项目立项申请报告定义

定义：项目立项申请报告，是企业投资建设应报政府核准的项目时，为获得项目核准机关对拟建项目的行政许可，按核准要求报送的项目论证报告。《国务院关于投资体制改革的决定》规定对于企业不使用政府投资建设的项目，一律不再实行审批制，区别不同情况实行核准制和备案制。其中，政府仅对重大项目和限制类项目从维护社会公共利益角度进行核准，其他项目无论规模大小，均改为备案制。

企业投资项目分类总结

投资无偿补助：指政府对符合条件的企业投资项目和下一级地方政府投资项目给予的投资资金补助，一般政府给予的投资补助不高于总投资额度的30%。

贷款贴息：指政府部门对符合条件、使用了中长期银行贷款的投资项目给予的贷款利息贴息。

奖励：指政府部门对表现突出，业绩优秀、具有重大创新贡献企业的一种鼓励政策，奖励额度视具体情况而定。

政府对项目立项申请报告的核准内容

《国务院关于投资体制改革的决定》中明确，政府对企业提交的项目申请报告，主要从维护经济安全、合理开发利用资源、保护生态环境、优化重大布局、保障公共利益、防止出现垄断等方面进行核准。对于外商投资项目，政府还要从市场准入、资本项目管理等方面进行核准。

国家发展改革委第19号令《企业投资项目核准暂行办法》中规定，项目核准机关主要根据以下条件对项目进行核准审查：符合国家法律、法规;符合国民经济和社会发展规划、行业规划、产业政策、行业准入标准和土地利用总体规划;符合国家宏观调控政策;地区布局合理;主要产品未对国内市场形成垄断;未影响我国经济安全;合理开发并有效利用了资源;生态环境和自然文化遗产得到有效保护;未对公众利益，特别是项目建设地的公众利益产生重大不利影响。

核准制与审批制的区别

1、适用范围不同。审批制只适用于政府投资项目和适用政府性资金的企业投资项目;核准制则适用于企业不使用政府性资金投资建设重大项目或者限制类项目。

2、审核的内容不同。过去审批制情况下，政府既要从社会管理者角度又要从投资者角度审核企业的投资项目;在核准制情况下，政府只是从公共管理的角度审核企业的投资项目，审核内容只要是“维护经济安全、合理开发利用资源、保护生态环境、优化重大布局、保障公共利益、防止出现垄断”等方面，而不在代替投资者对项目的市场前景、经济效益、资金来源和产品技术方案进行审核。

3、审核的程序不同。过去的审批制情况下，政府对企业投资项目，一般要经过批准“项目建议书”、“可行性研究报告”和“开工报告”等审批环节，而在核准制情况下，政府仅审核企业投资“项目申请报告”一个环节。

Without Party As consent, Party B shall not render service elsewhere or hold concurrently any post unrelated to the work agreed on with Party A.

3. Party B shall complete the tasks agreed on schedule and guarantee the quality of work.

4. Party B shall respect Chinas religious policy, and shall not conduct religious activities incompatible with the status of an expert.

5. Party B shall respect the Chinese peoples moral standards and customs.

Ⅶ Revision, Cancellation and Termination of the Contract

1. Both parties should abide by the contract and should refrain from revising, canceling, or terminating the contract without mutual consent.

2. The contract can be revised, canceled, or terminated with mutual consent. Before both parties have reached an agreement, the contract should be strictly observed.

3. Party A has the right to cancel the contract with a written notice to Party B under the following conditions;

(1) Party B does not fulfill the contract or does not fulfill the contract obligations according to the terms stipulated, and has failed to amend after Party A has pointed it out.

(2) According to the doctors diagnosis, Party B cannot resume normal work after a continued 30 day sick leave.

4. Party B has the right to cancel the contract with a written notice to party A under the following conditions:

(1) Party A has not provided Party B with necessary working and living conditions as stipulated in the contract.

(2) Party A has not paid Party B as scheduled.

Ⅷ Breach Penalty

When either of the two parties fails to fulfill the contract or fails to fulfill the contract obligations according to the terms stipulated, that is, breaks the contract, it must pay a breach penalty of US$500 to 2,000 (or the equivalent in RMB).

