。但认真看完一遍译文之后才知道自己的眼睛还算是锐利的，检查出不少错误。比如最明显的一处是有一个句子翻译得不通顺，如果是一个没看过原文的人肯定是看不懂得。还有专业术语的译错。但错的最离谱的是编辑排版上的错误。于是我反复对照原文和译文之后，及时把发现的错误都改了过来。之后我找到了材料学院的一个同学，她的专业能力一直都是优异，她无疑是能够帮我校对的好帮手。我让她帮我看我的译文，查找出不符合材料专业方面的词汇或句子，并提出相关问题和相应地译法建议，之后我根据她的意见参照原文，采用了其中可取的建议。最后我就需要找本专业老师的对我进行针对性的指导了。我把之前摘录在本子上的疑点。难点句一一请教老师，比如应该怎样正确分析句子的结构，何种情况下采用拆分语义翻译，何时应该直译。老师讲得很详细很耐心，似乎想把自身积累下来的翻译经验全部都传授给我了。此行确实受益匪浅，越来越明白到做一个合格的翻译工作者不容易，要想做一个优秀的翻译工作者则是更难了，必须同时具有高水平的语言能力和某一领域的专业知识。

经过几天的翻译工作，心里感触良多，收获也颇多，细细梳理了第一次真正的翻译生涯，总结出了几点体会。

1、翻译的工作性质需要我们仔细、认真并且耐心。翻译是一项慢中出细活的工作，要坐得住，稳得住，要一丝不苟地对待，字字斟酌，句句思量，严格遵守“信、雅、达”的翻译标准，力求把译文翻译得通顺准确，忠实原文。

2、俄语和其他学科知识的积累。毫无疑问，要想成为一个出色的翻译工作者，就必须同时具有高水平的语言能力和某一领域的专业知识。这一次的翻译实践大大拓宽了我的视野，积累了不少专业的俄语词汇，也逐渐认清科技俄语文章的翻译特点。

3、计算机操作能力提高，尤其是俄语打字的水平。现在翻译文章无不需要借助于电脑，翻译的过程中直接考验了一个人的打字水平，现在我的俄文打字速度已经相当快了，即使没有俄文键盘照样能熟练打字。

4、增加了做一个合格翻译工作者的信心。第一次真正的翻译实践就得到了褒奖，大大增加了我的信心。我相信自己的能力，对自己的翻译生涯充满了热切的期待。也许我不是天才，不能一下子就成为优秀的翻译者，但我愿意先从一个合格的翻译者做起，从合格到优秀，一直努力，一直在进步，这才是我一生所应该追求的梦想。

总而言之，实习是我通向职业之路的踏脚板，翻译助我通往人生的成功之路。

一、国内外研究现状

灾害(本文中的灾害均指自然灾害)在我国古代发生十分频繁，所以我国对灾害防治起步较早，“大禹治水”是在灾害防治上的较早实践。在不断的实践过程中，我国历代政府逐渐将实践经验用政策和法律固定下来，形成了一套完整的机制。在我国古代，这套机制被称为“荒政”。

二、研究方向

从目前来看，大多数学者主要集中在历史学、政治管理学、经济学等领域来研究这一问题。由于研究参照的主要是史学资料，导致了研究的方向也倾向了史学一边，像研究灾害思想的文献，基本上都属于史学类文献。另外，有的学者研究灾害防治的某一制度，也容易倾向于从政治管理学的角度着手，因为在史料中对灾害防治的记载，大部分是关于具体灾害防治工作的实施操作，而这些跟行政管理紧密联系。

在研究的内容上，很多学者倾向于研究清代的灾害防治机制，因为清朝是最后一个封建王朝，对当代更具有借鉴意义，还有是清代的史料比较完备。而研究灾害防治思想的学者，则不局限于这一时期，从先秦到晚清的各个时代，都有所涉及。也有学者研究古人的灾害防治思想，研究的对象主要是那些儒学大家，像孔孟，董仲舒、朱熹等。

