硕士研究生开题报告文献综述怎么写

写文献综述一般经过以下几个阶段：即选题，搜集阅读文献资料、拟定提纲(包括归纳、整理、分析)和成文。

一、选题和搜集阅读文献

撰写文献综述通常出于某种需要，如为某学术会议的专题、从事某项科研、为某方面积累文献资料等等，所以，文献综述的选题，作者一般是明确的，不象科研课题选题那么困难。文献综述选题范围广，题目可大可小，大到一个领域、一个学科，小到一种疾病、一个方法、一个理论，可根据自己的需要而定，初次撰写文献综述，特别是实习同学所选题目宜小些，这样查阅文献的数量相对较小，撰写时易于归纳整理，否则，题目选得过大，查阅文献花费的时间太多，影响实习，而且归纳整理困难，最后写出的综述大题小作或是文不对题。

文献综述的格式与一般研究性论文的格式有所不同。这是因为研究性的论文注重研究的方法和结果，特别是阳性结果，而文献综述要求向读者介绍与主题有关的详细资料、动态、进展、展望以及对以上方面的评述。因此文献综述的格式相对多样，但总的来说，一般都包含以下四部分：即前言、主题、总结和参考文献。撰写文献综述时可按这四部分拟写提纲，在根据提纲进行撰写工。

前言部分，主要是说明写作的目的，介绍有关的概念及定义以及综述的范围，扼要说明有关主题的现状或争论焦点，使读者对全文要叙述的问题有一个初步的轮廓。

参考文献虽然放在文末，但却是文献综述的重要组成部分。因为它不仅表示对被引用文献作者的尊重及引用文献的依据，而且为读者深入探讨有关问题提供了文献查找线索。因此，应认真对待。参考文献的编排应条目清楚，查找方便，内容准确无误。关于参考文献的使用方法，录著项目及格式与研究论文相同，不再重复。

三、注意事项

由于文献综述的特点，致使它的写作既不同于“读书笔记”“读书报告”，也不同于一般的科研论文。因此，在撰写文献综述时应注意以下几个问题：

⒈搜集文献应尽量全。掌握全面、大量的文献资料是写好综述的前提，否则，随便搜集一点资料就动手撰写是不可能写出好多综述的，甚至写出的文章根本不成为综述。

⒉注意引用文献的代表性、可靠性和科学性。在搜集到的文献中可能出现观点雷同，有的文献在可靠性及科学性方面存在着差异，因此在引用文献时应注意选用代表性、可靠性和科学性较好的文献。

关于开展警务硕士专业学位研究生教育的几点思考

【摘要】警务硕士专业学位增设是适应当前的公安教育发展需要而产生的。警务硕士专业学位研究生教育的培养模式不同于学术型研究生教育培养模式，在培养过程中要注意防止简单的去学术化，双导制制度流于形式并应加强培养质量。

根据国务院学位委员会《关于下达XX年新增硕士专业学位授权点的通知》(学位[XX132号)，警务等18种硕士专业学位成为我国新增专业学位类别，并在XX年首次纳入全国研究生统一招生范畴，中国人民公安大学、中国刑事警察学院和中国人民武装警察部队学院等公安部三所直属院校成为首批培养试点单位。警务硕士专业学位的设置对于调整优化公安院校研究生培养结构，完善公安院校研究生教育体系，具有极为深远的意义。

警务硕士专业学位的英文名称为masterofpolicing，英文缩写为mp，作为教育领域一个新生事物，警务硕士专业学位的设置与教育在我国公安教育史上，甚至在国外警察教育体系中均无成熟的模式可以借鉴，笔者在此对警务硕士专业学位的设置与教育提出一些个人的建议，希望能够抛砖引玉。