If Party B asks to cancel the contract due to events beyond control, it should produce certifications by the department concerned, obtain Party As consent, and pay its own return expenses; If Party B cancels the contract without valid reason, it should pay its own return expenses and pay breach penalty to Party A. 整个景区由孟王栓海子度假区、孟王栓海子中心岛、孟王栓海子观鸟点三个部分组成，总面积4500亩，海子水域面积2833亩。景区内水草丰美、景色怡人，是人们休闲、娱乐、感受大自然风韵的理想之地。 大家现在看到的海子北侧有建筑物的那一片是孟王栓海子度假区，现建有简易的旅游住宿房屋和蒙古包及一些相关的设施，四周水、草、树、绿地及各种简易人造景观随处可见。这个地方是垂钓点，爱好垂钓的游客可在此处尽享垂钓悠闲之乐。喜欢游泳的游客可以到前面的海湾尽情游玩。大家看到的海子岸边停靠着的游船，是专门为游客准备的，能让大家感受到在水上“行走”的乐趣。 大家看海子的中央是孟王栓海子中心岛。它面积30多亩，主体为沙丘，最高处距水平面5.3米，有上百种水鸟生活在此。岛区景色怡人，以水、草、树及各种人造景观为主体，早、晚各种水鸟在此翩然起舞，大家到这儿，会有一种回归大自然的感觉。 我们现在所处的地方是孟王栓海子观鸟点。

这个观鸟点载体以沙滩为主，这里视野开阔，适于观测、观赏鸟类的生活。从这里我们可以看到栖息在此的野鸭、鹭鸶、沙鹅、鹰、鹳等100多种鸟类。

内蒙古召庙北五台导游词

去年暑假，妈妈带我去了庐山。

我们乘着旅游车，沿着银蛇般的盘山公路向上奔驰。到山顶了，哇，好美呀!朝着对面望去，一座座山峰像一个个亭亭玉立的绿衣仙女，盘绕在半山腰的迷雾就好像是他们的纱巾。导游向我们介绍：对面的那座山就是五老峰。为什么给它命名为五老峰呢?因为从远处看山顶的样子就像是毛主席侧躺过来脸的样。我仔细一瞧，嘿，还真不假，凸出的额头，凹下的眉心骨，高挑的鼻子，上片薄下片厚的嘴巴，真是惟妙惟肖!

欣赏完美丽的五老峰，我们又去了被诗仙李白赞颂为：“飞流直下三千尺，疑是银河落九天”的三叠泉瀑布。在去看瀑布的路上虽然要经过一千多阶石阶，但是有美丽的景色相伴，就不觉得那么累了。石路旁的小溪清澈见底，五颜六色的鹅卵石浸在水里，为小溪增添了活力。快到谷底了，“哗哗”的声音从远处传来，周围弥漫着丝丝凉意。再走近一百个石阶，终于能见到瀑布啦!只见那瀑布从几百米高的高山顶上泄下来，共分三叠，怪不得叫三叠泉瀑布呢!这三叠瀑布就像是三头狮子，他们怒吼着，奔驰着，冲刺着，一头比一头疯，一头比一头狂，一头比一头野。从下往上看，瀑布就是在一匹巨大的纺织机上纺出的薄纱;又好像是大山姑娘的绸带。从高处泄下来的水打在潭水面上，激起了一朵朵美丽的水花。走到潭边，就像在淅沥沥的小雨里。我轻轻用手捧了一点水洗洗脸。啊，真凉爽呀!顿时，酷夏的炎热被潭水“攻击”得烟消云散，一股清凉的气息迎面而来，清新的空气里掺杂着自然的芳香，令人心旷神怡。

13 Other Terms:

Unless otherwise agreed and accepted by the Buyer, all other matters related to this contract shall be governed by Section II,the Terms of Delivery which shall form an integral part of this Contract.Any supplementary terms and conditions that may be attached to this Contract shall automatically prevail over the terms and conditions of this Contract if such supplementary terms and conditions come in conflict with terms and conditions herein and shall be binding upon both parties.

FOR THE BUYERSECTION 214 FOB/FAS TERMS14.1 The shipping space for the contracted goods shall be booked by the Buyer or the Buyer’s shipping agent __________.

14.2 Under FOB terms,the Seller shall undertake to load the contracted goods on board the vessel nominated by the Buyer on any date notified by the Buyer, within the time of shipment as stipulated in Clause 8 of this Contract.

14.3 Under FAS terms,the Seller shallundertake to deliver the contracted goods under the tackle of the vessel nominated by the Buyer on any date notified by the Buyer, within the time of shipment as stipulated in Clause 8 of this Contract.