三、进展情况

中国学者对灾害防治的研究同步于灾害防治的实践，但古人对灾害的研究主要是停留在思想论述上面，所以从严格意义上来说，不能称之为研究。因此，真正意义上对古代灾害防治的研究应该始于近代。民国时期的邓云特对古代灾害的防治很有研究。在他的《中国救荒史》中，详细记录了从远古到民国时期的各种灾害，并且分析了各种灾害的成因与影响。在书中，他还介绍了历代救灾思想的发展，首先他介绍了天命主义的禳弭论，然后详细介绍了各种实用的思想学说，他把那些实用的学说概括为积极预防论与消极救济论。在灾害防治的政策上面，邓先生也将古代的政策制度分为积极的预防政策与消极的应对政策。

在以后的几年中，国内学者对古代灾害防治的研究逐渐深入，涌现的文献也越来越多。在XX年的“非典”事件后，将这一课题的研究推向了高峰，诸多学者发表了此方面的著作，如孙绍骋著的《中国救灾制度研究》，陈桦和刘宗志著的《救灾与济贫——中国封建时代的社会救助活动(1750—1911)》，王宏治发表的《中国古代抗疫病的法律措施》、方潇发表的《灾异境遇—中国古代法律应对机制及其当代意蕴》等。从那以后，学术界对中国古代灾害防治的研究一直是方兴未艾。

当前，中央提出了“以人为本”的科学发展观以及建设“生态文明”的目标，这再次给予了学者研究中国古代灾害防治新的契机。XX年，北京召开了“清代灾荒与中国社会”国际学术研讨会。XX年，三联书店出版社将会议上的学术论文出版成书。(由李文海与夏明方主编的《天有凶年——清代灾荒与中国社会》。)学术界对中国古代灾害防治的研究，迎来了新的高峰。

四、存在问题

尽管学术界对中国古代灾害防治的研究取得了重大进展，但是在笔者看来，这只是局部性的。如前所述，当前学者对中国古代的灾害防治，仅仅局限于历史学、管理学与经济学领域，而在法学领域，除了方潇、李鸣、王宏治等几个学者发表过一些论文之外，很少有人问津，权威性的著作文献更是稀少。并且，那几个学者对中国古代灾害防治的法律研究也不是很深入。学者李鸣的《明朝救荒立法述略》，主要是对明代的救灾措施与法律条款的罗列，对于深层次的立法思想却毫无论述。学者王宏治的《中国古代抗疫病的法律措施》更是体现了堆砌史料的特点，仅仅冠以了一个法律措施的名号，至于为何称其为法律措施没有进行详细的探讨。学者方潇的《灾异境遇—中国古代法律应对机制及其当代意蕴》，主要论述的是当代意蕴，所以对古代灾害的应对机制只是作了初步的介绍，其机制的内容仅仅摘取了邓云特《中国救荒史》〉中的部分内容，没有什么突破性的研究论述。另外，在最近的三年内，法学领域没出现过此论题的文章，研究进展十分缓慢。

我国古代政法不分，造成了当代学者对史料鉴别的困难。在社会科学中，一般的做法是将荒政归为政治，将刑狱归为法律。这种泾渭分明的规定，可能是导致法学学者研究古代灾害防治缺少的原因。笔者认为，对中国古代荒政的定性有待商榷，它仅仅是政治制度吗，是否排除了法律制度的可能性呢?邓云特先生认为，历代学者对救荒(荒政)的概念模糊不清，他认为救荒(荒政)，应该是为防止或挽救因灾害而致社会物质生活破坏之一切活动。 可见，中国古代的救荒是系统性的机制，除了政治制度外，也包含了法律制度。因此，从法学的角度，重新审视中国古代灾害防治的机制，可以弥补当前学者对荒政研究的缺漏。

乙方应承担租赁期内实际使用而产生的水、电、液化气费、电话费并按单自行如期交纳所属管理公司或有关机构。

during the term of tenancy,party b is responsible for paying the charges in relation to water, electricity, gas,telephone charges on the basis of the amount of such utilities party b uses. such charges shall be paid when due according to the invoice therefore received by party b from the management company or relevant authority every month.