一、警务硕士专业学位的增设背景随着公安高等教育规模的扩大和办学层次的提升，一些深层次的问题也开始暴露出来，最直接、最显性的问题就是公安院校的毕业生就业难，除中国人民武装警察部队学院等公安现役院校外，其他一些地方公安院校的毕业生部分由于不能通过公务员考试而无法进入公安机关、不能走上公安工作岗位，这已经不是个别现象了。要求公安教育体制改革的呼声越来越高，甚至在20xx年各媒体一度传出我国公安教育将完全引用欧美国家警察教育培训体制的报导，即依托普通高等院校对警察完成高等学历教育，而由警察机关进行以培训为主的职业教育，后者不计学历，也不授予学位，主要是为职前警察和在职警察提供必须的业务技能和知识。

目前我国的公安教育包括学历教育和培训教育两种模式，在学历教育方面分为专科、本科、研究生三个层次，培训教育主要有入警培训、晋升培训、业务培训。由于我国公安教育特殊的政治性，完全废除现有的公安院校教育而照搬欧美模式显然是一种过激的不切实际的行为。后随着20xx年部属公安院校招生工作的正常进行，上述争论暂告平息。

但是此次争论又将现有的公安学历教育和公安培训教育的融合趋势向前推进一大步，在公安部有关部门积极协调和充分论证基础上，警务硕士专业学位研究生教育应运而生。

较之公安院校现有的学术型硕士研究生培养目标，警务硕士的培养更侧重实践教学和实战能力的培训，而较之现有的公安培训教育，警务硕士则能够授予相应的硕士学位，毕竟在现实的工作当中，学历学位在衡量人才层次方面还是一个规范性标志。因此，为适应新时期我国公安工作对警务专门人才的迫切需求，完善警务人才培养体系，创新警务人才培养模式，提高警务人才培养质量，设置警务硕士专业学位成为了一种必然。

二、警务硕士专业学位研究生教育的培养模式

(一)警务硕士专业学位研究生教育的定位有关硕士专业学位的定位目前有终极说和非终极说。

终极说认为硕士专业学位的教育培养应当定位为培养高层次、复合型、应用型职业人才的主渠道，是带有终极性，或者说应当是最高学位，无须再设置博士专业学位；非终极说则认为硕士专业学位同样是设置博士专业学位必经之路，也同样是为培养博士研究生储备人才，同学术型硕士研究生培养定位相比不应该厚此薄彼。笔者认为在现阶段专业学位与学术学位硕士研究生教育在实践中的区别关系尚未完全厘清之前，不应再过于盲目地追求博士专业学位教育层次，至少警务硕士作为一个新生事物不应设定过高的定位，而应当扎扎实实地将警务硕士专业学位定位为公安队伍培养高层次、应用型公安专门人才的主渠道。

警务硕士专业学位研究生教育具有特殊的实践性和极为明确的职业指向性，因此，在试点工作初期，应把招生对象暂定为具有一定专业知识背景和工作经验的公安干警，采取非全日制学习方式，实现在职公安干警在职深造、终身学习的目的和愿望，也能够避免～些涉密的知识或特殊的技战术流入社会。同时考虑到公安工作对部分边缘、交叉学科(如公安情报、消防工程等)的高层次应用人才的需求，待警务硕士专业学位试点工作结束、培养模式成熟之时，可适当招收一定规模应届毕业生，发展全曰制警务硕士学位培养工作。

(二)培养目标专业学位教育的突出特点是学术性与职业性紧密结合，获得专业学位的人，主要不是从事学术研究，而是从事具有明显职业背景的工作，这是教育部对专业学位培养目标明确的总体定位。设置警务硕士专业学位的目的正是为了改变目前公安战线上高层次人才匮乏的现状，提高公安队伍的整体素质，培养造就一批懂技术、会管理、能指挥的高素质人才，推动公安教育和公安工作的进步。因此，警务硕士专业学位是一种具有特定公安职业背景的专业学位，培养具备良好的政治思想素质和职业道德修养，忠诚可靠、业务扎实、敢于创新、精于实战，具有综合运用法律、公安基础理论、经济、科技、外语等知识，独立从事各项公安工作能力的高层次、应用型公安专门人才。

