一、该班属_________工程领域，按照当年该工程领域的攻读工程硕士专业学位研究生（以下简称工程硕士生）培养方案制定教学计划，由_________大学_________院（系、所）负责组织教学并进行管理。

二、乙方负责选拔符合下列条件者为本班学员，学员资格由甲方审核批准。

1.属在职工程技术或工程管理人员；

2.获得学士学位后具有3年以上工程实践经验；或获得学士学位后工作经历虽未满3年，但具有4年以上工程实践经验；或具有国民教育系列大学本科毕业学历，且具有4年以上工程实践经验者；

3.工作业绩突出。

三、该班学员按如下方式进行培养

1.符合报考条件的学员需报名参加当年由国家举行的在职人员攻读工程硕士专业学位入学考试，甲方从成绩合格者中择优选拔录取。被录取者采取单位委托培养的方式，在职攻读工程硕士专业学位（需另签订工程硕士研究生委托培养协议书）。录取工作结束后，甲方按照教学计划安排教师授课。

2.若录取的工程硕士生不满_________名，则在未录取的考生中，由本人申请，经甲乙双方研究视其成绩较好与表现突出等，准予参加本工程硕士研究生班的课程学习，同意其参加_________年国家举行的在职人员攻读工程硕士专业学位入学考试，成绩合格，择优录取为工程硕士生。

3._________年仍未被录取为工程硕士生，可以继续进行课程学习，修完全部课程且成绩合格者，可获得由甲方颁发的《_________证书》和研究生课程进修成绩单。

4.仅参加部分课程的学习且成绩合格者，可获得由甲方颁发的《_________证书》和研究生课程进修成绩单。

四、教学安排

按乙方的要求，该工程硕士生班应为非脱产（脱产、半脱产）学习。授课地点经双方协定，安排在乙方（甲方）进行，课程学习时间一般不得超过两年，累计授课时间不少于_________学时（培养方案另附）。甲方负责教学计划的制定和实施（包括教学安排、教师选派、教材选择、授课和考试等）。

五、论文工作

按照培养要求，被录取为工程硕士生者，一般在完成必修课程学分一半后，可申请论文选题。在职工程硕士生的学位论文工作时间一般不少于一年半（从文献阅读选题报告到提交学位论文、申请答辩的时间）。必修环节（包括开题报告、中期汇报、论文答辩等）原则上安排在甲方进行，在职工程硕士生在校时间累计不得少于半年。学位论文工作按甲方《_________大学工程硕士专业学位研究生教育管理办法》中的有关条款执行。攻读工程硕士专业学位全部培养过程最长不得超过5年。若因特殊情况需要延期，需本人申请，导师同意，经本班承办院（系、所）领导批准，报研究生院审批后，可以适当延长。

工程硕士生的学位论文应有两名指导教师。依据论文课题方向，由甲方选派一名校内指导教师，并聘请乙方一名具有高级技术职称的人员担任联合指导教师，共同指导工程硕士生的论文工作。

六、获得学位

在职工程硕士生的培养计划应符合该工程领域的培养方案要求，修完全部课程且成绩合格，满足学分要求，通过学位论文答辩者，由_________大学学位评定委员会审核批准授予工程硕士专业学位。

七、管理

1.按照_________大学在职工程硕士生的学籍管理有关条款，由本班承办院（系、所）负责办理研究生证、ic卡等；

2.在职工程硕士生应遵守_________大学有关研究生的管理规定，按时注册；

3.为保证培养质量，学员学习期间的思想教育工作由乙方指派管理人员负责。甲方本班承办、院（系、所）指派一名教师负责有关课程教学方面的协调工作。

八、培养费用

课程学习阶段，每位学员需交纳培养费_________元人民币（不含教材费用）。按上课学员总人数计算，由乙方一次（分两次）向甲方付清。（乙方具体交付培养费办法为：第一次于开班前交付总费用的一半，第二次于课程教学过半，再交付剩余的全部费用。）中途辍学不退学费。

论文工作阶段，每位工程硕士生需向甲方交纳论文指导费_________元人民币，按录取工程硕士生总人数计算。在开题报告前一次付清。未完成论文者，不退指导费用。

九、费用分担

甲方负责支付办班的业务费和教学、管理酬金；

乙方负责支付在乙方授课的教室安排和任课教师食宿；

（甲方、乙方）负责支付甲方任课教师及管理人员赴乙方从事教学和教务工作的差旅费（或乙方承担差旅费的单程费用）。

十、本协议一式四份，双方各持两份，经双方签字、盖章后生效。未尽事宜，依据国家政策，由甲、乙双方协商解决。

有关工程硕士专业学位研究生开题报告

为了保证工程硕士研究生学位论文的质量，特对开题报告制定以下要求。

一、学位论文选题应直接来源于生产实际或者具有明确的生产背景和应用价值，可侧重从以下几个方面选取：

①一个完整的工程项目策划、工程设计项目或技术改造项目；

②技术攻关研究专题；

③新工艺、新设备、新材料、新产品的研制与开发；

论文选题应具有一定的技术难度、先进性和工作量，能体现作者综合运用科学理论、方法和技术手段解决工程实际问题的能力。

工程硕士研究生在导师指导下结合所在企业目前的技术改造、技术革新、引进等技术难题或科研攻关项目。通过阅读文献资料、实际调查，进行初步的研究工作后，撰写“文献综述报告”和“开题报告”。

二、工程硕士在确定学位论文课题后，要写出选题报告。选题报告包括“文献综述”和“开题报告”两部分。文献阅读和选题工作一般从全部课程学习完成后进行。

三、写“文献综述”以前，要大量阅读与论文课题有关的学术论文。通过阅读文献，要掌握论文课题所在研究领域国内外的学术动态和发展前沿。

在文献阅读的基础上，撰写“文献综述”。内容包括：论文课题所在研究领域国内外的学术现状、前沿问题、发展趋势等，要对文献涉及的主要原理、技术和方法进行总结、归纳和述评。所阅读的文献目录要在附录中一一列出。

“文献综述”完成后，交导师评阅。导师要写出评语，导师认为综述报告不合格，要继续阅读文献，重新撰写。

四、在文献阅读和调研的基础上撰写“开题报告”。

“开题报告”应包括以下内容：

1、选题依据、课题来源、学术价值和对社会、经济发展和科技进步的意义；

3、拟解决的生产实际的主要问题和关键技术及难点、拟采取的技术路线、实施方案；

4可能出现的困难与问题及解决方法与措施；

5、预期达到的成果，可能取得的创新之处；

6、研究进程计划及时间安排，经费概算；

五、工程硕士完成“开题报告”后，交给导师审阅通过后，确定开题报告会议的时间和邀请的专家名单。

开题报告会议可以由导师主持，可设一秘书记录、整理会议材料。与会专家和其他参加人员可以提问、质询。报告会议后，工程硕士本人和其他与会人员退场，与会专家对开题报告进行评议。导师介绍工程硕士“文献综述”撰写情况，与会专家对选题进行评议、讨论，秘书汇总与会专家的评议和意见。会议以无记名投票方式对开题情况评分，按 “合格”本和“不合格”评分。最后，填写专家意见和评分，与会专家要签名。

六、 开题报告评为“不合格”者，可在一个月内再作一次。第二次仍为“不合格”者取消做论文的资格，按结业处理。