14.4 10-15 days prior to the date of shipment, the Buyer shall inform the Seller by cable or telex of the contract number, name of vessel,ETA of vessel, quantity to be loaded and the name of shipping agent, so as to enable the Seller to contact the shipping agent direct and arrange the shipment of the goods. The Seller shall advise by cable or telex in time the Buyer of the result thereof. Should, for certain reasons,it become necessary for the Buyer to replace the named vessel with another one,or should the named vessel arrive at the port of shipment earlier or later than the date of arrival as previously notified to the Seller, the Buyer or its shipping agent shall advise the Seller to this effect in due time.

暑假里，我到阿姨家——临海的一个小渔村作客，她家不远处就是海。

一天傍晚，阿姨说明天一大早带我去海边摸海螺，我一听，兴奋极了，整夜都没有睡好觉。第二天，天刚蒙蒙亮，我就迫不及待地起了床，拉着阿姨直奔海边。

啊，晨海美极了：放眼望去，天连着海，海连着天，简直让人分不清哪儿是海，哪儿是天。微风吹来，海面上荡起了阵阵涟漪，恰似一大幅飘动着的绸缎。忽然，我发现天水相接的地方出现了一道红霞。“太阳要出来了?”一时，我竟忘了来这里的目的——摸海螺，只是目不转睛地盯着它。眨眼间，红霞的范围慢慢扩大了，并且越来越亮。红霞也千姿百态了：有的像展翅欲飞的雄鹰，有的像飘动着的红领巾，有的则像奔腾的骏马。“啊，太美了!”我站在那里发了呆。

不知什么时候，红通通的太阳已跳出了海面，顿时，大海披上了一层桔红色的薄纱。

“啊，太美了，太美了!”我心中暗暗赞叹，我完全被陶醉了!

“娜娜，快来摸海螺呀!再不来摸，它们就要钻到底下去了。”耳边传来了阿姨的喊声。可我还是沉浸在眼前的美景中。“看，我摸到了一只大海螺!”阿姨再次大喊。这时，我才醒悟过来，寻声望去，只见阿姨正举着一只又大又黑的海螺朝着我挥动哩!我羡慕极了，连忙卷起裤管，朝阿姨跑去。可哪知这海涂就像沼泽地一样，脚刚踩下，小腿就陷入泥中去了。我只好艰难的拔出腿来，深一脚浅一脚地来到阿姨身边，也摸了起来。咦，脚下怎么痒痒的?弯腰一摸，原来是一只像大拇指一般大的蟹在我脚底下捣鬼!我马上把它捡了起来，扔进了阿姨的塑料袋里。后来，我也摸到了不少的大大小小的海螺。

太阳升高了，海螺钻到泥底下去了，阿姨一个劲地催我回家吃饭，我只得恋恋不舍地跟着阿姨回了家。

海边真好玩，我忘不了这第一次去海边。

海上游玩心得5

记得那是我三年级的暑假的时候，我、爸爸、妈妈还有我的一个小伙伴，决定这个暑假到位于丹东市旁边的一个岛屿——大鹿岛。

我们出发的时候，由于忘了查找当地地图就匆匆的来了，导致第一天我们到达丹东时，找不到去大鹿岛的码头在什么地方。眼看天就要黑了，我们就找了个饭店，吃了有名的丹东炒馇子。过后，我们便找了个饭店住下了。

第二天，我们找了半天，终于找到了一个知道怎样去码头的路的人了，于是我们请他带路，终于来到了码头。到了码头后，我们乘坐快艇来到了大鹿岛。

上岛以后，我们乘坐大巴翻过一座山来到了海边。我一看见大海，心里非常高兴，而老天也仿佛很照顾我，突然变得很晴，大海也随之变蓝，一眼望去，一望无际，天上飞着海鸥，而水里常有小鱼跳出，真是美极了。我飞快的换上泳装，跳到海水里，一会儿蛙泳，一会儿仰泳，一会儿自由泳。玩着玩着我发现海面上有一块白的东西，我过去一看，是块海蜇，我把爸爸妈妈叫来，并找了个当地人一起抓海蜇，那个人还被蜇了一下。最后我们找了塑料袋将海蜇套了进去，我想这下有陈醋蛰头可以吃了。没想到第二天它就化成水了。

我们又来到了海边的一个小山上观赏风景。远处，来来往往的货轮，天上的海鸥似乎和我一同高，很美很美。晚上，我们还吃了一顿海洋大排档(烧烤);买了一些旅游纪念品;参加海边篝火晚会;观看烟火。

现在，每当看见第一次去海边时买的纪念品，我就很怀念，怀念那蓝蓝的海;怀念那可爱的海鸥;怀念那篝火晚会;怀念那迷人的烟花;怀念……