(三)培养方式考虑到我国目前各地各警种警力不足的现象仍未得到有效缓解，尤其是各基层青年干警工作、生活压力较重的现象仍比较突出，为了避免学习时间与公安机关日常工作安排相冲突，警务硕士研究生实行弹性学制，学习年限可以设定为2年到5年，其中学位论文工作时间约为1年。采取进校不离岗的教育模式，集中一定时间到培养单位或指定地点完成一定的课程学习及其他的培养环节，且集中学习时间累积不得少于6个月。

警务硕士专业学位研究生教育实行双导师制，由公安院校具有较高理论素养的导师和警务实战单位推荐的业务水平高、责任心强、具有一定专业技术职务的人员共同指导，院内导师担负研究生全程培养的指导任务，实战单位导师主要担负研究生部分课程教学及实践和学位论文的指导工作。

(四)课程设置课程设置突出专业学位特色是专业学位教育的立身之本，课程设置首先要进行定性分析，找准本专业学位的特色所在，围绕这一特色凝练出本专业学位教育课程设置的原则。警务硕士专业学位研究生教育的特色所在就是突出公安职业特色，形成突出警察职业能力的教、学、练、战一体化的人才培养模式，其课程应当是本着加强基础、突出实践、注重应用的原则来设置。然后依据这一原则进行定量分析，将公共课、专业基础课、专业课和选修课之间的课时比例优化，并将各课程的考核方法、达标分数等指标进行细化，最终形成一整套不同于学术型研究生培养过程的独有的课程体系。

(五)实践环节警务硕士专业学位研究生培养的实践环节包括学术实践和警务实战单位实践两部分。学术实践主要是指研究生在读期间应结合所学理论和自己工作实际进行一些学术创新活动，包括参与导师的科研项目和独立发表学术论文等形式。警务实战单位的实践，是指除研究生在本人任职岗位上参与的实践外，还应由培养单位利用研究生集中学习的机会统一组织参加的实践活动。尽管目前公安学历教育的教学与实践脱节的问题饱受诟病，但不可否认的是公安系统的行政属性，使得公安院校的警务实践基地建设具备了得天独厚的优势。以中国人民武装警察部队学院为例，在公安部机关的协调下，该学院在全国各公安边防、消防、警卫部队己顺利地建起95个实习基地，每年的实习安排由公安部机关向下属各部队专门下发实习通知，为学员实习创造了非常优越便利的条件。研究生在读期间集中参加的各种规模训练或演习，应当在导师的指导下以相应的实践报告形式反映出来，将这些感性的认识上升到理性的认识，为以后更好地指导实践工作打下坚实的基础。

(六)学位论文学位论文是衡量研究生培养质量的重要标志。警务硕士的学位论文选题应直接来源于公安工作实际，研究成果要有实际应用价值，不能是单纯的学术性的论述。拟解决的问题既要具有～定的难度和含金量，又不能沦为一篇普通的总结或汇报材料。至于其论文形式则不必拘泥于学术论文，可以采用专题研究报告、重大案例分析、专项调查或方案设计等形式。

三、警务硕士专业学位研究生教育培养过程中应注意的几个问题

(一)防止警务硕士专业学位研究生教育出现简单的去学术化中国人民公安大学、中国刑事警察学院、中国人民武装警察部队学院三所院校从1993年起相继获得硕士学位授予权，一直侧重于对学术型硕士研究生的培养，为公安系统输送了大批高层次的人才，为公安队伍建设与发展做出了重要的贡献。面对警务硕士这一全新的专业学位类型，家试点单位应当总结其他专业学位教育在发展过程的经验和教训，避免出现专业学位教育被学术型研究生教育所同化的现象。需要注意的是，专业学位设置的初衷是为了达到职业性与学术性高度统一的目标，教育部所提倡的改变研究生专业学位教育学术化倾向，并非是要简单的去学术化，而是为了防止出现轻视实践的倾向，不能简单地将专业学位教育理解为减少学术性的研究、减少理论知识的教育。没有扎实的学术理论基础作支撑，任何教育都不会有长远的发展前途，所培养出来的人才也不会有深厚的发展潜力。

