近年来，快速发展的地税事业，为地方税务研究提供了广阔舞台;地税管理的信息化和标准化建设，伴随着经济发展的深入变化，为地方税务研究不断提出新的课题和严峻的挑战。基于此，某某市地方税务研究学会牢记宗旨，不断开创开拓，积极探索，勇于创新，在开展税收学术研究、服务税收中心工作，发挥咨询参谋作用等方面做了大量卓有成效的工作，取得了显著成绩。四年来，全市地税系统各级研究会共组织开展调研活动189次，与各有关学术团体交流16次，撰写各类调研文章258篇，其中31篇在省厅级以上优秀论文评选中获奖，其中国家级有三篇获奖，有7篇文章在全省地税系统理论调研文章评比一等奖。并先后获得全国大中城市先进税务学会、全省民间组织先进单位、江西省地方税务研究会第二届理事会先进单位。

为了充分发挥地方税务研究会的职能作用，全市地税系统建立起了以地方税务学会为中心，市局机关各科室、县区局、各分局为纽带，延伸到行政事业单位和有关企业的群众性税收调研网络，并在系统内建立了调研骨干人才库;重视学会理论阵地建设，努力提高办刊质量，在服务税收研究、拓展学会空间、搭建学习平台、激发会员热情等方面起到了积极的作用;采取集中学习，邀请系统外的专家学者和系统内实践经验丰富、理论功底深厚的领导干部授课等方式，对基层会员“充电”，进一步提高了学会工作调研能力。研究会的工作在第二届理事会的指导下上了一个崭新的台阶，取得了较好的成绩。

历史的车轮滚滚向前，在积极融入鄱阳湖生态经济区，加快建设国家新能源科技城的经济洪流中，如何充分发挥地税职能作用，使地税工作为地方经济建设和社会发展服务，需要我们更加深入的调查研究，提出切实可行的对策，让地税工作与经济建设实现完美对接，让地税职能对经济的调控作用得以彰显，是一个紧要而迫切的课题。在这里，我就进一步做好地方税务研究会工作提几点建议，供大家借鉴。

一是要坚持办会宗旨，把握正确的研究方向。研究会作为群众性的社会团体和非营利组织，在新的形势下要进一步坚持办会宗旨，把握正确的办会方向，尤为重要。最根本的就是要自觉地用邓小平理论和“三个代表”重要思想武装头脑，坚持用科学发展观统领工作，指导实践，推动工作。要把提出的“坚持学习理论和指导实践相结合，坚持改造客观世界和改造主观世界相结合，坚持运用理论和发展理论相结合”的要求，认真贯彻落实到研究会的建设和税收学术研究活动中。切实把组织和推动税收调查研究这一任务抓紧抓好，充分发挥为税收改革服务、为税收实践服务、为领导决策服务、为某某地方经济发展服务的作用，不断增强地方税务研究会的生命力。

二是要履行办会职责，深化调查研究。税收工作事业的发展不仅对地方税务研究工作提出了更高的要求，也给地方税务研究工作带来了新的发展机遇。研究会要主动适应新形势、新任务的要求，自觉臵于某某经济税收工作的大局中去谋划，充分发挥自身优势，积极组织广大税务干部和关心税收工作的社会各界人士开展税收工作调查研究，以各种行之有效的形式，为党委政府以及各级领导的决策提出科学性、前瞻性的意见。当前，要特别关注全球经济危机的新走向，科学预测其对我市经济和税收带来的影响，积极研究应对这场全球性危机的税收对策，并提供一些可行性的建议;要积极研究如何运用税收手段，认真落实国家有关促进各项区域性经济建设优惠政策，为我市地税部门向上争取支持各类税收优惠政策提出建设性的意见;要特别关注税制改革的新动向，注意研究分析增值税转型、资源税制度改革、“两税”征管范围划转等对我市经济和税收的影响程度，深入开展专题性调研分析，及早发现问题，向上级提出应对意见和完善建议;要紧紧围绕税收中心工作，注意选择税收事业发展中的一些重大理论问题和实际工作中的热点、难点、重点问题深入开展调研，将对税收工作有现实指导价值的意见、建议和措施、办法，通过各种渠道、媒介传播出去、交流介绍出去，把调研成果、决策信息传递给各级领导、相关部门，用于指导工作、指导实践，解决问题，为促进地税事业又好又快发展提供理论产品。

地方税务研究工作要实施精品战略，潜心打造学术研究精品，提升应用价值，更好地发挥研究会作为税收工作的理论部、参谋部和资料库的作用。

三是要发扬调研优势，营造良好的调研氛围。地方税务研究工作聚集了地税系统的优秀的调研人才，要大力倡导民主、宽松的调研风气，发扬优良的调研传统，营造“百花齐放，百家争鸣”的调研氛围，多出成果、出好成果，不断提高税收调研水平;要防止那些“走过场”、“摆花架子”，不深入基层一线了解真实情况的调研形式主义;防止那些“只调查、不研究”，夸夸其谈的理想主义，注意把地方税务研究工作真正“落地”，为地税中心工作解决实际问题。同时，要发挥好研究会的组织协调作用，充分利用自身优势，动员和组织各方面力量进行税收学术研究，推动研究工作扎实开展。

四是要加强自身建设，提高调研工作水平。要坚持以人为本，建立健全税收调研人才库，把一批理论水平较高、基层工作经验丰富、写作能力较强、税收业务熟练、由强烈的政治责任心的优秀人才吸引到税收调研队伍中来，并为他们创造良好的调研环境和条件，充分发挥他们的税收理论和工作实践上优势，使地方税务研究工作成为解决地税实际问题的坚强阵地。加强对调研骨干的培养教育，有条件的要采取“走出去、请进来”的方式加强与兄弟地市和调研工作先进地区的交流，要推荐部分优秀人才参与省局、总局甚至系统外的调研论坛交流，促进调研骨干的成长和调研能力的加强。市局党组将一如既往地关心支持研究会的工作，进一步加强对研究会工作的指导和帮助，为研究会配备精干的办事人员，提供必要的工作条件，安排适当的活动经费。同时，也会给研究会出题目、交任务，更好地推动税收科调研活动的开展。

同志们，我市地方税务研究会工作任重而道远，光荣而艰巨，我们要以科学发展观为统领，以本次成功换届为契机，坚定信心，扎实工作，增强调研意识，拓宽调研思路，破解调研难题，加快调研步伐，努力开创研究会工作的新局面，为推动我市地税事业又好又快发展做出新的贡献!

Before， I came this camp I don`t have experience about this so before I go to airport I don`t have Strain and fear. But after my parents go home ，suddenly I feel strange after came this resort I eat some food and juice And Diana say my name so I go to my room when I went to my room， my roommate is already sleepy .

First I think`40 days left`But grow up more and more friends， Philippine Korean staff are friendly to me . Before came this camp I fear， because Seoul grade school students are study well. I dissatisfy with wake up time. And this swimming teachers are good， so my swim skill is more grow. First I feel hot， study is boring and wake up time is terrible. But after I feel better. And my favorite experience is S M， because it is very big and good ， In there I don`t miss shopping with my friends. In this camp， I learned many things， for example English skill.