八、甲方的责任：

party a’s obligations:

8.1 甲方须按时将出租房屋及其家私家具用品与其设施以良好状态交付乙方使用。

party a shall deliver on schedule to party bvacant possession of the leased property including the furniture,furnishing and appliances and the related facilities for party b’s use(furniture,furnishing and appliances to be detailed in appendisl.)

8.2 租赁期内甲方不得收回出租房屋(除非本合同另有规定)，甲方保证乙方可不受干扰的享用该物业。

party a shall not repossess the leased property during the term of party a disturb of interfere with party b’s quiet enjoyment of the leased property.

8.3 在乙方遵守本合同的条款及支付租金的前提下，乙方有权于租赁期内拒绝甲方或其他人骚扰而安静享用出租房屋。

proviede that party b pays the rent and performs and observes party b’s terms and conditions in accordavce with this agreement, party b shall be entitled to hold and enjoy the leased property throughout the term of this tenancy without any interruption by party a or any other person.

8.4 租赁期内出租房屋的结构，进出物业的排水、上下管道、电路等处于良好使用状态。

party a agrees to repair and maintain the structure,drains, pipes and cables, etc.leading in to or from the leased property at all times in good and tenable repair during the term of this tenancy.

九、乙方的责任：

party b’s obligations:

9.1 乙方应按合同的规定，按时支付租金，保证金及其他各项应付费用。

party b shall promptly pay all rent ,security deposit and other charges payable by it in accordance with the terms of this agreement.

9.2 乙方应爱护使用出租房屋，如因乙方的过失或过错致使房屋设施及屋内用具和饰品受到损坏(正常损耗除外)，乙方应负赔偿责任。

paryt b shall treat the leased property with care. if as a result of party b’s negligence or misconduct, the leased property and the related facilities and accessorties suffer any damage(fair wear and tear excepted ),party b shall be responsible for compensating party a for such damages.

9.3 乙方应按本合同的约定合法使用出租房屋，不得擅自改变使用性质，不应存放中华人民共和国法律下所禁止的危险物品，如因此发生损害，乙方应承担全部责任。

party b shall use the leased property legally as agreed in this agreement and may not change such use on its own…party b shall not store any dangerous items which are prohibited by the laws in the people’s republic of china in the leased property and shall be fully responsible for any admages of losses as result thereof.

9.4 未经甲方事先书面同意，乙方不得将出租房屋转租或租给其他的第三者。

without party a’s prior written consent ,party b may not assign the tenancy or sublet the leased property to a third party.

十、违约处理：

breach of agreement :

10.1 甲、乙任何一方如未按本合同的条款履行，构成违约，应承担相应的违约责任。双方同意违约方应赔偿守约方之直接损失人民币____________元。

if either party a or party b fails to perform its obligations hereunder ,it shall constitute a breach of this agreement and the defaulting party shall be liable for the liabilities resulting from such breach. the parties agree that the party in breach shall pay the other party compensation ____________________for the direct loss and damage suffered by the other party as result of such breach .

10.2 乙方有下列行为之一的，甲方有权终止本合同，收回出租房屋，并且保证金不予返还;

a.未得甲方书面书面同意，将出租房屋擅自转租;

sublets the leased property without party a’s written consent;

b.未得甲方同意将出租房擅自拆改结构或改变用途的：

alters the structure of the leased property or uses the leased property other than for the purpose started herein without party a’s consent;

c.无故拖欠租金超过三天(除双方就本合同存在争议除外)。

fails to pay rent without any reason for more than thirty (30)days after the due date except where there is a dispute in respect of this agreement.

十一、适用法律：

applicable law:

本合同的成立，其有效性、结实、签署和解决与其他有关的一切纠纷均应受中国法律的管辖并依据中国法律解释。

十二、争议的解决：