(二)防止警务硕士专业学位双导师制度流于形式高水平的导师队伍是培养高质量研究生的关键因素。

尽管各类型的专业学位教育都在积极地落实双导师制度，努力打造一支适合专业学位教育的复合型师资队伍。

但从实际情况来看，其效果普遍低于预期目标。究其原因，一方面，专业学位教育的师资基本上都是有学术型学位的导师兼任或转行而来，指导过程中仍然偏重于理论的讲授或仅仅是直接降低理论要求标准，而各培养单位弥补教师实践经验缺乏的渠道大多又不顺畅，致使专业学位教育的很多教师一时难以适应这种复合型师资队伍的建设目标。

另一方面，来自于实践部门的外聘兼职导师尽管具有较为丰富的实践经验，但要忙于自己的工作，与研究生之间的沟通交流相对较少，致使部分兼职导师其实是流于形式，并未切实担负起指导学生的任务。

警务硕士专业学位研究生教育作为新增类型，应当努力避免这种现象的发生。既有较高理论水平同时又具有丰富实践经验的专职教师比例仍然偏低，是公安院校教师队伍结构的现状之一。要破解这一难题，首先应当继续强化教师参与调研和挂职锻炼等实践活动，把参与实践活动作为职称评审、晋衔晋职的硬性指标之一，而院校的任务重在做好教师参与实践活动的前期沟通工作和后期保障工作，真正解决教师参与实践活动的各种后顾之忧。此外，公安院校还应当继续大力推行兼职导师制度。

一方面，兼职导师可以有效地缓解因当前扩招所带来的导师总量不足的窘况，另一方面，兼职导师能够将实战案例、实战经验、重要的信息内容及时转化为教学内容，可以有效弥补公安院校教学实践性不强的短板。同时，兼职导师可以密切公安院校与警务实战单位之间的沟通与联系，并及时反馈毕业学员的发展动态和用人单位的评价情况，具有桥梁作用。为切实发挥出兼职导师指导作用，选聘的兼职导师应当具备较高的学术造诣、丰富的实战经验、责任心强、热心于研究生教育事业等条件，并且要真正能够切实履行研究生指导任务，特别是在研究生培养的各重要环节一定要有兼职导师的参与，不能让兼职导师仅仅成为一种头衔或名誉。选聘之初就要明确兼职导师的职责和不同培养环节的指导任务，包括参与制定研究生个人培养计划，承担部分专业课程的讲授，指导研究生学位论文的选题、撰写和答辩，并积极为研究生的实习、调研等实践活动提供方便条件和指导。

(三)确保警务硕士专业学位研究生教育的培养质量质量是研究生教育的生命线。之所以强调确保警务硕士专业学位研究生教育的培养质量，是因为有个别专业学位教育发展过程中曾出现过盲目追求规模和经济效益的沉痛教训。警务硕士专业学位研究生教育担负着提高公安队伍整体素质和战斗力的重任，担负着推进公安队伍正规化、职业化建设的重任，面对巩固共产党执政地位、维护国家长治久安、保障人民安居乐业、服务社会经济发展的这一重大政治任务，警务硕士专业学位研究生教育绝对不能够沦落为一个镀金、拿文凭的渠道。必须抓好招生、培养的各个环节，将目标管理和过程管理有机结合，确保研究生培养质量，切实做好警务硕士专业学位研究生教育的试点工作，使警务硕士专业学位研究生教育真正发展成为公安队伍培育高层次应用人才的重要渠道。
